Pak muaj m\u00eb von\u00eb, l\u00ebvizja e dhjetorit u frym\u00ebzua edhe nga parulla \u201cE duam Shqip\u00ebrin\u00eb si gjith\u00eb Europa\u201d. Askush nuk dyshonte se kolapsi i diktatur\u00ebs n\u00eb Shqip\u00ebri dhe fundi i regjimit totalitar do t\u00eb sh\u00ebnjonin edhe orientimin e vendit, tash e tutje, drejt nj\u00eb modeli t\u00eb ri konstitucional, politik, ekonomik dhe social \u2013 atij t\u00eb ofruar nga Per\u00ebndimi.<\/p>\n<p>Q\u00eb nga ajo koh\u00eb, shoq\u00ebria dhe shteti shqiptar kan\u00eb k\u00ebrkuar e jan\u00eb p\u00ebrpjekur jo vet\u00ebm t\u2019i sh\u00ebrbehen \u201cliris\u00eb\u201d dhe \u201cdemokracis\u00eb\u201d, por edhe t\u2019i afrohen k\u00ebtij modeli duke p\u00ebrshtatur ose imituar ligjet, rregulloret, praktikat administrative dhe sidomos institucionet e vendeve per\u00ebndimore. E nj\u00ebjta gj\u00eb ka ndodhur pak a shum\u00eb n\u00eb t\u00eb gjitha vendet ish-komuniste t\u00eb Lindjes, pas nd\u00ebrrimit t\u00eb epokave. Sot e kemi t\u00eb qart\u00eb edhe se shum\u00eb nga problemet dhe plag\u00ebt e hapura e t\u00eb qelb\u00ebzuara n\u00eb shoq\u00ebrin\u00eb shqiptare lidhen drejtp\u00ebrdrejt me mosp\u00ebrputhjet ose mosp\u00ebrkimet midis modelit q\u00eb kemi zgjedhur dhe karakteristikave konstitutive t\u00eb shoq\u00ebris\u00eb dhe t\u00eb kultur\u00ebs shqiptare \u2013 duke p\u00ebrfshir\u00eb k\u00ebtu edhe tradit\u00ebn politike dhe ekonomike.<\/p>\n<p>Entuziazmin me t\u00eb cilin i kopjuam \u2013 n\u00eb m\u00ebnyr\u00eb selektive \u2013 disa nga praktikat m\u00eb t\u00eb skajshme t\u00eb Per\u00ebndimit, mund ta quajm\u00eb edhe si nj\u00eb form\u00eb sui generis t\u00eb kultit t\u00eb kargove, n\u00eb kuptimin antropologjik t\u00eb termit. Tani, edhe ata q\u00eb e pranojn\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb t\u00eb shtrimit t\u00eb problemit, priren q\u00eb zgjidhjen ta lypin, ose t\u00eb pakt\u00ebn ta d\u00ebshirojn\u00eb nga modernizimi. Mbizot\u00ebron nj\u00eb mendim, sidomos n\u00eb shoq\u00ebrin\u00eb civile dhe n\u00eb opinionist\u00ebt e mediave, se mosp\u00ebrkimet mes nesh dhe modelit per\u00ebndimor (kapitalist) i detyrohen, n\u00eb thelb, prapambetjes son\u00eb s\u00eb gjithanshme; q\u00eb k\u00ebtej edhe zgjidhja k\u00ebrkohet te progresi, ecja p\u00ebrpara, emancipimi social dhe institucional.<\/p>\n<p>Mir\u00ebpo kjo \u00ebsht\u00eb vet\u00ebm nj\u00eb m\u00ebnyr\u00eb e t\u00eb v\u00ebshtruarit t\u00eb pun\u00ebve; legjitime, por jo e vetmja. Nuk \u00ebsht\u00eb e th\u00ebn\u00eb q\u00eb Shqip\u00ebria t\u00eb jet\u00eb doemos versioni i prapambetur i nj\u00eb vendi per\u00ebndimor kapitalist tipik, p\u00ebrkundrazi. Fakti q\u00eb reformat, e imponuara nga lart, u zbatuan n\u00eb Shqip\u00ebri pa kurrfar\u00eb rezistence nga institucionet ose nga ndonj\u00eb inerci e tradit\u00ebs, l\u00eb t\u00eb kuptohet se, n\u00eb disa nga zhvillimet m\u00eb karakteristike, Shqip\u00ebria e sotme mund t\u00eb mos jet\u00eb aspak version i prapambetur i Per\u00ebndimit, por p\u00ebrkundrazi, version eksperimental, i patestuar gjetiu.<\/p>\n<p>N\u00ebse reformat, p.sh. privatizimin ose liberalizimin e tregut ose shitjen e pasurive t\u00eb patundshme ose kthimin e pronave dhe shum\u00eb t\u00eb tjera t\u00eb ngjashme, i p\u00ebrfytyrojm\u00eb si viruse t\u00eb cilat na i kaloi ose ngjiti Per\u00ebndimi, at\u00ebher\u00eb ka mund\u00ebsi, ka shum\u00eb mund\u00ebsi, q\u00eb k\u00ebto viruse n\u00eb truallin shqiptar t\u00eb ken\u00eb p\u00ebsuar mutacione t\u00eb paparashikuara. Dyshimi se \u00e7far\u00eb po ndodh n\u00eb Shqip\u00ebri sot \u00ebsht\u00eb e till\u00eb, q\u00eb po e kap Per\u00ebndimin t\u00eb pap\u00ebrgatitur, \u00ebsht\u00eb shqet\u00ebsues n\u00eb vetvete; dhe ve\u00e7an\u00ebrisht shqet\u00ebsues p\u00ebr t\u00eb gjith\u00eb ata q\u00eb, optimist\u00eb pa e ditur as vet\u00eb, kan\u00eb kujtuar gjithnj\u00eb se zgjidhjet ekzistojn\u00eb, por mungon vullneti i mir\u00eb i njer\u00ebzve n\u00eb krye.<\/p>\n<p>N\u00eb vitin 1998, kam qen\u00eb i pranish\u00ebm n\u00eb nj\u00eb bised\u00eb p\u00ebr Shqip\u00ebrin\u00eb n\u00eb nj\u00eb universitet t\u00eb New York-ut, ku nj\u00ebri prej profesor\u00ebve t\u00eb pranish\u00ebm, nj\u00eb ekonomist me sa mbaj mend, tha si me shaka se, \u00e7far\u00eb kish ndodhur n\u00eb Shqip\u00ebri n\u00eb 1997-\u00ebn ishte manifestimi i par\u00eb eksplicit i nj\u00eb prirjeje sociale n\u00eb thelb post-moderne, ku n\u00eb krye t\u00eb revolt\u00ebs e t\u00eb revolucionit ishin v\u00ebn\u00eb jo proletar\u00ebt (si n\u00eb 1917 n\u00eb Rusi), as student\u00ebt (si n\u00eb 1968 n\u00eb Paris), por investuesit e mashtruar.<\/p>\n<p>At\u00eb shaka e pata harruar sakaq; por m\u00eb \u00ebsht\u00eb kujtuar tani, kur shoh sa e pazonja tregohet Europa, p\u00ebrball\u00eb kriz\u00ebs politike t\u00eb tanishme n\u00eb Shqip\u00ebri; dhe jo ngaq\u00eb i mungon d\u00ebshira. P\u00ebrkundrazi. Europ\u00ebs i mungojn\u00eb mjetet dhe rutinat e nevojshme p\u00ebr ta kuptuar Shqip\u00ebrin\u00eb. I mungojn\u00eb, si t\u00eb thuash, reagjent\u00ebt. Eksperimentuesit nuk po e njohin m\u00eb virusin q\u00eb dikur e l\u00ebshuan vet\u00eb n\u00eb m\u00ebhallat e bot\u00ebs; nj\u00eblloj si n\u00eb skenar\u00ebt e filmave apokaliptik\u00eb, e keqja mund t\u00eb ket\u00eb dal\u00eb prej laborator\u00ebve top secret dhe t\u00eb ket\u00eb nd\u00ebrruar pastaj l\u00ebkur\u00eb, n\u00eb arrati e sip\u00ebr.<\/p>\n<p>N\u00eb Shqip\u00ebri (sikurse edhe n\u00eb Kosov\u00eb), Per\u00ebndimi nuk arrin dot t\u00eb p\u00ebrvijoj\u00eb, bie fjala, nj\u00eb zgjidhje, sado kompromisi, sado taktike, sado t\u00eb pjesshme, p\u00ebr kapjen e shtetit nga krimi i organizuar, nga klanet, nga tarafet dhe farefisnit\u00eb. \u00c7udit\u00ebrisht, skenari u ngjan disa zhvillimeve politike n\u00eb Italin\u00eb fqinje, e cila gjithashtu \u00ebsht\u00eb njohur, s\u00eb paku q\u00eb prej marshimit mbi Rom\u00ebn e k\u00ebtej, si laborator i politik\u00ebs s\u00eb keqe, anemban\u00eb Per\u00ebndimit.<\/p>\n<p>Dje martesa e pushtetit politik me kish\u00ebn katolike (demokristian\u00ebt) shoq\u00ebrit\u00eb sekrete (P2) dhe mediat (Berlusconi); sot manifestimi i pushtetit politik n\u00eb trajtat e kund\u00ebrv\u00ebnies ndonj\u00ebher\u00eb ekstreme midis ekzekutivit dhe gjyq\u00ebsorit dhe shnd\u00ebrrimi i kreut t\u00eb ekzekutivit n\u00eb nj\u00eb lloj klouni bon-vivant dhe qejfli. Megjithat\u00eb, Italia mund t\u00eb mb\u00ebshtetet n\u00eb tradit\u00ebn kulturore, forc\u00ebn ekonomike, etik\u00ebn e krishter\u00eb, potencialin intelektual dhe mbi t\u00eb gjitha, imunitetin politik ndaj kriz\u00ebs politike, meq\u00eb \u00ebsht\u00eb m\u00ebsuar t\u00eb bashk\u00ebjetoj\u00eb me t\u00eb q\u00eb prej Pasluft\u00ebs. Italia madje sikur ka gjithnj\u00eb nj\u00eb p\u00ebrmas\u00eb rezerv\u00eb n\u00eb shoq\u00ebrin\u00eb civile, q\u00eb ia siguron nj\u00eb far\u00eb thell\u00ebsie strategjike. Shqip\u00ebris\u00eb i mungojn\u00eb t\u00eb gjitha k\u00ebto; dhe mungesat s\u2019i kompenson dot me kafenet\u00eb, ku traumat e dit\u00ebs zbuten duke u ritreguar dhe rip\u00ebrjetuar n\u00eb nj\u00eb form\u00eb psikanalize spontane, deri n\u00eb at\u00eb shkall\u00eb sa ta humbasin kuptimin e t\u00eb k\u00ebrkojn\u00eb interpretim si \u00ebndrrat.<\/p>\n<p>N\u00eb Itali, gjithnj\u00eb mbahet gjall\u00eb shpresa se prej kriz\u00ebs s\u00eb sotme mund t\u00eb dilet thjesht duke u kthyer, bie fjala, n\u00eb koh\u00ebn e qeverive Prodi ose Ciampi; ose duke hedhur nj\u00eb hap prapa. N\u00eb Shqip\u00ebri nj\u00eb hap prapa do t\u00eb thot\u00eb t\u00eb rrokullisesh n\u00eb humner\u00ebn e 1997-\u00ebs, me gjith\u00eb ngush\u00ebllimin akademik q\u00eb do t\u00eb vinte nga universitetet e New York-ut. Po t\u2019i d\u00ebgjosh t\u00eb huajt, ata me vullnet t\u00eb mir\u00eb t\u00eb pakt\u00ebn, k\u00ebshillat e tyre priren zakonisht drejt modernizimit si metod\u00eb zgjidhjeje; jo aq sepse na konsiderojn\u00eb t\u00eb prapambetur (edhe pse na konsiderojn\u00eb, edhe pse jemi), por sepse kujtojn\u00eb se do t\u00eb jen\u00eb n\u00eb gjendje ta kontrollojn\u00eb dhe ta kuptojn\u00eb nj\u00eb vend q\u00eb po modernizohet. Shpres\u00eb utopike.<\/p>\n<p>N\u00eb disa pika, Shqip\u00ebria ka dal\u00eb tashm\u00eb n\u00eb pararoj\u00eb t\u00eb zhvillimeve post-per\u00ebndimore; sidomos sa i p\u00ebrket raporteve t\u00eb politik\u00ebs dhe t\u00eb qytetar\u00ebve vet\u00eb me shtetin ligjor, por edhe n\u00eb fusha t\u00eb tjera, p.sh. n\u00eb ekonomi; ose edhe n\u00eb kultur\u00eb \u2013 si vendi i vet\u00ebm n\u00eb Europ\u00eb, ma merr mendja, q\u00eb praktikisht i ka mbyllur kinemat\u00eb, teatrot dhe stadiumet e veta, sepse nuk i duhen m\u00eb; ose ku, edhe p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb nevojtore publike, thirren t\u00eb konkurrojn\u00eb studio t\u00eb arkitektur\u00ebs nga Vjena, Berlini, Stokholmi dhe Brukseli. N\u00eb nj\u00eb koh\u00eb q\u00eb think tanks n\u00eb vende t\u00eb m\u00ebdha, si ShBA, ende vrasin mendjen si t\u2019ua p\u00ebrshtatin ekonomin\u00eb rrethanave t\u00eb reja t\u00eb shekullit XXI, kriz\u00ebs s\u00eb tregjeve financiare dhe sidomos konkurrenc\u00ebs tregtare me ekonomit\u00eb e vendeve t\u00eb tilla si Kina dhe India, Shqip\u00ebria \u00ebsht\u00eb ndoshta vendi i par\u00eb n\u00eb bot\u00eb q\u00eb u \u00ebsht\u00eb shmangur krizave duke hequr dor\u00eb pothuajse krejt nga prodhimi i t\u00eb mirave materiale, n\u00eb kuptimin klasik t\u00eb fjal\u00ebs.<\/p>\n<p>Mbaj mend q\u00eb n\u00eb 1989, n\u00eb Tiran\u00eb, qarkullonte nj\u00eb anekdot\u00eb, pas gjase apokrife, sipas s\u00eb cil\u00ebs kryeministrja e at\u00ebhershme britanike Thatcher pask\u00ebsh th\u00ebn\u00eb diku q\u00eb Shqip\u00ebrin\u00eb t\u00eb mos e prekim, por ta ruajm\u00eb k\u00ebshtu si\u00e7 \u00ebsht\u00eb, tale quale, si park arkeologjik t\u00eb stalinizmit doktrinar n\u00eb mes t\u00eb Europ\u00ebs. Pak m\u00eb shum\u00eb se nj\u00ebzet vjet kan\u00eb kaluar q\u00eb at\u00ebher\u00eb \u2013 por mund\u00ebsia q\u00eb Shqip\u00ebria t\u00eb jet\u00eb shnd\u00ebrruar, nga muze i konservimit t\u00eb monstrave totalitare dhe i maktheve t\u00eb Per\u00ebndimit, n\u00eb nj\u00eb laborator ku testohen politikat e s\u00eb ardhmes nuk \u00ebsht\u00eb p\u00ebr t\u2019u p\u00ebrjashtuar. Zgjidhja, n\u00ebse gjendet ndonj\u00ebher\u00eb, do t\u00eb vij\u00eb vet\u00ebm nga Tirana.
