Ligji u votua dhe k\u00ebshtu edhe kjo \u00e7\u00ebshtje mund t\u00eb quhet e mbyllur me \u201csukses\u201d. A do t\u00eb ankohet njeri? Po, u ankua nj\u00eb organizat\u00eb jo fitimprur\u00ebse dhe kaq. A do ta d\u00ebgjoj\u00eb njeri, a do t\u00eb merret ndonj\u00eb organ me t\u00eb? Ndoshta! Ndoshta, Gjykata Kushtetuese\u2026 Ndoshta, por n\u00eb fakt, edhe kjo ka pak mund\u00ebsi t\u00eb ndodh\u00eb.<\/p>\n<p>Kjo, sepse nj\u00eb nga gjyqtar\u00ebt e rinj, t\u00eb sapozgjedhur me \u201cp\u00eblqimin\u201d e Kuvendit, gj\u00ebja e par\u00eb q\u00eb b\u00ebri kur mb\u00ebrriti n\u00eb kolltukun e gjyqtarit vendosi q\u00eb organizatat e shoq\u00ebris\u00eb civile (precedent i pranuar m\u00eb par\u00eb nga kjo gjykat\u00eb) nuk legjitimohen m\u00eb si k\u00ebrkues p\u00ebrpara k\u00ebtij institucioni duke ngushtuar k\u00ebshtu bashk\u00eb me kategorin\u00eb e k\u00ebrkuesve t\u00eb legjitimuar para saj edhe nj\u00eb pjes\u00eb t\u00eb pavar\u00ebsis\u00eb s\u00eb k\u00ebtij institucioni.<\/p>\n<p>Po qytetar\u00ebt e etur p\u00ebr demokraci, si do t\u00eb reagojn\u00eb, pasi nj\u00eb ligj n\u00eb Kuvendin historik t\u00eb Shqiptar\u00ebve votohet k\u00ebshtu, n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb? Ata do t\u00eb mbeten \u201cgoj\u00eb hapur\u201d para ekraneve t\u00eb televizioneve tek do t\u00eb shohin t\u00eb \u00e7alltisur, dor\u00ebn e nj\u00eb deputetit q\u00eb, n\u00ebn gazet\u00eb, afrohet leht\u00eb-leht\u00eb dhe shtyp butonin e kolegut q\u00eb s\u2019ndodhet n\u00eb sall\u00eb.<\/p>\n<p>M\u00eb pas, mezi \u00e7\u2019do t\u00eb presin t\u2019iu tregojn\u00eb shok\u00ebve t\u00eb tyre, n\u00eb or\u00ebt e bukura t\u00eb bareve, q\u00eb sigurisht s\u2019do ta besojn\u00eb dot deri sa ta shohin dhe vet\u00eb, me syt\u00eb e tyre. Nes\u00ebr do t\u00eb jet\u00eb harruar nd\u00ebrkoh\u00eb, n\u00eb pritje t\u00eb shtangies s\u00eb radh\u00ebs.<\/p>\n<p>Nes\u00ebr do t\u00eb shtangen s\u00ebrish, tek d\u00ebgjojn\u00eb nj\u00eb minist\u00ebr t\u00eb k\u00ebsaj shumice nd\u00ebrsa ligj\u00ebron i indinjuar: \u201cDua t\u00eb shpreh se \u00ebsht\u00eb p\u00ebr t\u00eb ardhur keq me abuzimin q\u00eb i \u00ebsht\u00eb b\u00ebr\u00eb k\u00ebtij ligji, sidomos me k\u00ebt\u00eb projektligj nga shum\u00eb persona publik, p\u00ebrfshir\u00eb dhe zyrtar\u00ebve faqezi q\u00eb kan\u00eb dal\u00eb me votat tona p\u00ebrpara disa vitesh, p\u00ebrfshir\u00eb timen, q\u00eb k\u00ebrkojn\u00eb t\u00eb na p\u00ebrbaltin\u201d.<\/p>\n<p>Por edhe m\u00eb fort akoma teksa i nj\u00ebjti minist\u00ebr nuk do ta p\u00ebrmbaj\u00eb marazin ndaj n\u00ebnkryetarit t\u00eb KLD-s\u00eb p\u00ebr shkak t\u00eb \u201cbes\u00ebprerjes\u201d s\u00eb tij ndaj k\u00ebsaj shumice q\u00eb e ka votuar: \u201cSpahiu ka detyrime ndaj k\u00ebsaj mazhorance q\u00eb e ka ndihmuar dhe nuk mund t\u00eb dal\u00eb kund\u00ebr PD-s\u00eb\u201d.<\/p>\n<p>Zhg\u00ebnjimi duhet t\u00eb jet\u00eb aq i madh sa e b\u00ebn ministrin ton\u00eb t\u00eb harroj\u00eb nj\u00eb element t\u00eb thjesht n\u00eb dukje, por q\u00eb n\u00eb thelb \u00ebsht\u00eb kolona vertebrale e demokracis\u00eb dhe shtetit t\u00eb s\u00eb drejt\u00ebs, pra pavar\u00ebsin\u00eb e gjyq\u00ebsorit. N\u00ebnkryetari i KLD-s\u00eb \u00ebsht\u00eb n\u00eb fakt, nj\u00eb nga figurat kryesore t\u00eb organit garant t\u00eb k\u00ebsaj pavar\u00ebsie dhe si i till\u00eb, n\u00ebse ka di\u00e7ka q\u00eb i k\u00ebrkohet dhe i shp\u00ebrblehet me taksat e djers\u00ebs s\u00eb k\u00ebtij mileti t\u00eb rraskapitur \u00ebsht\u00eb pik\u00ebrisht q\u00eb t\u00eb jet\u00eb e sillet si \u201cbes\u00ebthyer\u201d ndaj \u00e7do shumice n\u00eb k\u00ebt\u00eb vend. Ndryshe\u2026<\/p>\n<p>\u2026Ndryshe, ndodh ajo \u00e7ka ndodhi vet\u00ebm disa or\u00eb m\u00eb von\u00eb n\u00eb Kolegjin Zgjedhor, kur pa as m\u00eb t\u00eb voglin dyshim, iu vu vula, nj\u00eb prej shkeljeve m\u00eb t\u00eb r\u00ebnda, m\u00eb flagrante dhe m\u00eb transparente t\u00eb ligjit realizuar ndonj\u00ebher\u00eb n\u00eb vendin e Shqiponjave. Por edhe m\u00eb qesharake n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb kur sheh gjyqtar\u00eb q\u00eb pranojn\u00eb prova nga nj\u00ebra an\u00eb dhe nga ana tjet\u00ebr shpallin paligjshm\u00ebri t\u00eb k\u00ebrkes\u00ebs p\u00ebr \u201ckalim afati\u201d. (!)<\/p>\n<p>Ligji e ka humbur betej\u00ebn n\u00eb Shqip\u00ebri. Kaq \u00ebsht\u00eb shum\u00eb vet\u00ebm p\u00ebr nj\u00eb dit\u00eb t\u00eb vetme edhe p\u00ebr vende q\u00eb s\u2019kan\u00eb mundur t\u00eb krijojn\u00eb nj\u00eb shtet t\u00eb v\u00ebrtet\u00eb e jo m\u00eb nj\u00eb demokraci. Ai e ka humbur betej\u00ebn me vullnetin e k\u00ebsaj shumice. Ky vullnet, po ec\u00ebn i pal\u00ebkundur drejt horizontesh t\u00eb cil\u00ebt, askush si ne shqiptar\u00ebt i njohu dhe provoi gjat\u00eb gjith\u00eb historis\u00eb s\u00eb tij.<\/p>\n<p>Ai po realizon pa asnj\u00eb m\u00ebdyshje dhe pa asnj\u00eb droj\u00eb gjith\u00e7ka q\u00eb d\u00ebshiron dhe p\u00ebrball\u00eb tij, institucionet e pavarura jan\u00eb shnd\u00ebrruar n\u00eb disa noter\u00eb t\u00eb r\u00ebndomt\u00eb q\u00eb me vul\u00eb n\u00eb dor\u00eb ve\u00e7 vulosin, pa guxuar as t\u00eb hedhin syt\u00eb mbi vendimet e tyre. Dhe kur garancit\u00eb s\u2019kryejn\u00eb dot m\u00eb funksionet e tyre, ligji kthehet n\u00eb nj\u00eb let\u00ebr pa vler\u00eb dhe nenet e tij ve\u00e7 n\u00eb disa terma dhe fjali abstrakte, q\u00eb recitohen gjith\u00eb n\u00ebnqeshje n\u00eb k\u00ebt\u00eb teat\u00ebr absurd, t\u00eb cilin nuk e di se kush i pari, pati munges\u00ebn e njohjes dhe moralit p\u00ebr ta quajtur demokraci.<\/p>\n<p>Nd\u00ebrsa p\u00ebrreth, si n\u00eb nj\u00eb amfiteat\u00ebr dramash antike, nj\u00eb turm\u00eb e madhe \u201cqytetar\u00ebsh\u201d vazhdon t\u00eb mbetet spektatore, me goj\u00eb hapur dhe sy t\u00eb zgurdulluar teksa papritmas, nj\u00eb nga aktor\u00ebt nxjerr pistolet\u00ebn dhe n\u00eb vend q\u00eb t\u00eb q\u00eblloj\u00eb mbi kund\u00ebrshtarin e tij, ua drejton atyre dhe q\u00ebllon.<\/p>\n<p>Teksa ata vazhdojn\u00eb e vazhdojn\u00eb prej shekujsh t\u00eb trallisur t\u00eb jetojn\u00eb k\u00ebt\u00eb shfaqe tmerri, duke shpresuar ndoshta n\u00ebn z\u00eb, se s\u2019\u00ebsht\u00eb gj\u00eb tjet\u00ebr ve\u00e7se teat\u00ebr dhe jo jeta e tyre e v\u00ebrtet\u00eb.<\/p>\n<p>Pa\u00e7 fat Shqip\u00ebri!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0Nga Igli Totozani Dje duhej t\u00eb ishte dita e ligjit n\u00eb Shqip\u00ebri.
