Pas 25 korrikut dhe nd\u00ebrhyrjes legale e legjitime t\u00eb Policis\u00eb s\u00eb Kosov\u00ebs p\u00ebr vendosjen e ligjshm\u00ebris\u00eb n\u00eb pikat 1 dhe 31, procesi negociator rreth Kosov\u00ebs po hyn n\u00eb nj\u00eb faz\u00eb t\u00eb re, me potencial t\u00eb lart\u00eb rrezikshm\u00ebrie.<\/p>\n<p>N\u00eb tri dit\u00ebt e kaluara tabloja n\u00eb terren, q\u00eb do t\u00eb reflektohet n\u00eb tryez\u00ebn e bisedimeve, \u00ebsht\u00eb kjo: institucionet e Kosov\u00ebs e kan\u00eb t\u00eb pamundur q\u00eb me forcat vetjake t\u00eb vendosin nj\u00eb rend dhe rregull konsistent n\u00eb k\u00ebto pika kufitare, Serbia e b\u00ebn q\u00ebndrueshm\u00ebrin\u00eb kosovare n\u00eb k\u00ebto pika kufitare t\u00eb pamundur me veprime t\u00eb \u201cinstitucioneve paralele\u201d, nd\u00ebrsa bashk\u00ebsia nd\u00ebrkomb\u00ebtare n\u00eb Kosov\u00eb (me \u201cneutralitetin ndaj statusit\u201d) nuk ka krijuar ende nj\u00eb pozicion anues.<\/p>\n<p>Gjendja ka nj\u00eb tis ngjashm\u00ebrie me dit\u00ebt pas shpalljes s\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs, kur grupe \u201cspontane e t\u00eb organizuara\u201d i dogj\u00ebn pikat kufitare p\u00ebr t\u00eb d\u00ebshmuar se ato jan\u00eb ende kontestuese, se jan\u00eb pjes\u00eb e konfliktit t\u00eb ngrir\u00eb mes Kosov\u00ebs dhe Serbis\u00eb. Q\u00ebllimi ende vazhdon t\u00eb jet\u00eb i nj\u00ebjt\u00eb, pra kontestimi i k\u00ebtyre pikave kufitare \u00ebsht\u00eb nj\u00ebkoh\u00ebsisht kontestim i pavar\u00ebsis\u00eb s\u00eb vendit dhe vendosje e veriut n\u00eb zon\u00eb t\u00eb konfliktit t\u00eb ngrir\u00eb, por k\u00ebso here veprimi i Serbis\u00eb ka po ashtu dy dimensione plot\u00ebsuese. S\u00eb pari, me p\u00ebrgjigje ndaj veprimeve legale dhe legjitime t\u00eb Kosov\u00ebs p\u00ebrforcohet logjika e ndarjes s\u00eb vendit, me vendosjen e nj\u00eb territori t\u00eb qart\u00eb t\u00eb cilin p\u00ebrfaq\u00ebsuesit e institucioneve kosovare (polic\u00ebt, doganier\u00ebt, parlamentar\u00ebt, qeveritar\u00ebt) mund ta kalojn\u00eb vet\u00ebm me helikopter. S\u00eb dyti, se dhuna e dit\u00ebve t\u00eb fundit \u00ebsht\u00eb ftes\u00eb imediate q\u00eb \u00e7\u00ebshtja e pikave kufitare, pra edhe e veriut, t\u00eb vendoset n\u00eb tryez\u00ebn e bisedimeve.<\/p>\n<p>2. N\u00eb fakt, bisedimet rreth veriut kan\u00eb filluar edhe de facto n\u00eb tri dit\u00ebt e fundit (ndon\u00ebse mund t\u00eb themi se ato jan\u00eb prekur m\u00eb her\u00ebt edhe n\u00eb procesin e udh\u00ebhequr nga diplomati Cooper).<\/p>\n<p>N\u00eb k\u00ebto tri dit\u00eb Kosova \u00ebsht\u00eb p\u00ebrpjekur t\u00eb krijoj\u00eb nj\u00eb realitet t\u00eb ri, pra kudo t\u00eb respektohet rendi kushtetues i vendit n\u00eb k\u00ebto dy pika kufitare. Serbia \u00ebsht\u00eb p\u00ebrpjekur ta kthej\u00eb gjendjen n\u00eb at\u00eb t\u00eb para 25 korrikut. KFOR-i, si negociator i vet\u00ebm i deritanish\u00ebm, ka marr\u00eb p\u00ebrsip\u00ebr rolin q\u00eb t\u00eb ndaj\u00eb pal\u00ebt n\u00eb konflikt, duke i ofruar trupat e veta n\u00eb pikat kufitare, e duke u thirrur n\u00eb neutralitetin ndaj statusit t\u00eb Kosov\u00ebs.<\/p>\n<p>Shikuar k\u00ebshtu, veprimet e tri dit\u00ebve t\u00eb fundit kan\u00eb qen\u00eb pak a shum\u00eb p\u00ebrgatitje e nj\u00eb tabloje, ku \u00e7\u00ebshtja e pikave kufitare, rrjedhimisht edhe e sovranitetit, hidhet n\u00eb tryez\u00ebn e bisedimeve, ngase, me nj\u00eb q\u00ebndrim neutral ndaj statusit \u00e7far\u00eb e mban BE-ja dhe e ka marr\u00eb KFOR-i, problemi definohet si ai ku Kosova nuk ka t\u00eb drejt\u00eb automatike p\u00ebr t\u00eb mbrojtur sovranitetin e vet, por nj\u00ebkoh\u00ebsisht ky sovranitet nuk mund t\u2019i mohohet automatikisht Serbis\u00eb.<\/p>\n<p>N\u00eb 72 or\u00ebt e fundit, Serbia e shnd\u00ebrroi gjeneralin e KFOR-it n\u00eb nj\u00eb nd\u00ebrmjet\u00ebs, q\u00eb do t\u00eb duhej t\u00eb p\u00ebrcillte mesazhe rreth asaj se kush mund t\u00eb jet\u00eb doganier a polic n\u00eb kalimet kufitare (k\u00ebrkesa e Serbis\u00eb: t\u00eb jen\u00eb vet\u00ebm t\u00eb nacionalitetit serb), dhe k\u00ebshtu e shnd\u00ebrroi k\u00ebt\u00eb \u00e7\u00ebshtje, t\u00eb konsideruar n\u00eb \u201cvij\u00eb t\u00eb kuqe\u201d prej autoriteteve kosovare n\u00eb \u00e7\u00ebshtje t\u00eb negociueshme.<\/p>\n<p>3. Nuk \u00ebsht\u00eb larg mendsh q\u00eb n\u00eb dit\u00ebt n\u00eb vijim t\u00eb shtrohet presioni ndaj Prishtin\u00ebs dhe Beogradit q\u00eb mesazhin q\u00eb ia kishin d\u00ebrguar komandantit Buhler t\u00eb fillojn\u00eb t\u2019ia p\u00ebrcjellin nj\u00ebri-tjetrit n\u00eb tryez\u00ebn e Cooper-it.<\/p>\n<p>Prishtina do t\u00eb duhej t\u00eb brengosej me nj\u00eb k\u00ebsi zhvillimi. Fillimisht, sepse ka treguar munges\u00eb p\u00ebrgatitjeje p\u00ebr procesin e filluar n\u00eb mars, duke hyr\u00eb n\u00eb bisedime pa krijuar nj\u00eb korniz\u00eb parimesh udh\u00ebheq\u00ebse, t\u00eb p\u00ebrkrahur nga bashk\u00ebsia nd\u00ebrkomb\u00ebtare. Rrjedhimisht, futja e \u00e7\u00ebshtjes s\u00eb pikave kufitare brenda nj\u00eb procesi t\u00eb k\u00ebtill\u00eb t\u00eb padefinuar, do t\u00eb kishte po t\u00eb nj\u00ebjtat efekte negative \u00e7far\u00eb ka pasur edhe marr\u00ebveshja e kaluar, ajo e regjistrit civil, ku me nj\u00eb mendjeleht\u00ebsi t\u00eb skajshme krijohet precedenca e ushtrimit t\u00eb sovranitetit ndaj Kosov\u00ebs nga Prishtina dhe Beogradi nj\u00ebkoh\u00ebsisht.<\/p>\n<p>Hapja e \u00e7\u00ebshtjes s\u00eb veriut, gjoja n\u00eb em\u00ebr t\u00eb shqyrtimit t\u00eb nj\u00eb gjendjeje emergjente n\u00eb pikat kufitare, pa p\u00ebrgatitur vet\u00eb kontekstin politik t\u00eb zgjidhjes, pra t\u00eb nj\u00eb platforme t\u00eb normalizimit t\u00eb marr\u00ebdh\u00ebnieve mes Kosov\u00ebs dhe Serbis\u00eb brenda procesit t\u00eb integrimit europian, do t\u00eb ishte d\u00ebshtimi diplomatik i radh\u00ebs.<\/p>\n<p>Nga aspekti taktik, kjo do t\u00eb thoshte q\u00eb Kosova do t\u00eb kishte pozicionin m\u00eb t\u00eb dob\u00ebt negociator, duke qen\u00eb e vetmja pal\u00eb q\u00eb jep koncesione.<\/p>\n<p>Nga aspekti strategjik, konsekuenca mund t\u00eb ishte p\u00ebrligjja e nj\u00eb gjendjeje, ku Kosova n\u00eb m\u00ebnyr\u00eb permanente merret vet\u00ebm me \u00e7\u00ebshtjen e veriut dhe Beogradi n\u00eb m\u00ebnyr\u00eb permanente me avancimin drejt an\u00ebtar\u00ebsis\u00eb n\u00eb BE.<\/p>\n<p>4. Vet\u00ebm emocionet nuk do t\u2019i ndihmojn\u00eb Kosov\u00ebs. Ndjenja kolektive e p\u00ebrkrahjes p\u00ebr policin\u00eb, si dhe e solidarizimit me policin e vrar\u00eb n\u00eb sulm terrorist, Enver Zymberi, kan\u00eb nevoj\u00eb p\u00ebr nj\u00eb politik\u00eb shtet\u00ebrore. N\u00eb t\u00eb, n\u00eb at\u00eb politik\u00eb, do ravij\u00ebzuar n\u00eb qart\u00ebsi veprimet qeveritare, si n\u00eb fush\u00ebn e siguris\u00eb, ashtu edhe n\u00eb at\u00eb politike-diplomatike.<\/p>\n<p>M\u00eb 25 korrik, Kosova vendosi t\u00eb d\u00ebrgoj\u00eb nj\u00eb mesazh se \u00ebsht\u00eb krejt\u00ebsisht normale q\u00eb t\u00eb vendoset rendi dhe ligji n\u00eb pikat e veta kufitare. P\u00ebr Serbin\u00eb, por edhe p\u00ebr nj\u00eb pjes\u00eb t\u00eb madhe t\u00eb bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare, kjo nuk dukej gjithaq normale.
