Libri do t\u00eb shqyrtohet pa dyshim me shum\u00eb kujdes nga t\u00eb gjith\u00eb ata q\u00eb jan\u00eb t\u00eb alarmuar p\u00ebr p\u00ebrqendrimin e pushteteve n\u00eb duart e Kryeministrit Berisha, nd\u00ebrkoh\u00eb q\u00eb fryma dhe germa e Kushtetut\u00ebs s\u00eb Republik\u00ebs k\u00ebmb\u00ebngul p\u00ebr ndarjen e pushteteve.<\/p>\n<p>Por nd\u00ebrkaq, nuk mund t\u00eb mos t\u00eb binte n\u00eb sy fakti q\u00eb si pjes\u00ebmarr\u00ebsit n\u00eb ceremonin\u00eb e p\u00ebrurimit t\u00eb librit ashtu edhe mediat q\u00eb lajm\u00ebruan at\u00eb, kishin ve\u00e7uar m\u00eb s\u00eb shumti k\u00ebt\u00eb th\u00ebnie t\u00eb Omarit: \u201c\u2026di me siguri q\u00eb n\u00eb diktatur\u00eb nuk ishim t\u00eb lir\u00eb, por ishim t\u00eb sigurt, nd\u00ebrsa sot n\u00eb demokraci jemi t\u00eb lir\u00eb, por aspak t\u00eb sigurt\u201d. \u00cbsht\u00eb nj\u00eb th\u00ebnie q\u00eb meriton t\u00eb kritikohet. Mbi t\u00eb gjitha sepse ka t\u00eb b\u00ebj\u00eb me kuptimin p\u00ebr lirin\u00eb, me kryeq\u00ebllimin e mashtruar t\u00eb tranzicionit shqiptar. Por edhe sepse fraza \u00ebsht\u00eb shqiptuar nga nj\u00eb autoritet i konstitucionalizmit dhe si e till\u00eb, mund t\u00eb ket\u00eb edhe m\u00eb shum\u00eb impakt n\u00eb m\u00ebnyr\u00ebn e t\u00eb menduarit publik.<\/p>\n<p>* * *<\/p>\n<p>N\u00ebse mund t\u00eb ket\u00eb ndonj\u00eb gj\u00eb t\u00eb gabuar n\u00eb ato q\u00eb ka th\u00ebn\u00eb dhe shkruar profesor Omari, \u00ebsht\u00eb pik\u00ebrisht kjo fraz\u00eb: \u201c\u2026n\u00eb diktatur\u00eb nuk ishim t\u00eb lir\u00eb, por t\u00eb sigurt, nd\u00ebrsa sot n\u00eb demokraci jemi t\u00eb lir\u00eb, por aspak t\u00eb sigurt\u201d. Fraza ka t\u00ebrhequr v\u00ebmendje, sepse k\u00ebrcet, por k\u00ebrcet ngaq\u00eb \u00ebsht\u00eb e thelb\u00ebsisht e zbraz\u00ebt. Dhe n\u00eb t\u00eb shfaqen t\u00eb k\u00ebputura t\u00eb gjith\u00eb ato lidhje organike mes liris\u00eb s\u00eb njeriut dhe siguris\u00eb s\u00eb tij. T\u00eb sigurt n\u00ebn diktatur\u00eb!? Po p\u00ebrse? T\u00eb sigurt se pushteti dhe partia mund t\u00eb t\u00eb b\u00ebnin gj\u00ebm\u00ebn sa her\u00eb q\u00eb nj\u00eb gj\u00eb e till\u00eb t\u00eb ishte e nevojshme p\u00ebr pushtetin?<\/p>\n<p>Si mund t\u00eb quhet siguri nj\u00eb gjendje kur pushteti absolut diktatorial g\u00ebzon hap\u00ebsira t\u00eb pakufizuara p\u00ebr t\u00eb cenuar jet\u00ebn, pron\u00ebn dhe t\u00eb drejtat e \u00e7do qytetari? Si mund t\u00eb quhet siguri nj\u00eb gjendje ku siguria se nuk do t\u00eb p\u00ebrfundosh n\u00eb burg apo internim nuk buron nga liria e shprehjes dhe pamund\u00ebsia e pushtetit p\u00ebr ta goditur at\u00eb, por nga heshtja, fshehja e t\u00eb v\u00ebrtetave t\u00eb tua dhe, akoma m\u00eb keq, nga konformizimi servil me pushtetin, me idet\u00eb dhe propagand\u00ebn e tij. N\u00ebse v\u00ebrtet njer\u00ebzit do t\u00eb ndiheshin t\u00eb sigurt n\u00ebn diktatur\u00eb, at\u00ebher\u00eb liria do t\u00eb ishte nj\u00eb gjendje e tep\u00ebrt dhe e panevojshme p\u00ebr ta.<\/p>\n<p>Teza se n\u00eb diktatur\u00eb edhe pse pa liri ishim t\u00eb sigurt, jo vet\u00ebm nuk shpreh nj\u00eb t\u00eb v\u00ebrtet\u00eb, por bart pashmangsh\u00ebm, si konotacion, edhe nj\u00eb aspirat\u00eb p\u00ebr t\u2019u arratisur nga gjendja e sotme pa siguri drejt nj\u00eb gjendjeje t\u00eb ngjashme me at\u00eb t\u00eb djeshmen q\u00eb, gjithsesi, ofruaka siguri. Mbi k\u00ebt\u00eb lloj m\u00ebnyre t\u00eb menduari, themelohet ajo q\u00eb Erih From e ka quajtur sindrom\u00eb e arratisjes s\u00eb njeriut nga liria p\u00ebr t\u00eb gjetur streh\u00eb, qet\u00ebsi apo siguri n\u00eb forma t\u00eb ndryshme skllav\u00ebrimi apo n\u00ebnshtrimi.<\/p>\n<p>* * *<\/p>\n<p>Por a \u00ebsht\u00eb v\u00ebrtet liria, kjo situat\u00eb pa siguri q\u00eb i b\u00ebn jo pak njer\u00ebz t\u00eb kthejn\u00eb me nostalgji syt\u00eb nga diktatura q\u00eb, gjithsesi, u duket se ofronte, t\u00eb pakt\u00ebn, siguri? K\u00ebtu vijm\u00eb n\u00eb pjes\u00ebn e dyt\u00eb t\u00eb fraz\u00ebs s\u00eb Omarit: \u201c\u2026sot n\u00eb demokraci jemi t\u00eb lir\u00eb, por aspak t\u00eb sigurt\u201d. V\u00ebrtet? E \u00e7\u2019na qenka kjo liri q\u00eb nuk ofruaka siguri? Liria pa siguri \u00ebsht\u00eb nj\u00eb kontradikt\u00eb n\u00eb p\u00ebrkufizim. N\u00ebse liria nuk do ofronte siguri p\u00ebr njer\u00ebzit, ajo nuk do ishte ideal i tyre. Liria \u00ebsht\u00eb ajo situat\u00eb q\u00eb ofron sigurin\u00eb m\u00eb t\u00eb madhe p\u00ebr njer\u00ebzit dhe p\u00ebr nj\u00eb shoq\u00ebri. Dhe k\u00ebt\u00eb e b\u00ebn me an\u00eb t\u00eb drejt\u00ebsis\u00eb q\u00eb sikund\u00ebr shkruan Edmund B\u00ebrke, \u00ebsht\u00eb nj\u00eb em\u00ebr i dyt\u00eb p\u00ebr lirin\u00eb. Por n\u00eb Shqip\u00ebri p\u00ebrgjith\u00ebsisht e paskan t\u00eb v\u00ebshtir\u00eb t\u00eb kuptojn\u00eb lidhjen organike mes liris\u00eb dhe drejt\u00ebsis\u00eb.<\/p>\n<p>Prandaj, dhe politikan\u00eb si Berisha e kan\u00eb t\u00eb leht\u00eb t\u00eb th\u00ebrrasin e premtojn\u00eb \u201cliri\u201d, nd\u00ebrkoh\u00eb q\u00eb b\u00ebjn\u00eb gjith\u00e7ka t\u00eb v\u00ebn\u00eb n\u00ebn sundimin e tyre pushtetin e drejt\u00ebsis\u00eb, ta vrasin lirin\u00eb duke skllav\u00ebruar drejt\u00ebsin\u00eb. Kur Xhon Lok thot\u00eb, se pa ligj nuk ka liri, kishte parasysh pik\u00ebrisht drejt\u00ebsin\u00eb e pavarur si pushtet dhe jo thjesht ligjet e shkruara t\u00eb interpretuara nga gjykat\u00ebs servil\u00eb sipas oreksit t\u00eb qeveris\u00eb. Liria lind dhe zhvillohet vet\u00ebm aty ku drejt\u00ebsia kufizon gjakimet e pushtetit politik n\u00eb at\u00eb mas\u00eb q\u00eb ai nuk mund t\u00eb dhunoj\u00eb dot jet\u00ebn e njer\u00ebzve.<\/p>\n<p>Por, nuk mund t\u00eb quhet nj\u00eb vend i lir\u00eb, nj\u00eb shtet me liri, ai ku n\u00ebpun\u00ebsi civil nuk mbron dot vendin e pun\u00ebs n\u00eb gjykat\u00eb, sepse partia n\u00eb pushtet ka dh\u00ebn\u00eb urdh\u00ebr q\u00eb t\u00eb flaket, ku pronari nuk e merr pron\u00ebn e grabitur nga komunizmi, sepse ashtu do pushteti, ku biznesi privilegjohet kur sponsorizon pushtetin dhe obstruktohet n\u00eb t\u00eb gjitha format, kur nuk e b\u00ebn nj\u00eb gj\u00eb t\u00eb till\u00eb. N\u00eb nj\u00eb vend t\u00eb till\u00eb edhe demokracia nuk \u00ebsht\u00eb m\u00eb demokraci, sepse gjykatat e kapura nga pushteti sh\u00ebrbejn\u00eb si lavatri\u00e7e t\u00eb vjedhjes s\u00eb vot\u00ebs nga pushteti. A nuk po ndodh k\u00ebshtu me vot\u00ebn n\u00eb Tiran\u00eb?<\/p>\n<p>Pra, jemi n\u00eb nj\u00eb situat\u00eb pasigurie q\u00eb vjen pik\u00ebrisht nga mungesa e drejt\u00ebsis\u00eb. \u00cbsht\u00eb n\u00eb fakt nj\u00eb situat\u00eb kaosi e maskuar me \u201cshtet\u201d dhe me \u201cligj\u201d dhe q\u00eb prandaj perceptohet gabim si situat\u00eb lirie. Edhe liria e shprehjes dhe pluralizmi politik, edhe votimet, jan\u00eb ato q\u00eb e shtojn\u00eb edhe m\u00eb shum\u00eb iluzionin e liris\u00eb. Por pa drejt\u00ebsin\u00eb, edhe liria e fjal\u00ebs shnd\u00ebrrohet n\u00eb nj\u00eb garnitur\u00eb t\u00eb n\u00ebnshtrimit. Sikund\u00ebr, mjerisht po ndodh edhe n\u00eb Shqip\u00ebri.<\/p>\n<p>Pra, ne shqiptar\u00ebt, nuk \u201cjemi t\u00eb lir\u00eb, por t\u00eb pasigurt\u201d, sikund\u00ebr thot\u00eb profesor Omari, por jemi t\u00eb pasigurt, sepse nuk jemi t\u00eb lir\u00eb. Dhe shp\u00ebtimi nuk vjen duke u strehuar n\u00eb nj\u00eb gjendje pa liri, por me \u201cstabilitet\u201d e \u201csiguri\u201d, por duke u p\u00ebrpjekur p\u00ebr krijimin e drejt\u00ebsis\u00eb s\u00eb pavarur q\u00eb kufizon pushtetin politik duke krasitur me ligj lakmit\u00eb e tij, duke ndar\u00eb pushtetin e drejt\u00ebsis\u00eb nga pushteti politik.
