Rriten dhe rriten si n\u00eb p\u00ebrralla, kryesisht atje ku nuk jemi. Un\u00eb jo! Un\u00eb jo! Un\u00eb jo! i p\u00ebrgjigjen pyetjes \u201c a i keni par\u00eb\u201d ata q\u00eb kan\u00eb me shum\u00eb nevoj\u00eb p\u00ebr k\u00ebto investime: t\u00eb papun\u00ebt. Tek- tuk ndonj\u00ebri ka par\u00eb dicka apo ka p\u00ebrfituar dicka. Por p\u00ebrfitimi edhe n\u00eb ket\u00eb sfer\u00eb \u00ebsht\u00eb nj\u00eb llotari-fjala vjen nj\u00eb n\u00eb nj\u00ebmij\u00eb- gj\u00eb q\u00eb nuk i p\u00ebrgjigjet k\u00ebrkund shifrave t\u00eb larta t\u00eb investimeve q\u00eb reklamojn\u00eb zyrat qeveritare dhe proqeveritare t\u00eb shp\u00ebndara andej k\u00ebndej si nj\u00ebqind kr\u00ebh\u00ebt e per\u00ebndis\u00eb Uishnu.<\/p>\n<p>Investimet e huaja p\u00ebr vitin 2010 jan\u00eb mbi nj\u00eb milard euro, njoftonte disa dit\u00eb m\u00eb par\u00eb nj\u00eb zyr\u00eb shqipfol\u00ebse e OKB-s\u00eb n\u00eb Tiran\u00eb. Njoftimi i zuri n\u00eb befasi publikun e gjer\u00eb dhe vet\u00eb qeverin\u00eb. P\u00ebr t\u00eb mos rregjistruar nj\u00eb prani prej budallai n\u00eb at\u00eb myzhde pa lidhje me realitetin shqiptar, por edhe i trembur se mos ato investime ishin b\u00ebr\u00eb vertet\u00eb kushedi ku e kushedi si, zevend\u00ebsministri i ekonomis\u00eb b\u00ebri nj\u00eb deklarat\u00eb t\u00eb holl\u00eb, nga ato \u201ckinezet\u201d, q\u00eb edhe qeverin\u00eb ta mburrte, edhe t\u00eb papun\u00ebt e vendit t\u00eb mos i l\u00ebndonte shum\u00eb.<\/p>\n<p>Tha se k\u00ebto investime kaq t\u00eb mir\u00ebpritura nuk kishin krijuar impaktin e pritsh\u00ebm n\u00eb fush\u00ebn e pun\u00ebsimit, por e ardhmja do t\u00eb ishte m\u00eb e mir\u00eb. Me fjal\u00eb t\u00eb tjera, nj\u00eb milard eurot e investuara gjat\u00eb vitit 2010, sipas zyr\u00ebs s\u00eb OKB-s\u00eb nuk kan\u00eb krijuar vende t\u00eb reja pune, nd\u00ebrkoh\u00eb q\u00eb investimet e reja nga viti 2011 e n\u00eb vazhdim do ta ndreqin edhe k\u00ebt\u00eb anomali! Pra do t\u00eb kemi edhe investime q\u00eb prodhojn\u00eb pun\u00eb dhe pun\u00ebsim! Duket si estrad\u00eb, me dallimin se k\u00ebto gj\u00ebra t\u00eb b\u00ebjn\u00eb p\u00ebr t\u00eb qar\u00eb me shum\u00eb se p\u00ebr t\u00eb qeshur. Ku jan\u00eb invetuar k\u00ebto nj\u00eb miliard euro? N\u00eb teknologjin\u00eb e robot\u00ebve?<\/p>\n<p>Minimalisht, zyra p\u00ebrkat\u00ebse e OKB-s\u00eb, n\u00eb respekt t\u00eb popullit shqiptar, duhej ta shoq\u00ebronte njoftimin bomb\u00eb me nj\u00eb list\u00eb t\u00eb objekteve dhe fushave ku jan\u00eb investuar k\u00ebto para dhe njeher\u00ebsh me nj\u00eb list\u00eb t\u00eb kompanive apo individ\u00ebve q\u00eb kan\u00eb investuar. K\u00ebto t\u00eb dh\u00ebna jan\u00eb t\u00eb domosdoshme jo vet\u00ebm p\u00ebr t\u00eb kompletuar informimin si nj\u00eb norm\u00eb etike dhe e drejt\u00eb qytetare, por edhe p\u00ebr t\u00eb kuptuar joshjet e resurve dhe tendencat e ekonomis\u00eb son\u00eb n\u00eb k\u00ebt\u00eb periudh\u00eb t\u00eb v\u00ebshtir\u00eb. Plasja e shifr\u00ebs \u201cnj\u00ebmilard\u201d pa k\u00ebt\u00eb informacion t\u00eb l\u00eb shijen e nj\u00eb genjeshtre propagandistike dhe burokratike q\u00eb nuk mb\u00ebshtetet n\u00eb investime t\u00eb realizuara, por n\u00eb kontrata n\u00eb let\u00ebr. N\u00eb rastin m\u00eb t\u00eb mir\u00eb.<\/p>\n<p>I pari dhe i fundit qeveritar q\u00eb doli, pas n\u00ebj hezitimi t\u00eb shkurt\u00ebr, nga habia e njoftimit t\u00eb zyr\u00ebs s\u00eb OKB-s\u00eb ishte kryeministri Berisha. Vonesa e tij e pazakonte p\u00ebr t\u00eb hedhur fishekzjarre duhet t\u2019i ket\u00eb m\u00ebrzitur pak ata t\u00eb zyr\u00ebs s\u00eb OKB-s\u00eb, por shpejt u kuptua se kryeministri thjesht kishte nj\u00eb shif\u00ebr akoma m\u00eb t\u00eb lart\u00eb se nj\u00eb miliard euro. Nd\u00ebrkaq, p\u00ebrvec fjal\u00ebve t\u00eb p\u00ebrgjithshme, q\u00eb m\u00ebtonin si gjithnj\u00eb t\u00eb skiconin nj\u00eb parajs\u00eb shqiptare n\u00eb lidhje me investimet e huaja, Berisha gjithashtu nuk sqaroj asgj\u00eb se ku dhe kush kishte investuar.<\/p>\n<p>Si t\u00eb ishte fjala p\u00ebr investitor\u00eb-ufo! Duhej ta b\u00ebnte dhe ta b\u00ebj\u00eb ket\u00eb, s\u00ebpaku p\u00ebr hir t\u00eb gjith\u00eb atyre njer\u00ebzve, kryesisht t\u00eb papun\u00eb, q\u00eb torturohen dyfish tek marrin vesh se n\u00eb vendin e tyre t\u00eb vog\u00ebl investimet e huaja v\u00ebrshuakan lum\u00eb, kurse p\u00ebr ata fatkeq\u00eb gjithcka mbetet ende moll\u00eb e ndaluar. S\u00ebpaku t\u00eb m\u00ebsojn\u00eb se disa nga s\u00ebra e tyre kan\u00eb p\u00ebrfituar. Nj\u00eb ngush\u00ebllim i vog\u00ebl, por gjithsesi ngush\u00ebllim. Shkrimtari rus Gogol ka nj\u00eb tregim p\u00ebr efektin shkat\u00ebrrimtar, deri n\u00eb halucinant, q\u00eb krijojn\u00eb tek dy t\u00eb uritur n\u00eb nj\u00eb ishull t\u00eb braktisur copat e nj\u00eb gazete t\u00eb hedhur ku ishte botuar deri n\u00eb holl\u00ebsi kronika e nj\u00eb darke madh\u00ebshtore.<\/p>\n<p>Nga nj\u00eb an\u00eb \u00ebsht\u00eb shum\u00eb e habitshme q\u00eb qeveria \u201cnuk e zhvillon\u201d, por e l\u00eb pezull nj\u00eb njoftim q\u00eb e ka n\u00eb favor, sic \u00ebsht\u00eb ky p\u00ebr nj\u00eb milliard a nj\u00eb miliard e gjys\u00ebm euro investime t\u00eb huaja n\u00eb harkun e nj\u00eb viti t\u00eb \u00ebvshtir\u00eb, kur t\u00eb ardhurat dhe investimet e buxhetit t\u00eb shtetit kan\u00eb njohur vet\u00ebm r\u00ebnie dhe po ashtu kan\u00eb njohur r\u00ebnie edhe treguesit e nivelit ekonomik t\u00eb familjes shqiptare. N\u00eb parantez\u00eb, nj\u00eb miliard euro investime t\u00eb huaja nuk do t\u00eb ishin nj\u00eb shif\u00ebr impresionuese p\u00ebr nj\u00eb vend me an\u00ebtar\u00ebsim t\u00eb fresk\u00ebt n\u00eb NATO. Dy milard euro do t\u00eb ishte vet\u00ebm investimi n\u00eb portin e ri t\u00eb Shengjinit, po t\u00eb ishte ndjekur e po t\u00eb ndiqet me vendosm\u00ebri dhe largapam\u00ebsi nj\u00eb plan rigoroz p\u00ebr nd\u00ebrtimin e tij me koncension.<\/p>\n<p>Gjithsesi, n\u00eb kontekstin e kriz\u00ebs ekonomike bot\u00ebrore, shifra nj\u00eb milard \u00ebsht\u00eb e madhe dhe promovuese p\u00ebr shendetin e ekonomis\u00eb shqiptare. Cila jan\u00eb pra arsyet q\u00eb as zyra e OKB-s\u00eb, as kryeministri dhe as nj\u00eb organizat\u00eb biznesi nuk i b\u00ebn me dije publikut t\u00eb gjer\u00eb se ku jan\u00eb b\u00ebr\u00eb k\u00ebto investime, cfar\u00eb efekti konkret kan\u00eb patur n\u00eb zhvillimin e vendit, e tjer\u00eb? Nj\u00eb arsye mund t\u00eb jet\u00eb shifra e fryr\u00eb. Ballafaqimi i shifr\u00ebs nj\u00eb miliard me realitetin e objekteve t\u00eb investuara do t\u00eb nxirrte n\u00eb pah spekullimin.<\/p>\n<p>Objektet nuk mund t\u00eb shpiken sic shpiken shifrat. N\u00eb k\u00ebto kushte qeveris\u00eb dhe zyrave q\u00eb punojn\u00eb p\u00ebr t\u00eb zbukuruar imazhin e saj u duket m\u00eb e leverdishme t\u00eb plasin nj\u00eb shif\u00ebr t\u00eb fryr\u00eb t\u00eb cil\u00ebn ta besoj\u00eb kush t\u00eb doj\u00ebm, se sa t\u00eb rrezikojn\u00eb tu plas\u00eb tollumbacja n\u00eb duar. Nj\u00eb arsye e dyt\u00eb mund t\u00eb k\u00ebt\u00eb lidhje me faktin se k\u00ebto investime nuk e b\u00ebjn\u00eb krenare qeverin\u00eb dhe mund t\u00eb hapin nj\u00eb seri pikpyetjesh t\u00eb reja n\u00ebse \u201czb\u00ebrthehen\u201d. Mund t\u00eb jen\u00eb investime t\u00eb d\u00ebshtuara treg\u00ebtare apo koncensionare, t\u00eb realizuara nga shoq\u00ebri dhe individ\u00eb q\u00eb qeveria nuk ka shum\u00eb nder t\u2019i ekspozoj\u00eb.<\/p>\n<p>Nj\u00eb arsye e tret\u00eb: mund t\u00eb jen\u00eb investime jo dhe aq t\u00eb huaja, por q\u00eb qeveria ka d\u00ebshir\u00eb ti paraqes\u00eb si t\u00eb huaja, sic jan\u00eb p\u00ebrshembull investimet e AMC-s\u00eb, Vodafon-it, Albtelekomit apo edhe CEZ-it t\u00eb privatizuar. Investimet e br\u00ebndshme t\u00eb k\u00ebtyre kompanive konsiderohen tashm\u00eb investime shqiptare, investime vendase pasi, vec t\u00eb tjerash, ato investojn\u00eb nj\u00eb pjes\u00eb t\u00eb fitimeve q\u00eb vjelin nga populli shqiptar. Minarja n\u00eb thes nuk futet, thot\u00eb populli. L\u00eb ta tregoj\u00eb qeveria minaren e investimeve, q\u00eb ta duatrokasim po t\u00eb jet\u00eb bind\u00ebse.<\/p>\n<p>Kam p\u00ebrshtypjen se nuk e tregon dot, por do t\u00eb vijoj\u00eb ta mbaj\u00eb komunikimin n\u00eb planin e rrumbullakosjes s\u00eb paverefikueshme t\u00eb gj\u00ebrave. Edhe pse e ka t\u00eb qart\u00eb se shqiptar\u00ebt nuk jan\u00eb idiot\u00eb q\u00eb t\u00eb besojme se cfar\u00eb fluturon hahet! Nuk ka koh\u00eb p\u00ebr mashtrime dhe vetmashtrime n\u00eb fush\u00ebn e investimeve.<\/p>\n<p>Problemi i madh me t\u00eb cilin p\u00ebrballet vendi \u00ebsht\u00eb d\u00ebshtimi , stopimi dhe ngadal\u00ebsimi i investimeve t\u00eb huaja n\u00eb raport me pritshm\u00ebrin\u00eb pas an\u00ebtar\u00ebsimit n\u00eb NATO. Padyshim, kriza bot\u00ebrore ka rolin e vet n\u00eb k\u00ebt\u00eb kund\u00ebrzhvillim, por kriza nuk mund t\u00eb jet\u00eb nj\u00eb alibi p\u00ebr t\u00eb mbuluar munges\u00ebn e vizionit, korrupsionin dhe paaft\u00ebsin\u00eb si faktor\u00eb madhor\u00eb q\u00eb pengojn\u00eb investimet prodhuese dhe ato n\u00eb infrastruktur\u00eb. Vet\u00ebm n\u00eb Vlor\u00eb dhe Lezh\u00eb jan\u00eb n\u00ebnshkruar gjat\u00eb viteve 2008-2009 investime q\u00eb shkojn\u00eb deri n\u00eb kat\u00ebr milliard euro investime n\u00eb zona industriale, n\u00eb porte, n\u00eb parq\u00eb energjitike, fabrika t\u00eb materialeve t\u00eb nd\u00ebrtimit e tjer\u00eb.<\/p>\n<p>Nga gjith\u00eb kjo mas\u00eb e madhe investimesh n\u00eb let\u00ebr nuk gjen m\u00eb shum\u00eb se nj\u00eb lug\u00eb kafeje investimesh t\u00eb realizuara n\u00eb terren. Qeveria duhet ti mb\u00ebshtes\u00eb kompanit\u00eb p\u00ebr t\u00eb kap\u00ebrcyer v\u00ebshtir\u00ebsit\u00eb. Qeveria duhet t\u00eb jet\u00eb shum\u00eb e hapur p\u00ebr kompanit\u00eb q\u00eb ofrohen p\u00ebr t\u00eb nd\u00ebrtuar rrug\u00eb dhe porte t\u00eb ndryshme me parat\u00eb e tyre. Pun\u00ebsimi dhe mir\u00ebq\u00ebnia jan\u00eb nj\u00eb interes publik dhe komb\u00ebtar, para t\u00eb cil\u00ebve propaganda nuk ka asnj\u00eb vler\u00eb.
