Duke konsideruar se qytetar\u00ebt e Kosov\u00ebs kan\u00eb t\u00eb drejt\u00eb t\u00eb informohen p\u00ebr m\u00ebnyr\u00ebn se si shpenzohen parat\u00eb publike, sidomos n\u00eb rastet e projekteve kapitale t\u00eb nj\u00eb r\u00ebnd\u00ebsie t\u00eb ve\u00e7ant\u00eb, gjat\u00eb nj\u00eb konference p\u00ebr shtyp t\u00eb mbajtur dje n\u00eb Prishtin\u00eb, L\u00ebvizja “Vet\u00ebvendosje” ka vendosur t\u00eb zbuloj\u00eb kontrat\u00ebn e qeveris\u00eb s\u00eb Kosov\u00ebs me kompanin\u00eb Bechtel-Enka, kontrat\u00eb q\u00eb parashikon nd\u00ebrtimin e autostrad\u00ebs Morin\u00eb – Merdar\u00eb, vijim i autostrad\u00ebs Durr\u00ebs – Morin\u00eb q\u00eb, n\u00eb Shqip\u00ebri, gjithashtu \u00ebsht\u00eb realizuar nga Bechtel-Enka. Specialist\u00ebt e ekonomis\u00eb Besnik Bislimi e Shpend Ahmeti kan\u00eb b\u00ebr\u00eb nj\u00eb studim t\u00eb detajeve t\u00eb k\u00ebsaj kontrate, detaje q\u00eb i kan\u00eb b\u00ebr\u00eb publike pik\u00ebrisht prej selis\u00eb s\u00eb “Vet\u00ebvendosjes” s\u00eb Albin Kurtit.<\/p>\n

B\u00ebhet fjal\u00eb p\u00ebr nj\u00eb kontrat\u00eb q\u00eb gjer m\u00eb tash ka qen\u00eb sekrete, pasi vet\u00eb Qeveria e Kosov\u00ebs q\u00eb nga momenti i n\u00ebnshkrimit t\u00eb kontrat\u00ebs p\u00ebr nd\u00ebrtimin e autostrad\u00ebs Morin\u00eb-Merdar\u00eb me kompanin\u00eb Bechtel-Enka, nuk ka pranuar t\u00eb jet\u00eb transparente e nuk ka publikuar asnj\u00eb informacion, me pretendimin e mbrojtjes s\u00eb interesave t\u00eb kontraktorit. Mir\u00ebpo ky “sekret” \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me vet\u00eb Kushtetut\u00ebn e Republik\u00ebs s\u00eb Kosov\u00ebs e cila shpreh qart\u00eb se “Shpenzimet publike dhe mbledhja e t\u00eb hyrave publike duhet t\u00eb bazohen n\u00eb parimet e llogaridh\u00ebnies, efektshm\u00ebris\u00eb, efikasitetit dhe transparences” (neni 120).<\/p>\n

Sipas specialist\u00ebve t\u00eb “Vet\u00ebvendosjes”, analiza e par\u00eb mbi k\u00ebt\u00eb kontrat\u00eb d\u00ebshmon p\u00ebr kushte shum\u00eb t\u00eb pafavorshme p\u00ebr qeverin\u00eb e Kosov\u00ebs, tek e cila transferohen t\u00eb gjith\u00eb rreziqet eventuale, si dhe barr\u00ebn e \u00e7do t\u00eb papriture, apo t\u00eb vonesave, tek qeveria e Kosov\u00ebs. Publikimi i k\u00ebtyre detajeve t\u00eb kontrat\u00ebs midis qeveris\u00eb s\u00eb Kosov\u00ebs dhe kompanis\u00eb amerikano-turke hedhin posht\u00eb deklarimet e m\u00ebparshme t\u00eb zyrtar\u00ebve t\u00eb ndrysh\u00ebm e qeveritar\u00ebve, p\u00ebrfshir\u00eb k\u00ebtu edhe prononcimet e vet\u00eb kryeministrit Hashim Tha\u00e7i.<\/p>\n

Deklaratat publike t\u00eb Tha\u00e7it mbi koston e gjith\u00ebmbarshme t\u00eb projektit t\u00eb autostrad\u00ebs del se jan\u00eb ve\u00e7 hamend\u00ebsime apo deklarime t\u00eb pav\u00ebrteta, sepse shihet qart\u00eb prej kontrat\u00ebs se \u00ebsht\u00eb e pamundur t\u00eb dihet \u00e7mimi i sakt\u00eb i autostrad\u00ebs para se kjo t\u00eb p\u00ebrfundoj\u00eb. Specifikimet e shumta n\u00eb kontrat\u00eb dhe \u00e7mimet p\u00ebr nj\u00ebsi t\u00eb parashikuara n\u00eb buxhetin preventiv e b\u00ebjn\u00eb t\u00eb pamundur vler\u00ebsimin e nj\u00eb \u00e7mimi t\u00eb sakt\u00eb t\u00eb nd\u00ebrtimit t\u00eb k\u00ebsaj vepre.<\/p>\n

Nga kontrata kuptohet se Bechtel-Enka e ka fituar tenderin kaq t\u00eb r\u00ebnd\u00ebsish\u00ebm pa prezantuar asnj\u00eb projekt paraprak t\u00eb autostrad\u00ebs, por \u00ebsht\u00eb mjaftuar me nj\u00eb specifikim n\u00eb kontrat\u00eb ku thuhet se kjo kompani do t\u00eb d\u00ebrgoj\u00eb m\u00eb von\u00eb n\u00eb Kosov\u00eb ekspert\u00ebt e saj, t\u00eb cil\u00ebt do ndihmojn\u00eb qeverin\u00eb n\u00eb projektimin e autostrad\u00ebs, e p\u00ebr k\u00ebt\u00eb pun\u00eb qeveria do t\u00eb paguaj\u00eb nj\u00eb kosto mujore prej 25.000 euro p\u00ebr secilin ekspert. Skandaloze \u00ebsht\u00eb edhe k\u00ebrkesa q\u00eb p\u00ebr nd\u00ebrmjet\u00ebsimin e pagesave ndaj n\u00ebnkontraktor\u00ebve, Bechtel-Enkas i paguhet nj\u00eb provizion prej 8%, nd\u00ebrkoh\u00eb q\u00eb normat e interesit t\u00eb aplikuara n\u00eb rast t\u00eb vonesave n\u00eb pages\u00eb konsiderohen tep\u00ebr t\u00eb larta.<\/p>\n

Nj\u00eb nd\u00ebr pikat m\u00eb shqet\u00ebsuese q\u00eb p\u00ebrmban kontrata midis qeveris\u00eb s\u00eb Kosov\u00ebs dhe kompanis\u00eb n\u00eb fjal\u00eb ka t\u00eb b\u00ebj\u00eb me pagesat automatike (t\u00eb menj\u00ebhershme) q\u00eb i b\u00ebhen Bechtel-Enka p\u00ebr transferimin e makinerive n\u00eb Kosov\u00eb, p\u00ebr mir\u00ebmbajtjen e tyre, kthimin e makinerive n\u00eb vendin e origjin\u00ebs, por edhe p\u00ebr kthimin e vet\u00eb pun\u00ebtor\u00ebve t\u00eb huaj t\u00eb stacionuar n\u00eb Kosov\u00eb.<\/p>\n

Kontrata e v\u00eb qeverin\u00eb e Kosov\u00ebs para nj\u00eb presioni kohor meqen\u00ebse \u00e7mimet e kontraktuara p\u00ebr nj\u00ebsi do t\u00eb rriteshin automatikisht me 12% n\u00ebse punimet zgjasin m\u00eb shum\u00eb se tri vjet, rritje kjo q\u00eb arsyetohet n\u00eb kontrat\u00eb me inflacionin vjetor. Mir\u00ebpo kjo bie ndesh me at\u00eb q\u00eb qytetar\u00ebve t\u00eb vendit u \u00ebsht\u00eb th\u00ebn\u00eb nga qeveria, e cila ka pohuar disa her\u00eb se autorruga do nd\u00ebrtohet me segmente, pa kurrfar\u00eb limiti kohor, n\u00eb var\u00ebsi t\u00eb gjendjes financiare t\u00eb vendit e pa mbingarkuar buxhetin.<\/p>\n

Shkelje t\u00eb m\u00ebdha jan\u00eb v\u00ebrejtur edhe tek \u00e7mimet p\u00ebr nj\u00ebsi t\u00eb p\u00ebrshkruara n\u00eb preventiv\u00eb. N\u00eb rastet e betonit, r\u00ebr\u00ebs apo zhavorit, jan\u00eb parashikuar \u00e7mime disa her\u00eb m\u00eb t\u00eb larta se \u00e7mimet e tregut n\u00eb rajon. R\u00ebra paguhet me \u00e7mimin 28 euro, nd\u00ebrsa \u00e7mimi n\u00eb treg \u00ebsht\u00eb 10 – 13 euro; betoni paguhet me \u00e7mim rreth 120 euro, nd\u00ebrsa \u00e7mimi n\u00eb treg \u00ebsht\u00eb 75 euro, e k\u00ebshtu me radh\u00eb.<\/p>\n

Po ashtu, publikimi i k\u00ebsaj kontrate ka nxjerr\u00eb n\u00eb pah edhe demagogjin\u00eb n\u00eb deklaratat e m\u00ebparshme t\u00eb politikan\u00ebve t\u00eb Kosov\u00ebs, q\u00eb me t\u00eb shpallur nisjen e k\u00ebtij projekti kaq t\u00eb shtrenjt\u00eb, premtuan se nd\u00ebrtimi i k\u00ebsaj autostrade do t\u00eb ndikoj\u00eb p\u00ebr mir\u00eb n\u00eb krijimin e vendeve t\u00eb pun\u00ebs n\u00eb Kosov\u00eb. Publikisht \u00ebsht\u00eb th\u00ebn\u00eb se kontraktori \u00ebsht\u00eb obliguar t\u00eb krijoj\u00eb deri n\u00eb 4.000 vende t\u00eb pun\u00ebs, mir\u00ebpo n\u00eb kontrat\u00ebn n\u00eb fjal\u00eb specifikohet se, bazuar n\u00eb dinamik\u00ebn e nd\u00ebrtimit, numri i t\u00eb pun\u00ebsuarve nga Kosova nuk do ta tejkaloj\u00eb asnj\u00ebher\u00eb shifr\u00ebn prej 1.533 pun\u00ebtor\u00eb, q\u00eb kryesisht do t\u00eb zbatojn\u00eb detyra me nivel t\u00eb ul\u00ebt t\u00eb p\u00ebrgjegj\u00ebsis\u00eb, pra me paga t\u00eb ul\u00ebta.<\/p>\n

N\u00eb deklarat\u00ebn p\u00ebr shtyp, L\u00ebvizja “Vet\u00ebvendosje” ka ftuar ekspert\u00ebt q\u00eb t’i bashkohen studimit t\u00eb kontrat\u00ebs, me q\u00ebllim gjetjen e m\u00ebnyrave p\u00ebr minimizimin e d\u00ebmit q\u00eb po i shkaktohet buxhetit t\u00eb Kosov\u00ebs. “Duam t\u00eb p\u00ebrs\u00ebrisim edhe nj\u00eb her\u00eb se jemi fuqish\u00ebm pro nd\u00ebrtimit t\u00eb ‘Rrug\u00ebs s\u00eb Kombit’, por jemi po ashtu fuqish\u00ebm t\u00eb vendosur q\u00eb t\u00eb shfryt\u00ebzojm\u00eb t\u00eb gjith\u00eb mekanizmat ekzistues p\u00ebr t\u00eb parandaluar keqp\u00ebrdorimet n\u00eb em\u00ebr t\u00eb saj”, shprehen veprimtar\u00ebt e “Vet\u00ebvendosjes”.<\/p>\n

Vet\u00ebvendosje: Tha\u00e7i ka mashtruar p\u00ebr “Rrug\u00ebn e Kombit”<\/strong><\/p>\n

Sipas ekspert\u00ebve t\u00eb Vet\u00ebvendosjes n\u00eb kontrat\u00eb \u00ebsht\u00eb specifikuar n\u00eb m\u00ebnyr\u00eb fikse \u00e7mimi prej 659 milion\u00eb e 813 mij\u00eb e 400 euro e 39 cent\u00eb, por nd\u00ebrkoh\u00eb n\u00eb brend\u00ebsi t\u00eb kontrat\u00ebs nuk p\u00ebrfshihet asnj\u00eb \u00e7mim fiks.<\/p>\n

Shpend Ahmeti ka th\u00ebn\u00eb me k\u00ebt\u00eb rast se edhe kursimet prej 350 milion\u00eb eurosh q\u00eb i premtoi s\u00eb fundmi kryeministri Tha\u00e7i, nuk jan\u00eb t\u00eb v\u00ebrteta.<\/p>\n

“Para disa jav\u00ebsh d\u00ebgjuam se do t\u00eb ket\u00eb kursime 350 milion\u00eb euro. N\u00ebse kontrata \u00ebsht\u00eb 659 milion\u00eb, a do t\u00eb thot\u00eb se kjo rrug\u00eb do t\u00eb na kushtoj\u00eb 300 milion\u00eb. Jo, sepse kryeministri vet\u00eb tha se do t\u00eb na kushtoj\u00eb diku rreth 700 milion\u00eb euro. Dometh\u00ebn\u00eb, sipas tij, kosto fillestare duhet t\u00eb ket\u00eb qen\u00eb rreth 1 miliard euro. K\u00ebta politikan\u00eb flasin me aq leht\u00ebsi p\u00ebr qindra miliona euro q\u00eb jan\u00eb aq t\u00eb vlefshme p\u00ebr buxhetin e Kosov\u00ebs, sa q\u00eb kjo \u00ebsht\u00eb marramend\u00ebse”, ka th\u00ebn\u00eb Ahmeti.<\/p>\n

Kurse, Besnik Bislimi \u00ebsht\u00eb ndalur tek an\u00ebt tjera t\u00eb kontrat\u00ebs, duke paraqitur favorizime t\u00eb ndryshme t\u00eb kompanis\u00eb “Bechtel&Enka”.
\n“N\u00eb kuad\u00ebr t\u00eb \u00e7mimit parashihen edhe disa pagesa direkte n\u00eb ‘Bechtel&Enka’. P\u00ebr shembull ata marrin 40 milion\u00eb euro pages\u00eb fillestare, vet\u00ebm p\u00ebr ta sjell\u00eb makinerin\u00eb e vet\u00eb n\u00eb Kosov\u00eb. Pastaj p\u00ebr amortizimin e k\u00ebsaj makinerie marrin p\u00ebr \u00e7do muaj nga 1 milion\u00eb euro, pastaj marrin para p\u00ebr ta kthyer makinerin\u00eb n\u00eb vendin e tyre, marrin para p\u00ebr t’i kthyer pun\u00ebtor\u00ebt q\u00eb kan\u00eb punuar n\u00eb Kosov\u00eb n\u00ebp\u00ebr vendet e tyre. Do t\u00eb thot\u00eb p\u00ebr \u00e7do hap t\u00eb pun\u00ebs ata marrin para shtes\u00eb prej Qeveris\u00eb s\u00eb Kosov\u00ebs”, ka th\u00ebn\u00eb Bislimi.<\/p>\n

Si u zbulua kontrata e Bechtel n\u00eb Kosov\u00eb?<\/strong><\/p>\n

Dje n\u00eb Kuvendin e Republik\u00ebs t\u00eb Kosov\u00ebs deputet\u00ebt e “Vet\u00ebvendosjes” Visar Ymeri dhe Albin Kurti b\u00ebn\u00eb publike kontrat\u00ebn p\u00ebr nd\u00ebrtimin e autostrad\u00ebs Morin\u00eb – Merdar\u00eb, midis Qeveris\u00eb s\u00eb Kosov\u00ebs dhe Bechtel-Enka. Po si u zbulua kjo kontrat\u00eb e lidhur thuajse nj\u00eb vit m\u00eb par\u00eb, e cila \u00ebsht\u00eb mbajtur rrept\u00ebsisht sekret nga pal\u00ebt firm\u00ebtare? Si\u00e7 u deklarua nga “Vet\u00ebvendosje”, kjo kontrat\u00eb i \u00ebsht\u00eb d\u00ebrguar para pak dit\u00ebsh me post\u00eb vet\u00eb Albin Kurtit, kryetarit t\u00eb k\u00ebsaj force politike dhe Visar Ymerit, kreut t\u00eb grupit parlamentar. Nga deklarata m\u00ebsohet se d\u00ebrguesit e kontrat\u00ebs kan\u00eb preferuar t\u00eb mbeten anonim\u00eb, e megjithat\u00eb, duhet t\u00eb jen\u00eb persona q\u00eb kan\u00eb akses n\u00eb t\u00eb dh\u00ebna qeveritare.<\/p>\n

Krer\u00ebt e L\u00ebvizjes “Vet\u00ebvendosje” kan\u00eb b\u00ebr\u00eb vazhdimisht thirrje publike q\u00eb kjo kontrat\u00eb t\u00eb publikohet e t\u00eb mos mbahet sekret prej popullit t\u00eb Kosov\u00ebs, q\u00eb n\u00eb fakt \u00ebsht\u00eb ai q\u00eb paguan koston gjigande t\u00eb k\u00ebsaj marr\u00ebveshje jo-transparente. Duket se kjo thirrje politike ka gjetur veshin e duhur, e ka b\u00ebr\u00eb q\u00eb Kurtit e Ymerit t’u d\u00ebrgohet kjo kontrat\u00eb n\u00eb adresat e tyre.<\/p>\n

Nj\u00eb kopje e kontrat\u00ebs me 221 faqe i \u00ebsht\u00eb d\u00ebrguar edhe n\u00eb redaksis\u00eb s\u00eb “Shekullit”. Studimi i kontrat\u00ebs mes Bechtel-Enka dhe qeveris\u00eb s\u00eb Kosov\u00ebs mund t\u00eb hedh\u00eb drit\u00eb mbi nj\u00eb tjet\u00ebr kontrat\u00eb sekrete, at\u00eb mes kompanis\u00eb n\u00eb fjal\u00eb dhe qeveris\u00eb Berisha, sa i p\u00ebrket nd\u00ebrtimit t\u00eb autostrad\u00ebs Durr\u00ebs – Morin\u00eb, gjat\u00eb koh\u00ebs kur minist\u00ebr i transporteve ka qen\u00eb Lulzim Basha.<\/p>\n

Amerikan\u00ebt kan\u00eb p\u00ebrfituar tenderin m\u00eb t\u00eb madh q\u00eb ka dh\u00ebn\u00eb ndonj\u00ebher\u00eb Shqip\u00ebria, por kontrata nuk \u00ebsht\u00eb b\u00ebr\u00eb kurr\u00eb transparente<\/p>\n

“Sekreti” i pazbuluar p\u00ebr Durr\u00ebs – Morin\u00eb<\/strong><\/p>\n

Edhe pse tashm\u00eb ka p\u00ebrfunduar gjysma e par\u00eb e “Rrug\u00ebs s\u00eb Kombit”, n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb ende nuk dihet se cilat kan\u00eb qen\u00eb kushtet kontraktuale, dhe p\u00ebrse jan\u00eb shpenzuar qindra miliona euro prej buxhetit t\u00eb shtetit.<\/p>\n

Me sa duket Bechtel-Enka i paska qejf “marr\u00ebdh\u00ebniet sekrete” me shqiptar\u00ebt. Kompania e formuar si bashk\u00ebpunim (joint-venture) amerikano-turke ka qen\u00eb p\u00ebrfituesja e tenderit m\u00eb t\u00eb madh t\u00eb historis\u00eb 90 vje\u00e7are t\u00eb shtetit ton\u00eb, megjithat\u00eb pak informacion \u00ebsht\u00eb dh\u00ebn\u00eb mbi procedurat, projektin e kostot. Kontrata nuk \u00ebsht\u00eb b\u00ebr\u00eb ende publike, edhe pse kan\u00eb kaluar dy vjet prej inaugurimit t\u00eb fund\u00ebm nga kryeministri Berisha.<\/p>\n

Kontraktimi i Bechtel-Enkas nga qeveria shqiptare \u00ebsht\u00eb p\u00ebrfolur gjat\u00eb nga opozita e nga mediat, nd\u00ebrkoh\u00eb q\u00eb prokuroria e shtetit ka nisur hetimet ndaj Lulzim Bash\u00ebs, q\u00eb asokohe ka qen\u00eb Minist\u00ebr i Transporteve. K\u00ebto hetime nuk kan\u00eb vijuar dot, p\u00ebr shkak t\u00eb imunitetit t\u00eb Bash\u00ebs, megjithat\u00eb n\u00ebp\u00ebr media \u00ebsht\u00eb p\u00ebrmendur nj\u00eb tangent korruptiv prej rreth 270 milion\u00eb euro, t\u00eb cilat mund t\u00eb jen\u00eb p\u00ebrvet\u00ebsuar nga qeveritar\u00ebt tan\u00eb. K\u00ebt\u00eb hipotez\u00eb e p\u00ebrforcon dhe ruajtja e sekretit mbi kontrat\u00ebn n\u00eb fjal\u00eb.<\/p>\n

\u00c7’\u00ebsht\u00eb Bechtel-Enka<\/strong><\/p>\n

Bechtel-Enka \u00ebsht\u00eb nj\u00eb joint-venture (sip\u00ebrmarrje e p\u00ebrbashk\u00ebt) e dy korporatave, Bechtelit amerikan dhe Enkas turke. Amerikania Bechtel Group \u00ebsht\u00eb nj\u00eb prej bizneseve m\u00eb gjigande n\u00eb SHBA, kompania m\u00eb e madhe e nd\u00ebrtimit n\u00eb at\u00eb vend. Me nj\u00eb t\u00eb ardhur prej 31 miliard\u00eb dollar\u00ebsh, e shtrir\u00eb n\u00eb 50 shtete t\u00eb bot\u00ebs, e me rreth 49.000 t\u00eb pun\u00ebsuar, Bechtel \u00ebsht\u00eb nj\u00eb prej korporatave m\u00eb t\u00eb fuqishme n\u00eb bot\u00eb.<\/p>\n

Enka \u00ebsht\u00eb partneri lokal i Bechtel, nj\u00eb kompani turke e cila ka t\u00eb ardhura prej rreth 7 miliard\u00eb dollar\u00ebsh. Ky konsorcium ka nd\u00ebrtuar s\u00eb bashku vepra t\u00eb m\u00ebdha n\u00eb vendet e Ballkanit, dhe \u00ebsht\u00eb p\u00ebrfolur p\u00ebr munges\u00eb transparence, p\u00ebrfitim t\u00eb projekteve pa tender, p\u00ebrmes presionit politik edhe tangentit, n\u00eb Shqip\u00ebri, Kosov\u00eb, Rumani, Kroaci, e n\u00eb vende t\u00eb tjera t\u00eb rajonit.<\/p>\n","protected":false},"excerpt":{"rendered":"
