Nj\u00eb zgjedhje q\u00eb t\u00eb le shijen e s\u00eb ndryshmes, ose m\u00eb sakt\u00eb, e rikthimit n\u00eb t\u00eb drejt\u00ebn e komunitetit p\u00ebr t\u00eb nxjerr\u00eb me vot\u00eb shumice, at\u00eb qeveris\u00ebs q\u00eb do. Kjo zgjedhje \u00ebsht\u00eb e zakonshme, por i zgjedhuri \u00ebsht\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr at\u00eb q\u00eb do t\u00eb p\u00ebrfaq\u00ebsoj\u00eb n\u00eb raportet mes administrat\u00ebs lokale t\u00eb krahin\u00ebs dhe asaj qendrore n\u00eb Tiran\u00eb. N\u00eb raport me zhurm\u00ebn q\u00eb gjeneronte paraardh\u00ebsi, kryebashkiaku i ri i Himar\u00ebs, ka favorin p\u00ebr ta nisur nga kontrasti. Kjo \u00ebsht\u00eb puna e par\u00eb dalluese e zotit Goro, si nj\u00eb prurje e re prej vet\u00ebzgjedhjes s\u00eb himarjot\u00ebve. Sjellja e pritshme e tij, si nj\u00eb i zgjedhur q\u00eb e konsideron t\u00eb shenjt\u00eb unitetin me ligjin dhe t\u00ebr\u00ebsin\u00eb tjet\u00ebr administrative t\u00eb vendit, e bashk\u00ebshoq\u00ebruar me nj\u00eb vokal t\u00eb plot\u00eb k\u00ebrkues dhe mb\u00ebshtet\u00ebs ndaj shtetit, do t\u00eb shnd\u00ebrrohet pashmangshm\u00ebrisht, n\u00eb nj\u00eb ndihmes\u00eb prosperuese p\u00ebr shtat\u00eb fshatrat dhe qytez\u00ebn. P\u00ebrmes k\u00ebsaj prurjeje vet\u00ebzgjedh\u00ebse, Himara po fiton kapitullin e ri t\u00eb daljes nga fatkeq\u00ebsia e \u201ckazusit politiko-etnik\u201d q\u00eb promovoi dhe mbajti n\u00eb fuqi kryebashkiaku i rizgjedhur dhe i rr\u00ebzuar s\u00eb fundi.<\/p>\n<p>Paraardh\u00ebsi me mandat t\u00eb dubluar i zotit Goro, mbetet individi politik m\u00eb provokator q\u00eb ka pasur historia e k\u00ebsaj krahine n\u00eb raportet brenda p\u00ebr brenda fshatrave t\u00eb k\u00ebsaj krahine, si dhe n\u00eb ato shqiptaro-greke. Ai u shfaq dhe u soll, si nj\u00eb uzurpator provincial i mandatit t\u00eb qeverisjes vendore, u armatos me nj\u00eb malinjitet drit\u00ebshkurt\u00ebr t\u00eb rekrutit politiko-etnik dhe dha provat e nj\u00eb keqb\u00ebr\u00ebsi me koh\u00eb t\u00eb pallogaritshme, p\u00ebr aktualitetin dhe t\u00eb ardhmen disavje\u00e7are t\u00eb Himar\u00ebs. P\u00ebrmes largimit dhe zgjedhjes s\u00eb pasardh\u00ebsit me vot\u00eb t\u00eb pakontestuar,  banor\u00ebt e k\u00ebsaj zone, n\u00eb shumic\u00eb n\u00eb emigracion, kan\u00eb konfirmuar d\u00ebshir\u00ebn p\u00ebr t\u00eb pasur nj\u00eb kapitull t\u00eb ri me qeveris\u00ebs dhe qeverisje t\u00eb re vendore. Prej k\u00ebtij fakti, e k\u00ebsaj nd\u00ebrgjegjeje t\u00eb shpallur, e ka saponisur marr\u00ebdh\u00ebnien e vet t\u00eb komunikimit me publikun dhe votuesit e tij, zoti Goro. \u201cHimara me nj\u00eb administrator dhe, jo me nj\u00eb politikan q\u00eb prodhon vet\u00ebm politik\u00eb\u201d. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb e ka p\u00ebrcaktuar drejt Goro misionin e tij dhe thelbin e asaj q\u00eb nevojitet p\u00ebr t\u00eb justifikuar mandatin e sapobesuar t\u00eb qeveris\u00ebsit lokal n\u00eb k\u00ebt\u00eb krahin\u00eb me histori t\u00eb adhuruar dhe t\u00eb p\u00ebrfolur ballkanase dhe europiane.<\/p>\n<p>Kjo \u00ebsht\u00eb nj\u00eb p\u00ebrmbajtje e cila parathot\u00eb, mandat kohor t\u00eb ri qeverisjeje, p\u00ebr banor\u00ebt e krahin\u00ebs m\u00eb t\u00eb p\u00ebrfolur shqiptare t\u00eb 20 viteve t\u00eb fundit.<\/p>\n<p>Shum\u00ebkush ndan mendimin se \u00ebsht\u00eb krahina m\u00eb e p\u00ebrdorur politikisht n\u00eb relacionet mes dy shteteve, p\u00ebrkat\u00ebsisht Shqip\u00ebris\u00eb dhe Greqis\u00eb si dhe konjukturave q\u00eb gjenerojn\u00eb tri parti politike n\u00eb k\u00ebt\u00eb vend. Marr\u00ebdh\u00ebnia e saj me zhurm\u00ebn promovuese t\u00eb individit q\u00eb shkoi, p\u00ebrb\u00ebn rastin m\u00eb tipologjik t\u00eb shoq\u00ebrive dhe sidomos komuniteteve periferike ballkanase n\u00eb t\u00eb till\u00eb tranzicion. Koh\u00ebvonesa q\u00eb jep roli i individ\u00ebve si \u201cmodeli\u201d Bollano, p\u00ebr krahin\u00ebn dhe, sidomos komunitetin njer\u00ebzor t\u00eb saj, do t\u00eb jet\u00eb s\u00eb af\u00ebrmi, bilanci i par\u00eb pendestar me pesh\u00eb dhe vler\u00eb t\u00eb konsiderueshme negacioni dhe vet\u00ebp\u00ebsimi, p\u00ebr nd\u00ebrgjegjen dhe drejtzgjedhjet e ardhme t\u00eb k\u00ebtij komuniteti autentik.<\/p>\n<p>Himara pas zgjedhjeve t\u00eb 8 majit, jep shenj\u00ebn se ka dal\u00eb p\u00ebrfundimisht nga koha e nj\u00eb prove t\u00eb keqe p\u00ebrdorimi. P\u00ebsimi prej k\u00ebtij p\u00ebrdorimi, \u00ebsht\u00eb m\u00eb i thell\u00eb nga sa shfaqet. P\u00ebr shkak t\u00eb tij koha e ardhme rezervon nj\u00eb rrjedh\u00eb t\u00eb re, q\u00ebndrim t\u00eb ri dhe sidomos, perspektiv\u00eb t\u00eb re integruese. Kryebashkiaku i ri i Himar\u00ebs, pas k\u00ebsaj historie t\u00eb gjat\u00eb sajimesh dhe p\u00ebrdorimesh, ka nevoj\u00eb t\u00eb mb\u00ebshtetet dhe t\u00eb dij\u00ebsohet p\u00ebr misionin dhe modelin e ri t\u00eb qeverisjes q\u00eb aspiron t\u00eb send\u00ebrtoj\u00eb. Ngjyra partiake e tij nuk \u00ebsht\u00eb arsye penguese p\u00ebr asgj\u00eb. Detyrimi i administrat\u00ebs publike qendrore p\u00ebr zhvillimin dhe ruajtjen e vlerave t\u00eb Himar\u00ebs \u00ebsht\u00eb imediat dhe k\u00ebt\u00eb ajo duhet ta investoj\u00eb s\u00eb pari si mb\u00ebshtetje pa kompleks. K\u00ebsaj vet\u00ebzgjedhjeje n\u00eb Himar\u00eb, i duhen p\u00ebrgjigjur me nd\u00ebrgjegjshm\u00ebri dhe respekt t\u00eb dyja forcat kryesore politike t\u00eb vendit,PD-ja si qeveri dhe PS-ja si opozit\u00eb fituese. Ky ndryshim le t\u00eb sh\u00ebrbej\u00eb si recet\u00eb e vetme p\u00ebr mosrikthim n\u00eb kazuset elektorale t\u00eb tipit \u201cBollano\u201d, t\u00eb cilat mavijosen si \u201chall\u201d komb\u00ebtar.<\/p>\n<p>N\u00eb k\u00ebt\u00eb vis t\u00eb republik\u00ebs son\u00eb, ekziston dhe vet\u00ebvepron nd\u00ebrgjegjja reale komb\u00ebtare dhe qytetare e banor\u00ebve. N\u00eb k\u00ebt\u00eb krahin\u00eb vlera e konkurrimit pluralist \u00ebsht\u00eb rikonfirmuar pas nj\u00eb periudhe t\u00eb gjat\u00eb pengmbajtjeje dhe bllokimi p\u00ebr arsye t\u00eb korrupsionit politiko-etnik. Matan\u00eb ardhjes s\u00eb kryebashkiakut t\u00eb ri Goro n\u00eb Himar\u00eb, le t\u00eb shohin edhe zoti Rama dhe zoti Berisha, se selit\u00eb e tyre partiake dhe deg\u00ebt e tyre n\u00eb k\u00ebt\u00eb zon\u00eb, vlejn\u00eb jo si zyra t\u00eb vobekta, por si prezenc\u00eb reale e shtetit unik dhe e institucioneve q\u00eb mund\u00ebsojn\u00eb vitalizimin e vlerave dhe qeverisjes lokale n\u00eb t\u00ebr\u00ebsi.
