Sepse as Berisha dhe Basha, por as Ristani q\u00eb ata e komandojn\u00eb si nj\u00eb kukull, nuk mund ta din\u00eb se cili ka qen\u00eb vullneti i votuesve. Berisha b\u00ebn nj\u00eb spekulim kur pretendon se me num\u00ebrimin e votave t\u00eb hedhura n\u00eb kuti t\u00eb gabuara, po b\u00ebn q\u00eb vullneti i \u00e7do zgjedh\u00ebsi t\u00eb llogaritet. N\u00eb fakt, ka m\u00eb shum\u00eb t\u00eb ngjar\u00eb q\u00eb me nj\u00eb praktik\u00eb t\u00eb till\u00eb absurde, Berisha jo vet\u00ebm t\u00eb mos respektoj\u00eb, por t\u00eb deformoj\u00eb vullnetin e disa zgjedh\u00ebsve. Dhe bashk\u00eb me t\u00eb, edhe krejt rezultatin e zgjedhjeve n\u00eb Tiran\u00eb duke kryer, n\u00eb thelb, nj\u00eb pu\u00e7 elektoral me KQZ dhe polic\u00eb n\u00eb favor t\u00eb pushtetit t\u00eb tij.<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Nj\u00eb zgjedh\u00ebs mund ta hedh\u00eb vot\u00ebn jo n\u00eb kutin\u00eb e duhur p\u00ebr shum\u00eb shkaqe. Mund t\u00eb jet\u00eb nj\u00eb gabim, por mund t\u00eb jet\u00eb edhe nj\u00eb hedhje e q\u00ebllimt\u00eb e vot\u00ebs jo n\u00eb kutin\u00eb e duhur. Motivin nuk mund ta dij\u00eb askush me siguri. As Berisha, as Basha as Ristani. Prandaj ta cil\u00ebsosh si t\u00eb vlefshme nj\u00eb vot\u00eb q\u00eb mund t\u00eb jet\u00eb hedhur me kast n\u00eb kuti t\u00eb gabuar p\u00ebr t\u00eb rezultuar e pavlefshme, \u00ebsht\u00eb t\u00eb deformosh vullnetin e votuesit n\u00eb favor t\u00eb nj\u00eb pale dhe jo ta respektosh at\u00eb.<\/p>\n<p>Pra, \u00ebsht\u00eb t\u00eb dhunosh edhe Kushtetut\u00ebn e Republik\u00ebs q\u00eb \u00c7lirim Gjata, ish-kreu i KQZ, e sjell si argument p\u00ebr t\u00eb mbrojtur n\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje delikate nj\u00eb pozicion q\u00eb po vet\u00eb e ka kund\u00ebrshtuar n\u00eb vitin 2007. Tashm\u00eb \u00ebsht\u00eb provuar se ka pasur jo pak votues q\u00eb kan\u00eb votuar, duke b\u00ebr\u00eb sh\u00ebnime mbi flet\u00eb, duke e nxjerr\u00eb jasht\u00eb loje vot\u00ebn e tyre. P\u00ebr shembull, ia kan\u00eb sh\u00ebnuar me kryq edhe pran\u00eb emrit t\u00eb Bash\u00ebs, edhe pran\u00eb atij t\u00eb Ram\u00ebs. Dhe askush nuk mund t\u00eb thot\u00eb me siguri se p\u00ebrse e kan\u00eb b\u00ebr\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb q\u00eb ka nxjerr\u00eb si t\u00eb pavlefshme vot\u00ebn e tyre. Shkaqet mund t\u00eb jen\u00eb t\u00eb ndryshme.<\/p>\n<p>Ndoshta jan\u00eb nga ata zgjedh\u00ebs q\u00eb, p\u00ebr shembull, t\u00eb ndodhur n\u00ebn presion (apo t\u00eb frik\u00ebsuar se mos humbasin vendin e pun\u00ebs) p\u00ebr t\u00eb faktuar me nj\u00eb foto celulari se ia kan\u00eb dh\u00ebn\u00eb vot\u00ebn Bash\u00ebs, kan\u00eb sh\u00ebnuar kryqin pran\u00eb emrit t\u00eb tij. Por, meqen\u00ebse kjo nuk ka p\u00ebrkuar me vullnetin e tyre t\u00eb lir\u00eb, kan\u00eb preferuar m\u00eb mir\u00eb ta nxjerrin jasht\u00eb loje vot\u00ebn sesa ta lejojn\u00eb t\u00eb shkoj\u00eb n\u00eb favor t\u00eb nj\u00eb pushteti a kandidati q\u00eb nuk ju p\u00eblqen. Dhe p\u00ebr k\u00ebt\u00eb kan\u00eb b\u00ebr\u00eb m\u00eb pas edhe nj\u00eb kryq edhe pran\u00eb emrit t\u00eb rivalit t\u00eb Bash\u00ebs. T\u00eb nj\u00ebjtat motive mund t\u00eb jen\u00eb edhe shkaku i hedhjes s\u00eb jo pak flet\u00ebve t\u00eb votimit jo n\u00eb kutin\u00eb e duhur. Zgjedh\u00ebsi mund t\u00eb ket\u00eb qen\u00eb n\u00ebn presion p\u00ebr t\u00eb votuar p\u00ebr nj\u00eb nga kandidat\u00ebt, duke i hipur \u201ctrenit bullgar\u201d.<\/p>\n<p>Q\u00eb do t\u00eb thot\u00eb se militant\u00eb apo sekser\u00eb t\u00eb nj\u00eb subjekti politik mund t\u2019i ken\u00eb dh\u00ebn\u00eb q\u00eb jasht\u00eb qendr\u00ebs s\u00eb votimit nj\u00eb flet\u00eb votimi t\u00eb plot\u00ebsuar p\u00ebr kandidatin e tyre, nd\u00ebrsa i kan\u00eb k\u00ebrkuar q\u00eb t\u00eb nxjerr\u00eb nga qendra e votimit dhe t\u00eb dor\u00ebzoj\u00eb nj\u00eb flet\u00eb votimi t\u00eb bardh\u00eb. Dhe votuesi nd\u00ebrsa i \u00ebsht\u00eb n\u00ebnshtruar presionit, gjithsesi, ka mbrojtur ngjyrat e fshehta t\u00eb simpatis\u00eb apo antipatis\u00eb politike, duke hedhur vot\u00ebn n\u00eb kutin\u00eb e gabuar. Sepse zgjedh\u00ebsit e dinin q\u00eb t\u00eb hedh\u00ebsh vot\u00ebn jo n\u00eb kutin\u00eb e duhur do t\u00eb thoshte ta b\u00ebje at\u00eb t\u00eb pavlefshme. Jo m\u00eb kot instruktoheshin edhe n\u00eb media q\u00eb t\u00eb b\u00ebnin kujdes p\u00ebr t\u00eb hedhur vot\u00ebn n\u00eb kutin\u00eb e duhur.<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Pra Berisha, KQZ dhe K\u00b0 nuk mund t\u00eb thon\u00eb kurr\u00eb me siguri se flet\u00ebt e votimit t\u00eb gjendura n\u00eb kuti t\u00eb gabuara nuk jan\u00eb shprehje e vullnetit t\u00eb lir\u00eb t\u00eb zgjedh\u00ebsve. N\u00eb k\u00ebt\u00eb kuptim edhe p\u00ebrpjekja p\u00ebr t\u2019i kthyer k\u00ebto vota n\u00eb t\u00eb vlefshme, nuk i shp\u00ebton dot rrezikut se mund t\u00eb jet\u00eb nj\u00eb deformim i vullnetit t\u00eb jo pak votuesve. S\u2019ka shum\u00eb r\u00ebnd\u00ebsi se n\u00eb favor t\u00eb kujt kandidati. Kjo do t\u00eb thot\u00eb q\u00eb votat p\u00ebr Bash\u00ebn t\u00eb gjendura n\u00eb kuti t\u00eb gabuara jan\u00eb jo doemos vota n\u00eb favor t\u00eb Bash\u00ebs. P\u00ebrkundrazi, ato mund t\u00eb jen\u00eb hedhur n\u00eb kuti t\u00eb gabuar pik\u00ebrisht q\u00eb t\u00eb mos shkojn\u00eb n\u00eb favor t\u00eb Bash\u00ebs.<\/p>\n<p>Kund\u00ebrshtar\u00ebt e Ram\u00ebs mund t\u00eb pretendojn\u00eb t\u00eb nj\u00ebjt\u00ebn gj\u00eb p\u00ebr vota t\u00eb tilla n\u00eb favor t\u00eb tij. Nd\u00ebrkaq me k\u00ebt\u00eb argumentim, bie avokatia e Berish\u00ebs p\u00ebr t\u00eb mbrojtur me gjoja \u201crespektimin e vullnetit t\u00eb votuesve\u201d nj\u00eb strategji autokratike q\u00eb k\u00ebrkon t\u00eb mbahet me zor n\u00eb pushtet, duke deformuar vullnetin e votuesve. Edhe n\u00eb k\u00ebt\u00eb rast, Berisha do ta ket\u00eb t\u00eb pamundur t\u00eb mbroj\u00eb me g\u00ebnjeshtr\u00ebn e respektimit apo num\u00ebrimit t\u00eb \u00e7do vote at\u00eb q\u00eb do t\u00eb ishte, n\u00eb t\u00eb v\u00ebrtet\u00eb, nj\u00eb dhunim i vot\u00ebs dhe nj\u00eb rinum\u00ebrim i saj n\u00eb favor t\u00eb pushtetit t\u00eb Berish\u00ebs.<\/p>\n<p>Prandaj, n\u00eb kushtet kur n\u00eb proces votimi \u00ebsht\u00eb hyr\u00eb me rregullin p\u00ebr t\u2019i konsideruar t\u00eb pavlefshme flet\u00ebt e hedhura n\u00eb kuti t\u00eb gabuara, kur Kodi Zgjedhor e n\u00ebnkupton nj\u00eb gj\u00eb t\u00eb till\u00eb, kur num\u00ebrimi (sikund\u00ebr pohoi vet\u00eb Berisha) ka qen\u00eb nj\u00eb nd\u00ebr proceset m\u00eb t\u00eb sakta n\u00eb bot\u00eb, kur me jo pak gjasa vota e gabuar mund t\u00eb ket\u00eb qen\u00eb shprehje e vullnetit t\u00eb lir\u00eb t\u00eb zgjedh\u00ebsve, rruga m\u00eb e ndershme, por edhe m\u00eb pragmatike, p\u00ebr t\u00eb gjitha pal\u00ebt e interesuara n\u00eb proces, do t\u00eb ishte q\u00eb flet\u00ebt e hedhura gabim t\u00eb mbeteshin me statusin e votave t\u00eb pavlefshme dhe n\u00eb favor t\u00eb askujt. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb shmanget jo vet\u00ebm voluntarizmi dhe arroganca berishiste p\u00ebr t\u2019i b\u00ebr\u00eb gj\u00ebrat sipas qejfit, por edhe premisa e nj\u00eb krize shum\u00eb t\u00eb r\u00ebnd\u00eb q\u00eb mund ta \u00e7oj\u00eb p\u00ebrs\u00ebri n\u00eb gremin\u00eb Shqip\u00ebrin\u00eb.
