Ai ka th\u00ebn\u00eb se \u201cjemi n\u00eb momente t\u00eb tensionuara p\u00ebr shkak t\u00eb ng\u00ebr\u00e7it politik, n\u00eb koh\u00ebra t\u00eb turbullta q\u00eb jan\u00eb t\u00eb favorshme p\u00ebr spekulant\u00eb t\u00eb politik\u00ebs q\u00eb mendojm\u00eb se mund t\u00eb peshkojn\u00eb k\u00ebshtu vota. \u00cbsht\u00eb hera e fundit q\u00eb edhe komentojm\u00eb dhe hym\u00eb n\u00eb debat me individ\u00eb e grupime q\u00eb kan\u00eb shum\u00eb ve\u00e7ori t\u00eb p\u00ebrbashk\u00ebta me kategorin\u00eb e batak\u00e7injve politik\u00eb\u201d. Si i p\u00ebrgjigjeni k\u00ebsaj deklarate?<\/strong><\/p>\n<p>N\u00eb skakier\u00ebn politike sot operojne 2 parti etnike greke PBDNJ dhe MEGA. Te dyja kan\u00eb nj\u00eb influence t\u00eb \u00e7uditshme dhe pavar\u00ebsisht se nuk kan\u00eb vota popullore aspak, kan\u00eb peshkuar shum\u00eb politikan\u00eb madje nj\u00ebra ka futur nen sqetull opozit\u00ebn dhe tjetra n\u00ebn sqetull qeverin\u00eb. Skandali i fundit ne Himar\u00eb dhe heronjt\u00eb q\u00eb shpikin Dule, Bollano, Geixh dhe deputet t\u00eb tjer\u00eb grek synojn\u00eb helenizimin e pjessh\u00ebm t\u00eb politik\u00ebs por dhe shoq\u00ebris\u00eb. Autor\u00ebt e ligjit t\u00eb regjistrimit t\u00eb popullsis\u00eb pasi kan\u00eb punuar intensivisht p\u00ebr 20 vjet t\u00eb deformojn\u00eb identitetin etnik t\u00eb mij\u00ebra shqiptar\u00ebve po i diktojn\u00eb kushte Shqip\u00ebris\u00eb duke e k\u00ebrc\u00ebnuar me procesin e integrimit.<\/p>\n<p>Qartazi Shqip\u00ebris\u00eb po i vihen kushte publikisht dhe ndjej keqardhje q\u00eb Shqip\u00ebria dhe shteti t\u00eb gjunj\u00ebzohen n\u00eb m\u00ebnyr\u00eb t\u00eb turpshme p\u00ebrball\u00eb k\u00ebtij shantazhi. Un\u00eb vler\u00ebsoj se mbrojtja e identitetit komb\u00ebtar duhet t\u00eb jet\u00eb baza e \u00e7do procesi integrimi. Batak\u00e7injt\u00eb e politik\u00ebs po b\u00ebjn\u00eb pazar me eshtrat e t\u00eb vdekurve n\u00eb Kosin\u00eb, Boboshtice dhe kudo, ashtu si me 300 Evro ata blen\u00eb identitetin e t\u00eb gjall\u00ebve, ashtu po tentojn\u00eb t\u00eb diktojn\u00eb nj\u00eb rritje artificiale t\u00eb minoritetit p\u00ebr t\u00eb k\u00ebrkuar nj\u00eb status special si serb\u00ebt n\u00eb Kosov\u00eb. Ata t\u00eb cil\u00ebt nuk votohen nga populli sot, po tentojn\u00eb q\u00eb n\u00ebp\u00ebrmjet censusit inovator t\u00eb qeveris\u00eb t\u00eb rriten politikisht n\u00ebp\u00ebrmjet kuotimit.<\/p>\n<p><strong>Presidenti Topi e dekretoi pa v\u00ebrejtje ligjin p\u00ebr censusin. Cili \u00ebsht\u00eb komenti juaj p\u00ebr k\u00ebt\u00eb pozicion t\u00eb kreut t\u00eb shtetit?<\/strong><\/p>\n<p>Q\u00ebndrimi im \u00ebsht\u00eb publik p\u00ebr \u00e7do institucion shtet\u00ebror apo politik q\u00eb lidhen me ligjin e censusit. K\u00ebt\u00eb ligj Partia Demokratike e hartoi dhe miratoi, PS b\u00ebri sikur e bojkotoi, PDIU e abstenoi, Presidenti e n\u00ebnshkroi dhe vet\u00ebm Aleanca Kuq e Zi e kund\u00ebrshtoi.<\/p>\n<p>Besoj se jam i qart\u00eb tu them se beteja do vazhdoj\u00eb n\u00eb Gjykat\u00ebn Kushtetuese pasi nuk mund t\u00eb pranojm\u00eb kurr\u00eb nj\u00eb ligj, i cili nuk \u00ebsht\u00eb votuar, por manipuluar n\u00ebp\u00ebrmjet votimit me dy duar nga deputet\u00ebt. Kushtetuta e sakt\u00ebson qart\u00eb se deputet\u00ebt e kan\u00eb vot\u00ebn me karakter vetjak dhe se vota nuk mund t\u00eb delegohet. Aleanca Kuq e Zi ka vendosur t\u00eb mbroj\u00eb parimet kushtetuese dhe standardet e parlamentarizmit evropian dhe un\u00eb i p\u00ebrg\u00ebzoj organizator\u00ebt e Aleanc\u00ebs Kuq e Zi n\u00eb k\u00ebt\u00eb mision n\u00eb Gjykat\u00ebn Kushtetuese ku padyshim do ken\u00eb sukses t\u00eb plot\u00eb pasi \u00ebsht\u00eb nj\u00eb praktik\u00eb e zbardhur plot\u00ebsisht me prova se deputet\u00ebt ndodheshin jasht\u00eb dhe koleg\u00ebt e tyre votuan p\u00ebr ta dhe p\u00ebr vete. Ky \u00ebsht\u00eb nj\u00eb precedent, t\u00eb cilin ne duhet ta ndalim dhe p\u00ebr k\u00ebt\u00eb arsye e mb\u00ebshtes k\u00ebt\u00eb iniciativ\u00eb kushtetuese.<\/p>\n<p><strong>Cilat do t\u00eb jen\u00eb hapat q\u00eb do t\u00eb nd\u00ebrmerrni p\u00ebr t\u00eb penguar procesin e censusit? Ju e keni kontestuar k\u00ebt\u00eb nism\u00eb si n\u00eb parim, ashtu edhe n\u00eb m\u00ebnyr\u00ebn sesi ajo mori p\u00eblqimin e Kuvendit!<\/strong><\/p>\n<p>Deklaroj dhe nj\u00ebher\u00eb p\u00ebr sqarim se regjistrimi i popullsis\u00eb duhet t\u00eb kryhet i plot\u00eb n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb, por jo mbi baza etnike dhe fetare t\u00eb vet\u00ebdeklarimit pa kritere objektive. E them k\u00ebt\u00eb pasi jo rrall\u00eb keqinterpretohet sikur jemi kund\u00ebr regjistrimit. Procesi i regjistrimit ka me dhjet\u00ebra pyetje dhe element t\u00eb tjer\u00eb dhe ato duhet t\u00eb zhvillohen. Censusi inovator p\u00ebr grupimin etnik dhe besimin fetar nuk duhet t\u00eb kryhet.<\/p>\n<p>Censusi inovator mund t\u00eb filloj\u00eb, por ai kurr\u00eb nuk do t\u00eb p\u00ebrfundoj\u00eb. Ka nj\u00eb k\u00ebrkes\u00eb t\u00eb tre gjykatave Sarand\u00eb, P\u00ebrmet, Shkod\u00ebr adresuar n\u00eb Gjykat\u00ebn Kushtetuese p\u00ebr t\u00eb konsideruar antikushtetues ligjin p\u00ebr gjendjen civile ashtu si\u00e7 ka dhe nj\u00eb k\u00ebrkese t\u00eb re, e cila do paraqitet n\u00eb Gjykat\u00eb Kushtetuese p\u00ebr ligjin e censusit. N\u00ebse e para \u00ebsht\u00eb gjykuar dhe pas tre jav\u00ebsh pritet vendimi, e dyta do t\u00eb gjykohet dhe si jurist mund tu them me bindje se ky proces administrativ i regjistrimit te popullsis\u00eb do te nd\u00ebrpritet dhe nuk do t\u00eb p\u00ebrfundoj\u00eb mbi baza etnike dhe fetare. N\u00eb shtator do ket\u00eb zhvillime t\u00eb reja. Me sa kam d\u00ebgjuar nga organizator\u00ebt e Aleanc\u00ebs Kuq e Zi, t\u00eb cil\u00ebt kan\u00eb siguruar mjetet ligjore p\u00ebr t\u00eb mos e lejuar k\u00ebt\u00eb projekt grek q\u00eb t\u00eb finalizohet sipas k\u00ebrkesave t\u00eb tyre.<\/p>\n<p><strong>Shpesh jeni pyetur p\u00ebr shnd\u00ebrrimin e l\u00ebvizjes tuaj n\u00eb nj\u00eb projekt politik. A ka ardhur koha t\u2019jua b\u00ebjm\u00eb s\u00ebrish k\u00ebt\u00eb pyetje?<\/strong><\/p>\n<p>Ndoshta kjo pyetje duhet tu b\u00ebhet organizator\u00ebve t\u00eb Aleanc\u00ebs Kuq e Zi pasi jam munduar t\u00eb mos nd\u00ebrhyj n\u00eb vendimet e r\u00ebnd\u00ebsishme dhe politikat e brendshme q\u00eb kan\u00eb. Kam preferuar t\u00eb p\u00ebrfshihem n\u00eb disa aktivitete t\u00eb Aleanc\u00ebs Kuq e Zi n\u00eb fundjav\u00eb, pra dit\u00ebve t\u00eb shtuna apo t\u00eb diela, pasi mendoj se modeli i ri i zyrtar\u00ebve dhe funksionar\u00ebve t\u00eb shtetit duhet t\u00eb jet\u00eb kontributi social jasht\u00eb zyr\u00ebs, n\u00eb t\u00eb mir\u00eb t\u00eb komunitetit. Ky \u00ebsht\u00eb mesazhi q\u00eb duhet mb\u00ebshtetur dhe n\u00eb t\u00eb kund\u00ebrt kritikat e turpshme nuk duhen adresuar ndaj pushtetarit q\u00eb punon 24 or\u00eb, por ndaj pushtetar\u00ebve dhe politikan\u00ebve q\u00eb brenda dhe jasht\u00eb orarit zyrtar\u00eb konsumojn\u00eb alkool pa fund dhe rrin\u00eb n\u00ebp\u00ebr kazinot\u00eb e Shqip\u00ebris\u00eb apo rajonit. Duhet t\u00eb marr\u00eb fund kryq\u00ebzimi i njer\u00ebzve q\u00eb punojn\u00eb dhe inkurajimi i njer\u00ebzve q\u00eb abuzojn\u00eb.<\/p>\n<p>E ardhmja e Aleanc\u00ebs Kuq e Zi \u00ebsht\u00eb shum\u00eb e par\u00ebnd\u00ebsishme n\u00eb k\u00ebt\u00eb debat. N\u00eb shum\u00eb analiza apo shkrime gazetar\u00ebt n\u00eb vend t\u00eb p\u00ebrqendrohen tek debati, argumentet dhe kauza e Aleanc\u00ebs Kuq e Zi, merren me q\u00ebllimin, arsyet, motivet, t\u00eb ardhmen dhe bro\u00e7kulla t\u00eb k\u00ebtij lloji. Ne duhet t\u00eb inkurajojm\u00eb ata q\u00eb hapin debat p\u00ebr ruajtjen e identitetit apo simboleve komb\u00ebtare pasi nga debati nuk na vjen asnj\u00eb e keqe. A mund ta imagjinoni se \u00e7far\u00eb do kish ndodhur n\u00ebse n\u00eb janar nuk do kishim hapur k\u00ebt\u00eb debat?<\/p>\n<p>\u00c7far\u00eb e keqe i vjen publikut n\u00ebse propozohet nj\u00eb grup studimor, shkencor dhe historian\u00ebsh p\u00ebr t\u00eb k\u00ebrkuar dhe studiuar toponimet dhe m\u00eb pas t\u00eb diskutohet dhe debatohet mbi to se si nj\u00eb p\u00ebrqindje e lart\u00eb e qyteteve mbajn\u00eb emra sllav\u00eb etj, dhe publiku nuk ka dijeni p\u00ebr to? A u m\u00ebsohet n\u00eb shkolla f\u00ebmij\u00ebve p\u00ebr Pogradecin, Velipoj\u00ebn, Libohov\u00ebn, Tropoj\u00ebn, Zadrim\u00ebn, Novosel\u00ebn, \u00c7orovod\u00ebn, Shirok\u00ebn e shum\u00eb qytete t\u00eb tjera dhe u fshihet origjina apo e v\u00ebrteta e kuptimit t\u00eb k\u00ebtyre emrave? E si mundet t\u00eb b\u00ebhemi aq qesharak kur gjith\u00eb qyteti nuk di \u00e7\u2019kuptim ka emri i qytetit ku kan\u00eb lindur dhe jan\u00eb rritur? Si mund t\u00eb heshtim dhe mos u tregojm\u00eb arsyet q\u00eb miliona shqiptar\u00eb nuk sigurojn\u00eb dot pasaport\u00eb shqiptare dhe nd\u00ebrkoh\u00eb arab\u00ebt, kinezet apo t\u00eb tjer\u00eb kan\u00eb mundur ta marrin n\u00eb Shqip\u00ebri tjet\u00ebr? Pse serb\u00ebt, grek\u00ebt, kroat\u00ebt, bullgar\u00ebt, amerikan\u00ebt ndjekin nj\u00eb regjim juridik tjet\u00ebr nga ky i yni?<\/p>\n<p>E pra heshtja \u00ebsht\u00eb e patolerueshme dhe dikush duhet t\u00eb ndez k\u00ebt\u00eb debat. N\u00ebse dikujt i vjen keq nga k\u00ebto tem\u00eb dhe nuk ndjehet mir\u00eb, le ta mbyll\u00eb goj\u00ebn, por nuk kan\u00eb t\u00eb drejt\u00eb t\u00eb transformojn\u00eb \u00e7\u00ebshtjen n\u00eb form\u00ebn dhe fasad\u00ebn e autor\u00ebve n\u00ebse ata duan t\u00eb p\u00ebrfitojn\u00eb apo jo apo ku e kan\u00eb q\u00ebllimin n\u00eb t\u00eb ardhmen. Kjo \u00ebsht\u00eb nj\u00eb kauz\u00eb n\u00eb embrion dhe natyrisht sapo ka plot\u00ebsuar nj\u00eb vakum, i cili kishte shum\u00eb e shum\u00eb vite q\u00eb i mungonte. Si e shihni k\u00ebt\u00eb ngjashm\u00ebri t\u00eb pjesshme kauzash dhe faktin q\u00eb kjo forc\u00eb politike ndodhet n\u00eb qeverisje, nd\u00ebrsa ju k\u00ebrkoni t\u2019i arrini synimet tuaja jasht\u00eb sistemit t\u00eb partive?<\/strong><\/p>\n<p>Jo, jo, kam optik\u00eb krejt tjet\u00ebr p\u00ebr \u201ckorsin\u00eb\u201d q\u00eb ju p\u00ebrmendni. Pas votimit t\u00eb ligjit t\u00eb censusit n\u00eb Kuvend dhe prezenc\u00ebs s\u00eb dy deputet\u00ebve t\u00eb k\u00ebsaj partie n\u00eb votim, besoj q\u00eb q\u00ebndrimet jan\u00eb t\u00eb ndryshme dhe si n\u00eb realitet edhe n\u00eb perceptim k\u00ebto dy l\u00ebvizje nuk kan\u00eb m\u00eb gj\u00ebra t\u00eb p\u00ebrbashk\u00ebta.
