TIRAN\u00cb – Policia e Shtetit ka nj\u00eb plan sekret p\u00ebr evakuimin e kryetarit t\u00eb KQZ-s\u00eb dhe personelit mb\u00ebshtet\u00ebs, nga godina e Pallatit t\u00eb Kongreseve, ku jan\u00eb t\u00eb vendosura zyrat dhe administrata e Komisionit Qendror t\u00eb Zgjedhjeve. “Shekulli” ka dokumentin q\u00eb provon se nj\u00eb plan i till\u00eb \u00ebsht\u00eb p\u00ebrgatitur nga Policia e Shtetit dhe \u00ebsht\u00eb parashikuar t\u00eb realizohet nga forcat e repartit elit\u00eb t\u00eb forcave speciale t\u00eb Policis\u00eb s\u00eb Shtetit, RENEA.<\/p>\n

Plan\u00ebzimi dhe kryerja e tij \u00ebsht\u00eb urdh\u00ebruar nga Drejtori i P\u00ebrgjithsh\u00ebm i Policis\u00eb s\u00eb Shtetit, Hysni Burgaj, me 20 maj. Urdhri mban numrin 492, dhe \u00ebsht\u00eb protokolluar pik\u00ebrisht n\u00eb k\u00ebt\u00eb dat\u00eb n\u00eb disa nga drejtorit\u00eb n\u00eb var\u00ebsi t\u00eb Drejtoris\u00eb s\u00eb Policis\u00eb s\u00eb Shtetit, si Drejtoria e Forcave t\u00eb L\u00ebvizjes Operacionale dhe Operacioneve Speciale, Drejtoria e Policis\u00eb Rrugore, Drejtoria e Policis\u00eb s\u00eb Qarkut t\u00eb Tiran\u00ebs, Drejtoria e Policis\u00eb s\u00eb Rendit dhe Siguris\u00eb.<\/p>\n

Urdhri i Burgajt, mban titullin “P\u00ebrgatitja e planit t\u00eb operacionit p\u00ebr evakuimin e personelit t\u00eb KQZ-s\u00eb”. <\/em>

N\u00eb urdh\u00ebr k\u00ebrkohet q\u00eb m\u00eb s\u00eb pari “t\u00eb njihet kryetari i KQZ-s\u00eb me planin operacional t\u00eb evakuimit” dhe m\u00eb tej sqaron se duhet t\u00eb p\u00ebrcaktohen edhe mjetet e transportit q\u00eb duhet t\u00eb p\u00ebrdoren. N\u00eb k\u00ebt\u00eb pik\u00eb thuhet: “n\u00eb rrug\u00eb tok\u00ebsore dhe ajrore”, – duke p\u00ebrcaktuar k\u00ebshtu edhe p\u00ebrdorimin e helikopter\u00ebve. N\u00eb shum\u00eb raste, RENEA p\u00ebrdor evakuimet me litar e madje k\u00ebto t\u00eb fundit jan\u00eb m\u00eb se t\u00eb zakonshme p\u00ebr nj\u00ebsin\u00eb elit\u00eb.<\/p>\n

N\u00eb urdh\u00ebr nuk lihen pa p\u00ebrmendur edhe detajet se cili do t\u00eb jet\u00eb personeli q\u00eb do t\u00eb kryej\u00eb operacionin e deri te drejtuesit dhe z\u00ebvend\u00ebsit e drejtimit t\u00eb operacionit n\u00eb planin p\u00ebrkat\u00ebs.<\/p>\n

Drejtori Burgaj flet n\u00eb k\u00ebt\u00eb urdh\u00ebr edhe p\u00ebr “armatimin dhe pajisjet speciale q\u00eb do t\u00eb p\u00ebrdoren, rrug\u00ebt e l\u00ebvizjes gjat\u00eb afrimit dhe largimit, mjetet e komunikimit dhe kodet q\u00eb do t\u00eb p\u00ebrdoren…”. Po n\u00eb k\u00ebt\u00eb pik\u00eb, kreu i Policis\u00eb s\u00eb Shtetit iu ka k\u00ebrkuar strukturave n\u00eb var\u00ebsi t\u00eb tij, edhe p\u00ebrcaktimin e vendit ku duhet t\u00eb akomodohet personeli i KQZ-s\u00eb, pas evakuimit. N\u00eb pikat 2, 3, 4 kreu i Policis\u00eb urdh\u00ebron departamentet dhe drejtorit\u00eb e tjera q\u00eb “t\u00eb marrin masat n\u00eb mb\u00ebshtetje t\u00eb operacionit”, si drejtorin\u00eb e Policis\u00eb Rrugore, t\u00eb Drejtoris\u00eb s\u00eb Tiran\u00ebs etj.<\/p>\n

Ish-Kreu i Gard\u00ebs: Ky urdh\u00ebr djeg t\u00eb gjitha etapat e vendimmarrjes n\u00eb situat\u00eb emergjencash<\/strong><\/p>\n

TIRAN\u00cb – Arjan Rugji, ish-drejtues i lart\u00eb i Policis\u00eb s\u00eb Shtetit dhe t\u00eb Gard\u00ebs s\u00eb Republik\u00ebs, e ka quajtur dje p\u00ebr “Shekullin”, urdhrin e para disa dit\u00ebve t\u00eb drejtorit t\u00eb P\u00ebrgjithsh\u00ebm t\u00eb Policis\u00eb si anti-ligjor t\u00eb pabazuar dhe t\u00ebr\u00ebsisht jasht\u00eb kompetencave t\u00eb tij.<\/p>\n

Sipas Rugjit, Drejtori i p\u00ebrgjithsh\u00ebm i Policis\u00eb ka nxjerr\u00eb nj\u00eb urdh\u00ebr kund\u00ebr t\u00eb gjith\u00eb kompetencave q\u00eb atij i lejon dhe i adreson ligji. Rugji, n\u00eb nj\u00eb intervist\u00eb t\u00eb shkurt\u00ebr, ka dh\u00ebn\u00eb argumentet e tij duke kund\u00ebrshtuar urdhrin e Burgajt, si dhe duke e cil\u00ebsuar at\u00eb deri edhe antiligjor.<\/p>\n

Urdhri bazohet n\u00eb ligjin “P\u00ebr Emergjencat Civile”, por n\u00eb t\u00eb kund\u00ebrt nga m\u00ebnyra se si \u00ebsht\u00eb formuluar t\u00eb jep iden\u00eb se urdhri \u00ebsht\u00eb formuluar dhe dh\u00ebn\u00eb p\u00ebr nj\u00eb koh\u00eb kur n\u00eb fuqi duhet t\u00eb jet\u00eb nj\u00eb vendim q\u00eb shpall gjendjen emergjenc\u00ebs, apo gjendjen e jasht\u00ebzakonshme. P\u00ebr m\u00eb keq, plani operacional t\u00eb jep iden\u00eb e nj\u00eb evakuimi n\u00eb koh\u00eb lufte.<\/p>\n

Aktualisht nuk ka asnj\u00eb vendim t\u00eb qeveris\u00eb, apo ligj t\u00eb parlamentit, p\u00ebr shpalljen e gjendjes s\u00eb jasht\u00eb zakonshme, t\u00eb emergjenc\u00ebs civile e aq m\u00eb pak t\u00eb gjendje s\u00eb luft\u00ebs.
\nP\u00ebrpara se t\u00eb dal tek kjo mund t\u00eb them se gjat\u00eb k\u00ebtyre dit\u00ebve ka pasur angazhim t\u00eb RENEA-s, n\u00eb nj\u00eb tubim apo protest\u00eb si dhe atyre t\u00eb Forcave t\u00eb Nd\u00ebrhyrjes s\u00eb Shpejt\u00eb, \u00e7ka bie ndesh me misionin e tyre dhe ve\u00e7an\u00ebrisht t\u00eb RENEA-s q\u00eb nuk ka mision garantimin e Rendit Publik, por vet\u00ebm zgjidhjen e situatave me element\u00eb t\u00eb armatosur dhe terrorist\u00eb.<\/p>\n

Misioni i RENEA-s, \u00ebsht\u00eb e cil\u00ebsuar edhe n\u00eb emrin e saj, q\u00eb do t\u00eb thot\u00eb se \u00ebsht\u00eb Repart i Neutralizimit t\u00eb Element\u00ebve t\u00eb Armatosur. P\u00ebr se duhet q\u00eb RENEA t\u00eb nd\u00ebrhyj\u00eb n\u00eb nj\u00eb operacion, ku nuk ka persona dhe njer\u00ebz t\u00eb armatosur e aq m\u00eb pak t\u00eb nd\u00ebrhyj\u00eb p\u00ebr t\u00eb evakuuar njer\u00ebz nga institucione t\u00eb ndryshme shtet\u00ebrore?<\/p>\n

Ju thoni se nuk ka gjendje t\u00eb jasht\u00ebzakonshme, p\u00ebr nj\u00eb plan t\u00eb till\u00eb. Duhet t\u00eb ket\u00eb nj\u00eb situat\u00eb p\u00ebr nj\u00eb operacion t\u00eb till\u00eb?<\/p>\n

Sigurisht. Po t\u00eb lexoni, edhe urdhri i kreut t\u00eb Policis\u00eb ka baz\u00eb ligjore kryesore Ligjin e Emergjencave Civile. N\u00eb k\u00ebt\u00eb rast mungon nj\u00eb ligj apo nj\u00eb vendim s\u00eb paku, p\u00ebr shpalljen e gjendjes s\u00eb jasht\u00ebzakonshme. N\u00eb rastin konkret nuk \u00ebsht\u00eb kompetenc\u00eb e Policis\u00eb t\u00eb kryej\u00eb veprime t\u00eb tilla dhe t\u00eb shpall\u00eb dhe t\u00eb cil\u00ebsoj\u00eb gjendje t\u00eb jasht\u00ebzakonshme apo t\u00eb zakonshme. M\u00eb par\u00eb duhet t\u00eb ket\u00eb veprime nga institucione t\u00eb tjera q\u00eb duhet t\u00eb kryejn\u00eb detyr\u00ebn e tyre dhe m\u00eb pas n\u00eb fund n\u00eb se ka nj\u00eb rrezik real, vendos policia, n\u00ebse duhet t\u00eb nd\u00ebrhyj\u00eb apo jo.<\/p>\n

Ky urdh\u00ebr jo vet\u00ebm q\u00eb shkel n\u00eb m\u00ebnyr\u00eb t\u00eb hapur ligjin, por \u00ebsht\u00eb dhe t\u00ebr\u00ebsisht i pabazuar. Mund t\u00eb them se ai djeg t\u00eb gjitha etapat e vendimmarrjes n\u00eb situat\u00eb emergjencash.<\/p>\n

Drejtori i P\u00ebrgjithsh\u00ebm argumenton se jasht\u00eb godin\u00ebs s\u00eb KQZ-s\u00eb ka pasur njer\u00ebz q\u00eb protestojn\u00eb…<\/p>\n

Po nuk \u00ebsht\u00eb Drejtori i P\u00ebrgjithsh\u00ebm i Policis\u00eb q\u00eb vler\u00ebson, n\u00ebse ka nj\u00eb gjendje t\u00eb jasht\u00ebzakonshme apo jo, pasi \u00ebsht\u00eb jasht\u00eb kompetenc\u00ebs s\u00eb tij. N\u00ebse ka nj\u00eb tubim jasht\u00eb zyrave t\u00eb KQZ-s\u00eb, ai ka forcat e policis\u00eb q\u00eb kryejn\u00eb detyr\u00ebn. Ai nuk mund t\u00eb b\u00ebj\u00eb shpallje t\u00eb gjendjeve t\u00eb tilla, pasi nuk ka tag\u00ebr ligjor. Ky lloj evakuimi, \u00ebsht\u00eb nj\u00eb planifikim, si\u00e7 ju thash\u00eb i parashikuar p\u00ebr nj\u00eb situat\u00eb lufte.<\/p>\n

Ai plan aty p\u00ebrdoret p\u00ebr evakuimin, e personaliteteve t\u00eb larta shtet\u00ebrore, si kryeministri, zv.kryeministri, Kryetari i Parlamentit, Presidenti i Republik\u00ebs, Prokurori i P\u00ebrgjithsh\u00ebm. As kryetari i KQZ-s\u00eb, as ndonj\u00eb person nga personeli i KQZ-s\u00eb, nuk g\u00ebzon atribute t\u00eb tilla.<\/p>\n

Po n\u00ebse k\u00ebrkohet futja e Gard\u00ebs?<\/p>\n

N\u00ebse mund t\u00eb jet\u00eb p\u00ebrllogaritur, apo k\u00ebrkohet nd\u00ebrhyrja e Gard\u00ebs s\u00eb Republik\u00ebs, mund t\u00eb them q\u00eb shkeljet ligjore jan\u00eb akoma m\u00eb t\u00eb r\u00ebnda dhe m\u00eb flagrante. Komisioni Qendror i Zgjedhjeve, \u00ebsht\u00eb hequr me ligj nga lista e institucioneve, t\u00eb cilat duhet t\u00eb ruhen nga Garda e Republik\u00ebs. Madje, edhe kryetari i KQZ-s\u00eb, n\u00ebnkryetari, apo an\u00ebtar\u00ebt KQZ-s\u00eb, nuk mbrohen nga Garda e Republik\u00ebs, pasi edhe ata jan\u00eb p\u00ebrjashtuar me ligjin e fundit t\u00eb Gard\u00ebs.<\/p>\n

Vet\u00ebm n\u00ebse ka ndonj\u00eb rrezik p\u00ebr sigurin\u00eb komb\u00ebtare, duhet t\u00eb mobilizohen t\u00eb gjitha strukturat shtet\u00ebrore p\u00ebr realizimin e nj\u00eb evakuimi, q\u00eb parashikon mbrojtjen e institucioneve apo personaliteteve t\u00eb larta shtet\u00ebrore.
