Shkodra, kryeqendra e veriut dhe nj\u00eb nd\u00ebr bastionet kryesore t\u00eb Partis\u00eb Demokratike, e cila q\u00eb n\u00eb fillim t\u00eb demokracis\u00eb shfaqet haptazi edhe si kryeqendra e antikomunizmit dhe e rrezistenc\u00ebs popullore. Shkodra, nj\u00eb nd\u00ebr qytetet m\u00eb t\u00eb bukura, por edhe m\u00eb t\u00eb vjetra t\u00eb Shqip\u00ebris\u00eb i jep vehtes sot ngjyrat e \u00ab zis\u00eb \u00bb, me nj\u00eb varf\u00ebri \u00ab migjeniane \u00bb.<\/p>\n<p>Specialist\u00eb t\u00eb ekonomis\u00eb shqiptare konstatojn\u00eb se si pasoj\u00eb e kushteve t\u00eb v\u00ebshtira ekonomike, q\u00eb po kalon vendi edhe si ndikim i kriz\u00ebs ekonomike, t\u00eb cil\u00ebn qeveria shqiptare e mohon \u00e7do dit\u00eb mediatikisht, numri i familjeve shqiptare q\u00eb marrin ndihm\u00eb ekonomike nga buxheti i shtetit \u00ebsht\u00eb rritur. Normalisht, kjo rritje e numrit t\u00eb familjeve q\u00eb marrin ndihm\u00eb ekonomike \u00ebsht\u00eb edhe tregues i ecuris\u00eb s\u00eb p\u00ebrgjithshme t\u00eb ekonomis\u00eb s\u00eb vendit ton\u00eb. Ndihma ekonomike (asistenca, n\u00eb gjuh\u00ebn e popullit) u jepet nga shteti atyre familjeve t\u00eb varf\u00ebra, t\u00eb cilat nuk plot\u00ebsojn\u00eb minimumin jetik dhe personat e aft\u00eb fizikisht ndodhen papun\u00eb. Kjo ndihm\u00eb varion nga shuma 23 apo 24 euro &#8211; 29 euro n\u00eb muaj p\u00ebr familje.<\/p>\n<p>N\u00eb vitin 1999, numri i p\u00ebrfituesve t\u00eb asistenc\u00ebs ekonomike ishte afro 20%, rreth 149 mij\u00eb familje. N\u00eb vitin 2008 ajo bie ndjesh\u00ebm dhe Banka Bot\u00ebrore raporton p\u00ebr shifra deri n\u00eb 94 mij\u00eb familje. N\u00eb vitin 2009 dhe 2010 do t\u00eb kemi rreth 97 mij\u00eb, nd\u00ebrsa n\u00eb vend q\u00eb t\u00eb synohet t\u00eb shkohet drejt p\u00ebrmir\u00ebsimit t\u00eb gjendjes, ndodh e kund\u00ebrta. N\u00eb tremujor\u00ebshin e par\u00eb t\u00eb k\u00ebtij viti num\u00ebrohen rreth 98 mij\u00eb familje, ku qeveria shqiptare shpenzon mesatarisht rreth 352 milion\u00eb lek\u00eb \u00e7do muaj p\u00ebr ndihm\u00ebn ekonomike. Gjithashtu duhet theksuar se Banka Bot\u00ebrore ka deklaruar se kjo shum\u00eb q\u00eb qeveria shqiptare derdh p\u00ebr k\u00ebto familje t\u00eb varf\u00ebra, nuk i nxjerr k\u00ebto t\u00eb fundit nga minimumi jetik, i cili n\u00eb vendin ton\u00eb \u00ebsht\u00eb vler\u00ebsuar 5.900 lek\u00eb n\u00eb muaj p\u00ebr frym\u00eb.<\/p>\n<p>Si p\u00ebr ironi t\u00eb fatit dhe p\u00ebr habin\u00eb e t\u00eb gjith\u00ebve, Shkodra e cila p\u00ebr 20 vite me radh\u00eb n\u00eb m\u00ebnyr\u00eb masive jep vot\u00ebn p\u00ebr Partin\u00eb Demokratike, e cila ka 6 vite q\u00eb po qeveris\u00eb vendin, renditet e para n\u00eb rang komb\u00ebtar n\u00eb p\u00ebrfituesit e skem\u00ebs s\u00eb ndihm\u00ebs ekonomike me rreth 16% t\u00eb t\u00eb varf\u00ebrve, e ndjekur nga Dibra me 15% dhe Elbasani me 13.6%.
