Kryetari i Partis\u00eb Socialiste, Edi Rama, n\u00eb nj\u00eb konferenc\u00eb p\u00ebr shtyp, shprehu edhe nj\u00ebher\u00eb shqet\u00ebsim p\u00ebr faktin q\u00eb Kolegji Zgjedhor nuk ka zbardhur vendimin e tij p\u00ebr rr\u00ebzimin e padis\u00eb s\u00eb PS. Rama tha se \u201cmosarsyetimi i vendimit p\u00ebrb\u00ebn nj\u00eb penges\u00eb serioze n\u00eb proces\u201d duke shtuar se procesi vijon pasi ka nj\u00eb tjet\u00ebr padi t\u00eb PS q\u00eb duhet shqyrtuar. Rama tha se \u201csa i p\u00ebrket opinionit t\u00eb Venecias, problemi \u00ebsht\u00eb Saliu, pasi ai e refuzon marrjen e opinionit\u201d, pasi \u201cnuk ka gjykat\u00ebs normal\u00eb q\u00eb mund t\u00eb pranoj\u00eb q\u00eb ajo q\u00eb ka ndodhur n\u00eb KQZ, pas kushtrimit t\u00eb Saliut p\u00ebr t\u00eb filluar nj\u00eb proces kur mbaroi num\u00ebrimi, \u00ebsht\u00eb e ligjshme\u201d.<\/p>\n
\u201cNe mbetemi shum\u00eb t\u00eb interesuar, jo thjesht p\u00ebr rezultatin e k\u00ebtij procesi, por p\u00ebr fatet e vendit, mbi t\u00eb gjitha fatin e drejt\u00ebsis\u00eb, q\u00eb t\u00eb ket\u00eb nj\u00eb asistenc\u00eb nd\u00ebrkomb\u00ebtare, t\u00eb bindur se n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb vendoset nj\u00eb pik\u00eb reference, e pranueshme nga t\u00eb gjith\u00eb. Ne e kemi pranuar k\u00ebt\u00eb propozim si nj\u00eb opinion t\u00eb bazuar jo tek frika, presionet e konjukturat, por tek objektiviteti. K\u00ebtu nuk ka asnj\u00eb hije dyshimi si \u00ebsht\u00eb e drejta, pasi nuk ndryshohen rregullat e loj\u00ebs kur ajo ka mbaruar,\u201d tha Rama.<\/p>\n
M\u00eb posht\u00eb deklarata e plot\u00eb e Ram\u00ebs.<\/p>\n
\u201cUn\u00eb d\u00ebshiroj t\u00eb rin\u00ebnvizoj domosdoshm\u00ebrin\u00eb e t\u00eb kuptuarit nga t\u00eb gjith\u00eb se kjo \u00e7\u00ebshtje \u00ebsht\u00eb p\u00ebrdit\u00eb e m\u00eb shum\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb q\u00ebndron p\u00ebrtej kufijve t\u00eb problemit konkret. \u00cbsht\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb lidhet p\u00ebrdit\u00eb e m\u00eb shum\u00eb me fatin e vet\u00eb drejt\u00ebsis\u00eb n\u00eb k\u00ebt\u00eb vend, ashtu sikund\u00ebr me nj\u00eb s\u00ebr\u00eb faktor\u00ebsh t\u00eb tjer\u00eb shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm e jetik p\u00ebr vendin, q\u00eb s\u2019ka pik\u00eb dyshimi se do p\u00ebrcaktohen n\u00eb var\u00ebsi t\u00eb m\u00ebnyr\u00ebs se si do zgjidhet kjo \u00e7\u00ebshtje: n\u00eb m\u00ebnyr\u00eb t\u00eb drejt\u00eb apo t\u00eb padrejt\u00eb.<\/p>\n
E dim\u00eb t\u00eb gjith\u00eb se historia e dy viteve t\u00eb fundit, vitet q\u00eb pasuan zgjedhjet e vjedhura t\u00eb vitit 2009, u pasuan nga nj\u00eb vendim i padrejt\u00eb i Kolegjit Zgjedhor, nj\u00eb padrejt\u00ebsi e madhe e flagrante n\u00eb gjykimin e ankes\u00ebs s\u00eb opozit\u00ebs p\u00ebr vendimin e KQZ.<\/p>\n
Kolegji Zgjedhor e rr\u00ebzoi k\u00ebrkes\u00ebn legjitime t\u00eb opozit\u00ebs dy vjet m\u00eb par\u00eb dhe i hapi rrug\u00ebn kriz\u00ebs dyvje\u00e7are politike e institucionale me t\u00eb gjith\u00eb pasojat q\u00eb dihen. Ashtu sikund\u00ebr njihet edhe kostoja e k\u00ebtyre pasojave, q\u00eb erdh\u00ebn si p\u00ebrmbajtje e shp\u00ebrdorimit t\u00eb pushtetit t\u00eb vjedhur nga ana e Saliut.<\/p>\n
N\u00eb vend q\u00eb sot t\u00eb gjendeshim natyrsh\u00ebm n\u00eb kushtet e kap\u00ebrcimit t\u00eb kriz\u00ebs, jemi n\u00eb nj\u00eb kriz\u00eb q\u00eb rrezikon t\u00eb b\u00ebhet shum\u00eb m\u00eb e thell\u00eb. Vjedhja e vot\u00ebs k\u00ebt\u00eb her\u00eb \u00ebsht\u00eb b\u00ebr\u00eb hapur, \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb televizion, n\u00eb dit\u00ebn me diell. Shkelja e ligjit nga KQZ p\u00ebr t\u00eb p\u00ebrmbysur rezultatin n\u00eb kryeqytet \u00ebsht\u00eb par\u00eb nga miliona sy dhe \u00ebsht\u00eb denoncuar jo vet\u00ebm nga opozita, por edhe nga miqt\u00eb dhe partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb, sigurisht me gjuh\u00ebn e tyre.<\/p>\n
Ajo q\u00eb mbetet themeli i k\u00ebtij problemi konkret \u00ebsht\u00eb cenimi i procesit demokratik p\u00ebrmes ndryshimit t\u00eb rregullave t\u00eb loj\u00ebs n\u00eb fund t\u00eb loj\u00ebs. Ky \u00ebsht\u00eb nj\u00eb parim, q\u00eb nuk mund t\u00eb shkelet dhe \u00ebsht\u00eb nj\u00eb parim q\u00eb buron jo thjesht nga kodi zgjedhor, por buron nga Kushtetuta e Shqip\u00ebris\u00eb p\u00ebr t\u00eb gjitha marr\u00ebdh\u00ebniet q\u00eb siguron pal\u00ebt dhe individ\u00ebt n\u00eb raport me shtetin.<\/p>\n
\u00cbsht\u00eb e shkruar n\u00eb raportin e v\u00ebzhguesve nd\u00ebrkomb\u00ebtar\u00eb, \u00ebsht\u00eb th\u00ebn\u00eb nga BE. Dje ka folur s\u00ebrish n\u00eb em\u00ebr t\u00eb qeveris\u00eb amerikane Tomas Kantrimen, dhe ne e falenderojm\u00eb p\u00ebr shqet\u00ebsimin e ngritur p\u00ebr veprimtarin\u00eb e KQZ-s\u00eb. Nd\u00ebrkoh\u00eb, p\u00ebrtej baz\u00ebs kushtetuese e ligjore t\u00eb vendit ton\u00eb, ka nj\u00eb baz\u00eb shum\u00eb solide jurisprudenca q\u00eb garanton ekuilibrat juridike n\u00eb bot\u00ebn demokratike.<\/p>\n
Problemi sot mbetet i shtruar dhe pik\u00ebpyetja lidhur me m\u00ebnyr\u00ebn se si do zgjidhet ky problem shkon duke u zmadhuar, sepse nuk ka t\u00eb b\u00ebj\u00eb vet\u00ebm me si do p\u00ebrfundoj\u00eb odiseja e zgjedhjeve n\u00eb Tiran\u00eb, por ka t\u00eb b\u00ebj\u00eb se n\u00eb \u00e7far\u00eb Shqip\u00ebrie do jetojn\u00eb shqiptar\u00ebt.<\/p>\n
Sot m\u00eb shum\u00eb e qart\u00eb se asnj\u00ebher\u00eb, p\u00ebr shkak t\u00eb komb\u00ebtar\u00ebzimit dhe nd\u00ebrkomb\u00ebtar\u00ebzimit t\u00eb k\u00ebtij problemi, sfida e drejt\u00ebsis\u00eb ka nj\u00eb kuptim t\u00eb ve\u00e7ant\u00eb, nga ana tjet\u00ebr, sfida q\u00eb padrejt\u00ebsia i ka b\u00ebr\u00eb k\u00ebsaj shoq\u00ebrie duke u kthyer n\u00eb sistem, sot ngjan qartazi shum\u00eb m\u00eb k\u00ebrc\u00ebnuese sesa duket dhe \u00e7\u2019\u00ebsht\u00eb n\u00eb t\u00eb v\u00ebrtet\u00eb n\u00eb jet\u00ebn e p\u00ebrditshme t\u00eb qytetarit.<\/p>\n
Mbetet p\u00ebr ne detyrim ndaj vizionit e bindjeve tona q\u00eb t\u00eb vazhdojm\u00eb deri n\u00eb fund betej\u00ebn n\u00eb rrug\u00ebn ligjore, por nj\u00ebkoh\u00ebsisht \u00ebsht\u00eb e detyrueshme q\u00eb n\u00eb k\u00ebt\u00eb rrug\u00eb t\u00eb n\u00ebnvizojm\u00eb me forc\u00eb dhe pa u lodhur domosdoshm\u00ebrin\u00eb q\u00eb drejt\u00ebsia t\u00eb jap\u00eb drejt\u00ebsi.<\/p>\n
M\u00eb lejoni t\u00eb shtoj se tanim\u00eb sfida e hapur mes padrejt\u00ebsis\u00eb dhe drejt\u00ebsis\u00eb ka arritur n\u00eb nj\u00eb koment kulmor kur duhet t\u00eb ndodh\u00eb ballafaqimi me produktin e asaj q\u00eb ndodhi n\u00eb tavolin\u00ebn e KQZ n\u00eb shkelje flagrante t\u00eb ligjit. Gjurm\u00ebt e barbaris\u00eb jan\u00eb jo vet\u00ebm n\u00eb shkeljet e Kushtetut\u00ebs e Kodit Zgjedhor, por edhe n\u00eb vet\u00eb aritmetik\u00ebn e rezultatit t\u00eb rrem\u00eb q\u00eb ka prodhuar KQZ. Jan\u00eb gjurm\u00eb ul\u00ebrit\u00ebse q\u00eb tregojn\u00eb se futja e duarve n\u00eb proces ka prodhuar tabela rezultatesh q\u00eb as djalli vet\u00eb nuk i p\u00ebrputh dot m\u00eb mes numrit t\u00eb votuesve, pjes\u00ebmarr\u00ebsve dhe numrit t\u00eb votave q\u00eb kan\u00eb dal\u00eb nga kutit\u00eb ku jan\u00eb futur duart. P\u00ebr t\u00eb nxjerr\u00eb humb\u00ebsin fitues, KQZ jo vet\u00ebm preu gjitha nyjet q\u00eb lidhin at\u00eb institucion me Kushtetut\u00ebn dhe ligjin, por edhe fillin e logjik\u00ebs aritmetike. T\u00eb gjitha k\u00ebto jan\u00eb bazuar n\u00eb prova faktike.<\/p>\n
\u00cbsht\u00eb e qart\u00eb se kushtrimi p\u00ebr t\u00eb d\u00ebgjuar z\u00ebrin e qytetar\u00ebve, n\u00eb fakt disa dit\u00eb pasi qytetar\u00ebt e kishin par\u00eb me syt\u00eb e tyre num\u00ebrimin e \u00e7do vote, ka prodhuar nj\u00eb tepri z\u00ebrash, q\u00eb n\u00eb fakt jan\u00eb t\u00eb gjitha bashk\u00eb z\u00ebri i Saliut.<\/p>\n
N\u00eb fund dua ta rin\u00ebnvizoj se nga dh\u00ebnia e drejt\u00ebsis\u00eb n\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje varet t\u00ebr\u00ebsia e pun\u00ebve t\u00eb k\u00ebtij vendi dhe m\u00ebnyra se si do t\u00eb zhvillohet jeta publike, por edhe jeta e \u00e7do shqiptari n\u00eb \u00e7do vend, pasi n\u00eb rast se padrejt\u00ebsia do triumfoj\u00eb, at\u00ebher\u00eb do ishte shprehja kuptimplot\u00eb e vulosjes s\u00eb kthimit t\u00eb padrejt\u00ebsis\u00eb n\u00eb sistem.<\/p>\n
Kush i d\u00ebgjon ashtu si\u00e7 thuhen t\u00eb gjitha deklaratat e prononcimet e partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb e kupton shum\u00eb qart\u00eb se n\u00eb k\u00ebt\u00eb proces \u00ebsht\u00eb n\u00eb loj\u00eb besueshm\u00ebria e shtetit shqiptar n\u00eb syt\u00eb e komunitetit nd\u00ebrkomb\u00ebtar, \u00ebsht\u00eb n\u00eb loj\u00eb rruga e integrimit evropian t\u00eb Shqip\u00ebris\u00eb, dhe m\u00eb e af\u00ebrta q\u00eb mund t\u00eb ndodh\u00eb \u00ebsht\u00eb humbja e trenit t\u00eb radh\u00ebs p\u00ebr statusin e kandidatit p\u00ebr n\u00eb BE. kjo do sillte nj\u00eb cenim t\u00eb d\u00ebmsh\u00ebm t\u00eb marr\u00ebdh\u00ebnieve t\u00eb BE me Shqip\u00ebrin\u00eb.<\/p>\n
Nuk ka pik\u00eb dyshimi se jeta e brendshme e vendit do karakterizohej nga nj\u00eb degradim i hapur i institucioneve, i drejt\u00ebsis\u00eb, i ekonomis\u00eb, i garancive p\u00ebr lirit\u00eb dhe t\u00eb drejtat e njer\u00ebzve, n\u00eb fund t\u00eb fundit edhe zgjedhjet do t\u00eb ishin akoma m\u00eb larg n\u00eb horizontin e besimit t\u00eb shqiptar\u00ebve.<\/p>\n
Ky nuk \u00ebsht\u00eb nj\u00eb proces q\u00eb p\u00ebrcakton thjesht me vul\u00eb gjykate fituesin e nj\u00eb gare. Sa p\u00ebr gar\u00ebn ne e kemi fituar at\u00eb n\u00eb syt\u00eb e miliona njer\u00ebzve, ne do mbetemi fitues edhe n\u00ebse vula e gjykat\u00ebs do thot\u00eb t\u00eb kund\u00ebrt\u00ebn.
