Por degradimi pas zgjedhjeve b\u00ebn q\u00eb Partia Socialiste t\u00eb duket e r\u00ebn\u00eb n\u00eb kllapi. Ka mjaftuar vet\u00ebm nj\u00eb betej\u00eb tipike e Sali Berish\u00ebs, ajo ndaj rezultatit t\u00eb gjithpar\u00eb e fitues s\u00eb Tiran\u00ebs, q\u00eb PS t\u00eb humb\u00eb kthjellt\u00ebsin\u00eb jetike, qet\u00ebsin\u00eb e domosdoshme, vendimmarrjen konkrete, aksionin politik. Berisha ka b\u00ebr\u00eb gabimin e fundit t\u00eb jet\u00ebs, por PS nuk po e nd\u00ebshkon! PS nuk mundi t\u00eb parashikonte e as t\u00eb ndalte krimin pas zgjedhjeve, konsumuar n\u00eb nj\u00eb akt final si ndryshim i rezultatit n\u00eb tavolin\u00eb prej nj\u00eb grushti keqb\u00ebr\u00ebsish. PS ka ndalur, p\u00ebrfshir\u00eb n\u00eb nj\u00eb beteje juridike t\u00eb st\u00ebrpar\u00eb si p\u00ebrpjekje e p\u00ebrkushtuar ambasador\u00ebsh p\u00ebr t\u00eb shp\u00ebtuar nj\u00eb sistem t\u00eb kalbur, por jo si kauz\u00eb e saj.<br \/>\nNuk \u00ebsht\u00eb beteja e saj! PS po b\u00ebn d\u00ebgjuesen e shock-uar n\u00eb nj\u00eb \u201cduel\u201d t\u00eb paqart\u00eb e t\u00eb pabarabarte \u2013 p\u00ebr shkak t\u00eb formimit, kultur\u00ebs ligjore krejt t\u00eb ndryshme, n\u00eb fund, m\u00ebnyr\u00ebs s\u00eb t\u00eb menduarit \u2013 mes ambasador\u00ebve dhe Sali Berish\u00ebs. Prej k\u00ebsaj pike nuk po mund t\u00eb luftoj\u00eb edhe pse b\u00ebhet fjal\u00eb p\u00ebr kauz\u00ebn e njohur, \u201cvot\u00ebn e lir\u00eb\u201d. Tashm\u00eb, n\u00eb kushte krejt t\u00eb reja, kur PS ka fituar bindsh\u00ebm besimin e shqiptar\u00ebve n\u00eb zgjedhjet e 8 majit. Sali Berisha ka arritur t\u00eb fsheh\u00eb tensionin social q\u00eb desh shp\u00ebrtheu m\u2019u n\u00eb rrug\u00eb, madje t\u2019i heq\u00eb nervin e betej\u00ebs PS. Ai po synon t\u2019i jap\u00eb popullit t\u00eb opozit\u00ebs \u201cpushimet\u201d. Pa popullin e saj, opozita nuk \u00ebsht\u00eb. PS ka fituar bindsh\u00ebm, por po sillet si humb\u00ebse. Berisha e ka marr\u00eb zvarr\u00eb n\u00eb nj\u00eb betej\u00eb t\u00eb q\u00ebllimt\u00eb, p\u00ebr ta ndalur t\u00eb administroj\u00eb fitoren, madje pa e l\u00ebn\u00eb t\u00eb g\u00ebzohet p\u00ebr t\u00eb. PS \u00ebsht\u00eb fituese, por e m\u00ebdyshur. Koka e PS \u2013 lidershipi, po b\u00ebn lavjerr\u00ebsin mes vler\u00ebsimeve teknike korrekte, k\u00ebshillave po t\u00eb tilla t\u00eb ambasador\u00ebve p\u00ebr Sali Berish\u00ebn p\u00ebr t\u00eb zgjidhur pa konflikt e kalimthi \u201c\u00e7\u00ebshtjen\u201d \u2013 dhe k\u00ebshillave k\u00ebrc\u00ebnuese, haptazi t\u00eb nj\u00ebanshme e t\u00eb paligjshme t\u00eb Sali Berish\u00ebs p\u00ebr trup\u00ebn tradicionale dhe t\u00eb tromaksur t\u00eb gjyqb\u00ebr\u00ebsve t\u00eb Kolegjit. Por kjo \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje politike!<br \/>\n1. Dy mandate q\u00eb duhen administruar<br \/>\nM\u00eb 8 maj, Partia Socialiste mori nga populli dy mandate t\u00eb qarta:<br \/>\n1. Mandat politik- PS u votua si partia m\u00eb e madhe n\u00eb vend, me numrin m\u00eb t\u00eb madh t\u00eb votave dhe t\u00eb zgjedhurve n\u00eb nivelin e k\u00ebshillave vendor\u00eb;<br \/>\n2. Mandat qeveris\u00ebs \u2013 PS u votua si alternativa q\u00eb do t\u00eb qeveris\u00eb 2\/3 e qytetar\u00ebve n\u00eb k\u00ebt\u00eb vend.<br \/>\nT\u00eb dy mandatet duhen administruar.<br \/>\nMe: autoritetin e t\u00eb zgjedhurit nga populli;<br \/>\nMe: p\u00ebrgjegj\u00ebsin\u00eb politike t\u00eb alternatives;<br \/>\nMe: modestin\u00eb e fituesit t\u00eb \u201ckontrat\u00ebs s\u00eb besimit\u201d.<br \/>\n\u2022 Me autoritetin e t\u00eb zgjedhurit nga populli, PS duhet t\u00eb investohet me vendosm\u00ebri n\u00eb zgjidhjen e problemit t\u00eb madh t\u00eb demokracis\u00eb n\u00eb Shqip\u00ebri. Me ndryshimin e rezultatit t\u00eb zgjedhjeve n\u00eb tavolin\u00eb, sistemi ka marr\u00eb nj\u00eb goditje rr\u00ebnuese dhe ka shenja t\u00eb qarta se ka r\u00ebn\u00eb. Pa vot\u00ebn e lir\u00eb e t\u00eb barabart\u00eb nuk ka qeverisje kushtetuese. Premtimi kushtetues me baz\u00eb k\u00ebtu nuk \u00ebsht\u00eb m\u00eb.<br \/>\n\u2022 Me p\u00ebrgjegj\u00ebsin\u00eb politike t\u00eb alternativ\u00ebs, PS duhet t\u00eb investohet me p\u00ebrkushtim t\u00eb p\u00ebrmir\u00ebsoj\u00eb e zgjeroj\u00eb veten. Nj\u00eb parti e madhe pas zgjedhjeve duhet t\u00eb krijoj\u00eb mund\u00ebsi p\u00ebr t\u00eb gjith\u00eb, liri e demokraci, por edhe funksionim me rregulla t\u00eb gjith\u00ebpranuara e garantuese p\u00ebr secilin dhe vete partin\u00eb. Nj\u00eb model i nj\u00eb shoq\u00ebrie t\u00eb lir\u00eb e funksionuese, komb\u00ebtare, alternative e nj\u00eb pushteti t\u00eb nd\u00ebshkuar me ikje.<br \/>\n\u2022 Me modestin\u00eb e fituesit t\u00eb \u201ckontrat\u00ebs s\u00eb besimit\u201d, PS duhet t\u00eb investohet n\u00eb nj\u00eb program komb\u00ebtar t\u00eb qeverisjes vendore, demokratik, autonom, konkret, q\u00eb ka n\u00eb thelb interesat e komunitetit dhe mir\u00ebqenien e tij; pjes\u00ebmarrje n\u00eb vendimmarrje, pjes\u00ebmarrje n\u00eb administrimin e t\u00eb mirave ekonomike, liri sip\u00ebrmarrje, mund\u00ebsi p\u00ebr pun\u00eb, arsim e sh\u00ebndet m\u00eb t\u00eb mir\u00eb si tregues i kujdesit dhe garancive sociale, transparenc\u00eb si mund\u00ebsia e vetme p\u00ebr qeverisje t\u00eb p\u00ebrgjegjshme e t\u00eb pakorruptuar.<br \/>\nKjo e b\u00ebn PS t\u00eb p\u00ebrgjegjshme p\u00ebr besimin e marr\u00eb. E b\u00ebn fitoren t\u00eb administrueshme, por e b\u00ebn PS edhe m\u00eb t\u00eb mir\u00eb. Nj\u00eb PS e mir\u00eb e mund t\u00eb keqen sociale t\u00eb gjithshp\u00ebrndar\u00eb, t\u00eb keqen \u201cBerisha\u201d! Nj\u00eb PS alternative i b\u00ebn njer\u00ebzit t\u00eb zgjedhin t\u00eb ardhmen p\u00ebr t\u00eb mundur t\u00eb keqen. Nj\u00eb PS modeste p\u00ebrcakton pun\u00ebn si detyrim ndaj votuesit duke mbajtur larg t\u00eb zgjedhurit nga tundimi i interesave personale. K\u00ebshtu, fitorja ia vlen!<br \/>\n2. Problemi i madh i demokracis\u00eb<br \/>\nN\u00eb nj\u00eb p\u00ebrpjekje dyvje\u00e7are p\u00ebr t\u2019i dh\u00ebn\u00eb procesit zgjedhor \u201ctransparenc\u00ebn\u201d si dimension garantues, PS mundi q\u00eb n\u00eb zgjedhjet e 8 majit t\u00eb ndal\u00eb p\u00ebrs\u00ebritjen e nj\u00eb vjedhjeje masive, t\u00eb nj\u00ebjt\u00eb me vjedhjen n\u00eb zgjedhjet politike t\u00eb vitit 2009. Por jo deri n\u00eb fund. Ajo q\u00eb u duk qart\u00eb, krijoi precedentin e paqen\u00eb deri m\u00eb sot, ndryshimin e rezultatit n\u00eb tavolin\u00eb, duke p\u00ebrdorur shumic\u00ebn e thjesht\u00eb n\u00eb nj\u00eb trup\u00eb politike t\u00eb nj\u00ebanshme q\u00eb administron zgjedhjet. Ajo q\u00eb u mezi duk, t\u00ebrheq alarmin p\u00ebr krijimin e nj\u00eb skeme perfekte t\u00eb krijimit t\u00eb trupave elektorale fiktive, por t\u00eb dobishme dhe q\u00ebllimisht me ndikim n\u00eb rezultatin p\u00ebrfundimtar t\u00eb \u00e7do gare elektorale; financuar mjaftuesh\u00ebm nga parat\u00eb e krimit e korrupsionit.<br \/>\nN\u00eb Kushtetut\u00eb thuhet se \u201cQeverisja bazohet n\u00eb nj\u00eb sistem zgjedhjesh t\u00eb lira, t\u00eb barabarta\u2026\u201d. Zgjedhjet e 8 majit d\u00ebshmuan se ky premtim kushtetues ka r\u00ebn\u00eb. Premtimet kushtetuese t\u00eb gjith\u00ebpranuara kan\u00eb rregulluar bashk\u00ebjetes\u00ebn ton\u00eb deri m\u00eb sot. R\u00ebnia e tyre p\u00ebr nj\u00eb pjes\u00eb t\u00eb shoq\u00ebris\u00eb, n\u00eb rastin konkret p\u00ebr m\u00eb shum\u00eb s\u00eb gjysm\u00ebn, e fut vendin n\u00eb nj\u00eb spirale t\u00eb rrezikshme t\u00eb nj\u00eb konflikti social q\u00eb d\u00ebrrmon demokracin\u00eb. Ky \u00ebsht\u00eb problemi i madh, me t\u00eb cilin PS duhet t\u00eb p\u00ebrballet! Pa negociuar p\u00ebr t\u00eb dhe pa pranuar skema t\u00eb sajuara q\u00eb nuk zgjidhin p\u00ebrfundimisht problemin, por garantojn\u00eb riciklimin e tij.<br \/>\nT\u00eb dy elementet kriminale b\u00ebjn\u00eb t\u00eb padobishme kushtetutshm\u00ebrisht zgjedhjet, si instrumenti themelor demokratik. Me to, funksional dhe t\u00eb p\u00ebrdorur tashm\u00eb n\u00eb t\u00eb gjith\u00eb territorin, n\u00eb zgjedhje politike, manipulimi do t\u00eb jet\u00eb masiv. Ndaj e vetmja rrug\u00eb \u00ebsht\u00eb t\u00eb ndalen e nd\u00ebshkohen, shoq\u00ebruar me garanci ligjore t\u00eb p\u00ebrhershme.<br \/>\nMandati popullor-politik dhe qeveris\u00ebs \u2013 q\u00eb PS mori pas k\u00ebtyre zgjedhjeve duhet p\u00ebrdorur p\u00ebr t\u00eb zgjidhur k\u00ebt\u00eb problem t\u00eb madh t\u00eb demokracis\u00eb.<br \/>\nDy m\u00ebnyra ka:<br \/>\n\u2022 Rrug\u00eb institucionale \u2013 reforma t\u00eb thella t\u00eb sistemit politik dhe t\u00eb administrimit t\u00eb zgjedhjeve<br \/>\nRruga institucionale k\u00ebrkon pjes\u00ebmarrje dhe iniciative. Prej dy vitesh PS nuk ka b\u00ebr\u00eb jet\u00eb parlamentare normale. Rrethanat e imponuara nga Sali Berisha kan\u00eb b\u00ebr\u00eb q\u00eb t\u00eb jet\u00eb k\u00ebshtu. Berisha e ka p\u00ebrdorur k\u00ebt\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb at\u00eb q\u00eb do. Caku \u00ebsht\u00eb kaluar aq sa PS shihet sot si nj\u00eb parti q\u00eb ik\u00ebn dhe jo si nj\u00eb parti n\u00eb betej\u00eb. Kjo \u00ebsht\u00eb serioze dhe k\u00ebrkon nj\u00eb vendimmarrje t\u00eb re t\u00eb trup\u00ebs parlamentare n\u00eb k\u00ebt\u00eb betej\u00eb, p\u00ebr angazhimin, rolin, detyrat, administrimin e pakic\u00ebs bllokuese, p\u00ebrdorimin e saj si kusht p\u00ebr reformat jetike t\u00eb demokracis\u00eb.<br \/>\n\u2022 Rrug\u00eb jasht\u00eb-institucionale \u2013 t\u00eb p\u00ebrballjes me forma demokratike, t\u00eb ashpra, t\u00eb protest\u00ebs p\u00ebr t\u00eb imponuar garancit\u00eb kushtetuese e demokratike t\u00eb liris\u00eb.<br \/>\nPS ka tashm\u00eb dy p\u00ebrvoja:<br \/>\n&#8211; At\u00eb t\u00eb refuzimit ndaj saj n\u00eb jet\u00ebn parlamentare, refuzimit t\u00eb reformave, bllokimit t\u00eb tyre n\u00eb funksion t\u00eb q\u00ebllimeve elektorale t\u00eb Sali Berish\u00ebs;<br \/>\n&#8211; At\u00eb t\u00eb betej\u00ebs popullore n\u00eb sheshe e rrug\u00eb me synim rritjen e presionit qytetar p\u00ebrkund\u00ebr Qeveris\u00eb dhe Sali Berish\u00ebs n\u00eb funksion t\u00eb shp\u00ebtimit t\u00eb shtetit, institucioneve garantuese nga zhb\u00ebrja prej fuqis\u00eb politike t\u00eb individit politik.<br \/>\nP\u00ebrvojat kan\u00eb qen\u00eb t\u00eb dhimbshme e tragjike. PS sot nuk ka nj\u00ebrin prej deputet\u00ebve n\u00eb radh\u00ebt e saj, vrar\u00eb barbarisht prej regjimit, por nuk ka edhe kat\u00ebr prej mb\u00ebshtet\u00ebsve t\u00eb saj, vrare \u201clive\u201d n\u00eb sy t\u00eb t\u00eb gjith\u00eb shqiptar\u00ebve n\u00eb bulevardin e Shqip\u00ebris\u00eb.<br \/>\nSistemi i kalbur i drejt\u00ebsis\u00eb ka b\u00ebr\u00eb asgj\u00eb p\u00ebr t\u00eb nd\u00ebshkuar krimin.<br \/>\nSali Berisha nuk e do opozit\u00ebn n\u00eb Kuvend, por m\u00eb shum\u00eb nuk do popullin n\u00eb rrug\u00eb.<br \/>\nKjo betej\u00eb duhet t\u00eb vazhdoj\u00eb! N\u00eb Kuvend dhe n\u00eb sheshe, por mbi e gjitha p\u00ebrball\u00eb me Sali Berish\u00ebn.<br \/>\nT\u00eb dyja rrug\u00ebt nuk p\u00ebrjashtojn\u00eb nj\u00ebra-tjetr\u00ebn, duhen nd\u00ebrthurur e p\u00ebrdorur menj\u00ebher\u00eb. Forca aritmetike e numrave q\u00eb po p\u00ebrdoret p\u00ebr t\u00eb dhunuar e zhb\u00ebr\u00eb lirin\u00eb dhe t\u00eb drejtat e qytetar\u00ebve duhet t\u00eb p\u00ebrballet n\u00eb Kuvend, n\u00eb sheshe e rrug\u00eb me fuqin\u00eb e re demokratike t\u00eb pas 8 majit t\u00eb nj\u00eb populli t\u00eb lir\u00eb.<br \/>\nNjer\u00ebzit duhen thirrur n\u00eb demonstrat\u00eb dhe duhen udh\u00ebhequr n\u00eb t\u00eb. N\u00eb \u00e7do rast dhe jo vet\u00ebm kur nevoja politike e do k\u00ebt\u00eb! N\u00eb \u00e7do rast t\u00eb cenimit t\u00eb r\u00ebnd\u00eb t\u00eb t\u00eb drejtave dhe interesave themelore politike, ekonomike e sociale t\u00eb qytetar\u00ebve, t\u00eb cilat burojn\u00eb nga liria kushtetuese. Dhe rasti \u00ebsht\u00eb tani, kur menj\u00ebher\u00eb pas vjedhjes s\u00eb zgjedhjeve, Sali Berisha ka nd\u00ebrmarr\u00eb shpron\u00ebsimin m\u00eb t\u00eb madh n\u00eb historin\u00eb e k\u00ebtij vendi.<br \/>\n\u201cNj\u00eb revolucion lirie\u201d ka fuqin\u00eb t\u00eb zmbraps\u00eb e rrezoj\u00eb nj\u00eb \u201cregjim kriminal\u201d!<br \/>\n3. Dy mandatet, ku dhe si duhen p\u00ebrdorur<br \/>\nKur vota popullore t\u00eb jep nj\u00eb besim si ai q\u00eb PS mori m\u00eb 8 maj, fuqia e besimit duhet investuar n\u00eb p\u00ebrmbushje t\u00eb pritshm\u00ebris\u00eb s\u00eb votuesve. Interesi i tyre i gjer\u00eb, duhet t\u00eb udh\u00ebheq\u00eb betej\u00ebn politike p\u00ebr demokracin\u00eb, p\u00ebrmir\u00ebsimin e p\u00ebrfaq\u00ebsimit dhe alternatives, qeverisjen e mir\u00eb e t\u00eb p\u00ebrgjegjshme. Kjo \u00ebsht\u00eb p\u00ebrgjegjshm\u00ebri. Ajo q\u00eb po jetojm\u00eb si kriz\u00eb e r\u00ebnd\u00eb e demokracis\u00eb, k\u00ebrkon p\u00ebrdorimin e mandateve t\u00eb 8 majit n\u00eb Kuvendin e Shqip\u00ebris\u00eb, n\u00eb Partine Socialiste, n\u00eb Pushtetin Vendor:<br \/>\n\u2022 Kuvendin e Shqip\u00ebris\u00eb<br \/>\nZgjedhjet e qershorit 2009 dhe ato t\u00eb 8 majit q\u00eb nuk jan\u00eb mbyllur ende, d\u00ebshmuan se premtimi baz\u00eb kushtetues, ai sipas t\u00eb cilit \u201cqeverisja bazohet n\u00eb nj\u00eb sistem zgjedhjesh t\u00eb lira, t\u00eb barabarta\u2026\u201d, ka r\u00ebn\u00eb. N\u00eb nj\u00eb analiz\u00eb m\u00eb t\u00eb gjer\u00eb, jan\u00eb nj\u00eb s\u00ebr\u00eb premtimesh kushtetuese q\u00eb qeverisja e Sali Berish\u00ebs i ka rrezuar.<br \/>\nNd\u00ebrkoh\u00eb, nj\u00eb s\u00ebr\u00eb garant\u00ebsh dhe barrierash kushtetuese ngritur si element kontrolli ndaj sulmit qeveritar mbi Kushtetut\u00ebn, jan\u00eb rrezuar n\u00eb nj\u00eb akt t\u00eb qortuesh\u00ebm bipartizan tre vite m\u00eb par\u00eb, provuar qart\u00ebsisht si i d\u00ebmsh\u00ebm n\u00eb tre vitet q\u00eb vijuan.<br \/>\nPremtimet kushtetuese themeluan Republik\u00ebn ton\u00eb t\u00eb re.<br \/>\nPremtimet kushtetuese nuk jan\u00eb mbrojtur, qeverit\u00eb dhe partit\u00eb i kan\u00eb kompromentuar p\u00ebr nevoja politike.<br \/>\nTani \u00ebsht\u00eb koha p\u00ebr nj\u00eb reform\u00eb t\u00eb Kushtetut\u00ebs!<br \/>\nP\u00ebr t\u00eb p\u00ebrt\u00ebrir\u00eb premtimet, p\u00ebr t\u00eb rikthyer garantet, p\u00ebr t\u00eb shkruar premtime t\u00eb reja q\u00eb ndalojn\u00eb e nd\u00ebshkojn\u00eb veprime politike e administrative q\u00eb rrezikojn\u00eb Sistemin, por edhe premtime t\u00eb reja n\u00eb baze t\u00eb t\u00eb cilave do t\u00eb shohim e nd\u00ebrtojm\u00eb t\u00eb ardhmen ton\u00eb.<br \/>\nNdaj, mandatet e 8 majit duhen p\u00ebrdorur p\u00ebr:<br \/>\n&#8211; Reform\u00eb t\u00eb Kushtetut\u00ebs<br \/>\n(Nd\u00ebrhyrja q\u00eb u krye tre vite m\u00eb par\u00eb n\u00eb Kushtetut\u00eb i ka sh\u00ebrbyer kriz\u00ebs dhe ka forcuar pozitat politike t\u00eb keqb\u00ebr\u00ebsve t\u00eb Sistemit. Ndaj do t\u00eb mbetemi dhe n\u00eb rastin m\u00eb fatlum do t\u00eb rikthehemi shpesh n\u00eb krize \u2013 jemi n\u00eb dor\u00eb t\u00eb sjelljes politike dhe synimeve personale t\u00eb politikan\u00ebve q\u00eb do t\u00eb drejtojn\u00eb shumicat).<br \/>\nReforma duhet t\u00eb zgjidhe kriz\u00ebn:<br \/>\nT\u00eb garantoje lirit\u00eb dhe t\u00eb drejtat, demokracin\u00eb si sistemin q\u00eb kemi zgjedhur p\u00ebr t\u00eb rregulluar jet\u00ebn ton\u00eb;<br \/>\nt\u00eb rikthej\u00eb balanc\u00ebn, kontrollin mes pushteteve;<br \/>\nt\u00eb garantoj\u00eb mbrojtjen e Sistemit nga goditjet prej politikan\u00ebve q\u00eb k\u00ebrkojn\u00eb pushtet p\u00ebrtej kufijve kushtetues;<br \/>\nt\u00eb riktheje mund\u00ebsit\u00eb q\u00eb Sistemi t\u00eb vet\u00ebmbrohet dhe kthehet n\u00eb integritet p\u00ebrmes kufijve q\u00eb ndalin n\u00eb koh\u00eb veprimin antikushtetues t\u00eb politikan\u00ebve q\u00eb keqdrejtojn\u00eb shumica t\u00eb thjeshta e antidemokratike<br \/>\nReforma duhet t\u2019i paraprij\u00eb Shqip\u00ebris\u00eb s\u00eb 100 viteve q\u00eb vijn\u00eb:<br \/>\nT\u2019u tregoj\u00eb e jap\u00eb t\u00eb ardhmen shqiptar\u00ebve t\u00eb rinj;<br \/>\nT\u00eb mbart\u00eb premtime t\u00eb reja kushtetuese q\u00eb transformojn\u00eb Shqip\u00ebrin\u00eb q\u00eb kemi, tregojn\u00eb e garantojn\u00eb lirin\u00eb si model zhvillimi, perspektiven e saj politike, ekonomike, sociale, pron\u00ebsore, teknologjike, energjetike, mjedisore, kulturore etj., t\u00eb siguris\u00eb dhe drejt\u00ebsis\u00eb, p\u00ebrmbushin aspiratat e saj n\u00eb raport me shqiptar\u00ebt fqinje dhe Evrop\u00ebn demokratike.<\/p>\n<p>&#8211; Reform\u00eb t\u00eb Sistemit Politik- sistemit zgjedhor e t\u00eb administrimit t\u00eb zgjedhjeve<br \/>\n(Rimodelimi i sistemit politik tre vite t\u00eb shkuara sh\u00ebrbeu p\u00ebr t\u00eb testuar nivelin e demokracis\u00eb q\u00eb partit\u00eb politike bartin brenda tyre e materializojn\u00eb n\u00eb administrim t\u00eb pushteteve politike q\u00eb kan\u00eb.<br \/>\nKjo d\u00ebshmi mjafton p\u00ebr t\u00eb treguar se Sistemi \u00ebsht\u00eb leht\u00ebsisht i keqp\u00ebrdorur brenda partive n\u00eb krijim t\u00eb kuorumeve klienteliste e t\u00eb bindura, por edhe leht\u00ebsisht i manipuluesh\u00ebm n\u00eb zgjedhje \u00e7far\u00ebdo, politike e administrative, n\u00eb krijim t\u00eb shumicave t\u00eb pav\u00ebrteta, produkt i manipulimit zgjedhor. Kjo ka sjell\u00eb kriz\u00ebn).<br \/>\nReforma duhet t\u2019i jap\u00eb fund kriz\u00ebs:<br \/>\nt\u00eb garantoj\u00eb \u201cvot\u00ebn e lir\u00eb e t\u00eb barabart\u00eb\u201d si thelbin ku bazohet qeverisja kushtetuese e p\u00ebrmes s\u00eb cil\u00ebs konkurrojn\u00eb e vler\u00ebsohen partit\u00eb politike, alternativa e tyre, n\u00eb nj\u00eb Sistem politik t\u00eb v\u00ebrtet\u00eb, t\u00eb drejt\u00eb, p\u00ebrfshir\u00ebs e demokratik;<br \/>\nt\u00eb garantoj\u00eb, nga \u201clistimi i zgjedh\u00ebsve\u201d deri n\u00eb \u201cleximin e vot\u00ebs\u201d, n\u00eb m\u00ebnyr\u00eb t\u00eb drejt\u00eb, t\u00eb paanshme dhe transparente parimin \u201cnj\u00eb qytetar nj\u00eb vot\u00eb\u201d;<br \/>\nt\u00eb modernizoje votimin dhe administrimin e votimit p\u00ebr ta b\u00ebr\u00eb t\u00eb v\u00ebrtet\u00eb, transparent, t\u00eb shpejt\u00eb, t\u00eb pamanipuluesh\u00ebm dhe larg ndikimit t\u00eb vullnetit keqb\u00ebr\u00ebs t\u00eb cilitdo administrator.<br \/>\n&#8211; Reform\u00eb t\u00eb Sistemit t\u00eb Drejt\u00ebsis\u00eb<br \/>\n( Sali Berisha \u201clindi t\u00eb vdekur\u201d drejt\u00ebsin\u00eb n\u00eb vitin 1992. Mbyti \u00e7do rilindje t\u00eb saj n\u00eb 5 vite duke vendosur dhunsh\u00ebm nj\u00eb sistem t\u00eb padrejt\u00eb, politik e thell\u00ebsisht t\u00eb varur. Populli e dogji n\u00eb vitin 1997. Por nj\u00eb varg qeverish t\u00eb majta humb\u00ebn shansin p\u00ebr t\u00eb rithemeluar nj\u00eb sistem drejt\u00ebsie t\u00eb pavarur, profesional dhe funksional. Ato rikualifikuan gjyqtar\u00eb t\u00eb modifikuar dhe nuk i shp\u00ebtuan dot krijimit t\u00eb nj\u00eb trupe gjyq\u00ebsore klient\u00eb e t\u00eb l\u00ebshuar n\u00eb kultur\u00ebn q\u00eb vendos shefin politik mbi ligjin. Berisha e gjeti k\u00ebt\u00eb trup\u00eb n\u00eb p\u00ebrputhje me kultur\u00ebn e tij \u2013 kultur\u00ebn e shefit, tani po e p\u00ebrdor nd\u00ebrkoh\u00eb q\u00eb ka instaluar kultur\u00ebn e padrejt\u00ebsis\u00eb e t\u00eb pand\u00ebshkueshm\u00ebris\u00eb n\u00eb vend).<br \/>\nReforma duhet ta zhb\u00ebj\u00eb k\u00ebt\u00eb Sistem:<br \/>\nt\u00eb nd\u00ebrtoj\u00eb e garantoj\u00eb pavar\u00ebsin\u00eb institucionale t\u00eb trup\u00ebs gjyq\u00ebsore;<br \/>\nta nxjerr\u00eb nga \u00e7do lloj var\u00ebsie apo pushteti t\u00eb individit politik dhe votimi i tij;<br \/>\nta p\u00ebrt\u00ebrij\u00eb me nj\u00eb gjenerat\u00eb t\u00eb re profesionist\u00ebsh dinjitar\u00eb;<br \/>\nta pastroj\u00eb me vendosm\u00ebri nga an\u00ebtar\u00eb t\u00eb korruptuar apo t\u00eb n\u00ebnshtruar ndaj korrupsionit politik dhe vendimmarrjes s\u00eb tij;<br \/>\nta mb\u00ebshtes\u00eb me mjetet e domosdoshme p\u00ebr t\u2019i dh\u00ebn\u00eb funksionalitet dhe dinjitet drejt\u00ebsis\u00eb si garante e Sistemit demokratik, lirive dhe t\u00eb drejtave t\u00eb qytetar\u00ebve<\/p>\n<p>&#8211; Reform\u00eb Administrative dhe t\u00eb Sistemit t\u00eb Gjendjes Civile<br \/>\n(L\u00ebvizje t\u00eb m\u00ebdha t\u00eb popullsis\u00eb ndodhur ne 20 vite kan\u00eb b\u00ebr\u00eb q\u00eb nj\u00ebsi t\u00eb t\u00ebra administrative t\u00eb mos ekzistojn\u00eb me apo t\u00eb jen\u00eb t\u00eb padobishme p\u00ebr banor\u00ebt e tyre. L\u00ebvizjet e popullsis\u00eb i kan\u00eb ndar\u00eb ato n\u00eb nj\u00eb far\u00eb m\u00ebnyre nga t\u00eb tjera nj\u00ebsi.<br \/>\nNd\u00ebrkoh\u00eb, nevojat e p\u00ebrditshme, ve\u00e7mas p\u00ebr pun\u00eb e jet\u00eb n\u00eb kushte m\u00eb t\u00eb mira, kan\u00eb zhvendosur njer\u00ebzit shum\u00eb e kudo, aq sa sot jo vet\u00ebm standardet e lejebanimit apo lejeq\u00ebndrimit kan\u00eb r\u00ebn\u00eb, por shum\u00ebkush nuk e di ku t\u2019i gjej\u00eb, si t\u2019i gjej\u00eb apo m\u00eb tej cilido p\u00ebrgjegj\u00ebs nuk di ke administron.<br \/>\nKy \u00ebsht\u00eb kaosi i krijuar me dhe pa ligj.<br \/>\nP\u00ebr nevoja t\u00eb politikan\u00ebve te mbrapsht\u00eb ky kaos u p\u00ebrdor k\u00ebt\u00eb her\u00eb p\u00ebr t\u00eb krijuar trupa elektorale fiktive, t\u00eb paguara e t\u00eb transportueshme p\u00ebr q\u00ebllime elektorale)<br \/>\nReforma duhet t\u2019i jap\u00eb fund kaosit:<br \/>\nt\u00eb mund\u00ebsoj\u00eb nj\u00eb ndarje t\u00eb re administrative t\u00eb Shqip\u00ebris\u00eb q\u00eb ka n\u00eb thelb bashkimin p\u00ebr t\u2019u qeverisur m\u00eb mir\u00eb, shtuar e p\u00ebrdorur m\u00eb mir\u00eb burimet ekonomike dhe aksesin e njer\u00ebzve n\u00eb to, si burim mir\u00ebqenieje;<br \/>\nregjistrim t\u00eb plot\u00eb, ligjor dhe transparent t\u00eb cilitdo qytetar, familje, pron\u00eb, biznesi etj;<br \/>\nrregulla t\u00eb reja t\u00eb l\u00ebvizjes, q\u00ebndrimit dhe banimit, ndryshimit t\u00eb tyre duke vendosur p\u00ebrfundimisht standarde t\u00eb patjet\u00ebrsueshme qytet\u00ebrimi dhe shmangur e nd\u00ebshkuar standardet kriminale p\u00ebr q\u00ebllime politike, elektorale, t\u00eb fshehjes s\u00eb nj\u00eb krimi penal apo fiskal.<\/p>\n<p>\u2022 Partin\u00eb Socialiste<br \/>\nZgjedhjet e 8 majit d\u00ebshmuan se Partia Socialiste \u00ebsht\u00eb sot organizata politike m\u00eb e madhe ne vend. Numri i votave q\u00eb materializon besimin p\u00ebr t\u00eb vjen n\u00eb rritje, ashtu si nj\u00ebsit\u00eb administrative q\u00eb ajo do t\u00eb qeveris\u00eb.<br \/>\nM\u00eb shum\u00eb shqiptar\u00eb kan\u00eb zgjedhur PS duke projektuar nj\u00eb parti m\u00eb t\u00eb madhe, t\u00eb majt\u00eb, moderne. Kur ndodh kjo, duhet q\u00eb partia t\u00eb hap\u00eb dyert, t\u00eb zmadhohet duke mir\u00ebpritur njer\u00ebz t\u00eb zakonsh\u00ebm, grupe sociale, grupe profesionale, grupe interesash, tani edhe gjenerata t\u00eb reja q\u00eb duan t\u00eb lidhin t\u00eb ardhmen me t\u00eb. Nj\u00ebher\u00ebsh duhet t\u00eb hapet p\u00ebr t\u00eb pritur ide, projekte, programe q\u00eb ideojn\u00eb t\u00eb ardhme t\u00eb p\u00ebrbashk\u00ebt.<br \/>\nNj\u00eb shum\u00ebsi e till\u00eb njer\u00ebzish, interesash e idesh, nuk k\u00ebrkon vet\u00ebm nj\u00eb parti, por nd\u00ebrton dhe imponon nj\u00eb \u201cm\u00ebnyr\u00eb jetese\u201d!<br \/>\nPra, PS duhet t\u00eb jet\u00eb m\u00eb shum\u00eb se organizate, duhet t\u00eb jet\u00eb \u201cm\u00ebnyr\u00eb jetese\u201d.<br \/>\nModel lirie e zhvillimi, model organizimi e bashk\u00ebjetese, model komunikimi dhe debati, model rregullash dhe bashkimi, model moral interesash dhe karriere, model nderi dhe transparence. P\u00ebr cilindo, qytetar, familje, grupim shoq\u00ebror e social, grupim interesash ekonomike e financiare qe sheh te e majta mund\u00ebsi p\u00ebr t\u00eb.<br \/>\nNj\u00eb model i till\u00eb k\u00ebrkon shum\u00eb dashuri, solidaritet e bashkim pozitiv. Nj\u00eb model i till\u00eb mb\u00ebshtetet mbi lirin\u00eb, por edhe mbi rregullat q\u00eb mbrojn\u00eb lirin\u00eb dhe vet\u00eb organizat\u00ebn.<\/p>\n<p>Ndaj mandati politik i 8 majit duhet p\u00ebrdorur n\u00eb PS p\u00ebr:<\/p>\n<p>&#8211; Reform\u00eb Lirie<br \/>\nLiria dhe abuzimi me t\u00eb \u2013 si n\u00eb kahun e kufizimit dhe n\u00eb kahun e keqp\u00ebrdorimit \u2013 \u00ebsht\u00eb problemi m\u00eb i madh sot i organizatave politike. Kjo \u00ebsht\u00eb arsyeja p\u00ebrse liria duhet institucionalizuar, garantuar si e drejt\u00eb e paprekshme, mbrojtur nga keqp\u00ebrdorimi prej interesave individuale.<br \/>\nLiria duhet:<br \/>\nt\u00eb karakterizoj\u00eb b\u00ebrjen pjes\u00eb;<br \/>\nt\u00eb garantoj\u00eb marrjen pjes\u00eb;<br \/>\nt\u00eb b\u00ebj\u00eb t\u00eb domosdosh\u00ebm komunikimin mes t\u00eb ngjashmeve e t\u00eb ndryshm\u00ebve;<br \/>\nt\u00eb ligj\u00ebroj\u00eb propozimin, iden\u00eb, projektin, programin;<br \/>\nt\u00eb udh\u00ebheq\u00eb debatin;<br \/>\nt\u00eb b\u00ebj p\u00ebrfshir\u00ebse vendimmarrjen;<br \/>\nt\u00eb b\u00ebj\u00eb t\u00eb drejt\u00eb konkurrimin;<br \/>\nt\u00eb b\u00ebj\u00eb t\u00eb ndersh\u00ebm votimin;<br \/>\nt\u00eb b\u00ebj\u00eb t\u00eb detyruesh\u00ebm aksionin.<\/p>\n<p>&#8211; Reforme t\u00eb Rregullave<br \/>\nRregullat b\u00ebjn\u00eb t\u00eb mundur bashk\u00ebjetes\u00ebn n\u00eb organizat\u00eb. E kur kjo paranoj\u00eb funksionon, tradhtia behet zgjidhja efikase. Kjo po i zhb\u00ebn institucionet dhe kjo po dob\u00ebson deri n\u00eb paraliz\u00eb funksionalitetin e \u00e7do organizate.<br \/>\nBashk\u00eb me to dhe demokracin\u00eb e brendshme.<br \/>\nPo ndodh q\u00eb organizata vihet n\u00eb l\u00ebvizje vet\u00ebm kur l\u00ebviz individi drejtues, punon vet\u00ebm kur punon ai, merr vendime vet\u00ebm kur vendos ai p\u00ebr to. N\u00eb fakt, koha ka treguar se individ\u00ebt kan\u00eb kufijt\u00eb e tyre politik\u00eb e biologjik\u00eb, institucionet duhet t\u00eb mbeten.<br \/>\nInstitucionet duhet:<br \/>\nt\u00eb grumbullojn\u00eb fuqin\u00eb e p\u00ebrbashk\u00ebt t\u00eb individ\u00ebve t\u00eb organizat\u00ebs;<br \/>\nt\u00eb garantojn\u00eb rregullat e p\u00ebrbashk\u00ebta-ve\u00e7mas ato t\u00eb komunikimit, propozimit, debatit, karrier\u00ebs, konkurrimit;<br \/>\nt\u00eb administrojn\u00eb pjes\u00ebmarrjen n\u00eb vendimmarrje dhe detyroj\u00eb zbatimin e tij;<br \/>\nt\u00eb kufizojn\u00eb ne mandate drejtuesit, por edhe p\u00ebrfaq\u00ebsuesit, ve\u00e7mas ata administrativ\u00eb.<\/p>\n<p>&#8211; Reform\u00eb t\u00eb struktur\u00ebs organizative dhe funksionimit<br \/>\nHapja e organizat\u00ebs n\u00eb funksion t\u00eb krijimit t\u00eb hap\u00ebsirave t\u00eb reja p\u00ebr cilindo q\u00eb beson n\u00eb t\u00eb, b\u00ebn t\u00eb domosdoshme shtrirjen e saj sa m\u00eb shum\u00eb n\u00eb territor. Nj\u00eb shtrirje kapilare deri n\u00eb nj\u00ebsin\u00eb m\u00eb t\u00eb vog\u00ebl ku grumbullohen e jetojn\u00eb qytetar\u00eb \u00ebsht\u00eb jetike. Por nuk mjafton. Ngritja e institucioneve q\u00eb i grupojn\u00eb an\u00ebtar\u00ebt n\u00eb baz\u00eb t\u00eb interesave t\u00eb tyre \u00ebsht\u00eb ajo q\u00eb duhet p\u00ebrmbushur. Rinia duhet t\u00eb jet\u00eb fuqia politike dhe organizative n\u00eb terren. Gruaja duhet t\u00eb plot\u00ebsoj\u00eb m\u00eb n\u00eb fund gjysm\u00ebn bosh n\u00eb struktur\u00ebn e organizat\u00ebs.<br \/>\nStruktura duhet t\u00eb funksionoj\u00eb. Funksionaliteti i saj duhet t\u00eb buroj\u00eb nga institucionet, t\u00eb programohet, orientohet e organizohet prej tyre.
