Por pas dy dit\u00ebsh t\u00eb mbushura me protesta, bllokime rrug\u00ebsh e djegie gomash, Edi Rama dha sinjalin se PS-ja do t\u00eb ndiqte rrug\u00ebn ligjore p\u00ebr kontestimin e asaj q\u00eb po ndodhte n\u00eb KQZ. Dhe dy muaj m\u00eb von\u00eb, pasi beteja ligjore u humb, Rama deklaroi n\u00eb nj\u00eb intervist\u00eb p\u00ebr gazet\u00ebn \u201cShekulli\u201d se \u201ce mir\u00ebkuptonte t\u00eb gjith\u00eb d\u00ebshp\u00ebrimin e njer\u00ebzve t\u00eb revoltuar nga padrejt\u00ebsia e hapur q\u00eb u b\u00eb n\u00eb k\u00ebto zgjedhje, por \u00e7dokush duhet ta kuptoj\u00eb se vjedhjen e zgjedhjeve duhet ta paguaj\u00eb Saliu duke ikur, jo Shqip\u00ebria duke u djegur\u201d. Me fjal\u00eb t\u00eb tjera, Rama i b\u00ebri t\u00eb qart\u00eb opinionit publik se \u00ebsht\u00eb i vendosur q\u00eb Berish\u00ebn ta mund\u00eb n\u00eb m\u00ebnyr\u00eb kushtetuese; pra, me vot\u00eb.<\/p>\n<p>Por sa jan\u00eb gjasat e nj\u00eb fitoreje t\u00eb ardhshme elektorale t\u00eb Ram\u00ebs ndaj Berish\u00ebs? Le t\u00eb analizojm\u00eb numrat.<\/p>\n<p>Kur Edi Rama erdhi n\u00eb krye t\u00eb PS-s\u00eb, koalicioni i udh\u00ebhequr prej saj kishte regjistruar n\u00eb zgjedhjet e fundit parlamentare nj\u00eb p\u00ebrkrahje n\u00eb nivelin 42% t\u00eb elektoratit pjes\u00ebmarr\u00ebs n\u00eb zgjedhje. Th\u00ebn\u00eb ndryshe, rreth 570 mij\u00eb zgjedh\u00ebs kishin votuar p\u00ebr partit\u00eb e koalicionit t\u00eb PS-s\u00eb n\u00eb 2005-\u00ebn. Nd\u00ebrkoh\u00eb, rreth 120 mij\u00eb t\u00eb tjer\u00eb kishin votuar p\u00ebr LSI-n\u00eb dhe p\u00ebr disa parti t\u00eb ekstremit t\u00eb majt\u00eb. N\u00eb total, votat e partive q\u00eb at\u00ebher\u00eb quheshin t\u00eb majta, p\u00ebrb\u00ebnin rreth 51% t\u00eb votave t\u00eb vlefshme.<\/p>\n<p>Objektivi i par\u00eb q\u00eb i vuri vetes Rama sapo u zgjodh kryetar i PS-s\u00eb, ishte q\u00eb t\u00eb bashkonte t\u00eb majt\u00ebn. Pra, q\u00eb n\u00eb zgjedhjet parlamentare t\u00eb rradh\u00ebs, koalicioni i PS-s\u00eb t\u00eb mos merrte 42% t\u00eb votave (sa \u00e7\u2019mori n\u00eb 2005-\u00ebn), por t\u00eb pakt\u00ebn 51% (sa \u00e7\u2019mori e gjith\u00eb e majta). M\u00eb tej, ai i vuri vetes objektiv q\u00eb, p\u00ebr koalicionin e majt\u00eb, t\u00eb votonin edhe ish-votues t\u00eb majt\u00eb e t\u00eb djatht\u00eb, t\u00eb zhg\u00ebnjyer nga Nano e Berisha.<\/p>\n<p>N\u00eb dy vitet e para t\u00eb mandatit t\u00eb Ram\u00ebs si kryetar i PS-s\u00eb, u duk se objektivi i tij i par\u00eb do t\u00eb realizohej \u2013 vet\u00ebm Partia Agrare Ambientaliste e Xhuvelit dhe disa parti fare t\u00eb vogla t\u00eb ekstremit t\u00eb majt\u00eb nuk ishin pjes\u00eb e koalicionit t\u00eb udh\u00ebhequr nga PS-ja. Por me ndryshimin e kodit elektoral sipas recet\u00ebs s\u00eb servirur prej Ram\u00ebs n\u00eb vitin 2008, LSI-ja dhe nj\u00eb s\u00ebr\u00eb partish t\u00eb vogla t\u00eb majta u shk\u00ebput\u00ebn nga koalicioni. Dhe PS-ja u fut n\u00eb zgjedhjet parlamentare t\u00eb 2009-\u00ebs n\u00eb krye t\u00eb nj\u00eb koalicioni q\u00eb, p\u00ebrve\u00e7 gar\u00ebs me koalicionin qeveritar prej 17 partish, duhej t\u00eb p\u00ebrballonte edhe gar\u00ebn e eg\u00ebr brenda llojit &#8211; me koalicionin e vog\u00ebl t\u00eb majt\u00eb t\u00eb udh\u00ebhequr nga Ilir Meta.<\/p>\n<p>Gjith\u00ebsesi, koalicioni i udh\u00ebhequr nga Rama, edhe pse i ndar\u00eb nga koalicioni i Met\u00ebs, arriti n\u00eb zgjedhje nj\u00eb rezultat shum\u00eb m\u00eb t\u00eb mir\u00eb se koalicioni q\u00eb kishte udh\u00ebhequr Fatos Nano para kat\u00ebr vjet\u00ebsh. Ai mori rreth 690 mij\u00eb vota, ose pothuaj 120 mij\u00eb vota m\u00eb shum\u00eb se sa kishte marr\u00eb koalicioni i Nanos n\u00eb 2005-\u00ebn. Kjo rritje e votave mund t\u00eb ndahet p\u00ebraf\u00ebrsisht n\u00eb k\u00ebto tri pjes\u00eb: 40 mij\u00eb prej rritjes natyrale t\u00eb popullsis\u00eb n\u00eb periudh\u00ebn kat\u00ebrvje\u00e7are, 40 mij\u00eb prej transferimit t\u00eb ish-votave t\u00eb LSI-s\u00eb (kaq ishte rrudhja e saj n\u00eb krahasim me 2005-\u00ebn), dhe 40 mij\u00eb si efekt i sloganit \u201cP\u00ebrtej s\u00eb majt\u00ebs e s\u00eb djatht\u00ebs!\u201d.<\/p>\n<p>Megjith\u00eb rezultatin e shk\u00eblqyer q\u00eb arriti krahasimisht me zgjedhjet e 2005-\u00ebs, koalicioni i udh\u00ebhequr nga PS-ja nuk mori dot m\u00eb shum\u00eb se 66 mandate parlamentare n\u00eb zgjedhjet e 2009-\u00ebs. Por atij iu vodh\u00ebn disa mandate dhe Kolegji Zgjedhor nuk e zhb\u00ebri vjedhjen, mund t\u00eb b\u00ebj\u00eb v\u00ebrejtje shum\u00ebkush. E drejt\u00eb mund t\u00eb jet\u00eb kjo v\u00ebrejtje, por le t\u00eb supozojm\u00eb se Kolegji Zgjedhor do t\u00eb ishte p\u00ebrpjekur ta zhb\u00ebnte vjedhjen; pra, t\u00eb supozojm\u00eb se do t\u00eb kishte pranuar k\u00ebrkes\u00ebn e PS-s\u00eb p\u00ebr hapjen e kutive t\u00eb votimit t\u00eb qarqeve Berat, Tiran\u00eb dhe Shkod\u00ebr. N\u00eb rastin m\u00eb t\u00eb mir\u00eb, pas hapjes s\u00eb atyre kutive, koalicioni i PS-s\u00eb mund t\u00eb kishte fituar edhe 3 mandate t\u00eb tjera parlamentare. Jo mjaftuesh\u00ebm p\u00ebr t\u00eb arritur numrin magjik t\u00eb 71 votave n\u00eb Kuvend!<\/p>\n<p>Vijm\u00eb tani te zgjedhjet e 8 majit 2011. \u00cbsht\u00eb debatuar shum\u00eb se cilat vota duhen analizuar p\u00ebr t\u00eb matur p\u00ebrkrahjen aktuale politike p\u00ebr secilin kamp. Sipas mazhoranc\u00ebs, vota p\u00ebr k\u00ebshilltar\u00ebt sh\u00ebrben si mat\u00ebsja m\u00eb e mir\u00eb e p\u00ebrkrahjes politike n\u00eb zgjedhjet lokale. Dhe Berisha e kasnec\u00ebt e tij p\u00ebrmendin pa pushim nj\u00eb avantazh prej 140 mij\u00eb votash, q\u00eb partit\u00eb e koalicionit qeveritar realizuan ndaj partive t\u00eb koalicionit opozitar n\u00eb votimin p\u00ebr k\u00ebshilltar\u00ebt. Por kjo diferenc\u00eb e trumbetuar me fanfar\u00eb nga mazhoranca nuk merr parasysh votat e disa partive t\u00eb vogla (si PBDNJ etj.), t\u00eb cilat, p\u00ebr arsye taktike, nuk u b\u00ebn\u00eb pjes\u00eb e koalicionit opozitar. Gjithashtu, kjo diferenc\u00eb mund t\u00eb ket\u00eb brenda edhe faktor\u00eb lokal\u00eb q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me emrat e k\u00ebshilltar\u00ebve dhe jo t\u00eb partive. Gjith\u00ebsesi, \u00ebsht\u00eb dometh\u00ebn\u00ebs fakti q\u00eb koalicioni qeveritar mori rreth 52% t\u00eb votave p\u00ebr k\u00ebshilltar\u00eb n\u00eb rang vendi.<\/p>\n<p>Sipas opozit\u00ebs, si mat\u00ebse e p\u00ebrkrahjes politike n\u00eb zgjedhjet lokale duhet t\u00eb p\u00ebrdoret vota p\u00ebr kryetar bashkie\/komune. Dhe p\u00ebrfaq\u00ebsues t\u00eb saj kan\u00eb publikuar llogaritje t\u00eb bazuara n\u00eb k\u00ebt\u00eb vot\u00eb, sipas t\u00eb cilave, opozita do t\u00eb kishte siguruar 71 mandate parlamentare, n\u00eb qoft\u00eb se zgjedhjet do t\u00eb kishin qen\u00eb p\u00ebr Kuvendin e Shqip\u00ebris\u00eb. Por edhe k\u00ebto llogaritje harrojn\u00eb t\u00eb marrin parasysh faktor\u00ebt lokal\u00eb q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me emrat e kandidat\u00ebve dhe jo t\u00eb partive (kujtoni Kavaj\u00ebn, Durr\u00ebsin, Elbasanin, p\u00ebr shembull, ku gar\u00ebn p\u00ebr kryetar bashkie e fitoi kandidati i PS-s\u00eb, por gar\u00ebn p\u00ebr k\u00ebshillin bashkiak e fitoi bindsh\u00ebm koalicioni qeveritar).<\/p>\n<p>Sidoqoft\u00eb, \u00ebsht\u00eb nj\u00eb qytet i madh n\u00eb Shqip\u00ebri, ku vota p\u00ebr kryetarin e bashkis\u00eb dhe ajo p\u00ebr k\u00ebshilltar\u00ebt pati nj\u00eb p\u00ebrputhje pothuajse t\u00eb plot\u00eb. Gjithashtu, pjes\u00ebmarrja n\u00eb votim dhe shp\u00ebrndarja e vot\u00ebs p\u00ebr kryetar bashkie pati nj\u00eb p\u00ebrputhje pothuajse t\u00eb plot\u00eb me vot\u00ebn politike t\u00eb dy viteve m\u00eb par\u00eb n\u00eb k\u00ebt\u00eb qytet. Si\u00e7 mund ta ket\u00eb kuptuar tashm\u00eb lexuesi, ky qytet \u00ebsht\u00eb Tirana, e cila p\u00ebrb\u00ebn rezervuarin m\u00eb t\u00eb madh t\u00eb votave n\u00eb vend. P\u00ebr k\u00ebt\u00eb ar\u00ebsye, votimi p\u00ebr Bashkin\u00eb e Tiran\u00ebs mund t\u00eb analizohet si nj\u00eb proksi e situat\u00ebs elektorale n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>N\u00eb Tiran\u00eb votuan p\u00ebr Ram\u00ebn n\u00eb 8 maj rreth 125 mij\u00eb zgjedh\u00ebs ose 3,5 mij\u00eb m\u00eb shum\u00eb se \u00e7\u2019kishin votuar p\u00ebr koalicionin e udh\u00ebhequr prej tij dy vjet m\u00eb par\u00eb. N\u00eb qoft\u00eb se koalicioni do t\u00eb kishte mbetur i pandryshuar, ky shtim votash do t\u00eb mund t\u00eb shpjegohej thjesht me rritjen natyrale t\u00eb popullsis\u00eb (rritja e numrit t\u00eb votuesve n\u00eb listat e Tiran\u00ebs ishte 3.1%). Por koalicionit t\u00eb Ram\u00ebs iu bashk\u00ebngjit\u00ebn edhe disa parti t\u00eb vogla q\u00eb nuk kishin qen\u00eb me t\u00eb n\u00eb 2009-\u00ebn (PSV-91, PDK, PLD, etj.), t\u00eb cilat mor\u00ebn s\u00eb bashku rreth 3,5 mij\u00eb vota. Gjith\u00ebsesi, duke marr\u00eb parasysh dhe numrin m\u00eb t\u00eb lart\u00eb t\u00eb votave t\u00eb pavlefshme n\u00eb zgjedhjet lokale, krahasuar me ato parlamentare, mund t\u00eb thuhet se, pak a shum\u00eb, Rama e arriti tavanin e votave q\u00eb kishte marr\u00eb n\u00eb 2009-\u00ebn, por nuk u ngjit dot mbi t\u00eb.<\/p>\n<p>Dhe ky fakt duhet t\u00eb jet\u00eb shqet\u00ebsues p\u00ebr udh\u00ebheq\u00ebsin e opozit\u00ebs. Pas dy vjet\u00ebsh luft\u00eb t\u00eb ashp\u00ebr politike me nj\u00eb qeveri q\u00eb ka vrar\u00eb protestues paq\u00ebsor\u00eb n\u00eb bulevardin e kryeqytetit, q\u00eb \u00ebsht\u00eb akuzuar p\u00ebr afera flagrante korruptive, q\u00eb s\u2019\u00ebsht\u00eb n\u00eb gjendje t\u00eb zbut\u00eb varf\u00ebrin\u00eb dhe papun\u00ebsin\u00eb n\u00eb vend, Ram\u00ebn duhet ta shqet\u00ebsoj\u00eb fakti q\u00eb opozita mbeti p\u00ebrs\u00ebri n\u00eb nivelin e votave t\u00eb para dy vjet\u00ebve. Ky fakt tregon se, n\u00eb qoft\u00eb se gj\u00ebrat mbeten k\u00ebshtu si\u00e7 jan\u00eb, gjasat p\u00ebr ardhjen n\u00eb pushtet me vot\u00eb pas dy vjet\u00ebsh mbeten p\u00ebrs\u00ebri t\u00eb vogla p\u00ebr opozit\u00ebn shqiptare.<\/p>\n<p>Por a do t\u00eb ndryshojn\u00eb gj\u00ebrat deri at\u00ebher\u00eb?
