Ngutja p\u00ebr formalizimin e k\u00ebsaj lidhjeje solli p\u00ebr pasoj\u00eb dy probleme t\u00eb m\u00ebdha p\u00ebr Kosov\u00ebn; s\u00eb pari, cenim t\u00eb kushtetutshm\u00ebris\u00eb n\u00eb procedur\u00ebn e zgjedhjes s\u00eb Presidentit, dhe s\u00eb dyti d\u00ebmtim t\u00eb r\u00ebnd\u00eb t\u00eb frym\u00ebs konsensuale brenda spektrit politik shqiptar.<\/p>\n<p>N\u00ebse p\u00ebr pasoj\u00ebn e par\u00eb u prit vendimi i Gjykat\u00ebs Kushtetuese, p\u00ebr pasoj\u00ebn e dyt\u00eb (q\u00eb \u00ebsht\u00eb po aq serioze) u vu alarmi qysh t\u00eb nes\u00ebrmen. Aq t\u00eb befasuar dukeshin analist\u00ebt e huaj nga vendosja n\u00eb kreun e shtetit t\u00eb ri e nj\u00eb politikani me p\u00ebrkrahje elektorale minimale saq\u00eb nj\u00eb e p\u00ebrditshme gjermane n\u00eb editorialin e saj do ta quante Pacollin, &#8220;Presidenti pa popull&#8221;.<\/p>\n<p>N\u00eb republikat parlamentare, Presidenti zgjidhet me konsensus dhe p\u00ebr k\u00ebt\u00eb k\u00ebrkohet nj\u00eb personalitet me aktivitet politik apo publik relativisht t\u00eb gjat\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb e kaluara e tij t\u00eb jet\u00eb nj\u00eb lloj garancie p\u00ebr rolin e tij si faktor bashkues. N\u00eb republikat parlamentare preferohen kryesisht politikan\u00eb q\u00eb jan\u00eb n\u00eb fund t\u00eb karrier\u00ebs s\u00eb tyre politike, figura me apel popullor q\u00eb bien n\u00eb konsensus midis pal\u00ebve. Pacolli, ndon\u00ebse biznesmen me nj\u00eb histori t\u00eb gjat\u00eb suksesi, politikisht \u00ebsht\u00eb ende n\u00eb fillim t\u00eb karrier\u00ebs, ende i paprovuar e p\u00ebr pasoj\u00eb, \u00ebsht\u00eb e pamundur t\u00eb b\u00ebhet, momentalisht, personalitet unifikues. Ve\u00e7 k\u00ebsaj disa t\u00eb v\u00ebrteta t\u00eb tjera si: jeta p\u00ebr disa dekada larg Kosov\u00ebs apo kapitulli moskovit i suksesit nuk \u00ebsht\u00eb se kan\u00eb kaluar pa hedhur nj\u00eb hije skepticizmi mbi t\u00eb.<\/p>\n<p>Nj\u00eb prirje orientale p\u00ebr t\u2019u dukur \u00e7ka u manifestua n\u00eb nd\u00ebrtimin prej tij t\u00eb nj\u00eb rezidence prej 25 milion\u00eb eurosh dhe ekspozimin e saj n\u00eb TV-t\u00eb e vendit m\u00eb t\u00eb varf\u00ebr t\u00eb Europ\u00ebs, aty ku GDP p\u00ebr frym\u00eb mezi arrin 2000 eurot, apo disa detaje t\u00eb tjera si numri i sh\u00ebrb\u00ebtor\u00ebve etj., e kan\u00eb t\u00eb huajzuar edhe m\u00eb Pacollin. Pakujdesia e tij n\u00eb public relation si dhe paaft\u00ebsia p\u00ebr t\u00eb artikuluar qart\u00eb nj\u00eb num\u00ebr prioritetesh kan\u00eb \u00e7uar n\u00eb nj\u00eb perceptim t\u00eb p\u00ebrgjithsh\u00ebm sipas t\u00eb cilit presidenca e Kosov\u00ebs \u00ebsht\u00eb vet\u00ebm nj\u00eb trofe m\u00eb shum\u00eb q\u00eb Pacolli u shton sukseseve individuale. Behgjet Pacolli mund t\u2019i sh\u00ebrbente m\u00eb mir\u00eb Kosov\u00ebs n\u00ebse i bashkohej kabinetit qeveritar me nj\u00eb portofol q\u00eb do t\u00eb kishte t\u00eb b\u00ebnte me zhvillimin ekonomik t\u00eb vendit e n\u00ebse do t\u00eb kishte sukses (ky do t\u00eb ishte suksesi i tij i par\u00eb n\u00eb Kosov\u00eb) ambicia p\u00ebr Presidenc\u00ebn do t\u00eb dukej normale.<\/p>\n<p>Nga ana tjet\u00ebr, Kryeministri Tha\u00e7i duket se e ka marr\u00eb k\u00ebt\u00eb mandat t\u00eb dyt\u00eb si nj\u00eb lloj carta blanche p\u00ebr t\u00eb vendosur i vet\u00ebm. Seanca parlamentare e zgjedhjes s\u00eb Pacollit President tregoi haptas se ai di ta p\u00ebrdor\u00eb mir\u00eb diktatin personal n\u00eb salla t\u00eb mbyllura. Pak\u00ebnaq\u00ebsia e dukshme e Kryetarit t\u00eb Parlamentit, Krasniqi, dhe indiferenca e Tha\u00e7it ndaj tij dhe t\u00eb tjer\u00ebve jan\u00eb heshtje q\u00eb flet&#8230;<\/p>\n<p>12 vjet me par\u00eb, Bob Dole, ish-lider i shumic\u00ebs republikane n\u00eb Senat dhe ish-kandidat p\u00ebr President i Shteteve t\u00eb Bashkuara, i lodhur nga pritja disaditore e Hashim Tha\u00e7it, do t\u00eb \u00e7onte duart lart n\u00eb d\u00ebshp\u00ebrim duke th\u00ebn\u00eb; who is this invisible man?! (kush \u00ebsht\u00eb ky njeri i paduksh\u00ebm?!) Ndon\u00ebse me nj\u00eb luzm\u00eb pik\u00ebpyetjesh n\u00eb mendje, shum\u00eb shqiptar\u00eb e mir\u00ebkuptuan mosnxitimin e at\u00ebhersh\u00ebm t\u00eb Tha\u00e7it p\u00ebr t\u00eb firmosur marr\u00ebveshjen e Rambujes\u00eb. E mir\u00ebkuptuan, sepse si\u00e7 u tha at\u00ebher\u00eb, Tha\u00e7i kishte shkuar n\u00eb terren p\u00ebr t\u00eb marr\u00eb p\u00eblqimin e ushtarak\u00ebve t\u00eb U\u00c7K-s\u00eb, duke treguar se lideri i ardhsh\u00ebm ishte i prirur p\u00ebr konsensus, gj\u00eb e rrall\u00eb p\u00ebr udh\u00ebheq\u00ebsit tradicional\u00eb shqiptar\u00eb.<\/p>\n<p>Si sot e kujtoj dit\u00ebn kur ish-senatori Dole, sillej n\u00ebp\u00ebr ambientet e nj\u00eb hoteli t\u00eb Shkupit me nj\u00eb zhg\u00ebnjim t\u00eb lexuesh\u00ebm n\u00eb fytyr\u00eb ngaq\u00eb shqiptar\u00ebt, kauz\u00ebn e t\u00eb cil\u00ebve ai e kishte mbrojtur gjat\u00eb, nuk po nxitonin t&#8217;u jepnin mund\u00ebsi SHBA-s\u00eb dhe NATO-s t\u00eb nd\u00ebrhynin ushtarakisht n\u00eb em\u00ebr t\u00eb tyre. Ishte d\u00ebrguar aty n\u00eb nj\u00eb mision diplomatik prej Presidentit Klinton si njeriu ndoshta m\u00eb me ndikim mbi shqiptar\u00ebt, por n\u00eb vend q\u00eb t\u00eb ushtronte ndikimin e vet i duhej t\u00eb shtynte or\u00ebt brenda mureve t\u00eb nj\u00eb hoteli me shk\u00eblqim t\u00eb zbehur ku si mobiliet dhe pajisjet (p\u00ebrjashto p\u00ebrgjuesit e paduksh\u00ebm) me gjas\u00eb, ishin instaluar koh\u00eb p\u00ebrpara se t\u00eb fillonte rr\u00ebnimi i Jugosllavis\u00eb.<\/p>\n<p>Senatori Dole, nj\u00eb figur\u00eb ikonike e politik\u00ebs amerikane t\u00eb gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb shek 20-t\u00eb, mund t\u00eb mos ket\u00eb par\u00eb te mungesa e Tha\u00e7it at\u00eb q\u00eb pam\u00eb ne; prirjen p\u00ebr konsensus. Senatori Dole mund t\u00eb ket\u00eb par\u00eb te Tha\u00e7i at\u00eb q\u00eb ne nuk e pam\u00eb dot, liderin q\u00eb kujton se bota sillet rreth tij, liderin q\u00eb nuk \u00ebsht\u00eb i zoti t\u00eb marr\u00eb vendimin e duhur n\u00eb koh\u00ebn e duhur, liderin oportunist q\u00eb nuk rrezikon asgj\u00eb t\u00eb vet\u00ebn, liderin q\u00eb llogarit vet\u00ebm p\u00ebr vete. Ne, publikut shqiptar, na u desh\u00ebn 12 vjet ta zbulonim k\u00ebt\u00eb an\u00eb t\u00eb personalitetit politik t\u00eb Tha\u00e7it.<\/p>\n<p><strong>Who is this invisible man ?&#8230;<\/strong><\/p>\n<p>Pyetja e senatorit Dole 12 vjet m\u00eb par\u00eb, n\u00eb dit\u00ebt e para t\u00eb Marsit &#8217;99, ishte m\u00eb shum\u00eb nj\u00eb pyetje retorike, nj\u00eb nga ato pyetjet q\u00eb nuk kan\u00eb nevoj\u00eb p\u00ebr p\u00ebrgjigje, ngaq\u00eb p\u00ebrgjigjja \u00ebsht\u00eb aq e qart\u00eb saq\u00eb nuk ka nevoj\u00eb t\u00eb shqiptohet. 12 vjet m\u00eb von\u00eb t\u00eb gjith\u00eb e kuptuan se Kryeministri Tha\u00e7i \u00ebsht\u00eb v\u00ebrtet i paduksh\u00ebm, v\u00ebrtet nj\u00eb invisible man, n\u00eb sensin politik t\u00eb fjal\u00ebs. Individualisht ai duket i gatsh\u00ebm p\u00ebr t\u00eb b\u00ebr\u00eb pazar me k\u00ebdo q\u00eb i mund\u00ebson q\u00ebndrimin n\u00eb pushtet. Pragmatizmi i tij manifestohet hapur n\u00eb koalicionet me minoranca etnike q\u00eb hyjn\u00eb n\u00eb Parlament si kapri\u00e7io numerike e pakos s\u00eb Ahtisarit dhe jo si realitet politik n\u00eb terren.<\/p>\n<p>Ai me munges\u00ebn e aft\u00ebsis\u00eb p\u00ebr t\u00eb bashk\u00ebpunuar me partit\u00eb e tjera kryesore u tregua pa pik\u00eb ndjeshm\u00ebrie ndaj mbajtjes n\u00eb k\u00ebmb\u00eb t\u00eb konsensusit t\u00eb gjer\u00eb q\u00eb i duhet Kosov\u00ebs p\u00ebr t\u00eb p\u00ebrballuar sfidat e shumta. M\u00eb shqet\u00ebsuese \u00ebsht\u00eb prirja e tij mesianike p\u00ebr ta konsideruar gjith\u00eb \u00e7&#8217;\u00ebsht\u00eb arritur dhe \u00e7\u2019do t\u00eb arrihet n\u00eb Kosov\u00eb si arritje t\u00eb tij personale. &#8220;Un\u00eb, &#8211; u p\u00ebrgjigj Kryeministri Tha\u00e7i moderatorit t\u00eb emisionit &#8220;Opinion&#8221; &#8211; e realizova projektin tim politik t\u00eb \u00e7lirimit t\u00eb Kosov\u00ebs, tani kam p\u00ebrball\u00eb integrimin n\u00eb strukturat euroatlantike!!!&#8221;<\/p>\n<p>Kryeministri mesianik tashm\u00eb ia ka mbushur mendjen vetes se me t\u00eb lidhet \u00e7lirimi i Kosov\u00ebs, n\u00eb t\u00eb v\u00ebrtet\u00eb ky \u00e7lirim s&#8217;pask\u00ebsh qen\u00eb gj\u00eb tjet\u00ebr ve\u00e7se projekti i tij individual politik!<\/p>\n<p>Gjykata Kushtetuese e Kosov\u00ebs me zhvler\u00ebsimin e martes\u00ebs politike t\u00eb Kryeministrit mesianik dhe Presidentit pa popull, manifestoi r\u00ebnd\u00ebsin\u00eb jet\u00ebsore q\u00eb ka parimi i ndarjes s\u00eb pushteteve, duke i dh\u00ebn\u00eb secilit hakun.
