Gjat\u00eb k\u00ebtij mesazhi t\u00eb drejtp\u00ebrdrejt\u00eb q\u00eb lidhet me tensionin e krijuar q\u00eb prej dat\u00ebs 21 janar, kreu i shtetit ka dh\u00ebn\u00eb arsyet pse nuk \u00ebsht\u00eb mbledhur ende K\u00ebshilli i Siguris\u00eb, \u00ebsht\u00eb p\u00ebrgjigjur p\u00ebr t\u00eb liruarit e \u201cG\u00ebrdecit\u201d, dhe ka dh\u00ebn\u00eb versionin e tij p\u00ebr t\u00eb ashtuquajturin \u201cpu\u00e7 shteti\u201d. Presidenti ka shfryt\u00ebzuar rastin p\u00ebr t\u00eb dh\u00ebn\u00eb p\u00ebrgjigje edhe p\u00ebr let\u00ebrk\u00ebmbimin konfidencial mes institucionit t\u00eb Presidentit dhe Kuvendit.<\/p>\n<p><strong>Apeli i Presidentit<\/strong><br \/>\nMesazhi i Presidentit ishte i qart\u00eb dhe i prer\u00eb dje, duke theksuar se nuk duhet t\u00eb pengohet drejt\u00ebsia n\u00eb zbardhjen e ngjarjeve t\u00eb 21 janarit. Kreu i shtetit ka theksuar se ekziston nj\u00eb mend\u00ebsi e pushtetit politik p\u00ebr t\u00eb n\u00ebnshtruar institucionet kushtetuese t\u00eb pavarura. \u201cFatkeq\u00ebsisht, kur duhet t\u00eb flas\u00eb vet\u00ebm drejt\u00ebsia n\u00eb gjith\u00eb k\u00ebt\u00eb heshtje, beteja e gjat\u00eb politike q\u00eb shkaktoi 21 janarin vazhdon t\u00eb p\u00ebrgojoj\u00eb p\u00ebrgjegj\u00ebs dhe bashk\u00ebp\u00ebrgjegj\u00ebs, t\u00eb akuzuar dhe akuzues, duke penguar drejt\u00ebsin\u00eb n\u00eb t\u00eb gjitha hallkat e saj q\u00eb t\u00eb ndaj\u00eb t\u00eb v\u00ebrtet\u00ebn nga jo e v\u00ebrteta. Jam besimplot\u00eb se drejt\u00ebsia do dij\u00eb t\u00eb kap\u00ebrcej\u00eb k\u00ebt\u00eb sfid\u00eb. N\u00ebnshtrimi dhe frik\u00ebsimi ndaj pushtetit t\u00eb politik\u00ebs do t\u00eb ishte fatale p\u00ebr shtetin e s\u00eb drejt\u00ebs. Suksesi do t\u00eb rim\u00ebk\u00ebmbte besimin e humbur dhe rikthente shpres\u00ebn se Shqip\u00ebria ka nj\u00eb t\u00eb ardhme t\u00eb sigurt demokratike\u201d, &#8211; tha Topi.<\/p>\n<p><strong>Let\u00ebrk\u00ebmbimi me Topallin<\/strong><br \/>\nLet\u00ebrk\u00ebmbimi konfidencial mes Presidentit dhe Kryetares s\u00eb Kuvendit ka nxjerr\u00eb dje n\u00eb drit\u00eb nj\u00eb fakt t\u00eb ri mes komunikimit \u2018sekret\u2019 Topi-Topalli. Burime nga Kuvendi kan\u00eb b\u00ebr\u00eb me dije p\u00ebr \u201cShqip\u201d se, n\u00eb k\u00ebrkes\u00ebn e saj, Kryetarja e Kuvendit ka k\u00ebrkuar nga Presidenti t\u00eb zbatoj\u00eb Kushtetut\u00ebn n\u00eb lidhje me vendimin e Prokurores s\u00eb P\u00ebrgjithshme p\u00ebr urdh\u00ebr-ndalimin e 6 gardist\u00ebve. Kreu i shtetit, gjat\u00eb konferenc\u00ebs s\u00eb djeshme \u00ebsht\u00eb treguar i rezervuar p\u00ebr respektimin e konfidencialitetit mes tij dhe kryeparlamentares, megjith\u00ebse gjat\u00eb p\u00ebrgjigjes s\u00eb tij ai ka zbuluar n\u00eb m\u00ebnyr\u00eb indirekte nj\u00eb tjet\u00ebr detaj t\u00eb k\u00ebrkes\u00ebs s\u00eb Kryetares s\u00eb Kuvendit. \u201cKa qen\u00eb nj\u00eb k\u00ebrkes\u00eb q\u00eb i \u00ebsht\u00eb b\u00ebr\u00eb Presidentit t\u00eb Republik\u00ebs p\u00ebr t\u00eb nd\u00ebrhyr\u00eb n\u00eb nj\u00eb institucion tjet\u00ebr t\u00eb pavarur\u201d, &#8211; tha Presidenti Topi.<\/p>\n<p>N\u00eb fjal\u00ebn e tij, kreu i shtetit theksoi se, \u201cn\u00eb natyr\u00ebn e institucioneve, natyrisht q\u00eb ka edhe komunikime t\u00eb karakterit konfidencial, por p\u00ebrderisa linja e konfidenc\u00ebs nuk u respektua, un\u00eb do ta respektoj\u201d. N\u00eb interpretimin q\u00eb i b\u00ebn k\u00ebsaj \u00e7\u00ebshtjeje, Presidenti Topi specifikoi se sipas neneve, Presidenti do t\u00eb akuzohej n\u00ebse do t\u00eb nd\u00ebrhynte. \u201cPresidentit nuk i lejohet t\u00eb nd\u00ebrhyj\u00eb n\u00eb asnj\u00eb lloj institucioni p\u00ebr \u00e7\u00ebshtje partiake. Pa u futur n\u00eb linja t\u00eb tjera, duke interpretuar k\u00ebt\u00eb korrespondenc\u00eb konfidenciale, them se askush nuk duhet t\u2019i jap nota dramaticitetit. N\u00ebse dikush k\u00ebrkon t\u00eb mos ta respektoj\u00eb linj\u00ebn e konfidencialitetit, un\u00eb jam i hapur q\u00eb gjith\u00e7ka t\u00eb b\u00ebhet publike. Gjith\u00e7ka \u00ebsht\u00eb kushtetuese dhe zyrtare\u201d, &#8211; tha Topi.<\/p>\n<p><strong>K\u00ebshilli i Sigurimit<\/strong><br \/>\nKryetari i Shtetit ka b\u00ebr\u00eb dje publike arsyet pse nuk ka thirrur K\u00ebshillin e Siguris\u00eb Komb\u00ebtare p\u00ebr ngjarjen e 21 janarit. \u201cInstitucionet, t\u00eb gjitha, sidomos n\u00eb v\u00ebmendje t\u00eb ngjarjes s\u00eb 21 janarit, jan\u00eb n\u00eb pun\u00eb m\u00eb shum\u00eb se kurr\u00eb. Duke par\u00eb zhvillimin e ngjarjeve, duke mb\u00ebshtetur institucionet e pavarura, duke mb\u00ebshtetur pik\u00ebrisht at\u00eb q\u00eb un\u00eb sapo e thash\u00eb, linj\u00ebn e nj\u00eb hetimi t\u00ebr\u00ebsor, t\u00eb paansh\u00ebm, profesional, q\u00eb do t\u00eb thot\u00eb jo politik, n\u00eb k\u00ebto kushte, institucionet operojn\u00eb p\u00ebr t\u00eb kaluar situat\u00ebn dhe sidomos kur situatat jan\u00eb akute, natyrisht secili i ka fare t\u00eb qarta p\u00ebrgjegj\u00ebsit\u00eb e veta ligjore\u201d, &#8211; tha Presidenti Topi.<\/p>\n<p>Sipas tij, K\u00ebshilli i Sigurimit Komb\u00ebtar thirret at\u00ebher\u00eb kur v\u00ebrtet gj\u00ebrat duhet t\u00eb jen\u00eb p\u00ebr t\u2019u analizuar, p\u00ebr t\u00eb gjetur pik\u00ebrisht at\u00eb q\u00eb nuk ka funksionuar si duhet dhe p\u00ebr t\u00eb vazhduar n\u00eb m\u00ebnyr\u00eb shum\u00eb korrekte pun\u00ebn e institucioneve. \u201cK\u00ebshtu q\u00eb un\u00eb mendoj q\u00eb jemi plot\u00ebsisht n\u00eb detyrimet tona kushtetuese dhe institucionale, se t\u00eb gjitha institucionet, sikurse thash\u00eb, jan\u00eb n\u00eb pun\u00ebn e tyre. M\u00ebnyra se si e shprehin pastaj, \u00ebsht\u00eb \u00e7\u00ebshtje e secilit institucion\u201d, &#8211; tha Presidenti.<\/p>\n<p><strong>\u201cPu\u00e7i i shtetit\u201d<\/strong><br \/>\nI vendosur p\u00ebrball\u00eb pyetjes s\u00eb \u00e7far\u00eb q\u00ebndrimi ka p\u00ebr t\u00eb ashtuquajturin \u201cpu\u00e7 shteti\u201d, Presidenti Topi tha se, \u201ckam koh\u00eb q\u00eb nuk vendos diagnoza, q\u00eb do t\u00eb thot\u00eb se merrem vet\u00ebm me aktivitetin tim si institucion, dhe padyshim q\u00eb ky institucion \u00ebsht\u00eb transparent p\u00ebr t\u00eb gjith\u00eb\u201d. Presidenti theksoi se \u00ebsht\u00eb n\u00eb t\u00eb drejt\u00eb t\u00eb \u00e7do institucioni q\u00eb t\u00eb zhvilloj\u00eb parametrat e tij brenda parametrave kushtetuese. \u201cUn\u00eb uroj q\u00eb \u00e7do institucion t\u00eb reflektoj\u00eb. N\u00eb radh\u00eb t\u00eb par\u00eb, edhe Parlamenti shqiptar. Parlamenti duhet t\u00eb rikthej\u00eb hap\u00ebsir\u00ebn demokratike, me pun\u00ebn, procedur\u00ebn dhe produktin. Ai \u00ebsht\u00eb organi p\u00ebrfaq\u00ebsues i popullit, sepse ligji dhe aktiviteti i Parlamentit \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u00eb gjith\u00eb.
