Madje nuk \u00ebsht\u00eb e tep\u00ebrt t\u00eb thuhet s\u00eb ai po ashtu paraqet \u00e7\u00ebshtje t\u00eb identitetit t\u00eb nj\u00eb vendi. Nd\u00ebrsa n\u00eb mjediset t\u00eb cilat nuk jan\u00eb t\u00eb konsoliduara nga aspekti shoq\u00ebror paraqet edhe \u00e7\u00ebshtje politike. N\u00eb k\u00ebt\u00eb aspekt dallohen vendet m\u00eb popullsi heterogjene nacionale, ku sh\u00ebmbull tipik \u00ebsht\u00eb Mali i Zi.<\/p>\n<p>Ndons\u00eb kemi t\u00eb b\u00ebjm\u00eb m\u00eb regjistrim t\u00eb popullsis\u00eb, banesave dhe t\u00eb ekonomive shtepiake, n\u00eb Mal t\u00eb Zi ai ka marr\u00eb p\u00ebrmasat e fushat\u00ebs parazgjedhore. N\u00eb lidhje m\u00eb ket\u00eb \u00e7\u00ebshtje jan\u00eb mobilizuar partit\u00eb politike por edhe institucionet shtet\u00ebrore, duke p\u00ebrkujtuar bashk\u00ebkombasit e tyre s\u00eb cil\u00ebt jan\u00eb dhe cil\u00ebn gjuh\u00eb e kan\u00eb amtare. Nj\u00eb veprim i till\u00eb jep p\u00ebr t\u00eb kuptuar qart\u00eb sindromin e popujve t\u00eb cil\u00ebt e kan\u00eb t\u00eb rrezikuar identitetin e tyre nacional dhe gjuh\u00ebsor. Nga ana tjet\u00ebr shqiptar\u00ebt n\u00eb ket\u00eb aspekt kan\u00eb qen\u00eb t\u00eb p\u00ebrmbajtur nga fakti s\u00eb jan\u00eb t\u00eb vetmit q\u00eb nuk i p\u00ebrkasin korpusit t\u00eb popujve sllav\u00eb, dhe s\u00eb nuk i kemi komplekset e atyre popujve n\u00eb Mal t\u00eb Zi.<\/p>\n<p><strong>Dilema kryesore \u00ebsht\u00eb diaspora<\/strong><br \/>\nN\u00eb saj\u00eb t\u00eb analiz\u00ebs s\u00eb flet\u00ebregjistimit t\u00eb popullsis\u00eb del qart\u00eb s\u00eb  nj\u00eb nder \u00e7\u00ebshtjet m\u00eb t\u00eb diskutueshme paraqet regjistrimi i diaspor\u00ebs. Ajo nuk paraqet ndonj\u00eb risi sepse nj\u00eb kontigjent i konsideruesh\u00ebm i qytetar\u00ebve tan\u00eb m\u00eb vite e dekada jetojn\u00eb dhe punojn\u00eb n\u00eb bot\u00ebn e jashtme, por risi \u00ebsht\u00eb evidentimi i saj n\u00eb regjistrimin vijues t\u00eb popullsis\u00eb. Dhe \u00e7do kush pasi t\u00eb analizoj\u00eb flet\u00ebregjistrimin e popullsis\u00eb do t\u00eb v\u00ebrtetoj\u00eb s\u00eb p\u00ebr diaspor\u00ebn n\u00eb ket\u00eb flet\u00ebregjistrim vlejn\u00eb vet\u00ebm gjasht\u00eb pyetje e asgj\u00eb m\u00eb shum\u00eb.<\/p>\n<p>Andaj  si e till\u00eb ajo do t\u00eb paraqitet  vet\u00ebm n\u00eb aspektin numerik, por pa identitetin e vet. Pse \u00ebsht\u00eb vepruar n\u00eb ket\u00eb m\u00ebnyr\u00eb mund t\u00eb supozohet por nga organizatori i regjistrimit t\u00eb popullsis\u00eb-Monstat-i, deri n\u00eb ket\u00eb moment kan\u00eb munguar shpjegimet e nevojshme. Nj\u00eb veprim i till\u00eb nuk ka dilem\u00eb s\u00eb bie ndesh me t\u00eb drejtat dhe lirit\u00eb e njeriut dhe standart\u00ebt demokratike, sepse \u00e7do individ kudo qoft\u00eb ai ka identitetin e vet nacional, gjuh\u00ebsor dhe konfesional.<\/p>\n<p><strong>Veprime p\u00ebrfide t\u00eb Monstat-it<\/strong><br \/>\nNuk ka dilem\u00eb s\u00eb nj\u00eb veprim i till\u00eb p\u00ebrfid i Monstat-it, nuk ka t\u00eb b\u00ebj fare me metodologjin\u00eb e regjistrimit t\u00eb popullsis\u00eb, sepse n\u00eb pyetje jan\u00eb disa \u00e7\u00ebshtje t\u00eb tjera t\u00eb cilat kan\u00eb p\u00ebrmasa politike. T\u00eb dh\u00ebnat nga regjistrimi i viti 2003, japin shifr\u00ebn e diaspor\u00ebs  nga Mali i Zi prej 52511 banor\u00ebsh, apo 7.8% e popullsis\u00eb s\u00eb p\u00ebrgjithshme. Por,nj\u00eb t\u00eb dh\u00ebn\u00eb t\u00eb till\u00eb duhet analizuar m\u00eb ter\u00eb spektrin e vet ate nacional, gjuh\u00ebsor dhe konfesional, sepse at\u00ebher\u00eb do t\u00eb kemi mund\u00ebsi t\u00eb japim disa p\u00ebrfundime.<\/p>\n<p>K\u00ebshtu n\u00ebse analizojm\u00eb k\u00ebt\u00eb num\u00ebr sipas struktur\u00ebs nacionale t\u00eb popullsis\u00eb del qart\u00eb s\u00eb n\u00eb bot\u00ebn e jashtme jan\u00eb 16519 pjes\u00ebtar\u00eb t\u00eb komb\u00ebsis\u00eb shqiptare, nga del s\u00eb \u00e7di i treti shqiptar\u00eb \u00ebsht\u00eb n\u00eb bot\u00ebn e jashtme. E dh\u00ebna s\u00eb shqiptar\u00ebt paraqesin  1\/3 e diaspor\u00ebs s\u00eb p\u00ebrgjithshme te Malit t\u00eb Zi, \u00ebsht\u00eb di\u00e7ka e jasht\u00ebzakonshme kur dihet s\u00eb shqiptar\u00ebt marrin pjes\u00eb m\u00eb 7.09% n\u00eb kuadrin e popullsis\u00eb t\u00eb p\u00ebrgjithshme.<\/p>\n<p><strong>Diaspora d\u00ebshmi e statusit social dhe politik<\/strong><br \/>\nNd\u00ebrsa pjesa tjet\u00ebr e diaspor\u00ebs nga Mali i Zi i takon pjes\u00ebtar\u00ebve t\u00eb popullit boshnjak, e m\u00eb s\u00eb paku atij malazez apo serb. T\u00eb dh\u00ebnat e m\u00ebsip\u00ebrme n\u00eb m\u00ebnyr\u00eb transparente paraqesin gjendjen faktike t\u00eb diaspor\u00ebs  ku  popujt t\u00eb cil\u00ebt jan\u00eb num\u00ebrikisht m\u00eb t\u00eb pak\u00ebt p\u00ebrb\u00ebjn\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb diaspor\u00ebs nga Mali i Zi.<\/p>\n<p>Nj\u00eb rast i till\u00eb \u00ebsht\u00eb i jasht\u00ebzakonsh\u00ebm dhe s\u00eb v\u00ebshtir\u00eb mund t\u00eb haset kund  n\u00eb Evrop\u00ebn Juglindore dhe m\u00eb gjer\u00eb. Nuk ka dilem\u00eb s\u00eb  nj\u00eb e dh\u00ebn\u00eb e till\u00eb  d\u00ebshmon qart\u00eb p\u00ebr statusin e tyre social dhe politik t\u00eb popujve p\u00ebrkat\u00ebs n\u00eb Mal t\u00eb Zi. Sepse nuk ka mund\u00ebsi t\u00eb shpjegohet ndryshe q\u00eb pjes\u00ebtar\u00ebt e popujve num\u00ebrikisht m\u00eb t\u00eb pak\u00ebt jan\u00eb pjes\u00ebtar\u00ebt m\u00eb t\u00eb m\u00ebdh\u00ebnj t\u00eb diaspor\u00ebs.<\/p>\n<p>Andaj duke marr\u00eb parasysh k\u00ebto t\u00eb dh\u00ebna mendoj s\u00eb hartuesit e pyetjeve n\u00eb flet\u00ebregjistrimin e popullsis\u00eb eliminimin e deklarimit t\u00eb popullsis\u00eb sipas p\u00ebrkat\u00ebsis\u00eb nacionale, gjuh\u00ebs amtare e asaj konfesionale e kan\u00eb b\u00ebr\u00eb m\u00eb qellim, p\u00ebr t\u00eb eliminuar p\u00ebrkat\u00ebsin\u00eb nacionale t\u00eb diaspor\u00ebs nga Mali i Zi. Dhe nga nj\u00eb veprim i till\u00eb del qart\u00eb prapavija politike, m\u00eb \u00e7ka d\u00ebshmohet s\u00eb ky regjistrim i popullsis\u00eb \u00ebsht\u00eb politizuar n\u00eb p\u00ebrmasa t\u00eb jasht\u00ebzakonshme nga subjektet politike n\u00eb Mal t\u00eb Zi.<\/p>\n<p><strong>Ide p\u00ebr regjistrim alternativ <\/strong><br \/>\nNga nj\u00eb veprim i till\u00eb nuk ka dilem\u00eb s\u00eb numri i shqiptar\u00ebve n\u00eb Mal t\u00eb Zi n\u00eb p\u00ebrgjith\u00ebsi do t\u00eb jet\u00eb m\u00eb i vog\u00ebl n\u00eb krahasim m\u00eb vitin 2003. Por, sa do t\u00eb jet\u00eb realisht, do t\u00eb dihet pas publikimit t\u00eb rezultat\u00ebve t\u00eb para t\u00eb cilat do t\u00eb publikohen nj\u00eb muaj pas p\u00ebrfundimit t\u00eb regjistrimit. Shpresojm\u00eb q\u00eb shqiptar\u00ebt t\u00eb Mal t\u00eb Zi p\u00ebrve\u00e7 pjes\u00ebtar\u00ebve t\u00eb familjeve t\u00eb tyre si popullsi rezidente, do t\u00eb regjistrojn\u00eb edhe t\u00eb af\u00ebrmit e tyre n\u00eb diaspor\u00eb, mund\u00ebsisht sa m\u00eb shum\u00eb, sepse edhe ata jan\u00eb pjes\u00eb e popullit ton\u00eb.<\/p>\n<p>Nd\u00ebrsa si do t\u00eb deklaroh\u00ebn shqiptar\u00ebt n\u00eb ket\u00eb regjistrim t\u00eb popullsis\u00eb besoj s\u00eb nuk ka dilema sepse ata din\u00eb se kush jan\u00eb dhe cil\u00ebn gjuh\u00eb kan\u00eb amtare. Dilema n\u00eb ket\u00eb aspekt mund t\u00eb ekzistojn\u00eb vet\u00ebm n\u00eb disa mjedise t\u00eb p\u00ebrziera multinacionale sikurse jan\u00eb qyteti i Tivarit, Podgoric\u00ebs, Plav\u00eb-Guci dhe Rozhaj\u00eb, mjedise k\u00ebto t\u00eb t\u00eb cilat ka ekzistuar mimikria e deklarimit objektiv s\u00eb cilit popull realisht i p\u00ebrkasin.<\/p>\n<p>Nga ana tjet\u00ebr k\u00ebto dit\u00eb qarkullojn\u00eb ide q\u00eb t\u00eb organizohet regjistrimi i popullsis\u00eb shqiptare n\u00eb Mal t\u00eb Zi dhe sidomos asaj n\u00eb diaspor\u00eb, nga K\u00ebshilli Nacional i Shqiptar\u00ebve, q\u00eb \u00ebsht\u00eb subjekti prezantues i shqiptar\u00ebve n\u00eb Mal t\u00eb Zi.
