Nuk e kan\u00eb me presidentin. E kan\u00eb me Topin, i cili pritet t\u00eb krijoj\u00eb n\u00eb p\u00ebrfundim t\u00eb mandatit nj\u00eb parti t\u00eb tipit nacionalist-konservator, q\u00eb mund ta g\u00ebrryej\u00eb fort malin elektoral t\u00eb PD-s\u00eb. Personalisht kam besuar se d\u00ebmi q\u00eb do t\u00eb p\u00ebsonte PD-ja prej partis\u00eb s\u00eb Topit, q\u00eb tani \u00ebsht\u00eb duke b\u00ebr\u00eb provat gjenerale me Aleanc\u00ebn Kuq e Zi, nuk do t\u00eb ishte kushedi se \u00e7far\u00eb; por sulmi i eg\u00ebr dhe i shproporcionuar q\u00eb po i b\u00ebhet Topit tregon se PD-ist\u00ebt, me n\u00eb krye Berish\u00ebn, jan\u00eb trembur.<\/p>\n<p>Kan\u00eb b\u00ebr\u00eb sondazhe, me sa duket, dhe tek rezultatet e k\u00ebtyre sondazheve t\u00eb realizuara p\u00ebr konsum t\u00eb brendsh\u00ebm, duhet t\u00eb ken\u00eb gjetur ndonj\u00eb arsye pse t\u00eb tremben. Topi nuk ka b\u00ebr\u00eb praktikisht asgj\u00eb esenciale n\u00eb d\u00ebm t\u00eb qeverisjes alla ka\u00e7ak\u00e7e t\u00eb Berish\u00ebs. Topi mund t\u2019i prish\u00eb shum\u00eb pun\u00eb Berish\u00ebs e PD-s\u00eb si leader i nj\u00eb partie, q\u00eb do ta fus\u00eb sqepin n\u00eb thesin e votave t\u00eb djathta, por ai s\u2019i ka prishur asnj\u00eb \u00e7ik\u00eb pun\u00eb kryeministrit Berish\u00ebs.<\/p>\n<p>K\u00ebtij t\u00eb fundit mund t\u2019ia ken\u00eb prishur gjumin shum\u00eb vet\u00eb e shum\u00eb institucione n\u00eb Shqip\u00ebri, por Topi n\u00eb krye t\u00eb presidenc\u00ebs jo. Topi mund t\u00eb l\u00ebr\u00eb gjurm\u00eb nes\u00ebr si politikan, por ai nuk ka l\u00ebn\u00eb gjurm\u00eb deri m\u00eb sot si President. Nuk duket se jan\u00eb t\u00eb pakt\u00eb ata q\u00eb kan\u00eb n\u00eb kok\u00eb iden\u00eb fikse, sipas s\u00eb cil\u00ebs Bamir Topi \u00ebsht\u00eb presidenti m\u00eb i dob\u00ebt i nj\u00ebzet viteve t\u00eb fundit. E nuk \u00ebsht\u00eb se e kan\u00eb keq.<\/p>\n<p>Kur Topi u zgjodh President i Republik\u00ebs, Berisha kish b\u00ebr\u00eb gati dy vjet n\u00eb pushtet. Nuk kish filluar ende t\u00eb b\u00ebnte prap\u00ebsit\u00eb e m\u00ebdha. E v\u00ebrteta \u00ebsht\u00eb se kish dh\u00ebn\u00eb sinjale t\u00eb k\u00ebqija, por prap\u00ebseprap\u00eb nuk mund t\u00eb thuhej se ish zgjidhur nga zinxhir\u00ebt. Mund t\u00eb jet\u00eb nj\u00eb p\u00ebrkim rast\u00ebsor, por stina e prap\u00ebsive t\u00eb m\u00ebdha t\u00eb tij fillon pothuaj n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb me mandatin presidencial t\u00eb Topit.<\/p>\n<p>E nd\u00ebrkoh\u00eb q\u00eb mandati i Topit p\u00ebrfundon vitin tjet\u00ebr, mund t\u00eb thuhet me siguri q\u00eb mbyllet \u2013 ky \u00ebsht\u00eb p\u00ebrkim q\u00eb e komprometon t\u00ebr\u00eb veprimtarin\u00eb presidenciale t\u00eb Bamir Topit \u2013 dhe procesi i marrjes n\u00ebn kontroll t\u00eb t\u00eb gjitha institucioneve nga ana e Berish\u00ebs; e q\u00eb t\u00eb jemi m\u00eb t\u00eb sakt\u00eb, nuk jan\u00eb vet\u00ebm institucionet (deri vitin tjet\u00ebr, Berisha do t\u00eb ket\u00eb marr\u00eb t\u00ebr\u00ebsisht gjykatat e r\u00ebnd\u00ebsishme t\u00eb vendit, at\u00eb t\u00eb lart\u00ebn e at\u00eb kushtetuese, Prokurorin\u00eb e P\u00ebrgjithshme, Sh\u00ebrbimet Sekrete, dhe Presidentin), por edhe zona t\u00eb tjera t\u00eb hap\u00ebsir\u00ebs publike (k\u00ebtu duhet ve\u00e7uar mass-media). Si\u00e7 shihet pra, Topit i ka r\u00ebn\u00eb p\u00ebr hise t\u00eb b\u00ebhet spektator luksi i k\u00ebtij procesi. Nuk do duhej t\u00eb ishte k\u00ebshtu, e nuk ka q\u00ebn\u00eb e shkruar t\u00eb ndodhte k\u00ebshtu, por ja q\u00eb ka ndodhur p\u00ebr faj t\u00eb Topit. \u00cbsht\u00eb ky i fundit pra q\u00eb ka b\u00ebr\u00eb sehir Berish\u00ebn, teksa ka rr\u00ebzuar nj\u00eb e nga nj\u00eb tulla, mure e kollona t\u00eb nd\u00ebrtes\u00ebs s\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs.<\/p>\n<p>Ka nj\u00eb tez\u00eb q\u00eb thot\u00eb se fuqit\u00eb presidenciale nuk jan\u00eb t\u00eb tilla, q\u00eb t\u00eb mund t\u2019i b\u00ebhen penges\u00eb qasjeve autokratike n\u00eb qeverisje. Me fjal\u00eb t\u00eb tjera \u2013 thon\u00eb \u2013 kushtetuta, sidomos pas dat\u00ebs 21 prill t\u00eb vitit 2008, e mban Presidentin e Republik\u00ebs t\u00eb dob\u00ebt. Kjo \u00ebsht\u00eb pjes\u00ebrisht e v\u00ebrtet\u00eb. Kushtetuta jon\u00eb, n\u00ebp\u00ebrmjet kompetencave e p\u00ebrcaktimeve kushtetuese, e p\u00ebrkufizon presidentin ton\u00eb si nj\u00eb autoritet moral t\u00eb Republik\u00ebs (simbol i unitetit komb\u00ebtar, thuhet n\u00eb dokumentin themeltar t\u00eb shtetit).<\/p>\n<p>Mir\u00ebpo Bamir Topi nuk ka q\u00ebn\u00eb asnj\u00eb dit\u00eb autoritet moral. Ai ka q\u00ebndruar n\u00eb hije, ka mbajtur prore nj\u00eb profil t\u00eb ul\u00ebt, ka b\u00ebr\u00eb sehir sherret e pazaret e b\u00ebra nga pal\u00ebt politike, ka ulur kryet p\u00ebrball\u00eb sulmeve, insinuatave e provokacioneve q\u00eb i kan\u00eb ardhur n\u00eb vijim\u00ebsi nga maxhoranca (deri dhe horr bulevardi, e kan\u00eb quajtur), dhe s\u2019ka l\u00ebvizur as gishtin p\u00ebr t\u00eb mbrojtur rendin institucional e konstitucional t\u00eb vendit. Ka ndodhur n\u00eb ndonj\u00eb rast q\u00eb t\u00eb ket\u00eb b\u00ebr\u00eb ndonj\u00eb reagim t\u00eb mekur, por \u00ebsht\u00eb mjaftuar me kaq. Ka dh\u00ebn\u00eb p\u00ebrshtypjen se i shkojn\u00eb shtat\u00eb prej Berish\u00ebs.<\/p>\n<p>Q\u00ebndrimi i tij prej ngordhalaqi n\u00eb dit\u00ebt q\u00eb pasuan 21 janarin e vitit 2011i hapi rrug\u00eb sundimit p\u00ebrfundimtar t\u00eb Berish\u00ebs. \u00c7\u2019mund t\u00eb b\u00ebnte? \u00c7do gj\u00eb mund t\u00eb b\u00ebnte. Mund t\u2019i fliste kombit, mund t\u2019u fliste nd\u00ebrkomb\u00ebtar\u00ebve (por jo ashtu si u ka folur, nga pozitat e nj\u00eb qyqari), mund t\u00eb l\u00ebshonte mesazhe pa fund, mund t\u00eb organizonte takime me intellighentsia-n e me eksponent\u00eb t\u00eb shoq\u00ebris\u00eb civile, mund t\u00eb zbarkonte n\u00eb studiot e r\u00ebnd\u00ebsishme televizive (ku ka shkelur jo pak her\u00eb fare pa shkak), e n\u00eb t\u00eb gjitha k\u00ebto t\u00eb denonconte vrasjet e kat\u00ebr qytetar\u00ebve n\u00eb bulevard, t\u00eb k\u00ebrkonte hetim t\u00eb shpejt\u00eb t\u00eb ngjarjes, t\u00eb b\u00ebnte presion q\u00eb gardist\u00ebt t\u00eb dor\u00ebzoheshin n\u00eb Prokurori, t\u2019i b\u00ebnte thirrje kryeministrit t\u2019u jepte fund skenar\u00ebve idiotike me putsch-e, me \u00e7adra e stilolapsa pistolet\u00eb, me thika me helm, etj, etj, e t\u2019i thosh po kryeministrit: \u201cStop! Me autoritetin e Presidentit t\u00eb Republik\u00ebs t\u00eb k\u00ebrkoj t\u00eb t\u00ebrheq\u00ebsh gjith\u00eb fjal\u00ebt q\u00eb ke nxjerr\u00eb nga goja n\u00eb adres\u00eb t\u00eb dinjitar\u00ebve t\u00eb lart\u00eb t\u00eb republik\u00ebs e t\u00eb k\u00ebrkoj t\u00eb respektosh ligjet dhe institucionet!\u201d Nuk b\u00ebri asgj\u00eb nga k\u00ebto. B\u00ebri t\u00eb kund\u00ebrt\u00ebn. U mbyll n\u00eb Presidenc\u00eb, aq sa shum\u00eb njer\u00ebz zun\u00eb t\u00eb mendonin: Ore, mos ka t\u00eb drejt\u00eb Berisha, kur flet p\u00ebr nj\u00eb putsch t\u00eb organizuar nga treshja Rama-Topi- Rama?<\/p>\n<p>Kjo \u00ebsht\u00eb ve\u00e7 nj\u00eb ngjarje, dhe duhet th\u00ebn\u00eb se gjat\u00eb mandatit presidencial t\u00eb Topit ka pasur shum\u00eb ngjarje, n\u00eb t\u00eb cilat ai ose ka heshtur, ose ka folur n\u00eb m\u00ebnyr\u00eb t\u00eb till\u00eb, sa do ish m\u00eb mir\u00eb t\u00eb kish heshtur. Por p\u00ebr t\u2019i v\u00ebn\u00eb nota Presidentit nuk ka nevoj\u00eb t\u00eb marr\u00ebsh n\u00eb analiz\u00eb sjelljen e tij pas \u00e7do ngjarjeje t\u00eb kronik\u00ebs politike. Mjafton t\u00eb shoh\u00ebsh trajektoren e Republik\u00ebs n\u00eb harkun kohor t\u00eb mandatit presidencial t\u00eb Topit: n\u00eb fillim t\u00eb mandatit Shqip\u00ebria ishte nj\u00eb vend, ku mund t\u00eb merrje frym\u00eb, nd\u00ebrsa n\u00eb fund t\u00eb mandatit do t\u00eb kemi nj\u00eb Shqip\u00ebri t\u00eb sunduar n\u00eb kuptimin m\u00eb t\u00eb plot\u00eb t\u00eb fjal\u00ebs nga Berisha, e nga bandat e tij. N\u00eb k\u00ebt\u00eb mes kan\u00eb faj shum\u00eb vet\u00eb.
