Ajo nuk ishte nj\u00eb l\u00ebvizje intelektuale e iniciuar nga lart-posht\u00eb nga reformat e nd\u00ebrmarra, por ishte nj\u00eb shp\u00ebrthim popullor q\u00eb pas nj\u00eb izolimi t\u00eb gjat\u00eb dhe t\u00eb mundimsh\u00ebm po p\u00ebrpiqej t\u00eb rigjente vetveten brenda familjes europiane. Duke qen\u00eb se Shqip\u00ebria ishte nj\u00eb nga vendet m\u00eb t\u00eb izoluara dhe q\u00eb kish p\u00ebrqafuar nj\u00eb retorik\u00eb antieuropiane p\u00ebr sa i zhvillimit ekonomik dhe institucioneve demokratike t\u00eb saj, ndenja proeuropiane n\u00eb Shqip\u00ebri mori p\u00ebrmasat gati-gati t\u00eb nj\u00eb \u201cbesimi\u201d t\u00eb ri. Gjithandej n\u00eb fillim t\u00eb viteve \u201890 mund t\u00eb gjeje \u201ceuropianist\u00eb t\u00eb thekur\u201d n\u00eb t\u00eb gjitha shtresat e shoq\u00ebris\u00eb dhe nj\u00eb besim t\u00eb patundur se Shqip\u00ebria shum\u00eb shpejt do t\u00eb ishte vend an\u00ebtar i Bashkimit Europian.<\/p>\n<p>Ashtu si t\u00eb gjitha l\u00ebvizjet shpirt\u00ebrore dhe idealiste q\u00eb kur fillojn\u00eb n\u00eb fillim duhet t\u00eb kund\u00ebrshtojn\u00eb at\u00eb \u00e7ka ka mbajtur peng dhe p\u00ebrkeq\u00ebsuar situat\u00ebn, edhe l\u00ebvizja europiane nisi fillimisht duke rr\u00ebzuar idhujt e rrem\u00eb q\u00eb mbizot\u00ebronin n\u00eb Shqip\u00ebri. Rr\u00ebzimi i statuj\u00ebs s\u00eb diktatorit Enver Hoxha dhe thirrjet e brohorimat e duam \u201cShqip\u00ebrin\u00eb si gjith\u00eb Europa\u201d, respektimi i nj\u00eb statuje tjet\u00ebr aty, ajo e Heroit Komb\u00ebtar Gjergj Kastriot Sk\u00ebnderbeut, njeriut q\u00eb rreth 500 vjet m\u00eb par\u00eb kish udh\u00ebhequr \u00ebndrr\u00ebn europiane t\u00eb shqiptar\u00ebve ishin sinjale t\u00eb forta q\u00eb vendi ish-komunist po e braktiste ishullin e vetmuar t\u00eb socializmit dhe po p\u00ebrqafonte paradigm\u00ebn e madhe t\u00eb lirive humane dhe civile.<\/p>\n<p>Ky entuziaz\u00ebm i shqiptar\u00ebve gjeti dhe shprehjen e vet\u00eb politike n\u00eb pothuajse t\u00eb gjitha programet e partive politike q\u00eb u themeluan menj\u00ebher\u00eb pas shpalljes s\u00eb pluralizmit politik. Integrimi europian u b\u00eb dhe kryefjala e programeve qeveritare dhe nismave q\u00eb nd\u00ebrmori qeveria e par\u00eb shqiptare e vitit 1992. Mir\u00ebpo, jo m\u00eb pak se nj\u00eb vit pas formimit qeveris\u00eb s\u00eb par\u00eb demokratike shqiptare, Bashkimi Europian n\u00eb mbledhjen e vet n\u00eb Kopenhag\u00ebn, m\u00eb 21-23 qershor 1993, i preokupuar p\u00ebr t\u2019u dh\u00ebn\u00eb nj\u00eb p\u00ebrgjigje aplikimeve q\u00eb po merrte nga t\u00eb gjitha vendet e ish-Lindjes komuniste, p\u00ebrcaktoi qart\u00eb kriteret politike dhe ekonomike q\u00eb nj\u00eb vend duhet t\u00eb plot\u00ebsonte p\u00ebr t\u2019u an\u00ebtar\u00ebsuar n\u00eb k\u00ebt\u00eb organiz\u00ebm.<\/p>\n<p>Q\u00eb nga ajo koh\u00eb kriteret e Kopenhag\u00ebs u b\u00ebn\u00eb pjes\u00eb e fjalorit politik t\u00eb diskutimeve midis qeverive t\u00eb vendeve q\u00eb aspironin t\u00eb pranoheshin n\u00eb k\u00ebt\u00eb organiz\u00ebm dhe Bashkimit Europian. N\u00eb qeverisjet demokratike, q\u00eb kan\u00eb si baz\u00eb transparenc\u00ebn si nj\u00eb nga parimet baz\u00eb t\u00eb demokracis\u00eb liberale, qytetar\u00ebt duhet t\u00eb informohen p\u00ebr gjith\u00e7ka q\u00eb lidhet me ta dhe t\u00eb ardhmen e tyre. Nuk e di sesa dhe sesi \u00ebsht\u00eb perceptuar nd\u00ebr qytetar\u00ebt shqiptar\u00eb procesi i integrimit, por ajo q\u00eb d\u00ebgjohet r\u00ebndom n\u00ebp\u00ebr biseda \u00ebsht\u00eb avazi i nj\u00eb violine q\u00eb ka filluar t\u00eb shnd\u00ebrrohet n\u00eb nj\u00eb orkest\u00ebr.<\/p>\n<p>Nj\u00eb pjes\u00eb e madhe e qytetar\u00ebve shqiptar\u00eb kan\u00eb filluar t\u00eb mendojn\u00eb se Shqip\u00ebria e meriton prej koh\u00ebsh integrimin e plot\u00eb dhe se kriteret q\u00eb k\u00ebrkohen t\u00eb plot\u00ebsohen nga Bashkimi Europian jan\u00eb thjesht nj\u00eb alibi e k\u00ebtij t\u00eb fundit p\u00ebr ta vonuar k\u00ebt\u00eb proces. Ky opinion tin\u00ebzar, q\u00eb shpeshher\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb fsheht\u00eb \u00ebsht\u00eb iniciuar dhe nga politika q\u00eb n\u00eb k\u00ebto nj\u00ebzet vjet nuk ia ka arritur q\u00ebllimit q\u00eb t\u00eb jet\u00eb n\u00eb t\u00eb nj\u00ebjtin nivel dhe t\u00eb politikave t\u00eb vendeve t\u00eb tjera q\u00eb tashm\u00eb jan\u00eb integruar, \u00ebsht\u00eb nj\u00eb opinion i pabaz\u00eb dhe i d\u00ebmsh\u00ebm.<\/p>\n<p>Ai \u00ebsht\u00eb i pabaz\u00eb, sepse qoft\u00eb dhe me nj\u00eb shikim t\u00eb shpejt\u00eb t\u00eb kritereve politike t\u00eb Kopenhag\u00ebs mund t\u00eb kuptosh se Shqip\u00ebria t\u00eb pakt\u00ebn n\u00eb dy nga pes\u00eb kriteret ka probleme serioze n\u00eb stabilitetin e institucioneve, p\u00ebr t\u00eb cilat t\u00eb gjith\u00eb jemi d\u00ebshmitar\u00eb q\u00eb jo vet\u00ebm kan\u00eb qen\u00eb shpeshher\u00eb n\u00eb konflikt me nj\u00ebri-tjetrin, por dhe kan\u00eb qen\u00eb dhe t\u00eb paralizuar si dhe me v\u00ebnien n\u00eb jet\u00eb t\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs, ku shpeshher\u00eb kemi par\u00eb t\u00eb drejtat e dhunuara t\u00eb qytetar\u00ebve si pasoj\u00eb e korrupsionit t\u00eb madh n\u00eb drejt\u00ebsi. Po k\u00ebshtu, p\u00ebr sa i p\u00ebrket kritereve ekonomike, Shqip\u00ebria ka probleme n\u00eb kapacitetin e saj p\u00ebr t\u00eb p\u00ebrballuar presionin konkurrues ekonomik t\u00eb forcave t\u00eb tregut n\u00eb funksionimin e Bashkimit Ekonomik Monetar.<\/p>\n<p>Antieuropianizmi i pap\u00ebrligjur q\u00eb shpeshher\u00eb ka filluar t\u00eb z\u00ebr\u00eb vend n\u00eb opinionet e njer\u00ebzve n\u00ebp\u00ebrmjet perceptimit t\u00eb gabuar t\u00eb kritereve t\u00eb Kopenhag\u00ebs, \u00ebsht\u00eb i d\u00ebmsh\u00ebm, pasi krijon ndjenj\u00ebn e frustrimit dhe t\u00eb m\u00ebnjanimit n\u00eb diskursin e popullsis\u00eb. Bashkimi Europian \u00ebsht\u00eb dhe mbetet nj\u00eb nga partner\u00ebt dhe miqt\u00eb m\u00eb t\u00eb mir\u00eb t\u00eb Shqip\u00ebris\u00eb q\u00eb, n\u00ebp\u00ebrmjet ndihm\u00ebs s\u00eb vet, ka kontribuar jasht\u00ebzakonisht shum\u00eb n\u00eb zbatimin dhe p\u00ebrmir\u00ebsimin permanent t\u00eb demokracis\u00eb dhe mir\u00ebqenies s\u00eb qytetar\u00ebve n\u00eb Shqip\u00ebri. N\u00ebse kjo ndihm\u00eb \u00ebsht\u00eb perceptuar ve\u00e7se si nj\u00eb \u00e7ezm\u00eb me \u201cqum\u00ebsht e mjalt\u00eb\u201d q\u00eb kurr\u00eb nuk shteron, ka ardhur koha q\u00eb qytetar\u00ebt shqiptar\u00eb t\u00eb kuptojn\u00eb se plot\u00ebsimi standardeve \u00ebsht\u00eb rruga q\u00eb t\u00eb \u00e7on v\u00ebrtet te burimi, pa pasur nevoj\u00eb q\u00eb t\u00eb vazhdoj\u00eb akoma t\u00eb pin\u00eb uj\u00eb \u00e7ezme.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dorian Ko\u00e7i, 20.06.2011 Rreth nj\u00ebzet vjet m\u00eb par\u00eb nisi \u00ebndrra europiane e Shqip\u00ebris\u00eb.
