E quaj k\u00ebshtu sepse k\u00ebshtu \u00ebsht\u00eb mir\u00eb t\u00eb quhet, si kudo n\u00eb bot\u00eb, cilido q\u00eb e ka mbuluar detyr\u00ebn e lart\u00eb t\u00eb kreut t\u00eb shtetit. Madje edhe t\u00eb trajtohet si i till\u00eb deri n\u00eb fund t\u00eb jet\u00ebs, me nj\u00eb status t\u00eb ve\u00e7ant\u00eb t\u00eb dekretuar me ligj, sepse vet\u00ebm n\u00eb Shqip\u00ebri ndodh q\u00eb pas p\u00ebrfundimit t\u00eb detyr\u00ebs nj\u00eb president t\u00eb quhet \u201cish\u201d dhe t\u00eb mos ket\u00eb as zyr\u00eb, as makin\u00eb, as nj\u00eb mbulim t\u00eb posa\u00e7\u00ebm shpenzimesh, gj\u00ebra t\u00eb cilat n\u00eb fakt shprehin seriozitetin e dinjitetin e shtetit.<\/p>\n<p>Presidenti Meidani ka qen\u00eb publikisht kritik ndaj PS-s\u00eb e ndaj meje, posa\u00e7\u00ebrisht ndaj meje, n\u00ebp\u00ebr gazeta sidomos, po edhe ekrane. N\u00eb k\u00ebndv\u00ebshtrimin tim, kritikat e tij kan\u00eb v\u00ebrshuar r\u00ebndom krejt padrejt\u00ebsisht n\u00eb adres\u00ebn ton\u00eb e timen, po sidoqoft\u00eb asnj\u00eb problem deri k\u00ebtu. Gjithkush ruan t\u00eb drejt\u00ebn e k\u00ebndv\u00ebshtrimit t\u00eb tij dhe \u00ebsht\u00eb e drejta e pakontestueshme e Presidentit Meidani t\u00eb jet\u00eb i pak\u00ebnaqur me PS-n\u00eb, me drejtimin e saj, me mua personalisht padyshim.<\/p>\n<p>\u00c7ka m\u00eb shtyn t\u00eb flas publikisht, p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb kund\u00ebrshti t\u00eb hapur me t\u00eb, \u00ebsht\u00eb p\u00ebrsiatja e tij e zgjatur p\u00ebr t\u00eb folur e folur p\u00ebr nj\u00eb bashkim t\u00eb domosdosh\u00ebm t\u00eb s\u00eb majt\u00ebs si\u00e7 e quan ai, duke th\u00ebn\u00eb tro\u00e7: \u201cPa LSI-n\u00eb PS-ja nuk vjen dot n\u00eb pushtet\u201d dhe duke shtuar \u201cEdi Rama s\u2019e b\u00ebn dot k\u00ebt\u00eb bashkim\u201d. Ai nuk \u00ebsht\u00eb i vetmi q\u00eb \u00e7el\u00ebsin magjik t\u00eb fitores son\u00eb e gjen n\u00eb xhepin e Ilir Met\u00ebs, por n\u00eb k\u00ebt\u00eb rast, megjith\u00eb p\u00ebrpjekjet vetmevete, un\u00eb s\u2019e gjej dot \u00e7far\u00eb justifikimi moral do t\u00eb kishte ky bashkimpazar i ri p\u00ebrve\u00e7 gjakimit p\u00ebr pushtet dhe \u00e7far\u00eb do t\u00eb sillte apo b\u00ebnte ndryshe pask\u00ebtaj, nj\u00eb pushtet i till\u00eb p\u00ebr shtetnd\u00ebrtimin e Shqip\u00ebris\u00eb Europiane e p\u00ebr shqiptar\u00ebt e mbetur sot peng t\u00eb nj\u00eb bashkimpazari t\u00eb vjet\u00ebr(?). Esht\u00eb nj\u00eb pyetje q\u00eb me plot t\u00eb drejt\u00eb mundon shum\u00ebk\u00ebnd. E kjo pyetje, m\u00eb shum\u00eb se sa kujtdo tjet\u00ebr q\u00eb mund t\u00eb nxitet s\u00eb brendshmi edhe prej d\u00ebshir\u00ebs p\u00ebr pushtet dhe i bie k\u00ebmban\u00ebs s\u00eb k\u00ebtij bashkimi fort t\u00eb dyshimt\u00eb, vlen t\u2019i b\u00ebhet Presidentit Meidani.<\/p>\n<p>Prej t\u00eb cilit jo si person, po si nj\u00eb autoritet moral q\u00eb buron prej detyr\u00ebs s\u00eb dikurshme n\u00eb krye t\u00eb shtetit t\u00eb shqiptar\u00ebve, un\u00eb vet\u00eb si qytetar do t\u00eb prisja natyrsh\u00ebm m\u00eb pak aritmetik\u00eb e m\u00eb shum\u00eb etik\u00eb n\u00eb udh\u00ebrr\u00ebfimin moral t\u00eb k\u00ebtij populli. Nd\u00ebrsa si kryetar i k\u00ebsaj opozite t\u00eb vjedhur e t\u00eb vrar\u00eb, do t\u00eb vazhdoj t\u00eb mir\u00ebpres kritikat e Presidentit t\u00eb vet\u00ebm socialist t\u00eb k\u00ebtyre nj\u00ebzet vjet\u00ebve, por do t\u00eb prisja sigurisht m\u00eb shum\u00eb kontribut kund\u00ebr varf\u00ebris\u00eb s\u00eb aspiratave, n\u00eb kushtet kur vendi po rr\u00ebshqet p\u00ebrdit\u00eb n\u00eb nj\u00eb tirani tribale, dhe shembujt inkurajues p\u00ebr njer\u00ebzit e trembur nga varf\u00ebria materiale nuk \u00ebsht\u00eb se jan\u00eb t\u00eb shumt\u00eb.<\/p>\n<p><strong>P\u00ebrfundimi p\u00ebr Avokatin e Popullit<\/strong>.<\/p>\n<p>Sipas meje q\u00eb e ndoqa nga fillimi n\u00eb fund d\u00ebgjes\u00ebn publike duke \u00e7muar \u00e7donj\u00eb prej kandidat\u00ebve, Komisioni P\u00ebrzgjedh\u00ebs nuk gaboi. Vuri gishtin tek kandidati q\u00eb u paraqit pak m\u00eb mir\u00eb se t\u00eb tjer\u00ebt, pjesa m\u00eb e madhe e t\u00eb cil\u00ebve ishin v\u00ebrtet shum\u00eb dinjitoz\u00eb n\u00eb CV-t\u00eb, platformat, prezantimet e tyre publike. M\u00eb pas dol\u00ebn bishtat. E si\u00e7 ndodh r\u00ebndom, ngriti krye zakoni i vjet\u00ebr i zbulimit t\u00eb komplotit t\u00eb radh\u00ebs, po s\u2019do merrem me k\u00ebt\u00eb se \u00ebsht\u00eb koh\u00eb e humbur. T\u00eb ishte p\u00ebr t\u00eb v\u00ebn\u00eb nj\u00eb kandidat me dor\u00eb do t\u00eb ishte nj\u00eb pun\u00eb fort m\u00eb e leht\u00eb dhe pik\u00eb. Koha do t\u00eb tregoj\u00eb se sa do t\u00eb p\u00ebrputhet paraqitja mbres\u00ebl\u00ebn\u00ebse e Igli Totozanit me aktivitetin publik t\u00eb Avokatit t\u00eb ri t\u00eb Popullit. \u00c7ka do t\u00eb mbetet \u00ebsht\u00eb vlera e shtuar publike q\u00eb atij institucioni i erdhi nga ky proces dhe vlera e vet\u00eb procesit si nj\u00eb shembull konkret i vizionit ton\u00eb p\u00ebr nj\u00eb administrim publik europian.<\/p>\n<p>Programi yn\u00eb i ri p\u00ebr nj\u00eb rilindje shqiptare flet p\u00ebr ndarjen e shtetit nga pushteti, procesi i p\u00ebrzgjedhjes s\u00eb Avokatit t\u00eb ri t\u00eb Popullit e ilustron at\u00eb \u00e7ka thuhet n\u00eb program. Esht\u00eb nj\u00eb program i mir\u00ebpritur nga publiku dhe i votuar nga Kongresi i 5 n\u00ebntorit. Ne do ta zbatojm\u00eb at\u00eb pik\u00eb p\u00ebr pik\u00eb, n\u00eb frym\u00eb n\u00eb rradh\u00eb t\u00eb par\u00eb e n\u00eb g\u00ebrm\u00eb po ashtu.<\/p>\n<p>Vet\u00ebm nj\u00eb shtet i ndar\u00eb nga pushteti, me institucione t\u00eb publikut e jo t\u00eb partive, do t\u00eb mund t\u00eb b\u00ebhet mb\u00ebshtetja e sigurt\u00eb e \u00e7do qytetari dhe e \u00e7do socialisti e progresisti padyshim. Vet\u00ebm nj\u00eb shtet i ndar\u00eb nga pushteti do t\u00eb mbroj\u00eb t\u00eb drejt\u00ebn e jet\u00ebs, pron\u00ebs, pun\u00ebs n\u00eb funksion t\u00eb mir\u00ebqenies s\u00eb t\u00eb gjith\u00ebve e jo vet\u00ebm t\u00eb atyre q\u00eb ulen n\u00eb karriget e shtetit me t\u00eb ndenjurat e pushtetit. Vet\u00ebm nj\u00eb shtet i ndar\u00eb nga pushteti do t\u00eb siguroj\u00eb frym\u00ebmarrje t\u00eb lir\u00eb p\u00ebr vendin e shoq\u00ebrin\u00eb, duke i dh\u00ebn\u00eb p\u00ebrmbajtje demokracis\u00eb, kuptim drejt\u00ebsis\u00eb dhe fuqi ekonomis\u00eb.<\/p>\n<p>Kur shkruanim programin e zgjedhjeve t\u00eb vitit 2009, biseduam dy dit\u00eb me kryeministrin francez Michel Rocard, erudit marramend\u00ebs dhe shtetar me eksperienc\u00eb t\u00eb vyer, i cili m\u00eb tha \u201cAsgj\u00eb s\u2019do b\u00ebni dot p\u00ebr ta kthyer demokracin\u00eb n\u00eb funksion t\u00eb jet\u00ebs publike e t\u00eb interesave shoq\u00ebrore apo individuale, n\u00ebse nuk hidhni themelet e nj\u00eb administrate publike t\u00eb \u00e7liruar nga kthetrat e pushtetit politik. Do doj\u00eb koh\u00eb, shum\u00eb koh\u00eb, po dikur duhet nisur nga diku, pak nga pak dhe p\u00ebrmes shembujve t\u00eb qeverisjes s\u00eb mir\u00eb\u201d. Ky i Avokatit t\u00eb Popullit ishte nj\u00eb shembull i till\u00eb.
