Pasi kishte premtuar kat\u00ebr her\u00eb t\u00eb nj\u00ebjt\u00ebn rrug\u00eb q\u00eb nuk e kishte b\u00ebr\u00eb, ai kishte vendosur t\u00eb mos b\u00ebnte m\u00eb premtime, por t\u2019i binte shkurt, fushata e tij ishte t\u00eb lypte pushtet. \u201cMa jepni edhe k\u00ebsaj radhe se nuk do t\u00eb kandidoj m\u00eb her\u00ebn tjet\u00ebr\u201d. Por votuesit u treguan t\u00eb pam\u00ebshirsh\u00ebm. Nd\u00ebrsa n\u00eb Peshkopi, kryetari i nj\u00eb komune, i cili drejtonte q\u00ebkurse ra komunizmi, i pyetur nga gazetar\u00ebt se \u00e7far\u00eb p\u00ebrjetonte 20 vjet n\u00eb pushtet tha: \u201cM\u00eb \u00ebsht\u00eb m\u00ebrzitur kjo pun\u00eb, por s\u2019kam \u00e7\u2019t\u00eb b\u00ebj tjet\u00ebr\u201d. Dhe s\u00ebrish banor\u00ebt ia hoq\u00ebn m\u00ebrzin\u00eb e k\u00ebsaj pune, e z\u00ebvend\u00ebsuan.<\/p>\n<p>Shum\u00eb nga ato bashki e komuna q\u00eb konsideroheshin bastione t\u00eb nj\u00ebr\u00ebs apo tjetr\u00ebs pal\u00eb ran\u00eb politikisht n\u00eb k\u00ebto zgjedhje. \u201cEpo boll m\u00eb, boll, ka 20 vjet i nj\u00ebjti njeri\u201d \u2013 k\u00ebshtu deklaronte para kamer\u00ebs nj\u00eb banor i Kavaj\u00ebs, nd\u00ebrsa i g\u00ebzohej fitores s\u00eb kandidatit t\u00eb opozit\u00ebs. Po k\u00ebshtu u rr\u00ebzua pushteti i demokrat\u00ebve edhe n\u00eb disa bashki t\u00eb Veriut, e pushteti i socialist\u00ebve n\u00eb disa bashki t\u00eb vogla, e shum\u00eb komuna tradicionalisht t\u00eb majta. Shum\u00eb prej tyre kishin nga kat\u00ebr mandate q\u00eb qeverisnin e shum\u00eb t\u00eb tjer\u00eb e mor\u00ebn t\u00eb kat\u00ebrtin n\u00eb k\u00ebto zgjedhje, duke p\u00ebrfshir\u00eb edhe vet\u00eb kryetarin e opozit\u00ebs q\u00eb drejton Bashkin\u00eb e Tiran\u00ebs. Dhe ndoshta tek \u201cp\u00ebrjet\u00ebsia\u201d n\u00eb pushtet duhet k\u00ebrkuar edhe p\u00ebrgjigjja se pse Edi Rama, nga kryetari q\u00eb mendonte se mund t\u00eb fitonte edhe duke varur xhaket\u00ebn tek kali i Sk\u00ebnderbeut, p\u00ebrfundoi duke num\u00ebruar me zem\u00ebr t\u00eb ngrir\u00eb 10 votat e fundit t\u00eb lagjes-bastion t\u00eb s\u00eb majt\u00ebs. Harta elektorale e Shqip\u00ebris\u00eb, q\u00eb sot duket e lyer m\u00eb shum\u00eb blu p\u00ebr shkak se shumic\u00ebn e komunave i ka marr\u00eb PD, \u00ebsht\u00eb padyshim produkt i k\u00ebsaj kryengritjeje t\u00eb njer\u00ebzve q\u00eb rr\u00ebzuan nga pushteti ca bejler\u00eb q\u00eb kishin mbi 15 vjet q\u00eb drejtonin komunat, duke i trajtuar ato territore administrative si prona t\u00eb tyre.<\/p>\n<p>Rama padyshim q\u00eb nuk mendon t\u00eb k\u00ebrkoj\u00eb nj\u00eb mandat t\u00eb pest\u00eb p\u00ebr bashkin\u00eb, pasi ai k\u00ebrkon mandatin e par\u00eb si kryeminist\u00ebr pas dy vitesh. Por, padyshim, q\u00eb mund t\u00eb ket\u00eb hequr dor\u00eb nga ideja se n\u00eb 2013, nd\u00ebrsa pret t\u00eb b\u00ebhet kryeminist\u00ebr, bashkin\u00eb mund t\u2019ia l\u00ebr\u00eb me testament ndonj\u00eb t\u00eb besuari t\u00eb tij n\u00eb parti. Nd\u00ebrkoh\u00eb Berisha nuk po epet nga etja e tij p\u00ebr t\u00eb vazhduar t\u00eb q\u00ebndroj\u00eb n\u00eb pushtet. Pas nj\u00eb mandati t\u00eb plot\u00eb dhe nj\u00eb t\u00eb nd\u00ebrprer\u00eb nga rebelimi i 1997-s si president dhe dy mandate si kryeminist\u00ebr, Berisha \u00ebsht\u00eb prezantuar publikisht, pa asnj\u00eb ekuivok, se do t\u00eb jet\u00eb ai s\u00ebrish kandidati p\u00ebr kryeminist\u00ebr n\u00eb zgjedhjet e p\u00ebrgjithshme t\u00eb 2013-s. Madje ai nuk ka ngurruar t\u00eb thot\u00eb se do t\u00eb q\u00ebndroj\u00eb n\u00eb pushtet deri n\u00eb 2024, n\u00eb nj\u00eb mosh\u00eb kur njeriut pak organe e shqisa i punojn\u00eb normalisht.<\/p>\n<p>Ne jemi n\u00eb nj\u00eb sistem demokratik dhe normalisht mund t\u00eb themi se derisa mund t\u00eb votohet, p\u00ebrse t\u00eb mos qeveris\u00eb. Por jet\u00ebgjat\u00ebsia e njer\u00ebzve n\u00eb pushtet prodhon disa probleme shum\u00eb t\u00eb m\u00ebdha e me pasoj\u00eb t\u00eb gjithanshme:<\/p>\n<p>&#8211; Si kryetari i komun\u00ebs, ai i bashkis\u00eb dhe ai i qeveris\u00eb, duke q\u00ebndruar p\u00ebr vite t\u00eb t\u00ebra n\u00eb pushtet e inkriminojn\u00eb pushtetin e tyre. Ata krijojn\u00eb rreth vetes, n\u00eb m\u00ebnyr\u00eb graduale dhe t\u00eb natyrshme, klanin e tyre q\u00eb dal\u00ebngadal\u00eb fut n\u00ebn kontroll ekonomin\u00eb e fshatit, at\u00eb t\u00eb qytetit dhe t\u00eb gjith\u00eb vendit. \u00cbsht\u00eb ky klan q\u00eb kontrollon paran\u00eb dhe q\u00eb n\u00eb mjedisin shqiptar prodhon m\u00eb pas edhe vota. Ata prodhojn\u00eb k\u00ebshtu mekanizimin e riciklimit t\u00eb pushtetit t\u00eb tyre, q\u00eb nuk ka asnj\u00eb lidhje me demokracin\u00eb e v\u00ebrtet\u00eb.<\/p>\n<p>&#8211; Nj\u00eb njeri q\u00eb q\u00ebndron gjat\u00eb n\u00eb pushtet velet prej tij, humbet interesin, d\u00ebshir\u00ebn dhe fantazin\u00eb p\u00ebr t\u00eb punuar n\u00eb dobi t\u00eb shoq\u00ebris\u00eb. \u00cbsht\u00eb si ai f\u00ebmija, q\u00eb pasi \u00ebsht\u00eb ngopur fut duart n\u00eb pjat\u00eb dhe hedh sa andej-k\u00ebndej ushqimin q\u00eb gjendet aty.<\/p>\n<p>&#8211; Nj\u00eb njeri q\u00eb q\u00ebndron gjat\u00eb n\u00eb pushtet shnd\u00ebrrohet n\u00eb diktator, pa\u00e7ka se \u00ebsht\u00eb nj\u00eb sistem demokratik. Ai nuk pyet p\u00ebr ligjet e rregullat, nd\u00ebrsa rival\u00ebt i shikon si insekte q\u00eb po i prishin rehatin\u00eb, pasi mendon se ajo komuna, bashkia apo qeveria \u00ebsht\u00eb e tija, \u00ebsht\u00eb pron\u00eb t\u00eb cil\u00ebn tashm\u00eb mund ta trash\u00ebgoj\u00eb dhe askush nuk ka t\u00eb drejt\u00eb ta pretendoj\u00eb.<\/p>\n<p>Pik\u00ebrisht k\u00ebtu duhet par\u00eb i t\u00ebr\u00eb dramaticiteti q\u00eb u prodhua gjat\u00eb k\u00ebtyre zgjedhjeve. Ata q\u00eb e zot\u00ebronin pushtetin mendonin se po ua grabisin dhe p\u00ebr pasoj\u00eb ata dhe kund\u00ebrshtar\u00ebt e tyre th\u00ebrrit\u00ebn e mblodh\u00ebn rreth vetes ushtrit\u00eb e horrave q\u00eb ishin gati t\u00eb nxirrnin arm\u00ebt edhe p\u00ebr nj\u00eb flamur.<\/p>\n<p>Sali Berisha \u00ebsht\u00eb p\u00ebrfaq\u00ebsuesi m\u00eb tipik i k\u00ebsaj kategorie pushtetar\u00ebsh. Aktori dhe protagonisti kryesor i politik\u00ebs shqiptare n\u00eb 20 vjet, ai \u00ebsht\u00eb i vetmi n\u00eb t\u00ebr\u00eb Europ\u00ebn Lindore postkomuniste q\u00eb vazhdon t\u00eb jet\u00eb n\u00eb pushtet dhe i vendosur p\u00ebr t\u00eb q\u00ebndruar edhe p\u00ebr nj\u00eb dekad\u00eb e m\u00eb shum\u00eb.<\/p>\n<p>Berisha deklaron sot se ai ka marr\u00eb nj\u00eb vot\u00ebbesim t\u00eb ri p\u00ebr qeverin\u00eb, duke e konsideruar 8 majin referendum politik, edhe pse n\u00eb fushat\u00eb b\u00ebri thirrje q\u00eb ato t\u00eb ishin vet\u00ebm zgjedhje vendore. Por e v\u00ebrteta \u00ebsht\u00eb se Berisha i q\u00ebndroi larg fushat\u00ebs s\u00eb Bash\u00ebs, p\u00ebrve\u00e7se p\u00ebr t\u00eb mos marr\u00eb p\u00ebrsip\u00ebr ndonj\u00eb humbje t\u00eb madhe, edhe p\u00ebr t\u00eb mos qen\u00eb nj\u00eb barr\u00eb politike p\u00ebr kandidatin e Tiran\u00ebs. Po ashtu, ai ka qen\u00eb personalisht kostoja q\u00eb paguan disa kandidat\u00eb q\u00eb humb\u00ebn n\u00eb disa qytete ku PD ishte e sigurt n\u00eb fitore. Padyshim q\u00eb n\u00eb 2013, nj\u00eb 68-vje\u00e7ar, pas 23 vjet\u00ebsh n\u00eb politik\u00eb dhe pas m\u00eb shum\u00eb se 15 vjet\u00ebsh n\u00eb pushtet, Sali Berisha nuk do t\u00eb jet\u00eb dhe nuk duhet t\u00eb jet\u00eb m\u00eb personi ku duhet adresuar vota. Burrat e shtetit hapin vet\u00eb rrug\u00ebn, duke u dh\u00ebn\u00eb mund\u00ebsi energjive t\u00eb reja t\u00eb shp\u00ebrthejn\u00eb e kontribuojn\u00eb (dhe PD padyshim q\u00eb ka t\u00eb tilla).<\/p>\n<p>U desh\u00ebn m\u00eb shum\u00eb se 15 vjet q\u00eb qytetar\u00ebt n\u00eb nj\u00ebsi t\u00eb ndryshme vendore t\u00eb revoltoheshin kund\u00ebr drejtuesve t\u00eb tyre, t\u00eb shnd\u00ebrruar n\u00eb bajraktar\u00eb dhe padyshim q\u00eb shqiptar\u00ebt nuk do ta lejojn\u00eb Berish\u00ebn t\u00eb sulltanizohet. Problemi mbetet i demokrat\u00ebve, t\u00eb cil\u00ebt do t\u00eb paguajn\u00eb koston e manis\u00eb s\u00eb tij, edhe pse mund ta meritonin dhe mund ta merrnin s\u00ebrish vot\u00ebbesimin.<\/p>\n<p>V\u00ebrtet \u00ebsht\u00eb vota mjeti q\u00eb u pret rrug\u00ebn njer\u00ebzve q\u00eb nuk kan\u00eb nd\u00ebrmend t\u00eb l\u00ebshojn\u00eb pushtetin vullnetarisht, por derisa popullit t\u2019i shkoj\u00eb thika n\u00eb kock\u00eb e t\u00eb reagoj\u00eb, kalojn\u00eb jo pak vite dhe ata njer\u00ebz do t\u00eb ken\u00eb prodhuar jo pak kosto. Ndaj \u00ebsht\u00eb emergjent rregullimi me ligj, kufizimi, i numrit t\u00eb mandateve q\u00eb duhet t\u00eb konsumoj\u00eb nj\u00eb kryetar komune, bashkie apo nj\u00eb kryeminist\u00ebr.
