N\u00eb profilin dramatik shqiptar t\u00eb k\u00ebtyre 20 vjet\u00ebve, ku kemi p\u00ebrjetuar ngjarje deri rr\u00ebqeth\u00ebse me marrje jet\u00ebsh, \u201cspektaklet\u201d e deformimit t\u00eb zgjedhjeve kan\u00eb p\u00ebrb\u00ebr\u00eb nj\u00eb faqe m\u00eb vete. Me t\u00eb drejt\u00eb zgjedhjet e 8 majit n\u00eb Tiran\u00eb jan\u00eb sintez\u00eb e asaj q\u00eb ka ndodhur n\u00eb t\u00ebr\u00ebsi n\u00eb zgjedhje. 8 maji p\u00ebr Tiran\u00ebn \u00ebsht\u00eb i ve\u00e7ant\u00eb, pasi jan\u00eb zgjedhjet m\u00eb t\u00eb ndjekura, fal\u00eb dh\u00ebnies s\u00eb tyre drejtp\u00ebrdrejt n\u00eb media. I t\u00ebr\u00eb opinioni shqiptar brenda dhe jasht\u00eb shtetit, p\u00ebrfshir\u00eb dhe trupin diplomatik u kthyen n\u00eb spektator\u00eb t\u00eb asaj shfaqjeje t\u00eb sh\u00ebmtuar, ku shteti i Berish\u00ebs me arroganc\u00eb n\u00ebp\u00ebrmjet goj\u00ebs s\u00eb Ristanit e Sashenk\u00ebs iu imponua vullnetit t\u00eb popullit dhe ligjeve t\u00eb miratuara n\u00eb Parlament.<\/p>\n

Berisha ka t\u00eb drejt\u00eb kur rithekson vler\u00ebsimin si zgjedhjet m\u00eb transparente. N\u00eb fakt, ato q\u00eb ne arrit\u00ebm t\u00eb shohim jan\u00eb vet\u00ebm maja e ajsbergut e asaj q\u00eb realisht ka ndodhur n\u00eb Tiran\u00eb, apo n\u00eb p\u00ebrgjith\u00ebsi n\u00eb zgjedhjet n\u00eb Shqip\u00ebri. N\u00eb raportin e OSBE\/ODIHR-it, i cili padyshim duhet p\u00ebrsh\u00ebndetur, \u00ebsht\u00eb e pamundur t\u00eb p\u00ebrmenden fakte t\u00eb shumta konkrete manipuluese. Bie fjala, aty s\u2019ka qen\u00eb e mundur t\u00eb pasqyroheshin emrat e personave t\u00eb kapur me karta false n\u00eb Qytetin Studenti, ku kameramanin e \u201cTop Channel\u201d, pasi e rrah\u00ebn i thyen kamer\u00ebn, nuk ka qen\u00eb e mundur t\u00eb pasqyroheshin mbi 5000 emrat e dubluar n\u00eb Tiran\u00eb, nuk jan\u00eb pasqyruar mij\u00ebra emigrant\u00eb q\u00eb edhe pse nuk erdh\u00ebn, rezultojn\u00eb votues, nuk jan\u00eb pasqyruar votues q\u00eb kan\u00eb votuar m\u00eb shum\u00eb se dy her\u00eb. <\/p>\n

Bie fjala, si \u00ebsht\u00eb e mundur q\u00eb banor\u00eb t\u00eb Komun\u00ebs s\u00eb Selisht\u00ebs, fshati Lukan, Qarku Dib\u00ebr, pasi kan\u00eb votuar atje t\u00eb vijn\u00eb pasdite e t\u00eb votojn\u00eb n\u00eb Laprak\u00eb (banor\u00ebt me mbiemra Bru\u00e7i e Dervishi)? Si \u00ebsht\u00eb e mundur q\u00eb banor\u00eb t\u00eb Kamz\u00ebs, Mulletit etj., vijn\u00eb dhe votojn\u00eb n\u00eb Tiran\u00eb n\u00eb nj\u00ebsin\u00eb nr. 10, pa qen\u00eb banues aty (votues me mbiemrin Ka\u00e7ana)? Si \u00ebsht\u00eb e mundur q\u00eb n\u00eb qendrat e votimit t\u00eb nj\u00ebsis\u00eb nr. 7 n\u00eb Tiran\u00eb t\u00eb futen simpatizant\u00eb t\u00eb PD dhe t\u00eb masakrojn\u00eb komisioner\u00ebt e PS, kur policia \u00ebsht\u00eb e pranishme 10 metra larg?. Pa folur k\u00ebtu p\u00ebr presionet kriminale t\u00eb kontingjenteve kriminale, q\u00eb kan\u00eb bashk\u00ebpunuar me policin\u00eb, e q\u00eb u b\u00ebhej drejtp\u00ebrdrejt presion kandidatit t\u00eb nj\u00ebsis\u00eb 7. Vargu i fakteve do ishte i pafund dhe raporti i OSBE\/ODHIR-it do ishte shum\u00eb voluminoz, mij\u00ebra faqe.<\/p>\n

Megjithat\u00eb, mjaftojn\u00eb 5 deri 6 faqe nga 35 faqe t\u00eb tij, p\u00ebr t\u00eb treguar se n\u00eb Tiran\u00eb nuk ka pasur zgjedhje t\u00eb lira dhe se fytyra e qeshur e Bash\u00ebs sot \u00ebsht\u00eb ulur n\u00eb karrige, vet\u00ebm fal\u00eb vjedhjes dhe deformimit t\u00eb zgjedhjeve. Ato \u00e7far\u00eb p\u00ebrshkruajn\u00eb n\u00eb komentet e tyre analizuesit e raportit jan\u00eb substanciale p\u00ebr nj\u00eb vler\u00ebsim juridik. N\u00ebse nj\u00eb jurist n\u00eb pun\u00ebn e tij \u00ebsht\u00eb inkoherent, bile kontradiktor, nuk mb\u00ebshtetet n\u00eb ligj, nuk sheh praktikat e aplikuara dhe t\u00eb respektuara m\u00eb par\u00eb, p\u00ebrdor gjuh\u00eb evazive dhe me dy kuptime, i shqyrton faktet vet\u00ebm n\u00eb m\u00ebnyr\u00eb parciale, at\u00ebher\u00eb ai vet\u00ebm jurist nuk mund t\u00eb quhet dhe procesi n\u00eb t\u00ebr\u00ebsi nuk \u00ebsht\u00eb juridik. Pik\u00ebrisht k\u00ebta element\u00eb kan\u00eb dal\u00eb n\u00eb analiz\u00ebn q\u00eb b\u00ebjn\u00eb ekspert\u00ebt nd\u00ebrkomb\u00ebtar\u00eb p\u00ebr KQZ dhe Kolegjin Zgjedhor.<\/p>\n

Megjithat\u00eb Berisha k\u00ebmb\u00ebngul n\u00eb theksimin se procesi ishte m\u00eb transparent, a thua se transparenca tregon se zgjedhjet jan\u00eb t\u00eb ndershme. Transparenca thjesht nxjerr n\u00eb pah realitetin. N\u00eb fakt ai ka nj\u00eb merit\u00eb n\u00eb krahasim me zgjedhjet e 1996-s, ato nuk ishin kaq transparente, vjedhja e votave dhe manipulimi nuk u shfaq\u00ebn n\u00eb kanalet televizive pasi at\u00ebher\u00eb kishte vet\u00ebm nj\u00eb kanal, Berisha nuk lejonte t\u00eb tjer\u00eb. M\u00eb 8 maj vjedhja u transmetua \u201clive\u201d, p\u00ebr k\u00ebt\u00eb guxim apo marr\u00ebzi Berisha sot mburret. N\u00eb fakt, n\u00ebse Ristani do merrte komand\u00ebn \u201cmos lejo kamera\u201d, manipulimi do ishte i kamufluar apo jo i ndjekur nga miliona njer\u00ebz. Si rrall\u00ebher\u00eb un\u00eb nuk e kund\u00ebrshtoj Berish\u00ebn kur thot\u00eb se ishin zgjedhjet m\u00eb transparente n\u00eb 20 vjet. <\/p>\n

Madje ishin m\u00eb transparente se vjedhjet e bankave, ku kamerat e fshehta p\u00ebrpiqen t\u00eb zbulojn\u00eb fytyrat e hajdut\u00ebve. Ishin shum\u00eb m\u00eb transparente se vjedhjet e xhepave t\u00eb udh\u00ebtar\u00ebve n\u00eb autobus, ku nuk ka as kamera t\u00eb fshehta. P\u00ebrkundrazi, nd\u00ebrsa vjedh\u00ebsit e bankave p\u00ebrpiqen t\u00eb maskohen, Ristani e kompani ndihen t\u00eb sigurt n\u00eb hajdut\u00ebrin\u00eb e tyre. Ata dalin t\u00eb qet\u00eb p\u00ebrball\u00eb kamerave, pasi nuk i ndjek as policia e as gjykatat, ata i mbron vet\u00eb dora e tij, Kryeministri. Ndaj ka t\u00eb drejt\u00eb t\u00eb krenohet Kryeministri se ai arrin t\u00eb vjedh\u00eb vullnetin e shqiptar\u00ebve, duke ua treguar atyre k\u00ebt\u00eb gj\u00eb. Kjo \u00ebsht\u00eb risia e k\u00ebtyre zgjedhjeve, vet\u00eb populli dhe trupi diplomatik ishin d\u00ebshmitar\u00eb t\u00eb manipulimit dhe vjedhjeve t\u00eb votave.<\/p>\n

R\u00ebndom d\u00ebgjon t\u00eb thuhet se Berisha i mbron t\u00eb gjith\u00eb ata q\u00eb i sh\u00ebrbejn\u00eb, sikurse ishin ata q\u00eb vran\u00eb m\u00eb 1997-n (mbi 2000 jet\u00eb njer\u00ebzish), ata q\u00eb vodh\u00ebn n\u00eb rrug\u00ebn Durr\u00ebs-Kuk\u00ebs, ata q\u00eb vjedhin e falin territore, ata q\u00eb vran\u00eb n\u00eb G\u00ebrdec, ata q\u00eb vran\u00eb m\u00eb 21 janar. Nd\u00ebrsa t\u00eb mbrosh ata q\u00eb vjedhin votat, \u00ebsht\u00eb fare e leht\u00eb p\u00ebr zotin Berisha, se me sa duket askush, p\u00ebrve\u00e7 opozit\u00ebs, nuk ndjen p\u00ebrgjegj\u00ebsin\u00eb e mbrojtjes s\u00eb saj. Bile ka z\u00ebra q\u00eb akuzojn\u00eb opozit\u00ebn si t\u00eb paaft\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb t\u00eb nj\u00ebjt\u00ebn gj\u00eb e se ajo t\u00eb braktis po shkele ligjin. Ky \u00ebsht\u00eb morali dhe standardi q\u00eb ka vendosur zoti Berisha: m\u00eb sh\u00ebrbe se un\u00eb s\u2019t\u00eb l\u00eb n\u00eb balt\u00eb, edhe n\u00ebse je kriminel, mafioz apo vras\u00ebs e ca m\u00eb shum\u00eb vjedh\u00ebs votash.<\/p>\n

Zgjedhjet n\u00eb Tiran\u00eb u pasqyruan me realiz\u00ebm e transparenc\u00eb edhe n\u00eb raportin e fundit q\u00eb na u b\u00eb i njohur n\u00eb 35 faqet e OSBE\/ODHIR-it. Akuzat p\u00ebr KQZ dhe Kolegjin Zgjedhor jan\u00eb asgj\u00ebsuese dhe mos harroni, shkruesit jan\u00eb tejet t\u00eb kujdessh\u00ebm, shpesh n\u00eb standarde diplomat\u00ebsh, por deformimet kan\u00eb qen\u00eb aq t\u00eb m\u00ebdha sa ka qen\u00eb e pamundur t\u00eb ruhej nj\u00eb gjuh\u00eb diplomatike. Cilat jan\u00eb disa nga k\u00ebto vler\u00ebsime? KQZ ka operuar, duke mos u mb\u00ebshtetur n\u00eb ligj, u jepte prioritet padive t\u00eb pozit\u00ebs, nuk ishte koherente, ndiqte skenar\u00eb t\u00eb paramenduar (sjellja e kutive n\u00eb KQZ pa marr\u00eb vendim), vler\u00ebsimet e shqyrtimet e fakteve nga KQZ ishin parciale, nuk pranon t\u00eb shqyrtoj\u00eb filmimet e qendrave t\u00eb votimit, KQZ ishte partiake dhe shumica e vendimeve kishin jo vet\u00ebm munges\u00eb koherence, por edhe thyerje t\u00eb rregullave t\u00eb r\u00ebnd\u00ebsishme e munges\u00eb n\u00eb arsyetim. KQZ nuk zbatoi dhe afatin 24-or\u00ebsh p\u00ebr zbardhjen dhe botimin e vendimeve t\u00eb veta. Vler\u00ebsimet e votave nuk u b\u00ebn\u00eb duke u mb\u00ebshtetur n\u00eb nenin 117.3 t\u00eb Kodit Zgjedhor.<\/p>\n

Lidhur me Kolegjin, n\u00eb raport thuhet se n\u00eb vendimin 49 ka kontradikta dhe boshll\u00ebqe n\u00eb arsyetim. Kolegji p\u00ebrdor gjuh\u00eb t\u00eb paqart\u00eb dhe me dy kuptime. Kolegji ka tejkaluar kompetencat e veta. N\u00eb mosmarrjen parasysh t\u00eb ankimimit t\u00eb PS, Kolegji bie n\u00eb kontradikt\u00eb, ndaj dhe n\u00eb t\u00ebr\u00ebsi ai p\u00ebr Tiran\u00ebn ishte plot kontradikta dhe inkonsistenca. P\u00ebrfundimi \u00ebsht\u00eb i qart\u00eb, kjo KQZ dhe ky Kolegj kan\u00eb humbur besimin e qytetar\u00ebve n\u00eb Shqip\u00ebri.<\/p>\n

Pas ca vitesh e t\u00ebr\u00eb kjo fars\u00eb do t\u00eb shihet me turp e do t\u00eb sh\u00ebrbej\u00eb si shembulli m\u00eb flagrant se si mund t\u00eb p\u00ebrdoren gjoja institucionet e pavarura, si mund t\u00eb depersonalizohet nj\u00eb gjykat\u00ebs, apo nj\u00eb profesionist n\u00eb t\u00ebr\u00ebsi. K\u00ebta shembuj do t\u00eb tregojn\u00eb se p\u00ebr t\u00eb zhvilluar e stabilizuar nj\u00eb demokraci duhet mbi t\u00eb gjitha t\u00eb kesh vullnet p\u00ebr ta realizuar at\u00eb, t\u00eb kesh vullnet t\u00eb mposht\u00ebsh mentalitetin bizantin t\u00eb pushtetit, p\u00ebr t\u00eb fituar gjith\u00e7ka dhe me \u00e7do kusht. N\u00eb fakt jo vet\u00ebm banor\u00ebt e k\u00ebtij vendi, por t\u00eb gjith\u00eb ata q\u00eb sado pak kan\u00eb lidhje me k\u00ebt\u00eb vend, p\u00ebrfshir\u00eb edhe trupin diplomatik, nuk mund t\u00eb jen\u00eb, e n\u00eb fakt nuk q\u00ebndrojn\u00eb indiferent\u00eb me \u00e7far\u00eb shohin k\u00ebtu. <\/p>\n

Pa dashur m\u00eb shkon n\u00eb mendje nj\u00eb th\u00ebnie e Remarkut, fill mbas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore – \u201cEdhe n\u00ebse nuk u prek\u00ebm nga ciflat e granatave, prap\u00eb se prap\u00eb ne mbet\u00ebm t\u00eb plagosur\u201d. Askush nuk mund t\u00eb shfaj\u00ebsohet nes\u00ebr, kur t\u00eb hedh\u00eb v\u00ebshtrimin n\u00eb 20 vitet e tranzicionit, kur demokracia ka qen\u00eb m\u00eb tep\u00ebr nj\u00eb iluzion se realitet.
