Kjo \u00ebsht\u00eb nj\u00eb p\u00ebrmbledhje e thjesht\u00ebzuar e asaj q\u00eb ka ndodhur n\u00eb Tiran\u00eb. Qytetar\u00ebt n\u00eb kryeqytet votuan n\u00eb kat\u00ebr kuti t\u00eb ndryshme: p\u00ebr kryebashkiakun, k\u00ebshillin e qytetit dhe s\u00ebrish p\u00ebr \u00e7do minibashki t\u00eb qytetit. Edi Rama, lideri i socialist\u00ebve, ka qen\u00eb kryebashkiak q\u00eb nga viti 2000 dhe po k\u00ebrkonte t\u00eb rizgjidhej.<\/p>\n

Nd\u00ebrsa num\u00ebrimi i afrohej fundit, u b\u00eb e qart\u00eb se rezultati do ishte ekstremisht i ngusht\u00eb.<\/p>\n

N\u00eb fund, Rama doli dhjet\u00eb vota p\u00ebrpara rivalit t\u00eb tij, Lulzim Basha nga Partia Demokratike n\u00eb qeverisje.<\/p>\n

Demokrat\u00ebt than\u00eb se disa vota p\u00ebr kryebashkiak ishin hedhur n\u00eb kutit\u00eb e gabuara: n\u00ebse do t\u00eb num\u00ebroheshin, than\u00eb ata, njeriu i tyre do t\u00eb fitonte me 81 vota. Rregullat dukeshin t\u00eb paqarta. Num\u00ebruesit e votave ishin udh\u00ebzuar q\u00eb t\u00eb mos num\u00ebronin flet\u00ebt e votimit t\u00eb hedhura n\u00eb kutit\u00eb e gabuara, por nuk kishte rregulla n\u00eb Kodin Zgjedhor q\u00eb mbulojn\u00eb nj\u00eb \u00e7\u00ebshtje t\u00eb till\u00eb. Tani autoritetet zgjedhore tregojn\u00eb se Basha \u00ebsht\u00eb fitues.<\/p>\n

Socialist\u00ebt apeluan n\u00eb Kolegjin Elektoral, trup\u00ebn m\u00eb t\u00eb lart\u00eb zgjedhore n\u00eb Shqip\u00ebri. \u00c7\u00ebshtja e tyre u rr\u00ebzua, por mbr\u00ebm\u00eb nj\u00eb tjet\u00ebr padi u pranua pjes\u00ebrisht.<\/p>\n

Megjithat\u00eb ata s\u00ebrish pretendojn\u00eb se autoritetet zgjedhore ndryshuan rregullat gjat\u00eb num\u00ebrimit dhe se n\u00eb kuti kishte m\u00eb shum\u00eb vota se votues.<\/p>\n

Aldo Bum\u00e7i, kryetar i Partis\u00eb Demokratike p\u00ebr Tiran\u00ebn, e p\u00ebrshkruan manovr\u00ebn socialiste si nj\u00eb \u201cmanipulim artificial\u201d.<\/p>\n

N\u00ebse autoritetet vendosin n\u00eb favor t\u00eb Ram\u00ebs, thot\u00eb Bum\u00e7i, ne do e pranojm\u00eb k\u00ebt\u00eb, por ai thot\u00eb se partia e tij nuk do e l\u00ebshoj\u00eb fitoren n\u00eb m\u00ebnyra t\u00eb tjera. \u201cNe duam q\u00eb \u00e7do vot\u00eb t\u00eb num\u00ebrohet dhe zoti Rama nuk e do k\u00ebt\u00eb. Kjo \u00ebsht\u00eb diferenca.\u201d<\/p>\n

Zoti Rama, nga ana e tij, mendon se demokrat\u00ebt po k\u00ebnaqen me zanatin e vjedhjes s\u00eb zgjedhjeve, q\u00eb ndodhi s\u00eb fundmi edhe n\u00eb zgjedhjet parlamentare t\u00eb vitit 2009.<\/p>\n

Albania’s disputed election<\/em><\/strong>

RUNNING into a senior European Union official recently, I mentioned I was going to Albania. He muttered something I cannot repeat here and walked off, apparently irritated even by the mention of the country\u2019s name. You can understand why. On May 8th the country voted in municipal elections. Over a month later we still don\u2019t know who the mayor of Tirana is. If Albanians can\u2019t even hold a local vote without the risk of violent disruption, think Eurocrats, they should not expect any love from Brussels.<\/p>\n

Edith Harxhi, Albania’s deputy foreign minister, concurs. \u201cFor me it is extremely depressing,\u201d she says. \u201cThe election was the best we have had so far, and there were only minor problems.\u201d (The opposition Socialists would not agree with this rosy assessment.) The net result, says Ms Harxhi, is that \u201cEU integration has stopped for now.\u201d<\/p>\n

Here is a simplified summary of what happened in Tirana. People in the Albanian capital voted in four separate elections: city mayor, city council, and the same again for their own part of town. Edi Rama, leader of the Socialists, has been mayor of Tirana since 2000 and was seeking re-election to the town hall (pictured on the right of the image above).<\/p>\n

As the counting neared its end, it became clear that the result was extrmely close. In the end Mr Rama emerged ten votes ahead of his rival, Lulzim Basha, from Albania’s governing Democratic Party.<\/p>\n

The Democrats said that several votes in the ballot for mayor had been cast in the wrong box; if those votes had been counted, they said, their man would have won by 81 votes. The rules seemed unclear. Ballot-counters had been told not to count voting papers placed into the wrong box, but there are no rules in the electoral code covering such cases. Yet the election authorities indicated that Mr Basha was the winner.<\/p>\n

The Socialists appealed to the Electoral College, the highest electoral court in Albania. Their case was rejected, but last night another was, partially, successful. Their case rests on the claim that the election authorities changed the rules during the counting, and that under the new court there appear to be more votes in some boxes than there were voters.<\/p>\n

Aldo Bumci, chairman of the Democratic Party, describes the Socialist manoeuvring as \u201cartificial manipulation\u201d. If the authorities decide in favour of Mr Rama, says Mr Bumci, \u201cwe will accept it,\u201d but he says the party will not concede victory otherwise. \u201cWe want every vote to count and Mr Rama does not. That is the difference.\u201d<\/p>\n

Mr Rama, for his part, thinks the Democrats are indulging a habit of stealing elections last seen in the 2009 parliamentary vote. \u201cIt is daylight robbery,\u201d he says. Albania is stuck because \u201cit does not have free and fair elections.\u201d<\/p>\n

As the Tirana vote suggests, Albanians are split down the middle on the issue. Whoever becomes mayor of Tirana will be seen as illegitimate by half the city\u2019s population. And Albania’s stalemate will continue.<\/p>\n","protected":false},"excerpt":{"rendered":"
