Dje, kryetarja e parlamentit, zonja Jozefina Topalli, dha urdh\u00ebr t\u2019i pritej fjala nj\u00eb deputeti t\u00eb opozit\u00ebs, duke urdh\u00ebruar m\u00eb pas gard\u00ebn q\u00eb ta nxirrte at\u00eb nga salla, thjesht sepse, sipas saj, akuzat e tij p\u00ebr korrupsion ndaj disa antar\u00ebve t\u00eb qeveris\u00eb, kryeministrit dhe, s\u00eb fundi, asaj vet\u00eb, qen\u00eb shpifje. \u00c7\u2019\u00ebsht\u00eb m\u00eb shqet\u00ebsuese, ajo kumtoi se q\u00eb tash e tutje, rregullorja e re e parlamentit q\u00eb, si\u00e7 e dim\u00eb, u miratua pak dit\u00eb m\u00eb par\u00eb vet\u00ebm me votat e shumic\u00ebs qeveris\u00ebse, i jep asaj t\u00eb drejt\u00ebn t\u00eb vendos\u00eb se \u00e7far\u00eb nga ato q\u00eb do thon\u00eb deputet\u00ebt gjat\u00eb punimeve parlamentare p\u00ebrb\u00ebn shpifje e \u00e7far\u00eb jo.<\/p>\n<p>Natyrisht, duke marr\u00eb masat nd\u00ebshkuese p\u00ebrkat\u00ebse. E th\u00ebn\u00eb ndryshe, q\u00eb tash e tutje do t\u00eb jet\u00eb zonja Topalli ajo q\u00eb ka t\u00eb drejt\u00ebn e gjykimit se cila \u00ebsht\u00eb vija e holl\u00eb q\u00eb ndan t\u00eb v\u00ebrtet\u00ebn nga g\u00ebnjeshtra n\u00eb sall\u00ebn e parlamentit. Sigurisht, nga ana tjet\u00ebr, s\u2019ka si t\u00eb bjer\u00eb n\u00eb sy fakti se zbatimi i par\u00eb i k\u00ebtij neni kaq t\u00eb diskutuesh\u00ebm t\u00eb rregullores s\u00eb re nis me nj\u00eb konflikt t\u00eb past\u00ebr interesi: zonja Topalli e nd\u00ebshkoi zotin Balla, pik\u00ebrisht at\u00ebhere kur ky e akuzoi at\u00eb vet\u00eb p\u00ebr korrupsion! Pra, at\u00eb \u00e7ast, paradoksalisht, zonja Topalli ishte nj\u00ebher\u00ebsh e akuzuara dhe gjykat\u00ebsja q\u00eb vendoste n\u00ebse akuza q\u00eb i b\u00ebhej q\u00ebndronte apo jo! Por kjo e fundit, sado q\u00eb sh\u00ebrben p\u00ebr t\u00eb nxjerr n\u00eb pah groteskun e situat\u00ebs, s\u2019\u00ebsht\u00eb kryesore. Ajo q\u00eb shqet\u00ebson \u00ebsht\u00eb mend\u00ebsia q\u00eb q\u00ebndron pas veprimeve t\u00eb tilla.<\/p>\n<p>Sidoqoft\u00eb, para se t\u00eb vazhdoj, m\u00eb lejoni t\u00eb b\u00ebj nj\u00eb parantez\u00eb. S\u00eb pari, dua t\u00eb sqaroj se un\u00eb natyrisht q\u00eb s\u2019jam n\u00eb gjendje t\u00eb them n\u00ebse akuzat q\u00eb deputeti Balla i b\u00ebri zonj\u00ebs Topalli, zotit Berisha apo antar\u00ebve t\u00eb tjer\u00eb t\u00eb qeveris\u00eb, q\u00ebndrojn\u00eb apo jo. S\u00eb dyti, mendoj se ka shum\u00eb\u00e7ka q\u00eb nuk shkon me at\u00eb q\u00eb ndodh n\u00eb parlament dhe si shum\u00ebkush dhe un\u00eb ndjehem i bezdisur, i revoltuar, i shqet\u00ebsuar nga niveli i banalitetit, nga mungesa e etik\u00ebs, primitiviteti, gjuha e dhunshme e konfliktualiteti q\u00eb po karakterizon gjithnj\u00eb e m\u00eb shpesh punimet e tij. S\u00eb treti, ndjehem po ashtu mjaft i shqet\u00ebsuar nga efektet q\u00eb ka n\u00eb jet\u00ebn ton\u00eb publike makineria e pandalshme e shpifjeve dhe baltosjes s\u00eb kund\u00ebrshtarit, q\u00eb prej vitesh tashm\u00eb \u00ebsht\u00eb kthyer n\u00eb nj\u00eb instrument politik.<\/p>\n<p>Kam frik\u00eb se po s\u2019u ndal, kjo shfaqje pap\u00ebrgjegjshm\u00ebrie ekstreme, e relativizmit t\u00eb s\u00eb keqes, duke v\u00ebn\u00eb n\u00eb dyshim moralin e kujtdo q\u00eb p\u00ebrfshihet n\u00eb politik\u00eb, apo mban nj\u00eb post publik, ka rrezik q\u00eb shpejt do t\u00eb ndodh\u00eb nj\u00eb delegjitimim i mbar\u00eb klas\u00ebs son\u00eb politike, duke krijuar nj\u00eb situat\u00eb q\u00eb gjithnj\u00eb \u00ebsht\u00eb minuese p\u00ebr sh\u00ebndetin e demokracis\u00eb. Sigurisht q\u00eb kjo situat\u00eb mund t\u00eb marr\u00eb fund vet\u00ebm n\u00ebp\u00ebrmjet nd\u00ebshkimit s\u00eb pari politikisht, e pastaj dhe ligjor, t\u00eb cilitdo q\u00eb shpif a hedh balt\u00eb ndaj kund\u00ebrshtarit, por kjo mund t\u00eb ndodh\u00eb vet\u00ebm n\u00ebse merr fund ajo praktik\u00eb e mbrapsht\u00eb, sipas s\u00eb cil\u00ebs shqiptar\u00ebt jan\u00eb t\u00eb ndar\u00eb n\u00eb qytetar\u00eb t\u00eb kategoris\u00eb A, t\u00eb cil\u00ebt n\u00eb realitet jan\u00eb t\u00eb papreksh\u00ebm nga ligji, dhe t\u00eb tjer\u00eb, t\u00eb kategoris\u00eb B, mbi t\u00eb cil\u00ebt ligji vepron.<\/p>\n<p>Pa nj\u00eb shtet ligjor funksional, q\u00eb n\u00ebnkupton para s\u00eb gjithash barazin\u00eb e plot\u00eb t\u00eb t\u00eb gjith\u00ebve para ligjit, pavar\u00ebsisht nga posti q\u00eb mbajn\u00eb, ngjyra politike, fuqia apo parat\u00eb q\u00eb kan\u00eb, e gjith\u00eb retorika p\u00ebr demokracin\u00eb e institucionet funksionuese demokratike, s\u2019\u00ebsht\u00eb ve\u00e7se n\u00eb nj\u00eb demagogji. Dhe shteti ligjor n\u00ebnkupton se n\u00eb nj\u00eb vend ku sundon ligji, vet\u00ebm gjykat\u00ebsi e askush tjet\u00ebr, ka tag\u00ebr t\u00eb vendos\u00eb n\u00ebse nj\u00eb akuz\u00eb p\u00ebrb\u00ebn shpifje apo jo, e rrjedhimisht, t\u00eb nd\u00ebshkoj\u00eb autorin si\u00e7 e p\u00ebrcakton ligji. P\u00ebrndryshe, n\u00ebse ndodh si\u00e7 ndodhi dje n\u00eb parlament, q\u00eb nj\u00ebra nga pal\u00ebt n\u00eb sken\u00ebn politike (ajo q\u00eb ka pushtetin), i jep vetes t\u00eb drejt\u00ebn t\u00eb marr\u00eb rolin e gjykat\u00ebsit, duke vendosur se cilat jan\u00eb kufijt\u00eb e lejuesh\u00ebm t\u00eb shprehjes, at\u00ebhere mbar\u00eb shteti ligjor rrezikon t\u00eb dal\u00eb nga binar\u00ebt.<\/p>\n<p>Kam p\u00ebrshtypjen se n\u00eb t\u00eb v\u00ebrtet\u00eb kjo rregullore e re, qartazi e hartuar jo p\u00ebr t\u00eb mir\u00ebrregulluar funksionimin e parlamentit, por m\u00eb tep\u00ebr p\u00ebr t\u2019iu p\u00ebrgjigjur nj\u00eb situate t\u00eb caktuar politike t\u00eb krijuar momentalisht, p\u00ebrb\u00ebn nj\u00eb shkelje serioze t\u00eb kushtetut\u00ebs, e cila i garanton lirin\u00eb e shprehjes, si nj\u00eb nd\u00ebr t\u00eb drejtat themelore e t\u00eb patjet\u00ebrsueshme, gjith\u00eb qytetar\u00ebve.
