Vet\u00ebm ndonj\u00eb diplomat i ri, naiv, q\u00eb nuk ka kurrfar\u00eb p\u00ebrvoje nga Ballkani, mund t\u00eb besoj\u00eb se n\u00eb veri t\u00eb Kosov\u00ebs \u201cserb\u00ebt lokal\u00eb\u201d jan\u00eb \u201corganizuar spontanisht\u201d p\u00ebr t\u2019i b\u00ebr\u00eb ball\u00eb \u201cdhun\u00ebs s\u00eb nj\u00ebsive speciale policore t\u00eb Kosov\u00ebs\u201d. Q\u00eb nga Knini, Vukovari, Srebrenica e deri te \u201ctubimet e s\u00eb v\u00ebrtet\u00ebs\u201d t\u00eb serb\u00ebve n\u00ebp\u00ebr Kosov\u00eb n\u00eb koh\u00ebn e Milosheviqit gjithmon\u00eb prapa veprimeve t\u00eb cilat n\u00eb pamje t\u00eb jashtme jan\u00eb dukur si \u201ctubime spontane t\u00eb serb\u00ebve lokal\u00eb\u201d kan\u00eb q\u00ebndruar strukturat shtet\u00ebrore n\u00eb Beograd. <\/p>\n

Edhe tash \u00ebsht\u00eb ashtu dhe k\u00ebsaj radhe n\u00eb veri t\u00eb Kosov\u00ebs Beogradi nuk ka b\u00ebr\u00eb ndonj\u00eb p\u00ebrpjekje t\u00eb madhe as p\u00ebr ta kamufluar nj\u00eb rol t\u00eb till\u00eb. Vrasja e policit t\u00eb Kosov\u00ebs, t\u00eb sht\u00ebnat ndaj helikopter\u00ebve kroat\u00eb t\u00eb NATO-s dhe djegia e vendkalimit kufitar nuk jan\u00eb kurrfar\u00eb \u201cveprash t\u00eb huligan\u00ebve\u201d, por pun\u00eb e strukturave mir\u00eb t\u00eb organizuara, me mb\u00ebshtetje logjistike apo edhe pjes\u00ebmarrje direkte t\u00eb nj\u00ebsive t\u00eb MUP-it t\u00eb Serbis\u00eb.<\/p>\n

Pranin\u00eb e tyre n\u00eb territorin e Kosov\u00ebs, edhe pse nj\u00eb gj\u00eb e till\u00eb do t\u00eb ishte madje edhe n\u00eb kund\u00ebrshtim me Rezolut\u00ebn 1244 dhe me Marr\u00ebveshjen tekniko-ushtarake Serbi-NATO, nuk e ka hedhur posht\u00eb n\u00eb vitet e fundit askush. Pse \u00ebsht\u00eb e till\u00eb sot situata n\u00eb veri? E para \u00ebsht\u00eb sepse nj\u00eb gj\u00eb e till\u00eb \u00ebsht\u00eb organizuar mir\u00eb nga Beogradi, \u00ebsht\u00eb stimuluar nga Bashkimi Evropian dhe toleruar me vite nga NATO-ja, nd\u00ebrkoh\u00eb q\u00eb Qeveria e Kosov\u00ebs, e detyruar t\u00eb merret me vetveten dhe pa kredibilitet q\u00eb t\u00eb marr\u00eb q\u00ebndrim t\u00eb fort\u00eb karshi bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, nuk ka dashur po ashtu t\u00eb merret me k\u00ebt\u00eb problem duke pritur se ai do t\u00eb zgjidhet vetvetiu.<\/p>\n

Kurrfar\u00eb \u201ck\u00ebrc\u00ebnimi serioz t\u00eb siguris\u00eb\u201d nuk ka n\u00eb veri t\u00eb Kosov\u00ebs. T\u00eb besosh sot se Aleanca m\u00eb e fort\u00eb n\u00eb bot\u00eb NATO-ja dhe misioni m\u00eb i fort\u00eb n\u00eb fush\u00ebn e rendit dhe ligjit n\u00eb historin\u00eb e BE-s\u00eb nuk jan\u00eb n\u00eb gjendje t\u00eb mbajn\u00eb n\u00ebn kontroll nj\u00eb territor aq t\u00eb vog\u00ebl, me m\u00eb pak se 40.000 banor\u00eb, nuk \u00ebsht\u00eb asgj\u00eb tjet\u00ebr pos naivitet. Kjo q\u00eb po ndodh \u00ebsht\u00eb z\u00ebnie e pozicioneve t\u00eb Qeveris\u00eb s\u00eb Kosov\u00ebs dhe Beogradit n\u00eb prag t\u00eb nisjes s\u00eb negociatave p\u00ebr statusin special t\u00eb veriut.<\/p>\n

Pasojat e asaj q\u00eb ka ndodhur n\u00eb veri t\u00eb Kosov\u00ebs n\u00eb dhjet\u00eb dit\u00ebt e fundit jan\u00eb m\u00eb t\u00eb r\u00ebnda p\u00ebr pranin\u00eb e BE-s\u00eb dhe t\u00eb NATO-s n\u00eb Kosov\u00eb. P\u00ebrderisa BE-ja dhe prania e saj n\u00eb Kosov\u00eb q\u00ebmoti ka humbur \u00e7do kredibilitet, d\u00ebshtimi i NATO-s q\u00eb t\u00eb ndal\u00eb taleban\u00ebt serb\u00eb t\u00eb djegin vendkalimin kufitar ka goditur r\u00ebnd\u00eb edhe imazhin e NATO-s, e cila deri tash ishte i vetmi mision i suksessh\u00ebm nd\u00ebrkomb\u00ebtar n\u00eb Kosov\u00eb. EULEX-i dhe NATO-ja n\u00eb Kosov\u00eb n\u00eb nj\u00eb m\u00ebnyr\u00eb jan\u00eb viktim\u00eb e mospajtimeve politike n\u00eb Bruksel rreth statusit t\u00eb Kosov\u00ebs.<\/p>\n

N\u00ebse analizohet s\u00eb pari roli i BE-s\u00eb, at\u00ebher\u00eb nuk \u00ebsht\u00eb v\u00ebshtir\u00eb t\u00eb gjenden argumente p\u00ebr t\u00eb faj\u00ebsuar k\u00ebt\u00eb organizat\u00eb p\u00ebr situat\u00ebn e krijuar n\u00eb veri. Beogradi ka si opsion rezerv\u00eb ndarjen e Kosov\u00ebs. P\u00ebr nj\u00eb ndarje de jure nuk mund t\u00eb ket\u00eb mb\u00ebshtetjen nd\u00ebrkomb\u00ebtare. Por nga BE-ja, s\u00eb paku nga strukturat institucionale n\u00eb Bruksel, Beogradi ka mb\u00ebshtetje t\u00eb fort\u00eb p\u00ebr t\u00eb siguruar nj\u00eb status special t\u00eb veriut t\u00eb Kosov\u00ebs. Ky status do t\u00eb mund\u00ebsonte n\u00eb nj\u00eb m\u00ebnyr\u00eb pranin\u00eb legale t\u00eb Serbis\u00eb n\u00eb Kosov\u00eb dhe hyrje n\u00eb realizimin e k\u00ebtij plani \u00ebsht\u00eb dialogu i nisur n\u00eb Bruksel mes Beogradit dhe Prishtin\u00ebs.<\/p>\n

Ata zyrtar\u00eb t\u00eb BE-s\u00eb q\u00eb jan\u00eb t\u00eb inkuadruar n\u00eb dialog i kan\u00eb premtuar Beogradit se \u201ckur t\u00eb nisin diskutimet p\u00ebr statusin e veriut do t\u00eb nisen nga realiteti n\u00eb terren e jo nga Pakoja e Ahtisaarit\u201d. Pra Serbis\u00eb i \u00ebsht\u00eb th\u00ebn\u00eb se p\u00ebr t\u00eb pasur gjasa p\u00ebr status special t\u00eb veriut duhet mbajtur situata n\u00eb terren ashtu si\u00e7 \u00ebsht\u00eb, pra q\u00eb t\u00eb pranohet se \u201cserb\u00ebt n\u00eb veri nuk duan t\u00eb jetojn\u00eb n\u00ebn qeverisjen e Prishtin\u00ebs\u201d. Me tentimin p\u00ebr t\u00eb vendosur autoritetin e saj n\u00eb t\u00ebr\u00eb territorin e Kosov\u00ebs, me aksionin e nj\u00ebsis\u00eb speciale policore, Qeveria e Kosov\u00ebs ka b\u00ebr\u00eb p\u00ebrpjekje p\u00ebr ta ndryshuar k\u00ebt\u00eb realitet n\u00eb terren. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb ajo ka zbuluar edhe publikisht marr\u00ebveshjen e strukturave t\u00eb BE-s\u00eb dhe Beogradit.<\/p>\n

Kjo \u00ebsht\u00eb par\u00eb m\u00eb s\u00eb miri me dy deklarata identike, nj\u00eb t\u00eb presidentit t\u00eb Serbis\u00eb, Boris Tadiq, dhe nj\u00eb t\u00eb p\u00ebrfaq\u00ebsuesit t\u00eb p\u00ebrkohsh\u00ebm t\u00eb posa\u00e7\u00ebm t\u00eb BE-s\u00eb n\u00eb Kosov\u00eb, Fernando Gjentilinit: T\u00eb dy ata kan\u00eb k\u00ebrkuar q\u00eb \u201csituata t\u00eb kthehet n\u00eb gjendjen e m\u00ebparshme\u201d. K\u00ebtu \u00ebsht\u00eb edhe arsyeja pse si \u201cshef i kryengrit\u00ebsve\u201d n\u00eb veri t\u00eb Kosov\u00ebs \u00ebsht\u00eb paraqitur pik\u00ebrisht Borko Stefanoviq, i d\u00ebrguari i posa\u00e7\u00ebm i presidentit t\u00eb Serbis\u00eb Tadiq p\u00ebr negociata me t\u00eb d\u00ebrguar\u00ebn e posa\u00e7me t\u00eb Hashim Tha\u00e7it, Edita Tahiri.<\/p>\n

Stefanoviq duhet jo vet\u00ebm t\u00eb dij\u00eb situat\u00ebn n\u00eb terren, por edhe ta ket\u00eb at\u00eb n\u00ebn kontroll n\u00eb m\u00ebnyr\u00eb q\u00eb n\u00eb Bruksel t\u00eb arrij\u00eb q\u00ebllimet e Beogradit p\u00ebr \u201cstatus special\u201d t\u00eb veriut q\u00eb n\u00eb praktik\u00eb do t\u00eb thoshte mbetje e p\u00ebrhershme e asaj pjese jasht\u00eb autoritetit t\u00eb Prishtin\u00ebs. E kur BE-ja ka nj\u00eb plan t\u00eb till\u00eb p\u00ebr nj\u00eb status t\u00eb ve\u00e7ant\u00eb t\u00eb veriut, at\u00ebher\u00eb as EULEX-i nuk ka mundur t\u00eb veproj\u00eb ndryshe pos t\u00eb mb\u00ebshtes\u00eb me mosveprim pal\u00ebn serbe dhe t\u00eb kritikoj\u00eb Qeverin\u00eb e Kosov\u00ebs pse ajo ka marr\u00eb guximin q\u00eb t\u00eb kryej\u00eb nj\u00eb detyr\u00eb t\u00eb cil\u00ebn EULEX-i me vite ka refuzuar ta kryej\u00eb, me pretendimin se \u201cnuk d\u00ebshiron t\u00eb nd\u00ebrmarr\u00eb asgj\u00eb q\u00eb \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me popullat\u00ebn lokale\u201d.<\/p>\n

Roli i NATO-s po ashtu duhet analizuar mir\u00eb. Pas ngjarjeve t\u00eb marsit t\u00eb vitit 2004, \u00ebsht\u00eb ky edhe nj\u00eb trup tjet\u00ebr i k\u00ebtij misioni. NATO-ja n\u00eb Kosov\u00eb jav\u00ebn q\u00eb shkoi ka d\u00ebshtuar r\u00ebnd\u00eb dhe ka ardhur n\u00eb situat\u00eb kur duhet seriozisht t\u00eb rishqyrtoj\u00eb planet e veta n\u00eb Kosov\u00eb.<\/p>\n

Para vet\u00ebm tri jav\u00ebsh n\u00eb nj\u00eb intervist\u00eb me \u201cJutarnji Listin\u201d e Zagrebit, sekretari i p\u00ebrgjithsh\u00ebm i NATO-s, Anders Fogh Rassmussen, zotohej se \u201cNATO-ja n\u00eb Kosov\u00eb ka aq forc\u00eb sa \u00ebsht\u00eb e domosdoshme t\u00eb p\u00ebrgjigjet ndaj secilit k\u00ebrc\u00ebnim t\u00eb siguris\u00eb\u201d dhe e shihte situat\u00ebn e siguris\u00eb aq t\u00eb mir\u00eb, saq\u00eb NATO-ja t\u00eb vazhdoj\u00eb planet p\u00ebr zvog\u00eblimin e duksh\u00ebm t\u00eb pranis\u00eb s\u00eb saj n\u00eb Kosov\u00eb. Para disa muajsh n\u00eb Kosov\u00eb kishte q\u00ebndruar p\u00ebr vizit\u00eb nj\u00eb delegacion i lart\u00eb ushtarak i NATO-s, (Komiteti Ushtarak) dhe gjat\u00eb asaj vizite tre faktor\u00ebt kryesor\u00eb t\u00eb siguris\u00eb (Policia e Kosov\u00ebs, Nj\u00ebsit speciale t\u00eb EULEX-it dhe KFOR-i) n\u00eb Kosov\u00eb kishin b\u00ebr\u00eb nj\u00eb st\u00ebrvitje p\u00ebr t\u00eb d\u00ebshmuar se detyrat jan\u00eb ndar\u00eb aq mir\u00eb, se secili \u00ebsht\u00eb i gatsh\u00ebm dhe asgj\u00eb nuk mund t\u00eb prish\u00eb m\u00eb situat\u00ebn e siguris\u00eb n\u00eb Kosov\u00eb.<\/p>\n

P\u00ebr \u00e7udi nj\u00ebra st\u00ebrvitje ishte parandalimi i sulmit ndaj nj\u00eb Kishte serbe n\u00eb Drenic\u00eb nga ana e vandal\u00ebve shqiptar\u00eb. Kur ata, n\u00eb k\u00ebt\u00eb ngjarje fiktive, nis\u00ebn sulmet s\u00eb pari has\u00ebn n\u00eb nd\u00ebrhyrjen e Policis\u00eb s\u00eb Kosov\u00ebs. Kur situata kaloi jasht\u00eb kontrollit, Policia e Kosov\u00ebs, si \u201creaguesi i par\u00eb\u201d u t\u00ebrhoq, at\u00ebher\u00eb erdh\u00ebn nj\u00ebsit\u00eb speciale t\u00eb EULEX-it dhe i d\u00ebbuan. Por kur masa u v\u00ebrsul p\u00ebrs\u00ebri dhe n\u00eb mesin e tyre pati t\u00eb sht\u00ebna zjarri, erdh\u00ebn nj\u00ebsit\u00eb speciale t\u00eb KFOR-it dhe vun\u00eb situat\u00ebn n\u00ebn kontroll. St\u00ebrvitja tjet\u00ebr ishte, sa e \u00e7uditshme, \u201cparandalimi i shkat\u00ebrrimit t\u00eb vendkalimit kufitar n\u00eb port\u00ebn 1 dhe 31\u2033 nga ana e vandal\u00ebve serb\u00eb. K\u00ebtu reaguesi i par\u00eb nuk ishte Policia e Kosov\u00ebs, por menj\u00ebher\u00eb EULEX-i.<\/p>\n

Kur forcat speciale t\u00eb EULEX-it has\u00ebn n\u00eb eskalim t\u00eb dhun\u00ebs nga ana e vandal\u00ebve serb\u00eb, n\u00eb ndihm\u00eb u erdh\u00ebn nj\u00ebsit\u00eb speciale t\u00eb KFOR-it, q\u00eb zbarkuan pik\u00ebrisht nga helikopter\u00ebt kroat\u00eb t\u00eb KFOR-it. Dhe situata u vu n\u00ebn kontroll. T\u00eb g\u00ebzuar ushtarak\u00ebt u kthyen n\u00eb Bruksel dhe shpejt u mor vendimi q\u00eb prania e NATO-s n\u00eb terren t\u00eb p\u00ebrgjysmohet, sepse n\u00eb bashk\u00ebpunim me \u201clojtar\u00ebt tjer\u00eb n\u00eb aspektin e siguris\u00eb\u201d shum\u00eb m\u00eb pak ushtar\u00eb jan\u00eb t\u00eb nevojsh\u00ebm p\u00ebr t\u00eb mbajtur n\u00ebn kontroll situat\u00ebn e siguris\u00eb n\u00eb Kosov\u00eb. Krejt k\u00ebto plane madh\u00ebshtore t\u00eb NATO-s e BE-s\u00eb, dol\u00ebn t\u00eb ishin vet\u00ebm disa ushtrime teorike dhe k\u00ebto dy organizata humb\u00ebn turpsh\u00ebm nga nj\u00eb grup i organizuar i serb\u00ebve (q\u00eb ne nuk mund t\u2019i quajm\u00eb as huligan\u00eb e as serb\u00eb lokal\u00eb).<\/p>\n

N\u00ebse NATO-ja dhe BE-ja p\u00ebrkund\u00ebr bashk\u00ebpunimit t\u00eb shk\u00eblqyesh\u00ebm q\u00eb kan\u00eb me MUP-in e Serbis\u00eb dhe ushtrin\u00eb serbe nuk kan\u00eb mundur ta parashikojn\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb, at\u00ebher\u00eb edhe m\u00eb keq p\u00ebr k\u00ebto dy organizata dhe imazhin e tyre. Gazetarja e \u201cJutarnji listit\u201d t\u00eb Zagrebit duke raportuar nga terreni ka th\u00ebn\u00eb se nga t\u00eb gjith\u00eb serb\u00ebt, p\u00ebrfshir\u00eb edhe koleg\u00ebt gazetar\u00eb, ka d\u00ebgjuar se nj\u00eb or\u00eb para s\u00eb t\u00eb digjej vendkalimi kufitar, u ka ardhur porosia q\u00eb t\u00eb heqin veturat nga af\u00ebrsia dhe t\u00eb largohen. Tentimi \u201cpos festum\u201d i Tadiqit q\u00eb t\u00eb distancohet nga dhuna nuk duhet ta amnistoj\u00eb kurrsesi Beogradin nga p\u00ebrgjegj\u00ebsia.<\/p>\n

Kryeministri i Kosov\u00ebs, Hashim Tha\u00e7i, deri tash ka dal\u00eb t\u00eb jet\u00eb nj\u00eb lloj fituesi n\u00eb k\u00ebt\u00eb situat\u00eb, s\u00eb paku n\u00eb sken\u00ebn vendore politike. P\u00ebr her\u00eb t\u00eb par\u00eb ka arritur rreth vetes t\u00eb unifikoj\u00eb edhe opozit\u00ebn, edhe shoq\u00ebrin\u00eb civile, edhe mediat. Por ai duhet t\u00eb q\u00ebndroj\u00eb n\u00eb pozicion t\u00eb fort\u00eb karshi bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, sepse, n\u00ebse ndodh ajo q\u00eb dyshojn\u00eb disa \u201cmiq\u201d t\u00eb Tha\u00e7it n\u00eb Bruksel, se ai krejt k\u00ebt\u00eb situat\u00eb e ka krijuar p\u00ebr t\u00eb t\u00ebrhequr v\u00ebmendjen nga veprimet e EULEX-it kund\u00ebr Fatmir Limajt dhe disa ish-bashk\u00ebluft\u00ebtar\u00ebve tjer\u00eb t\u00eb tij, at\u00ebher\u00eb kryeministri aktual i Kosov\u00ebs duhet p\u00ebrgjithmon\u00eb t\u00eb largohet nga skena politike e Kosov\u00ebs.<\/p>\n

Tha\u00e7i ka dal\u00eb t\u00eb ket\u00eb qen\u00eb naiv kur ka pranuar \u201cqorrazi\u201d t\u00eb hyj\u00eb n\u00eb dialog me Beogradin sipas skenarit t\u00eb p\u00ebrgatitur n\u00eb relacionet Bruksel-Beograd. Krejt \u00e7far\u00eb ka ndodhur para dhe gjat\u00eb dialogut ka qen\u00eb sipas marr\u00ebveshjeve mes zyrtar\u00ebve t\u00eb BE-s\u00eb dhe Serbis\u00eb, nd\u00ebrsa pal\u00ebs kosovare ajo marr\u00ebveshje u \u00ebsht\u00eb paraqitur si akt i kryer dhe Kosova ka hyr\u00eb n\u00eb dialog. Dhe n\u00eb fund pik\u00ebrisht k\u00ebtu zyrtar\u00eb t\u00eb BE-s\u00eb, q\u00eb vet\u00eb na than\u00eb se rundi i fundit ishte anuluar p\u00ebr shkak t\u00eb mosgatishm\u00ebris\u00eb s\u00eb Beogradit p\u00ebr kompromis, tash heshtin dhe nuk duan t\u00eb tregojn\u00eb me gisht nga Beogradi, sepse duan t\u2019i ndihmojn\u00eb Beogradit.<\/p>\n

Tha\u00e7i tash duhet ta shfryt\u00ebzoj\u00eb konsensusin mbar\u00ebkomb\u00ebtar n\u00eb Kosov\u00eb dhe t\u00eb ridefinoj\u00eb kushtet p\u00ebr dialog dhe raportet me BE-n\u00eb. Para se t\u00eb b\u00ebhet \u00e7far\u00ebdo hapi rreth dialogut, duhet insistuar n\u00eb zbardhjen e plot\u00eb t\u00eb vrasjes s\u00eb policit t\u00eb Kosov\u00ebs, d\u00ebnimin e atyre q\u00eb dogj\u00ebn vendkalimin kufitar dhe identifikimin e d\u00ebshtimeve t\u00eb EULEX-it. Kur kjo t\u00eb ndodh\u00eb, at\u00ebher\u00eb Prishtina duhet t\u00eb insistoj\u00eb q\u00eb n\u00eb dialog nga ana e BE-s\u00eb t\u00eb p\u00ebrfshihen p\u00ebrfaq\u00ebsues t\u00eb vendeve kryesore an\u00ebtare t\u00eb BE-s\u00eb, sepse strukturat e tanishme t\u00eb K\u00ebshillit dhe Komisionit nuk kan\u00eb kapacitete p\u00ebr nj\u00eb gj\u00eb t\u00eb till\u00eb duke qen\u00eb se kan\u00eb d\u00ebshmuar se kurrfar\u00eb ndikimi nuk mund t\u00eb ken\u00eb ndaj Beogradit, e tash e tutje nuk mund t\u00eb ken\u00eb m\u00eb fare ndikim as ndaj Prishtin\u00ebs.<\/p>\n

Kosova do t\u00eb jet\u00eb n\u00ebn presion q\u00eb t\u00eb hyj\u00eb sa m\u00eb shpejt n\u00eb dialog, sepse strukturat e BE-s\u00eb duan q\u00eb Serbis\u00eb t\u2019i japin statusin e kandidatit dhe p\u00ebr k\u00ebt\u00eb nuk do t\u00eb ket\u00eb shum\u00eb koh\u00eb. Por Kosova nuk ka nevoj\u00eb t\u00eb nxitoj\u00eb, sepse ajo nuk \u00ebsht\u00eb askund n\u00eb agjend\u00ebn evropiane.
