Shum\u00eb vet\u00eb m\u00eb jan\u00eb ankuar q\u00eb udh\u00ebheqja politike (dhe k\u00ebtu m\u00eb lejoni t\u00eb jem i qart\u00eb q\u00eb njer\u00ebzit flasin si p\u00ebr koalicionin qeveris\u00ebs ashtu edhe p\u00ebr opozit\u00ebn) duket e fokusuar vet\u00ebm n\u00eb interesat vetjake ose partiake, se sa n\u00eb zgjidhjen e k\u00ebtyre problemeve t\u00eb p\u00ebrhapura gjer\u00ebsisht. Teksa shqiptar\u00ebt p\u00ebrgatiten p\u00ebr ta nisur k\u00ebt\u00eb kapitull t\u00eb ri, nj\u00eb element ndryshimi duket sikur del mbi t\u00eb gjith\u00eb t\u00eb tjer\u00ebt p\u00ebr nga r\u00ebnd\u00ebsia: m\u00ebnyra se si zhvillohen zgjedhjet n\u00eb Shqip\u00ebri, ve\u00e7an\u00ebrisht nevoja p\u00ebr ta zhvendosur v\u00ebmendjen tek njer\u00ebzit, ku institucionet qeveritare dhe partit\u00eb politike iu sh\u00ebrbejn\u00eb interesave t\u00eb njer\u00ebzve.<\/p>\n

Gjithashtu, sjellja e partive politike ndikon drejtp\u00ebrs\u00ebdrejti n\u00eb besimin e publikut tek zgjedhjet. Si miqt\u00eb m\u00eb t\u00eb pal\u00ebkundur e m\u00eb t\u00eb q\u00ebndruesh\u00ebm t\u00eb Shqip\u00ebris\u00eb p\u00ebrgjat\u00eb viteve, Shtetet e Bashkuara i b\u00ebjn\u00eb thirrje qeveris\u00eb dhe t\u00eb gjitha partive politike q\u00eb t\u00eb fokusohen n\u00eb forcimin e besimit t\u00eb publikut n\u00eb procesin zgjedhor dhe t\u00eb besimit tek udh\u00ebheq\u00ebsit e tyre.<\/p>\n

M\u00eb lejoni t\u00eb p\u00ebrmend nj\u00eb t\u00eb v\u00ebrtet\u00eb t\u00eb thjesht\u00eb e t\u00eb dhimbshme: besimi publik n\u00eb procesin zgjedhor \u00ebsht\u00eb i ul\u00ebt. P\u00ebr rrjedhoj\u00eb, edhe yni \u00ebsht\u00eb i ul\u00ebt. N\u00eb nj\u00eb demokraci t\u00eb fort\u00eb, qeveria dhe partit\u00eb politike kan\u00eb p\u00ebrgjegj\u00ebsin\u00eb \u2013 quajeni detyrim \u2013 t\u00eb fitojn\u00eb besimin e njer\u00ebzve. Ata mund ta b\u00ebjn\u00eb k\u00ebt\u00eb duke bashk\u00ebpunuar brenda institucioneve zgjedhore, duke shmangur n\u00eb m\u00ebnyr\u00eb t\u00eb vet\u00ebdijshme dredhit\u00eb politike dhe duke hequr dor\u00eb prej nj\u00eb gjuhe shkat\u00ebrruese dhe provokuese n\u00eb takimet publike ose n\u00eb literatur\u00ebn partiake. Mesazhet q\u00eb k\u00ebrc\u00ebnojn\u00eb persona t\u00eb tjer\u00eb ose nxisin dhun\u00eb t\u00eb cil\u00ebsdo form\u00eb vet\u00ebm sa do t\u00eb g\u00ebrryejn\u00eb besimin se kandidat\u00ebt dhe partit\u00eb jan\u00eb t\u00eb gatsh\u00ebm t\u00eb punojn\u00eb s\u00eb bashku. Legjitimiteti i cil\u00ebsdo qeverie q\u00eb do t\u00eb dal\u00eb prej zgjedhjeve t\u00eb ardhshme do t\u00eb varet nga m\u00ebnyra se si do t\u00eb sillen partit\u00eb gjat\u00eb muajve vijues.<\/p>\n

Qeveria ka detyrimin solemn t\u00eb veproj\u00eb n\u00eb m\u00ebnyr\u00eb llogaridh\u00ebn\u00ebse, transparente dhe t\u00eb paanshme. Ky \u00ebsht\u00eb nj\u00eb parim ky\u00e7 i kritereve t\u00eb Kopenhag\u00ebs, i cili p\u00ebrcakton n\u00ebse nj\u00eb vend kualifikohet p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e Bashkimit Europian.<\/strong> P\u00ebr m\u00eb tep\u00ebr, qeveria duhet t\u00eb jet\u00eb gjith\u00ebp\u00ebrfshir\u00ebse dhe jopartiake n\u00eb marrjen e vendimeve institucionale<\/strong>. Partia qeveris\u00ebse ka p\u00ebrgjegj\u00ebsin\u00eb t\u00eb inkurajoj\u00eb besimin duke k\u00ebrkuar n\u00eb m\u00ebnyr\u00eb aktive konsensus p\u00ebrmes kompromisit dhe dialogut. Jo m\u00eb pak e r\u00ebnd\u00ebsishme, opozita duhet t\u00eb p\u00ebrkushtohet t\u00eb marr\u00eb pjes\u00eb n\u00eb m\u00ebnyr\u00eb konstruktive n\u00eb proces, dhe t\u00eb shmang\u00eb k\u00ebrc\u00ebnimet p\u00ebr bllokim ose bojkot<\/strong>. Gjith\u00ebsecili \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr t\u00eb bashk\u00ebpunuar t\u00ebr\u00ebsisht me agjencit\u00eb e zbatimit t\u00eb ligjit dhe t\u00eb tjera, p\u00ebr t\u00eb promovuar sigurin\u00eb dhe integritetin e procesit zgjedhor.<\/p>\n

Kur mendoj mbi fjalimin e Sekretares Klinton, \u00ebsht\u00eb nj\u00eb pasazh i ve\u00e7ant\u00eb q\u00eb bie n\u00eb sy. Ajo shpjegoi q\u00eb njer\u00ebzit shpesh e pyesnin se si mundi t\u00eb punoj\u00eb me Presidentin Obama, pasi kishin luftuar aq fort kund\u00ebr nj\u00ebri-tjetrit n\u00eb fushat\u00ebn p\u00ebr zgjedhjet presidenciale t\u00eb 2008-\u00ebs. \u201c\u00cbsht\u00eb nj\u00eb p\u00ebrgjigje shum\u00eb e thjesht\u00eb,\u201d \u2013 tha ajo, \u201ct\u00eb dy e duam vendin ton\u00eb.\u201d Dashuria p\u00ebr vendin do t\u00eb thot\u00eb t\u00eb v\u00ebsh interesat komb\u00ebtare mbi interesat partiake. Do t\u00eb thot\u00eb t\u00eb b\u00ebsh gjith\u00e7ka q\u00eb \u00ebsht\u00eb e mundur p\u00ebr ta mbajtur politik\u00ebn partiake jasht\u00eb institucioneve zgjedhore. Dashuria p\u00ebr vendin p\u00ebrcillet p\u00ebrmes veprimeve, jo fjal\u00ebve, me syt\u00eb drejt 100 viteve t\u00eb ardhsh\u00ebm t\u00eb nd\u00ebrtimit t\u00eb vendit.<\/strong> Nd\u00ebrsa 23 qershori po afrohet, iu b\u00ebj thirrje shqiptar\u00ebve q\u00eb t\u00eb nisin nj\u00eb kapitull t\u00eb ri me k\u00ebto zgjedhje, t\u00eb l\u00ebn\u00eb m\u00ebnjan\u00eb interesat vetjake dhe partiake, t\u00eb k\u00ebmb\u00ebngulin p\u00ebr llogaridh\u00ebnien e klas\u00ebs politike. M\u00eb shum\u00eb se \u00e7do gj\u00eb, ju b\u00ebj apel q\u00eb t\u00eb pranoni p\u00ebrgjegj\u00ebsin\u00eb vetjake q\u00eb ta b\u00ebni k\u00ebt\u00eb t\u00eb mundur. Pasi vet\u00ebm shqiptar\u00ebt q\u00eb v\u00ebn\u00eb p\u00ebrpara interesat e Shqip\u00ebris\u00eb mund ta nd\u00ebrtojn\u00eb shoq\u00ebrin\u00eb e drejt\u00eb, demokratike, q\u00eb do t\u2019i b\u00ebjn\u00eb brezat e tash\u00ebm dhe t\u00eb ardhsh\u00ebm shqiptar\u00eb ta p\u00ebrligjin krenarin\u00eb e tyre. Dhe vet\u00ebm k\u00ebta mund ta b\u00ebjn\u00eb Shqip\u00ebrin\u00eb vendin q\u00eb ju doni.<\/p>\n

“A Very Simple Answer<\/strong>” \u2013 by Alexander A. Arvizu<\/strong>, US Ambassador in Albania<\/em><\/p>\n

Albania celebrated its 100th anniversary in November. It was a time to be proud, a time for reflection on the country\u2019s success in overcoming great turmoil to become a NATO member and EU aspirant. Now, as Albanians look forward to the June 23 Parliamentary elections, we stand at the beginning of a new chapter in Albania\u2019s history — one that should be defined by flourishing democracy indisputably built upon the will of the people. Traveling around Albania, I find common themes in my conversations, regardless if it is in Shkodra or Gjirokastra, Vlora or Elbasan. Albanians are worried about real issues — employment, providing for their families, health care, education, environmental degradation, and crime to name a few. Many have complained to me that the political leadership (and here let me be clear respondents speak of both the ruling coalition as well as the opposition) seems solely focused on personal or party interests rather than on solving these widespread problems. As Albanians prepare to embark on this new chapter, one element of change seems to rise above all others in terms of importance: the way elections are conducted in Albania, specifically the need to shift focus on the people, with government institutions and political parties serving the people\u2019s interests.<\/p>\n

When Secretary Clinton addressed parliament, she made one clear plea to elected officials in the audience to ensure that the upcoming elections are free and fair, and seen as such by the world, so that the people of Albania can have faith in the results and democratic institutions, and trust in their leaders. Democracy is not a concrete bunker that isolates the political leadership from the people. On the contrary, elected officials have the obligation to serve in a responsible manner and to use their positions of power to benefit all citizens. Leaders must earn the people\u2019s trust through a transparent, free and fair process. Furthermore, political parties\u2019 behavior directly impacts the public\u2019s confidence in the election. As Albania\u2019s most steadfast and enduring international friend and partner over the years, the United States calls on the government and all political parties to focus on strengthening the public\u2019s faith in the electoral process and trust in their leaders.<\/p>\n

Let me state a simple, painful truth: public faith in the electoral process is low. Consequently, so is ours. In a strong democracy, the government and political parties have a responsibility — make than an obligation — to earn the trust of the people. They can do this by cooperating within electoral institutions, by deliberating avoiding political trickery, and by abstaining from destructive and inflammatory language in public rallies or party literature. Messages that threaten other individuals or incite violence in any form will only erode the confidence that candidates and parties are willing to work together. The legitimacy of any government resulting from the next election will depend on how the parties behave during the coming months.<\/p>\n

The government has the solemn obligation to act accountably, transparently, and impartially. This is a key tenant in the Copenhagen criteria, which defines whether a country is eligible to join the European Union. Furthermore, the government must be inclusive and nonpartisan in the institutional decision making. The ruling party has the responsibility to encourage trust by actively seeking consensus through compromise and dialogue. No less important, the opposition must commit to participating constructively in the process, and avoid threats to block or to boycott. Everyone is responsible for cooperating fully with law enforcement and other agencies to promote the security and integrity of the electoral process.<\/p>\n

When I think about Secretary Clinton\u2019s speech, one particular passage stands out. She explained that people frequently ask her how she could work with President Obama after having fought so hard against each other in the 2008 Presidential campaign. \u201cIt\u2019s a very simple answer,\u201d she said, \u201cwe both love our country.\u201d Love for country means putting national interests above party interests. It means doing everything possible to keep partisan politics out of electoral institutions. Love for country means voting freely and responsibly. Love for country is borne of actions, not words, with an eye toward the next 100 years of nation building. With June 23 soon approaching, I call on all Albanians to start a new chapter with these elections, to put aside individual and party interests, to insist on accountability from the political class. More than anything, I appeal to you to accept individual responsibility for making this happen. For only individual Albanians putting Albania\u2019s interests first can build the just, democratic society that will make present and future generations of Albanians justifiably proud.
