Tryeza u la hapur, dometh\u00ebn\u00eb nuk u p\u00ebrmbys, n\u00ebn trysnin\u00eb e vizit\u00ebs s\u00eb komisionerit europian p\u00ebr zgjerimin, Stefan Fyle dhe t\u00eb OSBE-s\u00eb.<\/p>\n<p>Qeveria ka marr\u00eb nj\u00eb mesazh shum\u00eb t\u00eb qart\u00eb se \u00ebsht\u00eb ajo q\u00eb ka pergjegj\u00ebsin\u00eb e organizmit t\u00eb zgjedhjeve konform standarteve europiane. N\u00eb k\u00ebto kushte, duke menduar ta hedh\u00eb lumin me politik\u00ebn e fjal\u00ebve t\u00eb mira dhe gur\u00ebve n\u00eb trast\u00eb, si\u00e7 ka b\u00ebr\u00eb edhe m\u00eb par\u00eb me p\u00ebrfaq\u00ebsuesit e Europ\u00ebs dhe SHBA-s\u00eb, qeveria po b\u00ebn sikur po mendohet. N\u00eb vart\u00ebsi t\u00eb presionit t\u00eb KE-s\u00eb dhe OSBE-s\u00eb, qeveria mund edhe t\u00eb pranoj\u00eb ndonj\u00eb propozim t\u00eb opozit\u00ebs, por me sa u pa dhe u tha dje d\u00ebshtimi i tryez\u00ebs thjesht \u00ebsht\u00eb shtyr\u00eb.<\/p>\n<p>Arsyeja e d\u00ebshtimit eventual t\u00eb k\u00ebsaj tryeze \u00ebsht\u00eb po po ajo q\u00eb ka \u00e7uar n\u00eb d\u00ebshtimin e tryezave t\u00eb m\u00ebparshme n\u00eb zyr\u00ebn e Presidentit t\u00eb Republik\u00ebs, n\u00eb restorantin &#8220;Krokodili&#8221; n\u00eb Strasburg n\u00eb Kuvendin e Shqip\u00ebris\u00eb. Qeveria k\u00ebrkon dialog p\u00ebr dialog. Opozita k\u00ebrkon garanci minimale p\u00ebr zgjedhje t\u00eb lira e t\u00eb ndershme. Qeveria d\u00ebsh\u00ebron t\u00eb luaj\u00eb teat\u00ebr p\u00ebr nd\u00ebrkomb\u00ebtar\u00ebt. Opozita k\u00ebrkon t\u00eb bind\u00eb zgjedhesit se vota nuk preket dhe n\u00ebse preket, hajduti do t\u00eb kapet e do t\u00eb nd\u00ebshkohet. Qeveria don t\u00eb kaloj\u00eb radh\u00ebn. Opozita don t\u00eb p\u00ebrdor\u00eb shansin. Qeveria k\u00ebrkron t\u00eb laj\u00eb duart me nj\u00eb &#8220;e b\u00ebm\u00eb ton\u00ebn&#8221;. Opozita k\u00ebrkon zgjidhje p\u00ebr &#8220;ton\u00ebn dhe tuaj\u00ebn&#8221;.<\/p>\n<p>E gith\u00eb kjo diad\u00eb duket qart\u00eb n\u00eb dokumentet q\u00eb kan\u00eb paraqitur nj\u00ebra dhe tjetra pal\u00eb n\u00eb tryez\u00ebn e fundit. Po tu hedhim nj\u00eb sy gjasht\u00ebmb\u00ebdhjet\u00eb &#8220;pikave&#8221; t\u00eb PD-s\u00eb do t\u00eb konstatojm\u00eb menj\u00ebher\u00eb se ato jan\u00eb q\u00eb t\u00eb gjitha deklarative. Ato mund t\u00eb n\u00ebnshkruhen pa asnj\u00eb hezitim, si nj\u00eb deklarat\u00eb e p\u00ebrbashk\u00ebt, q\u00eb synon t\u00eb jap\u00eb nj\u00eb mesazh shtensionimi t\u00eb fushtat\u00ebs dhe zgjedhjeve. Nga kjo pikpamje deklarata ka nj\u00eb vler\u00eb dhe nuk duhet t\u00eb sakrifikohet.<\/p>\n<p>Por deklarata nuk \u00ebsht\u00eb Marr\u00ebveshje. Kush e ka menduar k\u00ebshtu g\u00ebnjen veten. Ose pandeh se po g\u00ebnjen t\u00eb tjer\u00ebt. Marr\u00ebveshja \u00ebsht\u00eb nj\u00eb dokument ku e ku m\u00eb i avancuar se sa deklarata. Dhe ajo q\u00eb \u00ebsht\u00eb thelb\u00ebsore: zgjedhjet shqiptare nuk vuajn\u00eb p\u00ebr deklarata. Vuajn\u00eb p\u00ebr garanci. Madje p\u00ebr garanci t\u00eb forta shum\u00eb, pasi zakoni k\u00ebtu \u00ebsht\u00eb t\u00eb mohohen dhe t\u00eb shkelen me t\u00eb dyja k\u00ebmb\u00ebt deri edhe garancit\u00eb ligjore, si\u00e7 ka ndodhur p\u00ebrshembull me nenet 136 dhe 138 t\u00eb Kodit Zgjedhor p\u00ebr rinum\u00ebrimin.<\/p>\n<p>Kur u vun\u00eb n\u00eb Kod, k\u00ebto nene kuror\u00ebzuan muajin e mjaltit midis qeveris\u00eb dhe opozit\u00ebs. Kur u votuan, t\u00eb gjith\u00eb deputet\u00ebt e interesuar menduan se po e zgjidhnin thjesht dhe p\u00ebrfundimisht \u00e7eshtjen e hapjes s\u00eb kutive: mjaftonte k\u00ebrkesa verbale e dy anetar\u00ebve t\u00eb KQZ-s\u00eb. Por sapo opozit\u00ebs i lindi nevoja t&#8217;i p\u00ebrdorte k\u00ebto garanci pas zgjedhjeve t\u00eb manipuluara t\u00eb vitit 2009 u kuptua se qeveria i kishte dh\u00ebn\u00eb asaj nj\u00eb gj\u00eb q\u00eb do t&#8217;ja merrte arbitrarisht kur do t&#8217;i duhej.<\/p>\n<p>Shumica qeveritare n\u00eb KQZ dhe Kolegji Zgjedhor m\u00eb pas u ngrit\u00ebn mbi Ligjin e parlamentit; me nj\u00eb loj\u00eb t\u00eb sforcuar dhe t\u00eb ul\u00ebt fjal\u00ebsh refuzuan hapjen e kutive q\u00eb kishin k\u00ebrkuar dy komisioner\u00eb t\u00eb lart\u00eb t\u00eb opozit\u00ebs. \u00cbsht\u00eb ironike ta thuash, por kriza shqiptare nj\u00ebzet mujore , q\u00eb e la vendin pa marr\u00eb statusin e vendit kandidat n\u00eb BE dhe q\u00eb n\u00eb p\u00ebrshkall\u00ebzimin e saj \u00e7oi deri n\u00eb vrasjen e kat\u00ebr demonstruesve opozitar\u00eb me 21 janar nga Garda e Republik\u00ebs, pra kjo kriz\u00eb kaq e kushtueshme e ka origjin\u00ebn te i ashtuquajturi intepretim q\u00eb KQZ dhe Kolegji Zgjedhor i kan\u00eb b\u00ebr\u00eb togfjal\u00ebshit &#8221; vota t\u00eb caktuara&#8221;, duke i veshur arbitrarisht kuptimin &#8220;vota t\u00eb kontestuara&#8221;, sepse ashtu nuk hapeshin kutit\u00eb.<\/p>\n<p>&#8220;N\u00eb kuptimin e k\u00ebtij ligji&#8221;, kan\u00eb arsyetuar jurist\u00ebt q\u00eb fut\u00ebn n\u00eb sherr Shqip\u00ebrin\u00eb, &#8220;vota t\u00eb caktuara&#8221; ka kuptimin &#8221; vota t\u00eb kontestuara&#8221;! Dometh\u00ebn\u00eb, fjala &#8220;dash&#8221; ka kuptimin &#8220;dele&#8221;. Po pse t\u00eb p\u00ebrdorte ligjv\u00ebn\u00ebsi n\u00eb k\u00ebto kushte fjal\u00ebn &#8221; dash&#8221; kur e dinte fjal\u00ebn &#8221; dele&#8221;? Diskutim i kot\u00eb, q\u00eb na fut n\u00eb labirinthet e nj\u00eb absurdi. U \u00ebsht\u00eb dashur t\u00eb mos i hapin kutit\u00eb dhe pik\u00eb. T\u00eb tjerat jan\u00eb vetem budallalleqe juridike.<\/p>\n<p>Ja pra, kur qeveria dhe instrumentat e saj ua b\u00ebjn\u00eb naft\u00ebn pa nj\u00eb pa dy garancive ligjore, merret me mend se \u00e7far\u00eb do t&#8217;u b\u00ebnin deklaratave. Deklaratat jan\u00eb shkum\u00eb deti. Propozimet e opozit\u00ebs k\u00ebrkojn\u00eb garanci. N\u00eb radh\u00eb t\u00eb par\u00eb, meqenese nuk ka shum\u00eb dit\u00eb, garancin\u00eb e rinum\u00ebrimit, t\u00eb hapjes s\u00eb kutive. Do t\u00eb mjaftonte nj\u00eb rresht n\u00eb pjes\u00ebn e shpjegimit t\u00eb termave.<\/p>\n<p>Ashtu si\u00e7 thuhet p\u00ebr &#8221; votat e kontestuara&#8221;, q\u00eb jan\u00eb ato ku nuk kuptohet qart\u00eb se per cilin kandidat apo subjekt ka votuar zgjedh\u00ebsi, t\u00eb sqarohet se &#8221; vota t\u00eb caktuara&#8221; jan\u00eb ato q\u00eb k\u00ebrkojn\u00eb dy an\u00ebtar\u00ebt e KQZ-s\u00eb. Kaq. \u00cbsht\u00eb m\u00eb e pakta q\u00eb k\u00ebrkohet e mund t\u00eb b\u00ebhet. \u00cbsht\u00eb reflektimi m\u00eb minimal i qeveris\u00eb ndaj l\u00ebvizjes opozitare p\u00ebr trasparenc\u00eb. \u00cbsht\u00eb nj\u00eb paralajm\u00ebrim dhe nj\u00eb akt q\u00eb do t&#8217;i dekurajonte shum\u00eb manipulator\u00ebt q\u00eb ecin me mendimin se \u00e7&#8217;jan\u00eb pislleqe mbyllen n\u00eb kuti dhe nuk hapen m\u00eb.<\/p>\n<p>Garancit\u00eb e tjera q\u00eb ka k\u00ebrkuar opozita nuk prekin Kodin, por k\u00ebrkojn\u00eb t\u00eb kthejn\u00eb n\u00eb shtratin e ligjshm\u00ebris\u00eb vendimarrjen n\u00eb KQZ. Edhe n\u00eb k\u00ebt\u00eb pik\u00eb opozita \u00ebsht\u00eb minimaliste, pasi pritshm\u00ebria e popullit opozitar ka qen\u00eb dhe \u00ebsht\u00eb p\u00ebr garanci shum\u00eb m\u00eb t\u00eb forta, ku p\u00ebrfshihet rind\u00ebrtimi i KQZ-s\u00eb , largimi i kryetarit , Arben Ristani.<br \/>\nRefuzimi i deritanish\u00ebm i garancive minimale t\u00eb k\u00ebrkuara nga opozita \u00ebsht\u00eb nj\u00eb shenj\u00eb e keqe p\u00ebr zgjedhet e 8 majit.<\/p>\n<p>\u00cbsht\u00eb dekonspirim i d\u00ebshir\u00ebs s\u00eb k\u00ebsaj shumice p\u00ebr t\u00eb v\u00ebn\u00eb s\u00ebrish dor\u00eb mbi vot\u00ebn e qytetar\u00ebve. N\u00ebse do t\u00eb gjej\u00eb shteg. N\u00ebse do t\u00eb lejoj\u00eb opozita, nd\u00ebrkombetar\u00ebt dhe qytetar\u00ebt e Shqip\u00ebris\u00eb. Zgjedhjet e lira jan\u00eb pron\u00eb e popullit. Askush nuk ka t\u00eb drejt\u00eb t&#8217;i prek\u00eb. Qeveria e radh\u00ebs ka detyr\u00ebn t&#8217;i organizoj\u00eb. Sipas standarteve. Jo sipas deklaratave. Pikat deklarative mund t&#8217;i b\u00ebjm\u00eb tridhjet\u00eb e dy, gjasht\u00ebdhjet\u00eb e kat\u00ebr.<\/p>\n<p>Por ato nuk vlejn\u00eb sa nj\u00eb garanci. Nj\u00ebqind deklarata g\u00ebnjejn\u00eb. Nj\u00eb garanci nuk g\u00ebnjen.
