P\u00ebrs\u00ebri vendi gjendet nj\u00eb hap larg humner\u00ebs me nj\u00eb d\u00e9j\u00e0 vu t\u00eb dhimbshme, q\u00eb t\u00eb kujton se si nj\u00eb dekad\u00eb m\u00eb par\u00eb na u shty MSA dhe po ashtu Prodi erdhi e na b\u00ebri thirrje n\u00eb Parlament p\u00ebr stabilitet. Paralelizmat me t\u00eb kaluar\u00ebn e hidhur t\u00eb shqiptar\u00ebve mund t\u00eb b\u00ebhen edhe me gjenez\u00ebn e shtetit ton\u00eb, kur p\u00ebrplasjet e egove dhe interesave meskine t\u00eb lider\u00ebve politik\u00eb dhe oborrtar\u00ebve t\u00eb tyre rrezikonin dita-dit\u00ebs q\u00eb ta vdisnin Shqip\u00ebrin\u00eb sa ishte ende lehon\u00eb. Tanim\u00eb q\u00eb po b\u00ebhet nj\u00eb shekull shtet, prap\u00ebseprap\u00eb po na duhet t\u00eb shohim angazhimin e ambasador\u00ebve t\u00eb huaj n\u00eb terren p\u00ebr t\u00eb na shp\u00ebtuar nga nj\u00ebri-tjetri, sikurse q\u00ebmoti vendosnin p\u00ebrcaktimin e kufijve ton\u00eb.<\/p>\n<p>Mir\u00ebpo edhe pse situata nuk \u00ebsht\u00eb zgjidhur, gjithsesi duhen v\u00ebn\u00eb pikat mbi i, pik\u00ebrisht tani kur plaga \u00ebsht\u00eb ende e hapur p\u00ebr t\u00eb sqaruar disa p\u00ebrgjegj\u00ebsi lidhur me procesin zgjedhor. Hekuri duhet rrahur sa \u00ebsht\u00eb i nxeht\u00eb, sepse po kaloi nj\u00ebfar\u00eb kohe e harrojm\u00eb t\u00eb gjith\u00eb dhe b\u00ebjm\u00eb sikur s\u2019ka ndodhur gj\u00eb p\u00ebr t\u2019u riballafaquar me problemin n\u00eb nj\u00eb form\u00eb ciklike. Dita e zgjedhjeve ka qen\u00eb problem i madh m\u00eb par\u00eb, por \u00ebsht\u00eb minimalizuar tanim\u00eb. Fushata gjithashtu ngelet problem, por minimal p\u00ebr nga impakti n\u00eb rezultatin zgjedhor, krahasuar me num\u00ebrimin, i cili sikurse u pa edhe n\u00eb zgjedhjet parlamentare \u00ebsht\u00eb nj\u00eb gangren\u00eb e mir\u00ebfillt\u00eb.<\/p>\n<p>Pik\u00ebs\u00ebpari duhet th\u00ebn\u00eb q\u00eb p\u00ebr procesin e num\u00ebrimit ka zgjidhje, pra ka drit\u00eb n\u00eb fund t\u00eb tunelit, nuk \u00ebsht\u00eb nj\u00eb nyje gordiane, por \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb varet nga vullneti politik. Situata e zgjatjes s\u00eb num\u00ebrimit ishte e pritshme dhe p\u00ebr rrjedhoj\u00eb edhe e parandalueshme. Administrimi i procesit zgjedhor prej partizan\u00ebve, militant\u00ebve apo individ\u00ebve t\u00eb propozuar dhe porositur prej partive politike dhe jo n\u00eb dor\u00eb t\u00eb institucioneve dhe n\u00ebn garancin\u00eb e ligjit, n\u00eb m\u00ebnyr\u00eb t\u00eb pashmangshme do t\u00eb sillte n\u00eb aplikimin e vonesave t\u00eb motivuara politikisht sikurse edhe u denoncua qart\u00eb nga raporti i fundit i OSBE-ODIHR. Dhe k\u00ebtu \u00ebsht\u00eb p\u00ebrgjegj\u00ebsia jo vet\u00ebm e kreut t\u00eb mazhoranc\u00ebs, por edhe e liderit t\u00eb pozit\u00ebs, t\u00eb cil\u00ebt e din\u00eb mir\u00eb q\u00eb l\u00ebnia e procesit zgjedhor n\u00eb dor\u00eb t\u00eb njer\u00ebzve partiak\u00eb p\u00ebrb\u00ebn nj\u00eb disfat\u00eb t\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs p\u00ebrball\u00eb interesave meskine politike, nj\u00eb mosrealizim t\u00eb nj\u00eb prej standardeve kryesore europiane dhe ishte nj\u00eb recet\u00eb e past\u00ebr p\u00ebr tension e konfrontim n\u00eb terren. Kjo pasi garant p\u00ebr procesin zgjedhor nuk ka qen\u00eb shteti e ligji, por raporti apo ekuilibri i forc\u00ebs s\u00eb militant\u00ebve t\u00eb zellsh\u00ebm q\u00eb monitorojn\u00eb apo administrojn\u00eb procesin.<\/p>\n<p>Prandaj duhet t\u00eb jet\u00eb detyr\u00eb e opozit\u00ebs, e cila duhet t\u00eb nxjerr\u00eb m\u00ebsim nga p\u00ebsimi, p\u00ebr t\u2019u angazhuar q\u00eb ta ndryshoj\u00eb nj\u00ebher\u00eb e mir\u00eb procesin e num\u00ebrimit. N\u00ebse nuk e b\u00ebn, at\u00ebher\u00eb v\u00ebrtetohet q\u00eb lidershipi aktual i opozit\u00ebs nuk ka problem me posht\u00ebrsin\u00eb e k\u00ebsaj dukurie, por thjesht nuk e p\u00eblqen faktin q\u00eb k\u00ebt\u00eb proces e ka dominuar qeveria dhe do t\u00eb d\u00ebshironte ta kishte vet\u00eb n\u00eb dor\u00eb instrumentin manipulues t\u00eb manipulimit t\u00eb procesit t\u00eb num\u00ebrimit. N\u00eb k\u00ebt\u00eb aspekt, zgjidhja \u00ebsht\u00eb shum\u00eb m\u00eb e leht\u00eb nga sa mendohet dhe vjen n\u00ebp\u00ebrmjet aplikimit t\u00eb teknologjive t\u00eb ndryshme elektorale, q\u00eb p\u00ebrdoren me shum\u00eb sukses prej dekadash nga vende t\u00eb zhvilluara.<\/p>\n<p>Sistemet e tabulimit elektronik mund t\u00eb jen\u00eb shum\u00eb t\u00eb p\u00ebrdorsh\u00ebm n\u00eb Shqip\u00ebri, sepse mund\u00ebsojn\u00eb q\u00eb fleta e votimit t\u00eb mbushet me dor\u00eb dhe t\u00eb num\u00ebrohet n\u00eb m\u00ebnyr\u00eb elektronike. Di\u00e7ka e till\u00eb e ngjashme \u00ebsht\u00eb p\u00ebrdorur me shum\u00eb sukses prej vitesh n\u00eb sistemin e matur\u00ebs n\u00eb Shqip\u00ebri. Por ka edhe pajisje elektronike q\u00eb e regjistrojn\u00eb dhe num\u00ebrojn\u00eb menj\u00ebher\u00eb vot\u00ebn q\u00eb veprojn\u00eb n\u00eb nj\u00ebfar\u00eb m\u00ebnyre si bankomatet. Fundja p\u00ebrderisa i besojm\u00eb shkenc\u00ebs s\u00eb elektronik\u00ebs kursimet e t\u00eb ardhurat tona, p\u00ebrse mos t\u00eb kemi besim tek ajo q\u00eb shkenca mund t\u00eb ofroj\u00eb edhe lidhur me nj\u00eb proces zgjedhor t\u00eb lir\u00eb, t\u00eb ndersh\u00ebm dhe efikas. Po ashtu ka shum\u00eb vende ku \u00ebsht\u00eb aplikuar me shum\u00eb sukses edhe votimi n\u00ebp\u00ebrmjet internetit dhe p\u00ebrderisa lidhja me internetin po masivizohet shpejt edhe n\u00eb Shqip\u00ebri, kjo zgjidhje \u00ebsht\u00eb boll e mundshme. Kuptohet q\u00eb s\u2019ka gj\u00eb perfekte, por gjithsesi k\u00ebto q\u00eb po p\u00ebrdoren gjithnj\u00eb e m\u00eb dendur nga vendet e zhvilluara jan\u00eb shum\u00eb her\u00eb m\u00eb t\u00eb p\u00ebrsosura sesa sistemi primitiv aktual, i cili \u00ebsht\u00eb nj\u00eb d\u00ebshtim i garantuar.<\/p>\n<p>Teknologjit\u00eb mund\u00ebsojn\u00eb shpejt\u00ebsin\u00eb e madhe t\u00eb num\u00ebrimit duke e b\u00ebr\u00eb pothuaj t\u00eb pamundur p\u00ebr pal\u00ebt q\u00eb t\u00eb b\u00ebjn\u00eb p\u00ebrllogaritje dhe t\u00eb planifikojn\u00eb se ku duhet ta bllokojn\u00eb e ku duhet ta p\u00ebrshpejtojn\u00eb procesin. Pra eliminohen taktika t\u00eb momentit t\u00eb fundit dhe tensioni i zgjatjes s\u00eb procesit.<\/p>\n<p>Aplikimi i teknologjive t\u00eb reja do t\u00eb mund\u00ebsojn\u00eb automatizimin e procesit, duke e minimizuar rolin e njer\u00ebzve n\u00eb proces. P\u00ebr rrjedhoj\u00eb, mund\u00ebsia p\u00ebr t\u00eb deformuar rezultatin n\u00ebp\u00ebrmjet korruptimit apo k\u00ebrc\u00ebnimit t\u00eb mij\u00ebra komisioner\u00ebve, num\u00ebruesve dhe v\u00ebzhguesve n\u00eb terren. Tentativat p\u00ebr manipulim l\u00ebn\u00eb gjurm\u00eb m\u00eb shum\u00eb dhe fal\u00eb teknologjis\u00eb identifikohen m\u00eb leht\u00eb keqb\u00ebr\u00ebsit dhe sigurohen n\u00eb m\u00ebnyr\u00eb m\u00eb efikase prova p\u00ebr t\u2019i v\u00ebn\u00eb ata pas hekurave. Duhet v\u00ebn\u00eb n\u00eb dukje gjithashtu q\u00eb vendi yn\u00eb ka nj\u00eb avantazh t\u00eb madh, sepse me nj\u00eb mosh\u00eb mesatare q\u00eb v\u00ebrtitet tek 29 vje\u00e7, k\u00ebto teknika e procese t\u00eb avancuara mund t\u00eb p\u00ebrvet\u00ebsohen dhe aplikohen shum\u00eb m\u00eb leht\u00eb se n\u00eb vende me popullsi m\u00eb t\u00eb moshuar.
