Shembja e sistemit socialist n\u00eb BRSS dhe ne Europ\u00ebn Q\u00ebndrore e Lindore e b\u00ebri t\u00eb pamundur vazhdimin e sistemit enverist n\u00eb shtetin shqiptar. Ndryshimi i sistemit dukej se ishte i pashmangsh\u00ebm dhe presioni i jashtem ishte tejet i forte por sistemi i sundimit te parise ishte shume efektiv. Megjithat\u00eb, edhe pse paria sunduese nuk hoqi dor\u00eb deri n\u00eb castet e fundit nga besnik\u00ebria ndaj sistemit enverist, dhe keshtu u perjashtua mundesia e transformimit gradual, prap\u00eb se prap\u00eb edhe n\u00eb periudh\u00ebn kritike deri n\u00eb zgjedhjet e 22 Marsit 1992 ishte e mundur q\u00eb t\u00eb zgjidheshin alternativa mbar\u00ebshqiptare q\u00eb do t\u00eb krijonin mund\u00ebsit\u00eb p\u00ebr nd\u00ebrtimin e nj\u00eb shoq\u00ebrie bashk\u00ebkohore n\u00eb t\u00eb mir\u00eb t\u00eb t\u00eb gjith\u00eb shqiptar\u00ebve.<\/p>\n<p>Alternativa dhe rruga n\u00eb t\u00eb cil\u00ebn duhej q\u00eb t\u00eb ecte shoq\u00ebria shqiptare do t\u00eb ishte e p\u00ebrcaktuar detyrimisht e kushtimisht nga nj\u00ebra prej tri ideologjive sunduese t\u00eb koh\u00ebs son\u00eb, d.m.th., nga marksizmi, liberalizmi dhe nacionalizmi. P\u00ebr shkak t\u00eb p\u00ebrvoj\u00ebs me sistemin parti-shtet e despotik enverist prej nga vinim, marksizmi, ne cdo variant, edhe n\u00eb at\u00eb socialdemokratik europianoper\u00ebndimor, dukej se, n\u00eb at\u00eb pik\u00eb kthese historike, ishte i papranuesh\u00ebm p\u00ebr shumic\u00ebn e shqiptar\u00ebve. P\u00ebr shkak t\u00eb p\u00ebrb\u00ebrjes komplekse shoq\u00ebrore e t\u00eb vlerave sunduese, si dhe t\u00eb mang\u00ebsis\u00eb s\u00eb rr\u00ebnj\u00ebve t\u00eb q\u00ebndrueshme t\u00eb cdo sistemi fetar nd\u00ebr shqiptar\u00ebt, cdo ideologji e mbeshtetur ne qytet\u00ebrimet e vecanta ishte, po ashtu, e papranueshme dhe n\u00eb fakt shum\u00eb e rrezikshme.<\/p>\n<p>N\u00eb realitet, nd\u00ebrtimi i s\u00eb ardhmes do t\u00eb duhej t\u00eb mb\u00ebshtetej e t\u00eb formulohej n\u00eb baz\u00eb t\u00eb nj\u00ebr\u00ebs nga dy ideologjit\u00eb e tjera, dm.th., nacionalizmi dhe liberalizmi. Sistemi q\u00eb do t\u00eb nd\u00ebrtohej do t\u00eb korigjohej me koh\u00eb, ekstremet do t\u00eb shmangeshin, dhe shoq\u00ebria do t\u00eb mbrrinte n\u00eb nj\u00eb ekuilib\u00ebr t\u00eb ri t\u00eb q\u00ebndruesh\u00ebm e n\u00eb sh\u00ebrbim t\u00eb qytetar\u00ebve e t\u00eb shoq\u00ebris\u00eb n\u00eb p\u00ebrgjith\u00ebsi. Mir\u00ebpo, nga nj\u00eb an\u00eb, sistemi duhej t\u00eb ishte i nd\u00ebrtuar mbi nj\u00eb ideologji t\u00eb qart\u00eb, e k\u00ebsisoj, duhej q\u00eb strukturat q\u00eb do t\u00eb ngriheshin t\u00eb ishin konsistente n\u00eb lidhje me parimet n\u00eb baz\u00eb t\u00eb t\u00eb cilave do t\u00eb nd\u00ebrtohej shoq\u00ebria.<\/p>\n<p>Nga ana tjet\u00ebr, meq\u00eb shoq\u00ebria nuk mundet me ken\u00eb thjesht e nj\u00ebanshme, sistemi q\u00eb do t\u00eb nd\u00ebrtohej duhej q\u00eb t\u00eb p\u00ebrmbushte shum\u00eb kritere t\u00eb tjera t\u00eb lidhura me organizimin e shoq\u00ebris\u00eb e vlerat e saj, e prandaj duhej nj\u00eb doz\u00eb e madhe pragmatizmi e idiosinkracie politike. P\u00ebrvoja ka treguar se cdo system q\u00eb nd\u00ebrtohet vet\u00ebm e vet\u00ebm n\u00eb baz\u00eb t\u00eb nj\u00eb parimi, dhe q\u00eb e v\u00eb t\u00eb gjith\u00eb shoq\u00ebrin\u00eb n\u00eb sh\u00ebrbim t\u00eb struktur\u00ebs s\u00eb nd\u00ebrtuar mbi at\u00eb parim t\u00eb ndjekur n\u00eb m\u00ebnyr\u00eb ekstreme, \u00ebsht\u00eb i destinuar t\u00eb d\u00ebshtoj\u00eb.<\/p>\n<p>E keqja \u00ebsht\u00eb se si mbas vitit 1944 ashtu edhe mbas vitit 1990, paria sunduese zgjodhi rrug\u00ebn m\u00eb t\u00eb leht\u00eb t\u00eb ruajtjes s\u00eb sundimit t\u00eb saj p\u00ebrmes vendosjes s\u00eb nj\u00eb sistemi t\u00eb ngrir\u00eb, eksperimental, dhe ideologjik. N\u00eb vitin 1944, u kopjuan rus\u00ebt dhe jugosllav\u00ebt. N\u00eb vitin 1991 e mbas, kapitalizmi q\u00eb do t\u00eb nd\u00ebrtohej ishte i modeluar simbas m\u00ebsimeve t\u00eb Engelsit, propagand\u00ebs enveriste, interesave t\u00eb paris\u00eb, sugjerimeve eksperimentale t\u00eb k\u00ebshilltar\u00ebve gjysmak\u00eb, dhe t\u00eb mendesis\u00eb katundare t\u00eb shumic\u00ebs s\u00eb popullsis\u00eb. Mir\u00ebpo, kjo ishte xhung\u00ebl shoq\u00ebrore e bazuar n\u00eb paran\u00eb, e jo shoq\u00ebri normale tregu t\u00eb institucionalizuar e bazuar n\u00eb marr\u00ebdh\u00ebnie ekonomike por edhe me vlera, identitet e q\u00eb synon p\u00ebrmbushjen e dinjitetit njer\u00ebzor.<\/p>\n<p>Duhet theksuar se zgjidhja q\u00eb duhej b\u00ebr\u00eb n\u00eb fund t\u00eb vitit 1990 e mbas nuk ishte e leht\u00eb por gjithsesi ajo ishte n\u00eb duart e paris\u00eb sunduese. Nga ana e vet, populli shqiptar ishte tejet i pap\u00ebrgatitur, intelektualisht, shpirt\u00ebrisht dhe moralisht, p\u00ebr t\u00eb b\u00ebr\u00eb zgjidhjen e duhur. Deformimi mendor dhe shpirt\u00ebror i popullit shqiptar kishte arritur nivele t\u00eb frikshme dhe shumica e shoq\u00ebris\u00eb shqiptare shihte andrra me sy hapur, d.m.th. besonte n\u00eb mund\u00ebsin\u00eb e nd\u00ebrtimit t\u00eb nj\u00eb shoq\u00ebrie si limonatat q\u00eb shihte n\u00eb televizionin italian. Pa frik\u00eb mund t\u00eb thuhet se masat shoq\u00ebrore nuk ia kishin iden\u00eb as shoq\u00ebris\u00eb s\u00eb re q\u00eb duhej t\u00eb nd\u00ebrtohej, dhe as nuk dinin se si do t\u00eb shkohej n\u00eb at\u00eb rrug\u00eb. Pakkush e dinte se cfar\u00eb e ardhme do t\u2019i priste shqiptar\u00ebt. Masat e njer\u00ebzve donin thjesht q\u00eb t\u00eb ndryshonin sistemin ekzistues me shpres\u00eb se e ardhmja do t\u00eb ishte m\u00eb e mir\u00eb.<\/p>\n<p>Ashtu si kishin shkuar proceset n\u00eb nj\u00eb system t\u00eb p\u00ebrcudnuar t\u00eb partis\u00eb-shtet, njer\u00ebzit ose \u00ebnd\u00ebrronin mir\u00ebq\u00ebnien e imagjinuar t\u00eb t\u00eb par\u00ebve, ose mir\u00ebq\u00ebnien televizive t\u00eb t\u00eb huajve, ose thjesht nuk donin me punue p\u00ebr shtetin e p\u00ebr k\u00ebrkend. Ashtu sic thot\u00eb Karl Polanyi n\u00eb Transformimin e Madh, koha kishte ardh\u00eb q\u00eb lavjerr\u00ebsi t\u00eb shkonte nga ana tjet\u00ebr. Mir\u00ebpo, n\u00ebse n\u00eb rastet e tjera lavjerr\u00ebsi shkonte nga shteti tek tregu dhe k\u00ebto ofronin parimin baz\u00eb t\u00eb nd\u00ebrtimit t\u00eb shoq\u00ebris\u00eb, n\u00eb rastin shqiptar, lavjerr\u00ebsi po shkonte nga nj\u00eb absurd ideologjik n\u00eb nj\u00eb absurd tjet\u00ebr ideologjik, nga enverizmi tek kapitalizmi engelsian i shekullit t\u00eb 19-t\u00eb.<\/p>\n<p>Pse ndodhi k\u00ebshtu? N\u00eb nj\u00eb far\u00eb m\u00ebnyr\u00eb, p\u00ebr shkak t\u00eb padijes s\u00eb gjer\u00eb popullore, t\u00eb kontrollit t\u00eb rrept\u00eb mbi proceset nga paria, t\u00eb nevoj\u00ebs s\u00eb nd\u00ebrkomb\u00ebtar\u00ebve p\u00ebr stabilitet rajonal, dhe t\u00eb aft\u00ebsis\u00eb s\u00eb eksponent\u00ebve t\u00eb saj p\u00ebr t\u00eb drejtuar kahun e diskursit politik sic donin ata vet\u00eb, p\u00ebrfundimisht zgjidhja iu la n\u00eb duar paris\u00eb sunduese t\u00eb Tiran\u00ebs dhe shtres\u00ebs s\u00eb intelektual\u00ebve t\u00eb Tiran\u00ebs t\u00eb lidhur pazgjidhshm\u00ebrisht me t\u00eb. Edhe mbas zgjedhjeve t\u00eb Marsit 1991 u pa se njer\u00ebzit ishin t\u00eb gatsh\u00ebm t\u00eb ndiqnin parin\u00eb dhe inteligjencian q\u00eb deri n\u00eb at\u00eb pik\u00eb kishte q\u00ebn\u00eb n\u00eb sh\u00ebrbim t\u00eb pakushte t\u00eb paris\u00eb s\u00eb Tiran\u00ebs por q\u00eb tash po luante si sparring partner. Inteligjencia po i kund\u00ebrvihej paris\u00eb s\u00eb cil\u00ebs i kishte sh\u00ebrbyer deri at\u00ebher\u00eb e pjes\u00eb e s\u00eb cil\u00ebs ishte.<\/p>\n<p>Nga ana e vet, paria sunduese e shihte metamorfoz\u00ebn q\u00eb po ndodhte si nj\u00eb p\u00ebrmbysje t\u00eb sistemit enverist dhe fitore t\u00eb kund\u00ebrshtar\u00ebve t\u00eb deridjesh\u00ebm ideologjik\u00eb t\u00eb cil\u00ebve shpejtoi q\u00eb t\u2019iu bashk\u00ebngjitej me nj\u00eb arriviz\u00ebm shembullor. E ardhmja n\u00eb syt\u00eb e t\u00eb gjith\u00eb pjestar\u00ebve t\u00eb saj do t\u00eb ishte nd\u00ebrtimi i kapitalizmit. Mir\u00ebpo kapitalizmi q\u00eb kishte nd\u00ebrmend t\u00eb nd\u00ebrtonte paria e Tiran\u00ebs nuk ishte nj\u00eb kapitaliz\u00ebm i mbajtur n\u00ebn fre nga strukturat shtet\u00ebrore, shoq\u00ebrore dhe nga nj\u00eb sistem i q\u00ebndruesh\u00ebm kulturor, vlera morale apo nj\u00eb identitet i fort\u00eb. N\u00eb shum\u00eb vende t\u00eb tjera, kishin q\u00ebn\u00eb pik\u00ebrisht k\u00ebto aspekte t\u00eb shoq\u00ebris\u00eb q\u00eb e kishin lejuar kapitalizmin t\u00eb lul\u00ebzonte por duke q\u00ebn\u00eb n\u00ebn nj\u00eb kontroll t\u00eb rrept\u00eb t\u00eb strukturave.<\/p>\n<p>Kapitalizmi q\u00eb ata kishin nd\u00ebr mend ishte kapitalizmi ekstrem i p\u00ebrshkruar nga Engelsi n\u00eb studimin e famsh\u00ebm, Gjendja e Klas\u00ebs Pun\u00ebtore n\u00eb Angli. Paria e Tiran\u00ebs e zgjidhi zinxhirin e kontrollimit nga ana e shtetit e t\u00eb vlerave q\u00eb e kishte mbajtur t\u00eb lidhur e n\u00ebn sht\u00ebrnges\u00eb deri at\u00ebher\u00eb dhe ka kund\u00ebrshtuar e kund\u00ebrshton nd\u00ebrtimin e cdo structure shtet\u00ebrore q\u00eb nuk I sh\u00ebrben direct asaj e pa kushte.<\/p>\n<p>E k\u00ebshtu, p\u00ebrkund\u00ebr deklarimeve t\u00eb tyre p\u00ebr demokraci, p\u00ebr mbrojtje t\u00eb drejtave t\u00eb njeriut, etj., paria e Tiran\u00ebs dhe intelektual\u00ebt n\u00eb sh\u00ebrbim t\u00eb tyre, me vet\u00ebdije t\u00eb plot\u00eb, thjesht sepse nuk iu sh\u00ebrbenin interesave t\u00eb tyre, i konsideruan t\u00eb gjith\u00eb k\u00ebto sisteme shoq\u00ebroee, politike, morale e kulturore si dyt\u00ebsore dhe u turr\u00ebn p\u00ebr t\u00eb nd\u00ebrtuar kapitalizmin mancesterian t\u00eb shekullit t\u00eb 19-t\u00eb. E natyrisht, q\u00ebllimi i tyre ishte q\u00eb ata vet\u00eb t\u00eb b\u00ebheshin borgjezia e shtresa sunduese n\u00eb k\u00ebt\u00eb system t\u00eb ri. Fundi i procesit kalimtar t\u00eb metamorfoz\u00ebs s\u00eb tranzicionit do t\u00eb ishte nj\u00eb system kapitalist n\u00eb t\u00eb cilin paria do t\u00eb kontrollonte gjithcka dhe t\u00eb gjith\u00eb shqiptar\u00ebt do t\u00eb shisnin krahun e pun\u00ebs dhe do t\u00eb shndrroheshin n\u00eb proletariatin modern.<\/p>\n<p>Duhet theksuar se paria e Tiran\u00ebs, dhe n\u00eb vecanti, eksponent\u00ebt kryesor\u00eb t\u00eb saj, e kishin nj\u00eb ide shum\u00eb t\u00eb qart\u00eb se cilat ishin rrug\u00ebt q\u00eb duheshin ndjekur. Ata kishin q\u00ebn\u00eb n\u00eb Per\u00ebndim, e kishin par\u00eb bot\u00ebn e huaj, kishin jetuar, kishin studjuar, e kishin kritikuar apo analizuar, dhe ia njihnin shum\u00eb mir\u00eb t\u00eb gjitha an\u00ebt. Aq m\u00eb shum\u00eb q\u00eb shum\u00eb nga ekspert\u00ebt e sietmit t\u00eb m\u00ebparsh\u00ebm kishin b\u00ebr\u00eb studime, disa edhe t\u00eb detajuara lidhur me shoq\u00ebrit\u00eb e tjera n\u00eb tranzicion. Prandaj, p\u00ebrpjekjet e m\u00ebvonshme e sistematike p\u00ebr t\u00eb paraqitur zgjidhjet e b\u00ebra si t\u00eb kusht\u00ebzuara nga t\u00eb huajt, nga gjendja, nga padija, etj. jan\u00eb thjesht justifikime. Zgjidhja q\u00eb ata b\u00ebn\u00eb ishte nd\u00ebrtimi i kapitalizmit ekstrem ku parimi i vet\u00ebm i aplikuesh\u00ebm do t\u00eb ishte \u2018o mete p\u00ebr vete\u2019, nj\u00eb parim q\u00eb nuk do t\u00eb lejonte nd\u00ebrtimin e nj\u00eb shoq\u00ebrie t\u00eb sh\u00ebndosh\u00eb, t\u00eb nj\u00eb shteti funksional, t\u00eb nj\u00eb kulture politike e sistemi vlerash q\u00eb mbajn\u00eb bashk\u00eb shoq\u00ebrit\u00eb e tjera.<\/p>\n<p>Kjo ishte zgjidhje e q\u00ebllimt\u00eb nga ana e paris\u00eb, n\u00eb sh\u00ebrbim t\u00eb interesave t\u00eb saj t\u00eb ngushta dhe jo n\u00eb sh\u00ebrbim t\u00eb t\u00eb gjith\u00eb shqiptar\u00ebve t\u00eb cil\u00ebve iu duheshin t\u00eb gjith\u00eb ato struktura e vlera q\u00eb p\u00ebrmenda m\u00eb lart. Duke vepruar n\u00eb at\u00eb m\u00ebnyr\u00eb, ata shkaktuan nj\u00eb d\u00ebm t\u00eb jasht\u00ebzakonsh\u00ebm por edhe mor\u00ebn nj\u00eb p\u00ebrgjegj\u00ebsi historike t\u00eb r\u00ebnd\u00eb e t\u00eb pajustifikueshme.<\/p>\n<p>Nd\u00ebrtimi i sistemit kapitalist mancesterian e engelsian u b\u00eb objektivi i gjithansh\u00ebm i tranzicionit n\u00eb shtetin shqiptar dhe cdo reform\u00eb ishte e lidhur me k\u00ebt\u00eb objektiv apo n\u00eb funksion t\u00eb k\u00ebtij objektivi. Gramoz Pashko nxori teorin\u00eb e cekut t\u00eb bardh\u00eb, fabrikat e uzinat u mbyll\u00ebn, tokat nuk u punuan m\u00eb, pemet u pren\u00eb, makinerit\u00eb e shtrenjta u shit\u00ebn p\u00ebr skrap, minierat e objektet e pafund u nxor\u00ebn n\u00eb ankand p\u00ebr nj\u00eb cop\u00eb buke, apo u shp\u00ebrndan\u00eb me letra me vler\u00eb, iu dhan\u00eb koncesion t\u00eb huajve, etj.<\/p>\n<p>Shoq\u00ebria q\u00eb do t\u00eb nd\u00ebrtohej n\u00eb shtetin shqiptar do t\u00eb ishte shoq\u00ebria e rrug\u00ebs, e materializmit ekstrem, e hajnave dhe bandit\u00ebve, drogaxhinjve dhe trafikant\u00ebve, nj\u00eb shoq\u00ebri ku njeriu p\u00ebr njeriun do t\u00eb ishte ujk, ku nuk do t\u00eb kishte nder, identitet, vlera e dinjitet p\u00ebrvec pares e p\u00ebrvec vendit q\u00eb parja t\u00eb jep n\u00eb nj\u00eb shoq\u00ebri t\u00eb till\u00eb. Eksperimente t\u00eb gjithfarllojshme, disa t\u00eb mb\u00ebshtetura n\u00eb agjenden e n\u00eb vlerat ideologjike t\u00eb t\u00eb huajve, disa t\u00eb ushqyera nga interesat e ngushta t\u00eb eksponent\u00ebve t\u00eb paris\u00eb sunduese si Ramiz Alia, Sali Berisha, Fatos Nano, Rexhep Mejdani, Sk\u00ebnder Gjinushi, Sabri Godo, Gramoz Ruci, Anastas Angjeli, Genc Ruli, Aleksand\u00ebr Meksi, e me rradh\u00eb cuan n\u00eb deformime t\u00eb jasht\u00ebzakonshme e me shum\u00eb pasoja p\u00ebr shoq\u00ebrin\u00eb shqiptare edhe n\u00eb t\u00eb ardhmen.<\/p>\n<p>P\u00ebrpjekjen e tyre p\u00ebr t\u00eb nd\u00ebrtuar kapitalizmin ekstrem, paria e Tiran\u00ebs e p\u00ebrcaktoi si \u2018tranzicion.\u2019 Tashm\u00eb shum\u00eb prej pjestar\u00ebve t\u00eb saj k\u00ebmb\u00ebngulin se tranzicioni \u00ebsht\u00eb mbyllur p\u00ebrfundimisht. Ai sistem q\u00eb duhej t\u00eb nd\u00ebrtohej, \u00ebsht\u00eb nd\u00ebrtuar dhe \u00ebsht\u00eb i p\u00ebrbindsh\u00ebm. Ky \u00ebsht\u00eb nj\u00eb system i bazuar n\u00eb mashtrimin e paskrupullt, fragmentarizimin, fanatizmin, injoranc\u00ebn, shkat\u00ebrrimin e familjes, zvet\u00ebnimin, kriminalitetin, degjenerimin, zhveshjen nga vlerat morale e njer\u00ebzore, n\u00eb legjitimimin e hajnis\u00eb, korrupsionit t\u00eb pashembullt dhe shp\u00ebrdorimit t\u00eb besimit t\u00eb qytetar\u00ebve. E si cdo shoq\u00ebri e nd\u00ebrtuar mbi parime ekstremiste, edhe kjo \u00ebsht\u00eb e d\u00ebmuar t\u00eb shembet n\u00ebn pesh\u00ebn e zullumeve e teprimeve t\u00eb veta. Koha ka ardhur q\u00eb lavjerr\u00ebsi t\u00eb ktheht n\u00eb kahjen e normalitetit e njer\u00ebzimit edhe p\u00ebr shqiptar\u00ebt.<\/p>\n<p>Nga ana e saj, paria e Tiran\u00ebs ia ka mbrritur t\u00eb nd\u00ebrtoj\u00eb sistemin ekonomik q\u00eb ajo ka \u00ebnd\u00ebrruar e q\u00eb e ka d\u00ebsh\u00ebruar. Mir\u00ebpo, sic shihet, ky system \u00ebsht\u00eb nj\u00eb p\u00ebrcudnim i cdo shoq\u00ebrie normale njer\u00ebzore.
