K\u00ebshtu, tregu i forc\u00ebs pun\u00ebtore n\u00eb Shqip\u00ebri qenka &#8220;m\u00eb i miri&#8221; dhe &#8220;m\u00eb i liri&#8221; n\u00eb Europ\u00eb; rritja e rrogave dhe e pensioneve &#8220;m\u00eb e madhja&#8221; n\u00eb Europ\u00eb; Shqip\u00ebria qenka shnd\u00ebrruar &#8220;n\u00eb nj\u00eb nga vendet m\u00eb t\u00ebrheq\u00ebse p\u00ebr investime n\u00eb Europ\u00eb dhe n\u00eb bot\u00eb&#8221;; madje k\u00ebt\u00eb vit &#8220;Lezha dhe Shqip\u00ebria \u00ebsht\u00eb shpallur e bukura e dheut, destinacioni turistik m\u00eb i bukur i gjith\u00eb bot\u00ebs.&#8221;<\/p>\n<p>Nd\u00ebrkoh\u00eb, ekonomia shqiptare qenka &#8220;nga m\u00eb entuziastet dhe m\u00eb t\u00eb mirat n\u00eb Europ\u00eb&#8221;; Shqip\u00ebria paska tashm\u00eb &#8220;nj\u00eb nga sistemet m\u00eb t\u00eb mira n\u00eb bot\u00eb t\u00eb prokurimit publik&#8221;, nd\u00ebrsa \u00ebsht\u00eb shnd\u00ebrruar &#8220;n\u00eb Miss Bota 2011 p\u00ebr sa i p\u00ebrket turizmit.&#8221;<\/p>\n<p>Q\u00eb t\u00eb mos mbetet m\u00eb asnj\u00eb dyshim p\u00ebr k\u00ebt\u00eb, kryeministri e rithekson: &#8220;Shqip\u00ebria sot \u00ebsht\u00eb vendi m\u00eb i mir\u00eb n\u00eb bot\u00eb p\u00ebr turizmin.&#8221;<\/p>\n<p>Jan\u00eb t\u00eb mir\u00ebnjohura garancit\u00eb e z. Berisha se qeveria e tij do t\u00eb siguronte &#8220;standardet m\u00eb t\u00eb larta teknologjike p\u00ebr num\u00ebrimin e votave&#8221; p\u00ebr zgjedhjet e fundit lokale. T\u00eb t\u00eb nj\u00ebjtit kalib\u00ebr jan\u00eb edhe sigurimet se &#8220;n\u00eb tre vjet, Shqip\u00ebria do t\u00eb ket\u00eb infrastruktur\u00ebn m\u00eb t\u00eb mir\u00eb n\u00eb Europ\u00ebn Juglindore dhe nga m\u00eb t\u00eb mirat n\u00eb Europ\u00eb.&#8221;<\/p>\n<p>Gjetiu ai i premton publikut se &#8220;qytetar\u00ebt [do] t\u00eb ken\u00eb nj\u00eb nga rrjetet rrugore m\u00eb t\u00eb mira n\u00eb Europ\u00eb&#8221;, nd\u00ebrsa kartat e identitetit do t\u00eb ndjekin &#8220;standardet m\u00eb t\u00eb mira n\u00eb Europ\u00eb.&#8221;<br \/>\nDeri edhe p\u00ebr kandidatin p\u00ebr kryebashkiak t\u00eb Tiran\u00ebs, Lulzim Bash\u00ebn, kryeministri \u00ebsht\u00eb shprehur se ai \u00ebsht\u00eb &#8220;studenti q\u00eb shk\u00eblqeu n\u00eb Utreht, n\u00eb nj\u00eb prej universiteteve m\u00eb t\u00eb mira n\u00eb bot\u00eb.&#8221;<\/p>\n<p>Disa prej nesh i krahasojn\u00eb k\u00ebto pohime me faktet dhe gjejn\u00eb nj\u00eb hendek midis realitetit t\u00eb p\u00ebrftuar prej tyre dhe s\u00eb v\u00ebrtet\u00ebs. Nj\u00eb kryeminist\u00ebr mund t\u00eb ket\u00eb d\u00ebshira t\u00eb mira dhe vizione t\u00eb mrekullueshme p\u00ebr t\u00eb ardhmen, por k\u00ebto nuk mund t\u00eb realizohen vet\u00ebm me rrug\u00eb ligj\u00ebrimore.<\/p>\n<p>Si duhet interpretuar, at\u00ebher\u00eb, kjo simptom\u00eb n\u00eb ligj\u00ebrat\u00ebn e kryeministrit shqiptar?<br \/>\nPara s\u00eb gjithash, ajo duhet interpretuar si produkt i nj\u00eb plan\u00ebzimi t\u00eb arsyetuar dhe t\u00eb p\u00ebrgatitur mir\u00eb, i cili synon t&#8217;i jap\u00eb nj\u00eb ngjyrim pohues dhe pozitiv k\u00ebsaj ligj\u00ebrate &#8211; p\u00ebr ta zhvendosur nga negativizmi i skajsh\u00ebm i p\u00ebrplasjeve me opozit\u00ebn, i pak muajve m\u00eb par\u00eb.<br \/>\nAnalist\u00ebt e ligj\u00ebrimit politik e kuptojn\u00eb se, n\u00eb raste t\u00eb tilla, \u00ebsht\u00eb fjala p\u00ebr \u00e7far\u00eb amerikan\u00ebt e quajn\u00eb bullshit, e q\u00eb n\u00eb shqipe mund ta sillnim si &#8220;profka&#8221;; nj\u00eb lloj ligj\u00ebrimi q\u00eb synon t\u00eb shmang\u00eb ballafaqimin me t\u00eb v\u00ebrtet\u00ebn. N\u00eb sip\u00ebroret e Berish\u00ebs gjen fakte t\u00eb interpretuara sipas d\u00ebshir\u00ebs, d\u00ebshira t\u00eb interpretuara si fakte, koreografi t\u00eb dh\u00ebnash dhe t\u00eb tjera p\u00ebrftesa t\u00eb r\u00ebndomta t\u00eb agjit-propit konvencional.<\/p>\n<p>Bullshit-i nuk duhet ngat\u00ebrruar me g\u00ebnjeshtr\u00ebn; kjo e fundit i ruan lidhjet me t\u00eb v\u00ebrtet\u00ebn, madje e respekton at\u00eb n\u00eb m\u00ebnyr\u00ebn e vet, duke iu referuar teksa e shtremb\u00ebron ose e fsheh. P\u00ebrkundrazi, si\u00e7 e kan\u00eb v\u00ebn\u00eb n\u00eb dukje tashm\u00eb, profkat kan\u00eb p\u00ebr efekt t\u00eb zhvendosin v\u00ebmendjen e publikut nga tema e ligj\u00ebrat\u00ebs te personaliteti i ligj\u00ebruesit, duke u shfaqur si forma gjuh\u00ebsore t\u00eb narcisizmit.<\/p>\n<p>Q\u00eb si gjymtyr\u00eb e dyt\u00eb e k\u00ebtyre krahasimeve sh\u00ebrben zakonisht Europa dhe ndonj\u00ebher\u00eb edhe bota nuk p\u00ebrb\u00ebn ndonj\u00eb habi; Shqip\u00ebria tanim\u00eb synon t\u00eb radhitet mes vendeve t\u00eb tjera t\u00eb kontinentit dhe t\u00eb plot\u00ebsoj\u00eb nj\u00eb num\u00ebr kriteresh dhe kushtesh q\u00eb ia kan\u00eb imponuar tutor\u00ebt e vet. P\u00ebr fat t\u00eb keq, rezultatet e p\u00ebrpjekjeve t\u00eb administrat\u00ebs Berisha n\u00eb k\u00ebt\u00eb drejtim nuk kan\u00eb qen\u00eb t\u00eb mira dhe, pavar\u00ebsisht nga sip\u00ebroret n\u00eb ligj\u00ebrat\u00ebn e kryeministrit, Shqip\u00ebria mbetet n\u00eb shum\u00eb an\u00eb n\u00eb bisht &#8211; p\u00ebr standarde politike, tregues ekonomik\u00eb, veprimtari kulturore dhe pesh\u00eb t\u00eb shoq\u00ebris\u00eb civile n\u00eb jet\u00ebn e vendit.<\/p>\n<p>Njer\u00ebzit natyrsh\u00ebm do t\u00eb pyesin sa seriozisht duhet marr\u00eb kjo ligj\u00ebrat\u00eb, teksa i mungojn\u00eb lidhjet e mir\u00ebfillta me realitetin. Mir\u00ebpo ligj\u00ebrata e kryeministrit, n\u00eb llojin e vet, me sip\u00ebroret e veta relative, vizionet dhe d\u00ebshirat e p\u00ebrkthyera n\u00eb fakte, \u00ebsht\u00eb fund e krye serioze. P\u00ebr k\u00ebt\u00eb nuk duhet pasur pik\u00eb dyshimi, meq\u00eb z. Berisha \u00ebsht\u00eb politikan i suksessh\u00ebm dhe nj\u00eb pjes\u00eb t\u00eb k\u00ebtij suksesi t\u00eb vet ia detyron, pa dyshim, edhe m\u00ebnyr\u00ebs si komunikon n\u00eb publik.<\/p>\n<p>P\u00ebr ta kuptuar k\u00ebt\u00eb paradoks, duhet pasur parasysh se kjo m\u00ebnyr\u00eb t\u00eb shprehuri me hiperbola, krahasime bombastike dhe zbukurime shum\u00ebngjyr\u00ebshe \u00ebsht\u00eb karakteristike p\u00ebr ligj\u00ebrat\u00ebn shit\u00ebse, ose sales pitch, si\u00e7 e quajn\u00eb n\u00eb anglishte. Nj\u00eb tregtari q\u00eb rreket t\u00eb bind\u00eb klientin p\u00ebr vler\u00ebn e mallit t\u00eb vet, ose p\u00ebr \u00e7mimin me t\u00eb cilin e mban, do t&#8217;i falen teprimet n\u00eb p\u00ebrshkrim, ose orvatjet p\u00ebr t&#8217;i fryr\u00eb karakteristikat e mallit.<\/p>\n<p>N\u00eb thelb, sip\u00ebrorja relative, e tipit &#8220;Shqip\u00ebria sot \u00ebsht\u00eb vendi m\u00eb i mir\u00eb n\u00eb bot\u00eb p\u00ebr turizmin&#8221; tregon se fol\u00ebsi po p\u00ebrpiqet d\u00ebshp\u00ebrimisht t\u00eb &#8220;shes\u00eb&#8221; di\u00e7ka &#8211; nj\u00eb imazh, nj\u00eb pozicionim imagjinar, nj\u00eb optimiz\u00ebm t\u00eb mb\u00ebshtetur jo aq n\u00eb fakte, sesa n\u00eb interpretimin agresiv t\u00eb tyre. Duke pasur parasysh realitetet shqiptare t\u00eb koh\u00ebve t\u00eb fundit, mund t\u00eb formulohet hipoteza se z. Berisha p\u00ebrpiqet t\u00eb reklamoj\u00eb Shqip\u00ebrin\u00eb n\u00eb sy t\u00eb investuesve t\u00eb huaj dhe t\u00eb autoriteteve q\u00eb mbikqyrin procesin e integrimit shqiptar n\u00eb Europ\u00eb; sikurse p\u00ebrpiqet t\u00eb reklamoj\u00eb qeverin\u00eb dhe administrat\u00ebn e tij n\u00eb sy t\u00eb publikut n\u00eb vend.<\/p>\n<p>N\u00ebse \u00ebsht\u00eb k\u00ebshtu, at\u00ebher\u00eb suksesi i nj\u00eb ligj\u00ebrate t\u00eb till\u00eb, t\u00eb mb\u00ebshtetur n\u00eb teknikat e marketing-ut, lidhet drejtp\u00ebrdrejt edhe me besueshm\u00ebrin\u00eb e fol\u00ebsit, ose t\u00eb kryeministrit Berisha vet\u00eb. Kur ky u drejtohet investuesve t\u00eb huaj, p\u00ebr t&#8217;u th\u00ebn\u00eb se Shqip\u00ebria u ofron &#8220;tregun e forc\u00ebs pun\u00ebtore m\u00eb t\u00eb mir\u00eb n\u00eb Europ\u00eb&#8221; dhe nj\u00ebkoh\u00ebsisht &#8220;m\u00eb t\u00eb lirin,&#8221; e b\u00ebn k\u00ebt\u00eb me shpres\u00ebn se do t&#8217;ia besojn\u00eb fjal\u00ebn; jo aq p\u00ebrmbajtjen e drejtp\u00ebrdrejt\u00eb t\u00eb sip\u00ebroreve dhe t\u00eb vet\u00eb-l\u00ebvdatave, e cila mund t\u00eb verifikohet dhe t\u00eb p\u00ebrg\u00ebnjeshtrohet menj\u00ebher\u00eb, sesa iden\u00eb e p\u00ebrgjithshme q\u00eb n\u00eb Shqip\u00ebri pun\u00ebt shkojn\u00eb mir\u00eb, sa koh\u00eb q\u00eb z. Berisha \u00ebsht\u00eb n\u00eb pushtet.<\/p>\n<p>Mbetet p\u00ebr t&#8217;u par\u00eb n\u00ebse publiku n\u00eb Shqip\u00ebri do ta pranoj\u00eb k\u00ebt\u00eb lloj marketing-u kaq agresiv. Qytetar\u00ebt shqiptar\u00eb ende presin t\u00eb d\u00ebgjojn\u00eb t\u00eb v\u00ebrteta nga politikan\u00ebt e tyre, n\u00eb nj\u00eb koh\u00eb q\u00eb ligj\u00ebratat shit\u00ebse i pranojn\u00eb m\u00eb leht\u00eb kur i d\u00ebgjojn\u00eb nga nj\u00eb koncesionar veturash t\u00eb p\u00ebrdorura. Ka mund\u00ebsi q\u00eb zyra e kryeministrit, n\u00eb adoptimin e k\u00ebtyre teknikave ligj\u00ebrimore, t\u00eb jet\u00eb ndikuar jo pak nga k\u00ebshilltar\u00ebt amerikan\u00eb t\u00eb marr\u00ebdh\u00ebnieve me publikun; meq\u00eb kjo martes\u00eb e marketing-ut me politik\u00ebn e ka zanafill\u00ebn dhe e gjen akoma p\u00ebrligjjen pik\u00ebrisht p\u00ebrtej detit. P\u00ebrndryshe, shqiptar\u00ebve &#8211; madje edhe atyre q\u00eb ia japin vot\u00ebn z.
