Pra shkurt, shqiptar\u00ebt n\u00eb shumic\u00eb kan\u00eb m\u00ebsuar ta shporrin zhurm\u00ebn nga akti votues. Shumica e incidenteve sporadike apo edhe t\u00eb pjesshme, p\u00ebrplasjeve apo inkorrektesave procedurale t\u00eb v\u00ebrejtura n\u00eb disa qendra votimi, nuk e ekslipsuan dot vijueshm\u00ebrin\u00eb e m\u00ebtejshme t\u00eb procesit normal.<\/p>\n<p>Po a vlen kjo dhe pse duhet t\u2019i largohemi k\u00ebtij vler\u00ebsimi empirik? A nevojitet q\u00eb v\u00ebmendja dhe sidomos analiza vler\u00ebsuese p\u00ebr etap\u00ebn tjet\u00ebr t\u00eb procesit t\u00eb jen\u00eb jo vet\u00ebm m\u00eb t\u00eb larta, por edhe m\u00eb t\u00eb fokusuara?<\/p>\n<p>Mendoj se faza e dyt\u00eb e procesit zgjedhor, ajo e num\u00ebrimit dhe e nxjerrjes s\u00eb rezultateve, jan\u00eb akti m\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr standardin dhe besueshm\u00ebrin\u00eb e procesit zgjedhor. Aq m\u00eb tep\u00ebr kjo faz\u00eb \u00ebsht\u00eb e r\u00ebnd\u00ebsishme n\u00eb procesin e zgjedhjeve t\u00eb tilla, si k\u00ebto q\u00eb u zhvilluan dje n\u00eb Shqip\u00ebri.<\/p>\n<p>Pse k\u00ebrkohet kjo v\u00ebmendshm\u00ebri dhe analiz\u00eb kritike?<\/p>\n<p>Kjo duhet, sepse mes dy etapave, asaj t\u00eb votimit dhe asaj t\u00eb num\u00ebrimit dhe nxjerrjes s\u00eb rezultateve ka ndryshime serioze. N\u00eb t\u00eb dyt\u00ebn, tinzarll\u00ebku nd\u00ebrhyr\u00ebs, tendenca agresive e \u201csh\u00ebrbestar\u00ebve me pages\u00eb\u201d apo e \u201crekrut\u00ebve elektoral\u00eb\u201d jo vet\u00ebm q\u00eb b\u00ebhen m\u00eb prezent\u00eb, por n\u00eb jo pak raste, jan\u00eb flagrant\u00eb dhe abritrar\u00eb. \u00cbsht\u00eb ky kapitull, kur n\u00eb or\u00ebt e vona t\u00eb nat\u00ebs, grupet militante vihen n\u00eb misionin e \u201crambove\u201d shoq\u00ebruese t\u00eb mjeteve p\u00ebr transportimin e kutive t\u00eb votimit nga qendrat n\u00eb komisionet zonale. <\/p>\n<p>N\u00eb or\u00ebt e nat\u00ebs shtabet elektorale marrin vler\u00ebn e shtabeve guerile, ku presioni dhe shantazhi kap\u00ebrcen polic\u00ebt dhe \u00ebsht\u00eb pjesa m\u00eb e r\u00ebnd\u00eb e nd\u00ebrgjegjes antidemokratike q\u00eb manifeston skota e k\u00ebtyre sh\u00ebrbestar\u00ebve. Nga ana tjet\u00ebr, n\u00eb k\u00ebt\u00eb diferenc\u00eb cil\u00ebsie dhe normaliteti mes dy pjes\u00ebve, fshihet realisht deformimi real q\u00eb mbart procedimi dhe presioni q\u00eb manifestohet n\u00eb marr\u00ebdh\u00ebniet mes komisioner\u00ebve t\u00eb pal\u00ebve, mes vendimmarrjes s\u00eb strukturave mikse t\u00eb qendrave t\u00eb votimit, komisioneve zonale deri tek institucioni m\u00eb i lart\u00eb zgjedhor, KQZ-ja.<\/p>\n<p>N\u00eb dit\u00ebn e djeshme, kreu i KQZ-s\u00eb, zoti A. Ristani, duke vler\u00ebsuar pjes\u00ebn e par\u00eb t\u00eb k\u00ebtij procesi me ture dhe procese t\u00eb m\u00ebparshme zgjedhore n\u00eb vend u shpreh: \u201c \u2026 t\u00eb gjitha ankesat q\u00eb kan\u00eb mb\u00ebrritur jan\u00eb shum\u00eb her\u00eb m\u00eb pak se votimet lokale t\u00eb vitit 2007 dhe ato parlamentare t\u00eb vitit 2009. N\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb nuk u arrit\u00ebn t\u00eb hapen t\u00eb pakt\u00ebn 8 qendra votimi, si pasoj\u00eb e vonesave n\u00eb marrjen e materialeve zgjedhore, p\u00ebr mosrakordim t\u00eb pun\u00ebs mes komisioner\u00ebve, p\u00ebr zhvendosjen e qendr\u00ebs s\u00eb votimit n\u00eb nj\u00eb mjedis t\u00eb ri etj.\u201d.<\/p>\n<p>Natyrisht matan\u00eb k\u00ebtij vler\u00ebsimi paraprak p\u00ebr prologun e procesit, \u00ebsht\u00eb pjesa m\u00eb e r\u00ebnd\u00ebsishme e tij n\u00eb vijim, jan\u00eb vler\u00ebsimet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb pritshme p\u00ebr cil\u00ebsin\u00eb dhe normalitetin procedurial, num\u00ebrues dhe rezultatshpall\u00ebs.<\/p>\n<p>Mbr\u00ebm\u00eb, pas or\u00ebs 19:00, kur sipas ligjit u mbyll votimi n\u00eb t\u00eb gjith\u00eb vendin, mbet\u00ebn hapur disa t\u00eb tilla n\u00eb kryeqytet dhe pas k\u00ebsaj nga selit\u00eb partiake nis\u00ebn ankesat dhe n\u00eb ekrane u shfaq\u00ebn imazhe shtyrjesh, dhe presionesh n\u00eb qendrat proces-vonuara. Po k\u00ebshtu nga raportimet e ardhura nga zona t\u00eb skajshme, u theksuan s\u00ebrish akte presioni dhe pengimi p\u00ebr mediat dhe gazetar\u00ebt, nd\u00ebr t\u00eb cil\u00ebt m\u00eb t\u00eb shpeshta ato q\u00eb lidheshin me gazetar\u00ebt e \u201cTop Channel\u201d-it. <\/p>\n<p>N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb filloi shfaqja e kontrastit mes dy fazave t\u00eb procesit zgjedhor, i cili do t\u00eb vijoj\u00eb ta mbaj\u00eb jo vet\u00ebm t\u00eb ndezur luft\u00ebn e deklaratave, por sipas gjasave, edhe tensionin mes pal\u00ebve dhe kandidat\u00ebve elektoral\u00eb n\u00eb vend. Ky kapitull, \u00ebsht\u00eb jo vet\u00ebm me pamje t\u00eb r\u00ebnd\u00ebsishme, por \u00ebsht\u00eb me vler\u00eb specifike p\u00ebr cil\u00ebsin\u00eb e procesit. Avokatura e pamjeve dhe incidenteve q\u00eb prodhon nata dhe sidomos p\u00ebrplasja agresive mes pal\u00ebve n\u00eb qendrat ku ka nisur t\u00eb administrohet num\u00ebrimi dhe nxjerrja e rezultateve, \u00ebsht\u00eb akti m\u00eb i sh\u00ebmtuar q\u00eb rip\u00ebrs\u00ebritet n\u00eb proceset e sh\u00ebmtuara zgjedhore t\u00eb tranzicionit postkomunist shqiptar. <\/p>\n<p>Ky moment i procesit meriton shum\u00eb e shum\u00eb m\u00eb tep\u00ebr v\u00ebzhgim, monitorim dhe ndjekje profesionale prej gjith\u00eb network-ut t\u00eb v\u00ebzhguesve dhe ekspert\u00ebve t\u00eb ardhur n\u00eb kuad\u00ebr t\u00eb misionit t\u00eb OSBE\/ODHIR-it n\u00eb vend. Gjithashtu ka nevoj\u00eb p\u00ebr nj\u00eb sy\u00e7elt\u00ebsi specifike, pasi aty fshihen duart q\u00eb ndot\u00ebn aritmetik\u00ebn reale t\u00eb vot\u00ebs, me aktet flet\u00ebhedh\u00ebse dhe manipulimin provincial q\u00eb inspirohet dhe honorarizohet prej selive partiake e n\u00eb ve\u00e7anti, prej kandidat\u00ebve q\u00eb e promovojn\u00eb korrupsionin e tyre t\u00eb ardh\u00ebm p\u00ebrmes korrupsionit t\u00eb k\u00ebtill\u00eb. N\u00eb faz\u00ebn e \u201cnxeht\u00eb\u201d t\u00eb k\u00ebtij procesi num\u00ebrues, q\u00ebndron realisht cil\u00ebsia e ndotur e demokracis\u00eb zgjedhore n\u00eb Shqip\u00ebri.<\/p>\n<p>Zakonisht kjo pjes\u00eb, sipas p\u00ebrvoj\u00ebs s\u00eb zgjedhjeve t\u00eb k\u00ebtij 20 vjet\u00ebshi, mbetet m\u00eb e tejzgjatura. \u00cbsht\u00eb ajo q\u00eb pason me kontestime dhe sherre, me z\u00ebnka dhe ankimime, q\u00eb evidenton dasit\u00eb brenda administrat\u00ebs zgjedhore dhe u jep mund\u00ebsi selive t\u00eb shigjetojn\u00eb patologjikisht jo vet\u00ebm nj\u00ebra-tjetr\u00ebn, por n\u00eb ve\u00e7anti komisionet. Kjo \u00ebsht\u00eb faza q\u00eb rip\u00ebrs\u00ebrit \u201cnxeht\u00ebsin\u00eb\u201d e saj n\u00eb sken\u00ebn post-zgjedhore q\u00eb ngren\u00eb pal\u00ebt tona, ato pal\u00eb politike q\u00eb b\u00ebhen parashpall\u00ebse t\u00eb fitores dhe refuzuese kok\u00ebforta t\u00eb humbjes. N\u00eb k\u00ebt\u00eb dekor q\u00eb dimensionohet n\u00eb faz\u00ebn e dyt\u00eb t\u00eb procesit zgjedhor, pra at\u00eb t\u00eb num\u00ebrimit dhe rezultatshpalljes, mbarset realisht tranzicioni shqiptar i demokracis\u00eb s\u00eb dhunuar, i institucionalizmit t\u00eb gjymtuar dhe i nd\u00ebrgjegjes s\u00eb munguar t\u00eb standardit. <\/p>\n<p>N\u00eb periudh\u00ebn e num\u00ebrimeve \u201ct\u00eb nxehta\u201d, qytetar\u00ebt v\u00ebrejn\u00eb t\u00eb brengosur se sa diferenc\u00eb ka mes nd\u00ebrgjegjes s\u00eb tyre p\u00ebr t\u00eb mos kursyer vot\u00ebn dhe nd\u00ebrgjegjes s\u00eb politikan\u00ebve p\u00ebr ta deformuar numerikisht at\u00eb. K\u00ebt\u00eb mekaniz\u00ebm veprues n\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb p\u00ebrhershme procesi, kjo politik\u00eb nuk e prishi e nuk e refuzoi asnj\u00ebher\u00eb, edhe pse penalizimi p\u00ebr shkak t\u00eb saj i erdhi koh\u00eb pas kohe vendit dhe raporteve t\u00eb Shqip\u00ebris\u00eb me BE-n\u00eb. <\/p>\n<p>Ky mekaniz\u00ebm \u00ebsht\u00eb thirrur s\u00ebrish n\u00eb sken\u00eb dhe veprim n\u00eb or\u00ebt e mbr\u00ebmjes s\u00eb djeshme, sikund\u00ebr edhe n\u00eb dit\u00ebt e ardhme t\u00eb k\u00ebtij procesi. P\u00ebr ekzistenc\u00ebn dhe veprimin e tij nuk nevojitet vet\u00ebm recitali ankimues i opozit\u00ebs, por nevojitet sy\u00e7elt\u00ebsia dhe aft\u00ebsia investiguese e misionar\u00ebve v\u00ebzhgues t\u00eb OSBE\/ODIHR-it dhe diplomacis\u00eb s\u00eb akredituar n\u00eb cil\u00ebsin\u00eb e v\u00ebzhguesve.
