Shum\u00eb vet\u00eb po reagojn\u00eb n\u00eb forume p\u00ebr \u201cmistrecll\u00ebkun\u201d opozitar t\u00eb Tahirit, dhe k\u00ebrkojn\u00eb opozit\u00eb t\u00eb fort\u00eb, nga ajo q\u00eb akuzon Berish\u00ebn p\u00ebr vlera mbi 1 milion\u00eb dollar\u00eb deri n\u00eb 1 miliard. T\u00eb tjer\u00eb p\u00ebrpiqen t\u00eb kthejn\u00eb monedh\u00ebn mbrapsht duke th\u00ebn\u00eb se dhe doganier\u00ebt socialist\u00eb ishin t\u00eb korruptuar. T\u00eb gjitha k\u00ebto jan\u00eb t\u00eb v\u00ebrteta. Por m\u00eb shum\u00eb se gjith\u00e7ka konsensusi arrihet tek fakti q\u00eb dy doganier\u00ebt ishin dy njer\u00ebz q\u00eb nuk kishin lidhje me vendin e pun\u00ebs.<\/p>\n<p>Nj\u00ebri ishte djal\u00eb i nj\u00eb deputeti minoritar n\u00eb \u201cDogan\u00ebn e \u00c7am\u00ebve\u201d n\u00eb Qaf\u00eb Gjasht\u00eb dhe tjetri nj\u00eb vlonjat q\u00eb jeton n\u00eb Tiran\u00eb, por q\u00eb nga halli punon n\u00eb Konispol!! Ky fakt i bashkon komentuesit m\u00eb shum\u00eb se \u00e7do gj\u00eb tjet\u00ebr, pasi ky n\u00eb t\u00eb v\u00ebrtet\u00eb tregon se si funksionon sistemi 1 miliard\u00ebsh i vjedhjes s\u00eb qeveris\u00eb Berisha. Ky sistem \u00ebsht\u00eb i bazuar pik\u00ebrisht tek rekrutimi i administrat\u00ebs, gjetja e vendit t\u00eb pun\u00ebs p\u00ebr njer\u00ebz q\u00eb p\u00ebrdoren politikisht, n\u00eb vend t\u00eb specialist\u00ebve dhe profesionist\u00ebve t\u00eb sigurt. \u00cbsht\u00eb e v\u00ebrtet\u00eb se doganier\u00ebt tashm\u00eb nuk jan\u00eb m\u00eb njer\u00ebz q\u00eb pasurohen si n\u00eb koh\u00ebn e socialist\u00ebve, pasi qeveria e re ka ndryshuar dhe skemat e korrupsionit.<\/p>\n<p>Pesha e p\u00ebrfitimit ka kaluar nga doganier\u00ebt dhe tatimor\u00ebt e thjesht\u00eb tek biznesmen\u00ebt e m\u00ebdhenj VIP q\u00eb rrethojn\u00eb pushtetin. Ata q\u00eb p\u00ebrfitojn\u00eb tani nga pushteti nuk jan\u00eb njer\u00ebz t\u00eb rast\u00ebsish\u00ebm q\u00eb paguajn\u00eb doganier\u00ebt, por njer\u00ebz q\u00eb paguajn\u00eb Ministrin e Financave, Kryeministrin apo Familjen e tij dhe ministra t\u00eb ve\u00e7ant\u00eb q\u00eb kan\u00eb konfidenc\u00ebn e Kryeministrit. Korrupsioni i doganier\u00ebve q\u00eb ngrinin traun dhe ndanin lek\u00ebt me biznesmen\u00ebt ka per\u00ebnduar bashk\u00eb me korrupsionin popullor t\u00eb Fatos Nanos. Tashm\u00eb korrupsioni, si shum\u00eb gj\u00ebra t\u00eb tjera, \u00ebsht\u00eb centralizuar dhe \u00ebsht\u00eb n\u00ebn kontrollin e kryeministrit.<\/p>\n<p>Kjo shpjegon dhe faktin q\u00eb doganier\u00ebt tani rendin pas bakshisheve t\u00eb vogla, dhe tortur\u00ebs ndaj qytetar\u00ebve q\u00eb vijn\u00eb nga jasht\u00eb. Un\u00eb ua qaj hallin dy doganier\u00ebve q\u00eb po telendisen p\u00ebr nj\u00eb shishe shampanj\u00eb dhe ndoshta kan\u00eb dal\u00eb pa gj\u00eb p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb, por ajo q\u00eb duhet nd\u00ebshkuar n\u00eb k\u00ebt\u00eb histori nuk jan\u00eb persona konkret\u00eb, por mekanizmi i pushtetit q\u00eb prodhon k\u00ebt\u00eb histori t\u00eb sh\u00ebmtuar. Si\u00e7 theksova, debati k\u00ebtu q\u00ebndron tek fakti jo sa kan\u00eb p\u00ebrfituar k\u00ebta doganier\u00eb, por tek arsyet pse ata gjenden si doganier\u00eb n\u00eb skajin jugor t\u00eb Shqip\u00ebris\u00eb. Dhe arsyeja \u00ebsht\u00eb se ata jan\u00eb pjes\u00eb e nomenklatur\u00ebs q\u00eb duhet shp\u00ebrblyer nga pushteti.<\/p>\n<p>I nj\u00ebjti fenomen i eksportuar n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm prodhon pasoja dramatike. Le t\u00eb rimarrim \u00e7\u00ebshtjen e grev\u00ebs s\u00eb uris\u00eb s\u00eb minator\u00ebve n\u00eb Bulqiz\u00eb. Ata po vet\u00ebsakrifikohen n\u00ebntok\u00eb, pasi pushteti i ka l\u00ebn\u00eb ata n\u00eb m\u00ebshir\u00eb t\u00eb disa shfryt\u00ebzuesve thuajse bandit\u00eb t\u00eb pasuris\u00eb son\u00eb komb\u00ebtare. Masivi mineral i Bulqiz\u00ebs dhe Martaneshit \u00ebsht\u00eb cop\u00ebzuar n\u00eb rreth 40 licenca minerare, t\u00eb cilat n\u00eb shumic\u00eb i kan\u00eb \u201cnjer\u00ebz t\u00eb fort\u00eb\u201d, t\u00eb lidhur me njer\u00ebz \u201cme pushtet\u201d n\u00eb Tiran\u00eb, dhe pun\u00ebtor\u00ebt nuk kan\u00eb asnj\u00eb hap\u00ebsir\u00eb p\u00ebr t\u00eb mbrojtur t\u00eb drejtat e tyre n\u00eb k\u00ebt\u00eb histori. Kjo ka ardhur p\u00ebr shkak t\u00eb vizionit thuajse kriminal q\u00eb ka pushteti p\u00ebr m\u00ebnyr\u00ebn se si duhet shfryt\u00ebzuar kjo pasuri komb\u00ebtare.<\/p>\n<p>Vite m\u00eb par\u00eb kur industria e kromit n\u00eb Shqip\u00ebri filloi t\u00eb nd\u00ebrtohej pak nga pak derisa u b\u00eb nj\u00eb deg\u00eb dominuese e industris\u00eb s\u00eb r\u00ebnd\u00eb shqiptare, vizioni p\u00ebr shfryt\u00ebzimin e mineralit t\u00eb kromit dhe investimet prodhohej nga Instituti i Minierave, Instituti i Gjeologjis\u00eb, Instituti i Gjeofizik\u00ebs, Fakulteti i Gjeologjis\u00eb dhe Minierave, Instituti i Kromit, si dhe dhjet\u00ebra nd\u00ebrmarrjeve gjeologjike n\u00eb veri t\u00eb vendit. Tani t\u00eb gjitha k\u00ebto jan\u00eb fshir\u00eb me nj\u00eb t\u00eb r\u00ebn\u00eb t\u00eb lapsit dhe \u00ebsht\u00eb krijuar nj\u00eb agjenci, ku si p\u00ebr ta fyer deri n\u00eb fund k\u00ebt\u00eb vend, drejtor \u00ebsht\u00eb nj\u00eb detashment i Ilir Met\u00ebs, i cili ka shkuar aty se ka pasur fjal\u00eb q\u00eb b\u00ebn lek me licencat e naft\u00ebs dhe kontrollin e hidrokarbureve dhe nuk besoj q\u00eb ka d\u00ebgjuar ndonj\u00eb her\u00eb p\u00ebr mineral kromi.<\/p>\n<p>Ta katandis\u00ebsh Shqip\u00ebrin\u00eb nga profesor\/doktor\u00ebt q\u00eb kan\u00eb zbuluar dhe kan\u00eb ngritur n\u00eb k\u00ebmb\u00eb minierat shqiptare, tek disa delikuent\u00eb q\u00eb njihen si vjedh\u00ebs bi\u00e7ikletash, natyrisht q\u00eb do fus\u00ebsh n\u00eb kriz\u00eb shoq\u00ebrin\u00eb dhe do p\u00ebrplas\u00ebsh minator\u00ebt e pafuqish\u00ebm me k\u00ebt\u00eb administrat\u00eb. Koncepti i k\u00ebtij pushteti q\u00eb institucionet jan\u00eb vende ku duhet t\u00eb b\u00ebjn\u00eb para njer\u00ebzit q\u00eb duhen shp\u00ebrblyer, i jep fund me themel ides\u00eb s\u00eb luft\u00ebs kund\u00ebr korrupsionit, edhe sikur ta ket\u00eb sinqerisht qeveria.<\/p>\n<p>Fakti q\u00eb pasurit\u00eb tona komb\u00ebtare nuk administrohen nga specialist\u00eb dhe mendje t\u00eb hapura q\u00eb kan\u00eb nd\u00ebrtuar k\u00ebt\u00eb vend, por nga injorant\u00eb q\u00eb kan\u00eb objekt zhvatjen e tyre me dhun\u00eb, fakti q\u00eb doganat dhe tatimet shqiptare jan\u00eb detashmente t\u00eb shp\u00ebrblyerish n\u00eb natyr\u00eb p\u00ebr sh\u00ebrbimet ndaj pushtetit, dhe jo specialist\u00eb q\u00eb t\u00eb kujdesen p\u00ebr t\u00eb ardhurat tona buxhetore, dhe mbi t\u00eb gjitha fakti q\u00eb qeveria \u00ebsht\u00eb e d\u00ebnuar t\u00eb jet\u00eb n\u00eb an\u00ebn e atyre q\u00eb vjedhin dhe vrasin, p\u00ebrball\u00eb atyre q\u00eb p\u00ebrpiqen t\u00eb ruajn\u00eb dinjitetin para k\u00ebsaj bande grabit\u00ebsish, tregon fundin q\u00eb kemi prekur.<\/p>\n<p>Debati q\u00eb sot provokohet p\u00ebr faktet e lehta apo t\u00eb r\u00ebnda p\u00ebr t\u00eb denoncuar qeverin\u00eb \u00ebsht\u00eb fallco. Kjo qeveri \u00ebsht\u00eb nj\u00eb sistem qarkullimi kapilar i korrupsionit, dhe kudo q\u00eb ta prek\u00ebsh nuk ke gabuar. N\u00ebse prek nj\u00eb kapilar t\u00eb holl\u00eb t\u00eb saj si\u00e7 \u00ebsht\u00eb Dogana e Qaf\u00eb Bot\u00ebs apo tatimor\u00ebt i Agim Shehut, duket sikur je marr\u00eb me nj\u00eb peshk t\u00eb vog\u00ebl, por n\u00eb t\u00eb v\u00ebrtet\u00eb je marr\u00eb me sistemin q\u00eb na sundon. Nuk ka ndonj\u00eb ndryshim t\u00eb madh dhe nuk je aspak m\u00eb i besuesh\u00ebm po u more vet\u00ebm me Argit\u00ebn, Shk\u00eblzenin, Zamirin, Sandrin, Bashkimin apo parelinjt\u00eb q\u00eb b\u00ebjn\u00eb miliarda duke ndenjur gjith\u00eb dit\u00ebn me Sali Berish\u00ebn.<\/p>\n<p>T\u00eb gjith\u00eb k\u00ebta, q\u00eb nga ata q\u00eb b\u00ebjn\u00eb miliarda deri tek ata q\u00eb marrin qindarka, jan\u00eb pjes\u00eb e nj\u00eb sistemi q\u00eb mbahet gjall\u00eb pik\u00ebrisht nga t\u00eb qenit pjes\u00eb e sistemit t\u00eb korrupsionit. Edhe pse t\u00eb ndrysh\u00ebm n\u00eb pasurin\u00eb q\u00eb b\u00ebjn\u00eb nga ky sistem, ata jan\u00eb t\u00eb nj\u00ebjt\u00eb para pushtetit pasi b\u00ebjn\u00eb pjes\u00eb n\u00eb kategorin\u00eb e t\u00eb shp\u00ebrblyerve.
