Por kur telekomanda, pa dashur, mbeti parmbr\u00ebm\u00eb p\u00ebr disa sekonda tek Top Channel-i, ku Shp\u00ebtim Nazarko dhe Artan Hoxha po debatonin n\u00eb emisionin e Alban Dudushit, nuk i rezistova dot tundimit p\u00ebr t\u00eb d\u00ebgjuar se \u00e7\u2019do t\u00eb thuhej p\u00ebr votat e kontestuara.<\/p>\n<p>Para se t\u00eb futem n\u00eb thelbin e k\u00ebtij shkrimi, do t\u00eb b\u00ebj nj\u00eb detur t\u00eb vog\u00ebl 1-minut\u00ebsh, p\u00ebr t\u00eb shpjeguar pse desha t\u00eb shk\u00ebputesha p\u00ebr ca koh\u00eb nga debatet e sip\u00ebrp\u00ebrmenduara.<\/p>\n<p>Pas num\u00ebrimit t\u00eb kutis\u00eb s\u00eb fundit n\u00eb Minibashkin\u00eb 5, pata dy ndjenja t\u00eb kund\u00ebrta. N\u00eb nivel personal, u m\u00ebrzita sepse rezultati i Edi Ram\u00ebs ishte nj\u00eb milimet\u00ebr posht\u00eb kufirit t\u00eb gabimit statistikor t\u00eb parashikimit tim publik (kisha parashikuar se Rama do t\u00eb fitonte 52.6% t\u00eb votave, me marzh gabimi statistikor plus\/minus 2.5 pik\u00eb p\u00ebrqindje). P\u00ebr nj\u00eb statisticien, dalja qoft\u00eb edhe nj\u00eb milimet\u00ebr jasht\u00eb gabimit statistikor prej 2.5 pik\u00eb p\u00ebrqindje quhet d\u00ebshtim n\u00eb parashikim (parashikime me gabim statistikor plus\/minus 10 pik\u00eb p\u00ebrqindje mund t\u00eb b\u00ebj\u00eb edhe nj\u00eb f\u00ebmij\u00eb 5 vje\u00e7&#8230;)<\/p>\n<p>Duke shkuar p\u00ebrtej nivelit personal, fakti q\u00eb fitorja e Edi Ram\u00ebs ishte me aq pak vota m\u00eb g\u00ebzoi, sepse nj\u00eb fitore si e Pirros nga ana e tij do t\u00eb krijonte nj\u00eb ekulib\u00ebr politik mes dy koalicioneve kund\u00ebrshtare. Me at\u00eb rezultat, i binte q\u00eb \u201cAleanca p\u00ebr Qytetarin\u201d t\u00eb kishte fituar politikisht gar\u00ebn p\u00ebr t\u00eb ardhmen dhe \u201cAleanca p\u00ebr t\u00eb Ardhmen\u201d t\u00eb kishte fituar lokalisht gar\u00ebn p\u00ebr qytetarin. Dhe t\u00eb dyja fitoret ishin si t\u00eb Pirros. Koalicioni Berisha-Meta (p\u00ebr qytetarin) kishte fituar vot\u00ebn popullore dhe shumic\u00ebn e komunave (pra kishte krijuar nj\u00eb avantazh pararak p\u00ebr gar\u00ebn e ardhme politike n\u00eb 2013), nd\u00ebrkoh\u00eb q\u00eb kishte humbur gar\u00ebn p\u00ebr qeverisjen e qytetar\u00ebve n\u00eb shumic\u00ebn d\u00ebrrmuese t\u00eb qendrave t\u00eb m\u00ebdha urbane. Nd\u00ebrsa kandidat\u00ebt e koalicionit Rama kishin fituar me diferenca t\u00eb thella n\u00eb garat p\u00ebr qeverisjen e qyteteve t\u00eb m\u00ebdha, nd\u00ebrkoh\u00eb q\u00eb vet\u00eb kryekandidati i koalicionit mezi kishte siguruar qeverisjen e kryeqytetetit.<\/p>\n<p>Ky ekulib\u00ebr u vu n\u00eb dukje n\u00eb deklarimet publike t\u00eb dit\u00ebve t\u00eb para t\u00eb t\u00eb dyja pal\u00ebve, si edhe n\u00eb ato t\u00eb ambasador\u00ebve kryesor\u00eb n\u00eb Tiran\u00eb. Dhe u krijua p\u00ebrshtypja se do t\u00eb kishim s\u00eb shpejti nj\u00eb ulje n\u00eb tavolin\u00eb t\u00eb faktor\u00ebve kryesor\u00eb politik\u00eb, p\u00ebr t\u00eb b\u00ebr\u00eb ndryshimet e domosdoshme n\u00eb kodin zgjedhor dhe p\u00ebr t\u00eb hartuar nj\u00eb plan konkret p\u00ebr plot\u00ebsimin e 12 kushteve t\u00eb Bashkimit Europian n\u00eb lidhje me integrimin e Shqip\u00ebris\u00eb n\u00eb t\u00eb.<\/p>\n<p>Por ky ekuilib\u00ebr u prish n\u00eb \u00e7astin kur Ristani, p\u00ebrkund\u00ebr deklarimit t\u00eb tij publik n\u00eb prani t\u00eb tre amabasador\u00ebve kryesor\u00eb n\u00eb Tiran\u00eb, filloi procedur\u00ebn ekstra-ligjore t\u00eb vler\u00ebsimit t\u00eb votave t\u00eb hedhura n\u00eb kutit\u00eb e gabuara, para nxjerrjes s\u00eb rezultatit zyrtar paraprak. Qysh prej atij \u00e7asti, iu ktheva bindjes s\u00eb kahershme se, n\u00eb nj\u00eb vend ku e drejta shtet\u00ebrore nuk ka funksionuar KURR\u00cb, zgjidhjet e konflikteve duhet t\u00eb bazohen n\u00eb t\u00eb drejt\u00ebn zakonore.<\/p>\n<p>Sipas k\u00ebsaj t\u00eb fundit, kur dy v\u00ebllez\u00ebr q\u00eb jetojn\u00eb bashk\u00eb n\u00eb nj\u00eb sht\u00ebpi jan\u00eb n\u00eb sherr me nj\u00ebri-tjetrin, v\u00ebllait t\u00eb madh i bie barra kryesore t\u00eb gjej\u00eb kompromisin, pavarsisht se ky kompromis mund t\u00eb mos jet\u00eb i drejt\u00eb p\u00ebr ndonj\u00eb nga f\u00ebmij\u00ebt e tyre&#8230; Por Berisha (\u201cv\u00ebllai i madh\u201d) nuk zgjodhi kompromisin me Ram\u00ebn (\u201cv\u00ebllain e vog\u00ebl\u201d) duke mbajtur k\u00ebshtu an\u00ebn e Bash\u00ebs (\u201cdjalit t\u00eb tij t\u00eb madh\u201d). Dhe p\u00ebrderisa ai t\u00eb mos ndryshoj\u00eb q\u00ebndrim, mendoj se nuk ia vlen t\u00eb merresh me debate juridike \u2013 p\u00ebr sa ka ekzistuar shteti shqiptar, vendimet e institucioneve shtet\u00ebrore dhe gjykatave i jan\u00eb p\u00ebrshtatur gjithnj\u00eb vullnetit t\u00eb \u201cv\u00ebllait t\u00eb madh\u201d t\u00eb radh\u00ebs&#8230;<\/p>\n<p>Duke u kthyer te debati Nazarko-Hoxha, q\u00eb u b\u00eb shkak p\u00ebr k\u00ebto rrjeshta, mund t\u2019i them me keqardhje Nazarkos se argumentet e tij ishin m\u00ebse logjike, por ai nuk e vinte re n\u00ebnqeshjen karakteristike t\u00eb Hoxh\u00ebs, kur ai i shtjellonte ato. N\u00eb thelb, argumenti i Nazarkos ishte nj\u00eb argument i thjesht\u00eb e i qart\u00eb arithmetik. Sipas tij, \u00e7\u00ebshtja zgjidhet n.q.s. t\u00eb gjitha votat e hedhura n\u00eb kutit\u00eb e gabuara kthehen n\u00eb kutit\u00eb e duhura (me fjal\u00ebt e Nazarkos, moll\u00ebt t\u00eb kthehen te kutit\u00eb e moll\u00ebve, dardhat te kutit\u00eb e dardhave, e k\u00ebshtu me rradh\u00eb). Pasi kjo t\u00eb jet\u00eb b\u00ebr\u00eb, argumentonte Nazarko, mjafton t\u00eb krahasohet numri total i votave n\u00eb \u00e7do kuti me numrin total t\u00eb votuesve, p\u00ebr t\u00eb nxjerr\u00eb n\u00eb pah n\u00ebse ka m\u00eb shum\u00eb vota se sa votues dhe m\u00eb pas, mund t\u00eb shihet n\u00ebse Rama ka m\u00eb shum\u00eb vota se Basha.<\/p>\n<p>Q\u00eb arithmetika e Nazarkos t\u00eb funksionoj\u00eb, duhet t\u00eb hapen t\u00eb gjitha kutit\u00eb e votave dhe materialeve zgjedhore t\u00eb Tiran\u00ebs (p\u00ebr kryebashkiak, kryeminibashkiak, k\u00ebshilltar\u00eb bashkie e minibashkie). Nga shqyrtimi i kutive t\u00eb materialeve zgjedhore do t\u00eb dilte se sa flet\u00eb votimi jan\u00eb p\u00ebrdorur realisht (gjithsej flet\u00eb votimi, minus flet\u00ebt e pap\u00ebrdorura, minus flet\u00ebt e d\u00ebmtuara, baraz me flet\u00ebt e p\u00ebrdorura). Me fjal\u00eb t\u00eb tjera, do t\u00eb dilte se sa votues kan\u00eb votuar realisht n\u00eb 8 maj. (Bazuar n\u00eb listat e pjes\u00ebmarrjes, Endri Xhafa i Top Channel e kishte llogaritur pjes\u00ebmarrjen n\u00eb votim, por justifikimi i KQZ-s\u00eb \u00ebsht\u00eb se rreth 825 votues tiranas kan\u00eb harruar t\u00eb firmosin n\u00eb listat e pjes\u00ebmarrjes.) Nga ana tjet\u00ebr, shqyrtimi i t\u00eb gjitha kutive t\u00eb votave do t\u00eb nxirrte n\u00eb pah se sa vota jan\u00eb aktualisht n\u00eb kutira dhe p\u00ebr cil\u00ebt kandidat\u00eb jan\u00eb ato.<\/p>\n<p>Por Artan Hoxha dhe t\u00eb tjer\u00eb analist\u00eb af\u00ebr Berish\u00ebs, sa her\u00eb q\u00eb p\u00ebrmendet hapja e kutive, kund\u00ebrp\u00ebrmendin precedentitn e vitit 2009. Sipas tyre, vendimi i Kolegjit Zgjedhor t\u00eb atij viti e lejon hapjen e kutive vet\u00ebm kur ka kontestim ose indicie p\u00ebr parregullsi, pavar\u00ebsisht se Kodi Zgjedhor p\u00ebrcakton q\u00eb, me k\u00ebrkes\u00ebn e dy an\u00ebtar\u00ebve t\u00eb KQZ-s\u00eb, kuti t\u00eb caktuara prej k\u00ebtyre t\u00eb fundit duhet t\u00eb hapen automatikisht. Prandaj edhe Hoxha n\u00ebnqeshte kur Nazarko shtjellonte argumentin e tij arithmetik. Ai e di se, po t\u00eb doj\u00eb Berisha, Kolegji Zgjedhor do t\u00eb p\u00ebrdor\u00eb argumentin e m\u00ebsip\u00ebrm juridik, n\u00eb m\u00ebnyr\u00eb q\u00eb arithmetika e Nazarkos t\u00eb mos e shoh\u00eb drit\u00ebn e diellit (kutit\u00eb e votave mund t\u00eb digjen eventualisht te bregu i lumit dhe materialet zgjedhore mund t\u00eb varrosen p\u00ebr 25 vjet n\u00eb Arkiv\u00ebn e Shtetit).<\/p>\n<p>Me pak fjal\u00eb, sherri n\u00eb sht\u00ebpin\u00eb e ndar\u00eb shqiptare mund t\u00eb zgjidhet vet\u00ebm n.q.s. \u201cv\u00ebllai i madh\u201d Berisha b\u00ebn nj\u00eb kompromis me \u201cv\u00ebllain e vog\u00ebl\u201d Rama.
