Populli shqiptar nj\u00eb koh\u00eb t\u00eb gjat\u00eb pati v\u00ebshtir\u00ebsi q\u00eb t\u00eb mbrohet nga iniciativat pushtuese e popujve t\u00eb tjer\u00eb, q\u00eb p\u00ebr shkaqe t\u00eb ndryshme arrinin t\u00eb dep\u00ebrtojn\u00eb dhe t\u2019i pushtojn\u00eb hap\u00ebsirat e tyre tradicionale duke i rob\u00ebruar ata dhe duke i vandalizuar vlerat e krijuara me shekuj. Pas shp\u00ebrb\u00ebrjes s\u00eb perandorive, asaj Otomane dhe Austro-Hungareze, u krijuan kushte p\u00ebr \u00e7lirim dhe krijim t\u00eb shteteve t\u00eb popujve q\u00eb ishin t\u00eb sunduar nga k\u00ebto perandori.<br \/>\nKongresi i Berlinit (qershor 1878) ishte i padrejt\u00eb ndaj shqiptar\u00ebve ngaq\u00eb, n\u00ebn diktatin e Bizmarkut u zbatua politika q\u00eb i p\u00ebrfillte realitetet, kapacitetet reale t\u00eb popujve (real-politik\u00ebn).<br \/>\nPopulli shqiptar n\u00eb at\u00eb koh\u00eb, por edhe n\u00eb vazhdim\u00ebsi, nuk i posedonte k\u00ebto kapacitete, prandaj n\u00eb m\u00ebnyr\u00eb arrogante u shp\u00ebrfill interesi i tij. N\u00eb Kongresin e Berlinit nuk u mor parasysh k\u00ebrkesa e drejt\u00eb e popullit shqiptar p\u00ebr pavar\u00ebsi.<br \/>\nPas luft\u00ebrave ballkanike, q\u00eb ishin pasoj\u00eb e konstatimit p\u00ebr shp\u00ebrb\u00ebrjen e pandalshme, definitive t\u00eb Perandoris\u00eb Otomane, shqiptar\u00ebt e shpall\u00ebn pavar\u00ebsin\u00eb q\u00eb n\u00eb Konferenc\u00ebn e Londr\u00ebs nuk u njoh n\u00eb t\u00ebr\u00ebsin\u00eb e saj. Jasht\u00eb kufijve mbet\u00ebn territore t\u00eb m\u00ebdha t\u00eb banuara me popullat\u00eb dominante shqiptare.<br \/>\nGati 100 vjet u zhvillua lufta p\u00ebr mbijetes\u00eb fizike t\u00eb shqiptar\u00ebve. Me shp\u00ebrb\u00ebrjen e Jugosllavis\u00eb s\u00ebrish u hap\u00ebn mund\u00ebsit\u00eb p\u00ebr korrigjim t\u00eb gabimeve historike.<br \/>\nFaktori nd\u00ebrkomb\u00ebtar formoi nj\u00eb komision q\u00eb do t\u00eb p\u00ebrcaktonte m\u00ebnyr\u00ebn e shp\u00ebrb\u00ebrjes s\u00eb Jugosllavis\u00eb, t\u00eb udh\u00ebhequr nga eksperti francez, Badenter. Por, edhe ai e p\u00ebrs\u00ebriti gabimin paraprak: t\u00eb drejt\u00ebn p\u00ebr vet\u00ebvendosje ua njohu vet\u00ebm republikave dhe jo entiteteve konstituive shtetformuese. Edhe kjo padrejt\u00ebsi u korrigjua pjes\u00ebrisht me mundime dhe viktima t\u00eb m\u00ebdha. E drejta e patjet\u00ebrsueshme e popullit shqiptar p\u00ebr vet\u00ebvendosje, konkretisht p\u00ebr bashkim me shtetin am\u00eb, s\u00ebrish u anashkalua.<br \/>\nMe pavar\u00ebsimin e Kosov\u00ebs u pengua krijimi i nj\u00eb shteti normal, rentab\u00ebl shqiptar. U krijuan dy shtete shqiptare, t\u00eb cilat vazhdimisht do t\u00eb p\u00ebrballen me probleme ekonomike, investime dhe shpenzime t\u00eb tjera t\u00eb panevojshme. N\u00ebse nuk gjenden rrug\u00eb t\u00eb tjera, k\u00ebto dy shtete t\u00eb vogla do t\u00eb hasin n\u00eb pengesa t\u00eb nj\u00ebpasnj\u00ebshme.<\/p>\n<p>N\u00eb situata t\u00eb k\u00ebtilla \u00e7do popull i qytet\u00ebruar do t\u00eb p\u00ebrpiqej t\u00eb gjej\u00eb rrug\u00ebdalje t\u00eb qytet\u00ebruar p\u00ebr t\u2019i tejkaluar barrierat e vendosura n\u00eb konferenca t\u00eb ndryshme. S\u2019do mend se rrug\u00ebdalja nuk duhet t\u2019i shkel\u00eb konventat nd\u00ebrkomb\u00ebtare, por t\u00eb gjej\u00eb forma t\u00eb tjera q\u00eb kan\u00eb nj\u00eb precedenc\u00eb t\u00eb mbar\u00eb, si bie fjala projekti britanik i Commonwealthit (Mir\u00ebqenia e popujve), q\u00eb ka 53 an\u00ebtar\u00eb dhe ai francez (Frankofonia), q\u00eb ka num\u00ebr identik t\u00eb an\u00ebtar\u00ebve (53). K\u00ebt\u00eb rrug\u00eb koh\u00ebt e fundit ka filluar ta ndjek\u00eb edhe Turqia me iden\u00eb e krijimit t\u00eb nj\u00eb Commonwealthi osman. Ky projekt turk, q\u00eb m\u00ebton rikthimin n\u00eb Ballkan, filloi me vizit\u00ebn e ministrit turk t\u00eb Pun\u00ebve t\u00eb Jashtme, Davutogllu, n\u00eb Sanxhak dhe vazhdoi me n\u00ebnshkrimin e deklarat\u00ebs s\u00eb Stambollit nd\u00ebrmjet Presidentit turk Gyl, atij serb Tadi\u00e7 dhe atij boshnjak Sillajxhi\u00e7.<br \/>\nProjekti shqiptar i mir\u00ebqenies s\u00eb p\u00ebrbashk\u00ebt, natyrisht se nuk do t\u00eb jet\u00eb kaq ambicioz dhe pretencioz ngaq\u00eb nuk synon q\u00eb t\u00eb krijoj\u00eb nj\u00eb mekaniz\u00ebm p\u00ebr p\u00ebrhapje t\u00eb hegjemonis\u00eb shqiptare n\u00eb rajon. Mir\u00ebqenia e p\u00ebrbashk\u00ebt shqiptare \u00ebsht\u00eb n\u00eb funksion t\u00eb korrigjimit t\u00eb gabimeve q\u00eb jan\u00eb b\u00ebr\u00eb deri m\u00eb tani n\u00eb konferenca t\u00eb ndryshme dhe t\u00eb krijoj\u00eb kompatibilitet ekonomik, politik, kulturor nd\u00ebrmjet dy shteteve shqiptare.<br \/>\nProjekti shqiptar nuk do t\u00eb provokoj\u00eb ask\u00ebnd, por do t\u00eb krijoj\u00eb kushte p\u00ebr nj\u00eb zhvillim m\u00eb t\u00eb leht\u00eb n\u00eb t\u00eb gjitha fushat e shoq\u00ebris\u00eb, kryesisht n\u00eb ekonomi.<br \/>\nIdeja e krijimit t\u00eb nj\u00eb projekti t\u00eb k\u00ebtill\u00eb q\u00eb synon t\u00eb konsolidoj\u00eb mir\u00ebqenien shqiptare duhet t\u00eb realizohet p\u00ebrmes institucionalizimit t\u00eb saj. Pa institucione asnj\u00eb ide nuk mund t\u00eb pretendoj\u00eb p\u00ebr sukses dhe funksionim t\u00eb pa penguar.<\/p>\n<p>Hapi i par\u00eb duhet t\u00eb jet\u00eb miratimi i Deklarat\u00ebs p\u00ebr themelimin e asociacionit p\u00ebr \u201cMir\u00ebqenie shqiptare\u201d. Kjo deklarat\u00eb duhet t\u00eb p\u00ebrkufizoj\u00eb q\u00ebllimet par\u00ebsore t\u00eb k\u00ebtij projekti. Ky program duhet t\u00eb ndahet n\u00eb tre kategori: 1- konteksti shqiptar; 2- konteksti rajonal dhe 3- konteksti nd\u00ebrkomb\u00ebtar.<br \/>\nN\u00eb kontekstin e par\u00eb duhet t\u00eb p\u00ebrfshihen q\u00ebllimet par\u00ebsore si\u00e7 jan\u00eb: zhvillimi harmonik, kompatibil dhe i q\u00ebndruesh\u00ebm ekonomik n\u00eb t\u00eb gjitha fushat, prej bujq\u00ebsis\u00eb, energjetik\u00ebs dhe deri te vlerat kulturore; zhvillimi i resurseve njer\u00ebzore n\u00eb fush\u00ebn e arsimit, sh\u00ebndet\u00ebsis\u00eb, kultur\u00ebs, sportit, stabilizimit t\u00eb familjes sidomos garantimi i barazis\u00eb s\u00eb femr\u00ebs dhe kujdesit t\u00eb ve\u00e7ant\u00eb ndaj f\u00ebmij\u00ebve; ngritja e standardit jet\u00ebsor; Mbrojtja e ambientit; kontrolli i migrimit t\u00eb popullat\u00ebs etj.<br \/>\nN\u00eb kontekstin rajonal duhet t\u00eb intensifikohet bashk\u00ebpunimi i nd\u00ebrsjell\u00eb n\u00eb fush\u00ebn e luft\u00ebs kund\u00ebr krimit t\u00eb organizuar, terrorizmit, trafikimit me qenie njer\u00ebzore dhe garantimit t\u00eb t\u00eb drejtave t\u00eb minoriteteve.<br \/>\nN\u00eb kontekstin nd\u00ebrkomb\u00ebtar b\u00ebhet vler\u00ebsimi i veprimeve n\u00eb kuad\u00ebr t\u00eb zbatimit t\u00eb obligimeve nd\u00ebrkomb\u00ebtare n\u00eb fush\u00ebn e respektimit t\u00eb t\u00eb drejtave t\u00eb njeriut n\u00eb p\u00ebrgjith\u00ebsi dhe t\u00eb obligimeve t\u00eb tjera n\u00eb k\u00ebt\u00eb plan.<br \/>\nKjo marr\u00ebveshje lidhet mes dy shteteve shqiptare, Shqip\u00ebris\u00eb dhe Kosov\u00ebs. Marr\u00ebveshja \u00ebsht\u00eb vullnetare q\u00eb nuk nd\u00ebrhyn n\u00eb interesat e qeverive. Selia e asociacionit \u201cMir\u00ebqenia shqiptare\u201d sugjerohet t\u00eb jet\u00eb n\u00eb Kosov\u00eb. Me \u201cMir\u00ebqenien shqiptare\u201d do t\u00eb udh\u00ebheq\u00eb nj\u00eb figur\u00eb eminente komb\u00ebtare q\u00eb simbolizon unitetin komb\u00ebtar. Ai, si vet\u00eb asociacioni, nuk do t\u00eb ket\u00eb pushtet ekzekutiv. Me funksionimin e asociacionit do t\u00eb merret Sekretariati i Mir\u00ebqenies. Asociacioni duhet t\u00eb mbaj\u00eb dy mbledhje plenare n\u00eb vit. N\u00eb k\u00ebto mbledhje do t\u00eb analizohen t\u00eb arriturat dhe do t\u00eb projektohen q\u00ebllimet e reja.<\/p>\n<p>Themelimi i nj\u00eb institucioni t\u00eb till\u00eb ka dy dob\u00ebsi. E para ka t\u00eb b\u00ebj\u00eb me dyshimet, sidomos t\u00eb atyre q\u00eb frik\u00ebsohen konsolidimit t\u00eb kauz\u00ebs komb\u00ebtare se kjo iniciative ka t\u00eb b\u00ebj\u00eb me iden\u00eb e krijimit t\u00eb Shqip\u00ebris\u00eb s\u00eb Madhe. P\u00ebr ta eliminuar k\u00ebt\u00eb dyshim duhet n\u00eb deklarat\u00eb t\u00eb parashikohen garanci q\u00eb eliminojn\u00eb t\u00eb gjitha imputimet dashakeqe ose dashamir\u00ebse.<\/p>\n<p>Dob\u00ebsia e dyt\u00eb e k\u00ebsaj ideje ka t\u00eb b\u00ebj\u00eb me kritik\u00ebn q\u00eb e shtron dilem\u00ebn se ky asociacion do t\u00eb nd\u00ebrhyj\u00eb n\u00eb kompetencat e qeverive t\u00eb dy shteteve.
