Dhe n\u00ebse Komisioni Qendror i Zgjedhjeve (KQZ), i dominuar qart\u00eb nga nj\u00eb shumic\u00eb berishiste, do zbatonte p\u00ebrs\u00ebri direktivat e Kryeministrit, Shqip\u00ebria do zhytej p\u00ebrs\u00ebri n\u00eb nj\u00eb kriz\u00eb edhe m\u00eb t\u00eb thell\u00eb p\u00ebr \u00e7\u00ebshtjen e vot\u00ebs dhe stabiliteti i saj politik do t\u00eb ishte edhe m\u00eb i rrezikuar.<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Lulzim Basha p\u00ebrpiqet ta legjitimoj\u00eb taktik\u00ebn e tij dhelparake me sloganin se \u00e7do vot\u00eb duhet t\u00eb num\u00ebrohet. Por, n\u00eb fakt, kjo \u00ebsht\u00eb nj\u00eb gj\u00eb q\u00eb tashm\u00eb ka ndodhur. \u00c7do vot\u00eb \u00ebsht\u00eb num\u00ebruar dhe disa nga ato jan\u00eb cil\u00ebsuar t\u00eb pavlefshme p\u00ebr parregullsi apo gabime nga m\u00eb t\u00eb ndryshmet t\u00eb votuesve. Nj\u00eb nga k\u00ebto gabime \u00ebsht\u00eb edhe hedhja e flet\u00ebs s\u00eb votimit jo n\u00eb kutin\u00eb e duhur. \u00cbsht\u00eb nj\u00eb dukuri e ngjashme me at\u00eb t\u00eb nj\u00eb lojtari futbolli q\u00eb b\u00ebn gol n\u00eb port\u00ebn e vet. N\u00eb vetvete, pretendimi i Bash\u00ebs dhe Berish\u00ebs duket sikur ka nj\u00eb logjik\u00eb: n\u00ebse fleta e votimit n\u00eb kutin\u00eb e gabuar shpreh qart\u00eb vullnetin e votuesit, p\u00ebrse t\u00eb mos llogaritet si e till\u00eb? Dhe n\u00eb rast se nj\u00eb rregull i till\u00eb do t\u00eb ishte fiksuar q\u00eb n\u00eb nisje t\u00eb procesit t\u00eb votimit, do t\u00eb ishte e ndershme t\u00eb veprohej pik\u00ebrisht k\u00ebshtu.<\/p>\n<p>Por faktet tregojn\u00eb t\u00eb kund\u00ebrt\u00ebn. Tregojn\u00eb se num\u00ebruesit jan\u00eb udh\u00ebzuar q\u00eb t\u00eb klasifikojn\u00eb si t\u00eb pavlefshme, votat e hedhura n\u00eb kutit\u00eb e gabuara. Dhe prandaj ato jan\u00eb cil\u00ebsuar si t\u00eb tilla n\u00eb t\u00eb gjitha tavolinat e num\u00ebrimit t\u00eb votave. Ky ka qen\u00eb rregulli p\u00ebr t\u00eb gjith\u00eb. Dhe \u00ebsht\u00eb pik\u00ebrisht respektimi i rregullave ai q\u00eb ruan barazin\u00eb mes forcave konkurruese. Sepse, sado e logjikshme t\u00eb duket k\u00ebrkesa e Bash\u00ebs p\u00ebr t\u2019i dh\u00ebn\u00eb vler\u00eb nj\u00eb vote t\u00eb hedhur keq, ajo dhunon nj\u00eb rregull t\u00eb pranuar nga t\u00eb gjith\u00eb n\u00eb fillim t\u00eb procesit. Ne jemi t\u00eb bindur se Basha nuk do k\u00ebrkonte at\u00eb q\u00eb po k\u00ebrkon sot, sikur ato 10 vota q\u00eb e ndajn\u00eb nga Rama t\u2019i kishte marr\u00eb ai.<\/p>\n<p>Madje, jemi t\u00eb sigurt q\u00eb edhe KQZ do kishte vrapuar t\u00eb pasqyronte rezultatin paraprak n\u00eb nj\u00ebsin\u00eb 5, ashtu sikund\u00ebr kishte b\u00ebr\u00eb me nj\u00ebsit\u00eb e tjera, dhe jo ta censuronte p\u00ebr turp. Por sado e logjikshme t\u00eb jet\u00eb nj\u00eb k\u00ebrkes\u00eb n\u00eb fund t\u00eb nj\u00eb procesi, ajo nuk ka asgj\u00eb t\u00eb p\u00ebrbashk\u00ebt me t\u00eb drejt\u00ebn p\u00ebr sa koh\u00eb b\u00ebhet n\u00eb dhunim t\u00eb nj\u00eb m\u00ebnyre t\u00eb vepruari q\u00eb \u00ebsht\u00eb fiksuar si rregull i procesit t\u00eb num\u00ebrimit. Dhe rregulli i gjith\u00ebpranuar (edhe nga Basha e Berisha) ishte q\u00eb votat e hedhura gabim duhet t\u00eb shpallen t\u00eb pavlefshme.<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>Vullneti i Berish\u00ebs nuk mund t\u00eb tolerohet t\u00eb b\u00ebhet aq absolut sa t\u00eb dhunoj\u00eb, si t\u2019ia doj\u00eb qejfi, Kodin Zgjedhor dhe precedent\u00ebt e sjelljes s\u00eb KQZ. P\u00ebr shembull, nuk mund t\u00eb tolerohet q\u00eb n\u00eb vitin 2007 votat e hedhura gabim t\u00eb cil\u00ebsoheshin t\u00eb pavlefshme, sepse k\u00ebshtu donte Berisha dhe n\u00eb vitin 2011 t\u00eb cil\u00ebsohen t\u00eb vlefshme, sepse k\u00ebshtu i intereson sot Berish\u00ebs. Ajo q\u00eb mbi t\u00eb gjitha e b\u00ebn nj\u00eb rregull t\u00eb padrejt\u00eb nuk \u00ebsht\u00eb thelbi i tij, por fakti q\u00eb ai nuk zbatohet nj\u00eblloj p\u00ebr t\u00eb gjith\u00eb. V\u00ebrtet Rama nuk mund t\u00eb dal\u00eb sot kund\u00ebr hapjes s\u00eb kutive por, n\u00ebse Berisha do k\u00ebrkoj\u00eb hapjen e kutive sot, duhet t\u2019u tregoj\u00eb shqiptar\u00ebve se p\u00ebrse e kund\u00ebrshtoi nj\u00eb gj\u00eb t\u00eb till\u00eb p\u00ebr 2 vjet me radh\u00eb, duke i shkaktuar Shqip\u00ebris\u00eb nj\u00eb kriz\u00eb t\u00eb papar\u00eb e cila edhe u p\u00ebrgjak m\u00eb 21 janar. K\u00ebrkesa e Berish\u00ebs dhe Bash\u00ebs bie n\u00eb kund\u00ebrshtim edhe me Kodin Zgjedhor.<\/p>\n<p>N\u00eb nj\u00eb nen t\u00eb k\u00ebtij t\u00eb fundit shkruhet se quhen t\u00eb pavlefshme edhe votat kur \u201cfleta e votimit nuk ka t\u00eb nj\u00ebjt\u00ebn madh\u00ebsi, ngjyr\u00eb ose form\u00eb me flet\u00ebn e votimit t\u00eb miratuar nga KQZ\u201d. N\u00eb kuptim t\u00eb k\u00ebtij neni t\u00eb KQZ, num\u00ebruesit nuk kan\u00eb pasur asnj\u00eb rrug\u00eb tjet\u00ebr ve\u00e7se t\u2019i vler\u00ebsojn\u00eb votat e hedhura gabim si t\u00eb pavlefshme. Sepse kan\u00eb gjetur n\u00eb kuti t\u00eb ndryshme flet\u00eb votimi me ngjyr\u00eb dhe p\u00ebrmbajtje tjet\u00ebr nga fleta e miratuar nga KQZ p\u00ebr ato kuti. Dhe e ka kot Njazi Kosovrasti q\u00eb p\u00ebrpiqet t\u00eb argumentoj\u00eb t\u00eb kund\u00ebrt\u00ebn.<\/p>\n<p>Por at\u00eb e kund\u00ebrshton n\u00eb m\u00ebnyr\u00eb bind\u00ebse Klement Zguri, pjes\u00ebtar i shumic\u00ebs n\u00eb KQZ, me nj\u00eb deklarat\u00eb b\u00ebr\u00eb qysh n\u00eb vitin 2007. N\u00eb at\u00eb koh\u00eb Zguri deklaroi dhe duket se Kosovrasti ka qen\u00eb dakord, sepse nuk e kemi d\u00ebgjuar t\u00eb shprehej kund\u00ebr, q\u00eb fleta e votimit e gjetur n\u00eb kutin\u00eb e gabuar duhet t\u00eb konsiderohet e pavlefshme, pasi gabimet gjat\u00eb votimit mund t\u00eb jen\u00eb t\u00eb gjithanshme dhe procedurat q\u00eb ndiqen jan\u00eb t\u00eb p\u00ebrcaktuara me ligj. Nd\u00ebrkaq, t\u00eb zbatosh k\u00ebrkesat e Berish\u00ebs dhe Bash\u00ebs do t\u00eb thot\u00eb t\u00eb b\u00ebsh lesh arapi t\u00eb gjith\u00eb procesin tashm\u00eb t\u00eb p\u00ebrfunduar.<\/p>\n<p>Do t\u00eb thot\u00eb t\u00eb ndryshosh jo vet\u00ebm rezultatin p\u00ebr kreun e Bashkis\u00eb s\u00eb Tiran\u00ebs, por edhe at\u00eb t\u00eb organeve t\u00eb tjera. Sepse n\u00ebse ka pasur vota p\u00ebr Bash\u00ebn apo Ram\u00ebn t\u00eb hedhura gabim n\u00eb kutit\u00eb e tjera, kjo do t\u00eb thot\u00eb q\u00eb ka pasur edhe vota t\u00eb kutive t\u00eb tjera t\u00eb hedhura gabim n\u00eb kutin\u00eb p\u00ebr Ram\u00ebn dhe Bash\u00ebn. Por mbi t\u00eb gjitha \u00ebsht\u00eb t\u00eb privilegjosh pal\u00ebn q\u00eb ka rezultuar humb\u00ebse duke ndryshuar nj\u00eb rregull t\u00eb fiksuar qysh n\u00eb nisje t\u00eb procesit.
