Kjo \u00ebsht\u00eb nj\u00eb d\u00ebshmi e qart\u00eb se shteti i brisht\u00eb i Kosov\u00ebs, ende nuk ka nd\u00ebrtua kapacitete p\u00ebr ta siguruar vet\u00eb integritetin e shtetit dhe pa prezenc\u00ebn nd\u00ebrkomb\u00ebtare mund t\u00eb na cenohet ky integritet kurdo dhe si do.<\/p>\n<p>P\u00ebrkund\u00ebr vullnetit t\u00eb qeveris\u00eb dhe ve\u00e7mas t\u00eb policis\u00eb s\u00eb Kosov\u00ebs, duhet kuptuar se projekti i shtetit t\u00eb Kosov\u00ebs, duhet harmonizuar edhe nj\u00eb koh\u00eb t\u00eb gjat\u00eb n\u00eb plot\u00ebni me shtet e fuqishme q\u00eb na nxor\u00ebn nga kthetrat e Serbis\u00eb. Kjo p\u00ebr faktin se po t\u00eb mos te ishin forcat e p\u00ebrgatitura te KFOR-it, ato banda do te mund te drejtoheshin edhe k\u00ebndej ur\u00ebs, madje pa telashe te m\u00ebdha. Kjo \u00ebsht\u00eb nj\u00eb d\u00ebshmi sa i brishte \u00ebsht\u00eb shteti i Kosov\u00ebs dhe nj\u00eb d\u00ebshmi pse Kosova duhet te mendoj me ndryshe p\u00ebr raportet e ardhshme me Bashk\u00ebsin\u00eb Nd\u00ebrkomb\u00ebtare, ve\u00e7mas me shtet qe na kane shp\u00ebtuar, na kane sjell lirin\u00eb dhe shteti.<\/p>\n<p>T\u00eb b\u00ebjm\u00eb nj\u00eb kthim mbrapa. Projekti p\u00ebr nd\u00ebrtimin e shtetit t\u00eb Kosov\u00ebs, qysh n\u00eb fillimvitet e 90-ta, \u00ebsht\u00eb nisur si projekt partneriteti, mes Kosov\u00ebs dhe bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, e ve\u00e7an\u00ebrisht mes Kosov\u00ebs dhe bot\u00ebs per\u00ebndimore, me t\u00eb cil\u00ebn edhe \u00ebsht\u00eb zhvilluar t\u00ebr\u00eb procesi, duke qen\u00eb nj\u00ebfar\u00eb m\u00ebnyre Kosova e sotme produkt i p\u00ebrbashk\u00ebt. S\u2019do mend se ky partneritet ishte e vetmja alternativa p\u00ebr t\u00eb shp\u00ebtuar Kosov\u00ebn nga thundrat e politik\u00ebs serbe.<\/p>\n<p>Pa as m\u00eb t\u00eb vogl\u00ebn m\u00ebdyshje, pa k\u00ebt\u00eb bashk\u00ebpunim e pa k\u00ebt\u00eb partneritet t\u00eb fuqish\u00ebm, madje edhe ekstremist\u00ebt m\u00eb t\u00eb m\u00ebdhenj do t\u00eb kuptonin se Kosova s\u2019do t\u00eb ishte kjo q\u00eb \u00ebsht\u00eb, s\u00eb k\u00ebndejmi edhe procesi dhe problemi i Kosov\u00ebs, mund t\u00eb ishte rast izoluar krejt\u00ebsisht n\u00eb politik\u00ebn nd\u00ebrkomb\u00ebtare. N\u00eb k\u00ebt\u00eb k\u00ebndv\u00ebshtrim, \u00e7do dimension i mos ruajt\u00ebs s\u00eb k\u00ebtyre marr\u00ebdh\u00ebnieve dhe k\u00ebtij partneriteti, p\u00ebrb\u00ebn rrezik n\u00eb veti dhe si i till\u00eb \u00ebsht\u00eb i d\u00ebmsh\u00ebm p\u00ebr t\u00ebr\u00eb procesin e tash\u00ebm e sidomos p\u00ebr t\u00eb ardhmen e vendit dhe perspektiv\u00ebn e pa alternativ\u00eb per\u00ebndimore.<\/p>\n<p>Ideja e shtetit t\u00eb Kosov\u00ebs, e artikuluar n\u00eb dekad\u00ebn e fundit t\u00eb shek. XX, p\u00ebrmes nj\u00eb filozofie rr\u00ebnj\u00ebsisht edhe esencialisht per\u00ebndimore, nxori n\u00eb pah vlerat e p\u00ebrbashk\u00ebta q\u00eb ka shoq\u00ebria kosovare me qytet\u00ebrimin per\u00ebndimore, me popujt e lir\u00eb e t\u00eb zhvilluar, q\u00eb duan lirin\u00eb, demokracin\u00eb dhe p\u00ebrparimin. N\u00eb saje t\u00eb k\u00ebsaj ideje dhe artikulimit t\u00eb men\u00e7ur t\u00eb saj, si dhe n\u00eb saje t\u00eb q\u00ebndrimi t\u00eb dinjitetsh\u00ebm t\u00eb popullit t\u00eb Kosov\u00ebs dhe p\u00ebrfaq\u00ebsimit t\u00eb jasht\u00ebzakonsh\u00ebm nga klasa politike, bota per\u00ebndimore, na shp\u00ebrblehu me intervenimin e saj me precedent n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Kosova dhe shoq\u00ebria kosovare, e n\u00eb suaza m\u00eb t\u00eb gj\u00ebra edhe rajoni, i p\u00ebrkasin nj\u00eb bot\u00eb ku sajimet e nxituara t\u00eb cilat synojn\u00eb t\u00eb realizojn\u00eb q\u00ebllimet me mjete t\u00eb dhunshme, kualifikohen apriori si projekte ekstreme dhe si t\u00eb k\u00ebtilla izolohen. M\u00eb tej, ne i p\u00ebrkasim nj\u00eb bot\u00eb ku vet\u00ebm bashk\u00ebpunimi dhe nd\u00ebrvarshm\u00ebria ndihmon n\u00eb integrimin dhe zgjedhjen e problemeve. Aq m\u00eb tep\u00ebr, Kosova i p\u00ebrket bot\u00ebs e cila mb\u00ebshtetet tek vlerat e demokracis\u00eb liberale, te parimet e dialogut. Andaj, n\u00eb k\u00ebt\u00eb bot\u00eb thyerja e principeve primare e parimore t\u00eb demokracis\u00eb, tendenca p\u00ebr t\u00eb krijuar segregacione n\u00eb \u00e7far\u00ebdo forme dhe politika t\u00eb nj\u00ebanshme, t\u00eb cilat n\u00eb vend t\u00eb dialogut, zgjedhin dhun\u00ebn dhe rrug\u00ebn, duhet kuptuar se p\u00ebrve\u00e7 kualifikimit si ekstreme, nuk kan\u00eb konceptime tjera.<\/p>\n<p>Shoq\u00ebria jon\u00eb \u00ebsht\u00eb form\u00ebsuar n\u00eb planin psikologjik, n\u00ebn ankthin e rob\u00ebris\u00eb s\u00eb gjat\u00eb n\u00ebp\u00ebr t\u00eb cil\u00ebn kemi kaluar, por n\u00eb nj\u00eb p\u00ebrmas\u00eb tjet\u00ebr, edhe rezultat i form\u00ebsimit me makthin e frik\u00ebs. Kjo ka krijuar nj\u00eb gjendje t\u00eb r\u00ebnd\u00eb psikologjike.<\/p>\n<p>N\u00eb k\u00ebto dit\u00eb dramatike, kur drejtp\u00ebrdrejt\u00eb u cenua integriteti dhe territorialiteti i Kosov\u00ebs, na u b\u00eb e qart\u00eb sa e r\u00ebnd\u00ebsishme \u00ebsht\u00eb q\u00eb t\u00eb ruhet qet\u00ebsia dhe raporti i fuqish\u00ebm me bot\u00ebn per\u00ebndimore. Nga bashk\u00ebsia nd\u00ebrkomb\u00ebtare u ndihmuam ta ruajm\u00eb dinjitetin e shtetit, n\u00eb koh\u00ebn kur bandat serbe u v\u00ebrsul\u00ebn ndaj polic\u00ebve dhe doganier\u00ebve t\u00eb Kosov\u00ebs.<br \/>\nMir\u00ebpo \u00ebsht\u00eb shqet\u00ebsuese fakti p\u00ebr nj\u00eb diskurs t\u00eb paartikuluar qart\u00eb lidhur me q\u00ebndrimin kund\u00ebr Bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, ve\u00e7an\u00ebrisht kund\u00ebr EULEX-it q\u00eb po shprehet kurdo e me shpesh qarqe t\u00eb caktuara. Kjo shtron pyetjen, si t\u00eb duash t\u00eb integrohesh n\u00eb Europ\u00eb dhe n\u00eb an\u00ebn tjet\u00ebr mos ta pranosh nj\u00eb autoritet civil q\u00eb e ka d\u00ebrgua kjo bashk\u00ebsi n\u00eb Kosov\u00eb dhe q\u00eb e ke k\u00ebrkuar vet\u00eb? Kjo pyetje \u00ebsht\u00eb mjaft sfiduese dhe nj\u00eb aspekt q\u00eb shp\u00ebrfaq anakronin\u00eb ton\u00eb p\u00ebrball\u00eb sfidave tona shtet\u00ebrore.<\/p>\n<p>Proklamimet tona p\u00ebr integrim dhe diskursi kund\u00ebr bashk\u00ebsis\u00eb per\u00ebndimore k\u00ebtu, jan\u00eb dy \u00e7\u00ebshtje antagoniste, q\u00eb krijojn\u00eb nj\u00eb anomali t\u00eb \u00e7uditshme.<br \/>\nN\u00eb bot\u00ebn per\u00ebndimore nj\u00eb gj\u00eb dihet mir\u00ebfilli: moskumunikimi dhe mosbashk\u00ebpunimi, bashk\u00eb me politikat diotemike p\u00ebrb\u00ebjn\u00eb rrezik dhe paraqesin kriz\u00eb identiteti politik\u00eb. Ne nuk guxojm\u00eb t\u00eb tregojm\u00eb k\u00ebto shenja.<\/p>\n<p>Andaj, Kosov\u00ebs n\u00eb t\u00eb mir\u00eb t\u00eb Kosov\u00ebs \u00ebsht\u00eb t\u00eb mos krijohet logjika rr\u00ebnuese. Aq m\u00eb par\u00eb, n\u00ebse lejohet t\u00eb ushqehen iluzione se pa k\u00ebt\u00eb bashk\u00ebsi shtetesh, mundemi me send\u00ebrtua objektivat tona.<\/p>\n<p>N\u00eb k\u00ebto dit\u00eb vendimtare p\u00ebr t\u00eb tashmen dhe t\u00eb ardhmen e Kosov\u00ebs, kjo luft\u00eb nervash duhet izoluar, p\u00ebr t\u00eb vetmin q\u00ebllim: Kosov\u00ebn, lirin\u00eb dhe integritetin e saj. L\u00ebvizjet e fundit politike par\u00eb n\u00eb k\u00ebndv\u00ebshtrimin e perspektivave t\u00eb p\u00ebrgjithshme t\u00eb rajonit, jan\u00eb nj\u00eb sinjal ogurzi q\u00eb vijn\u00eb nga politika e Beogradit. Kjo duhet ta vet\u00ebdij\u00ebsoj politik\u00ebn ton\u00eb, e ve\u00e7mas institucionet q\u00eb t\u00eb nd\u00ebrrojn\u00eb qasjen n\u00eb raport me zhvillimet e brendshme dhe t\u00eb jashtme.<br \/>\nSfidat p\u00ebr Kosov\u00ebn e re jan\u00eb t\u00eb shum\u00ebllojshme.
