N\u00eb gati \u00e7do bised\u00eb p\u00ebr vendet post-komuniste, ve\u00e7an\u00ebrisht p\u00ebr ato t\u00eb Evrop\u00ebs Juglindore, p\u00ebrmendet kjo fjal\u00eb. Ajo \u00ebsht\u00eb b\u00ebr\u00eb simbol p\u00ebr \u00e7do gj\u00eb, q\u00eb \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me modernizimin, zbatimin e ligjit dhe afrimin me BE-n\u00eb. Pak\u00ebnaq\u00ebsia, q\u00eb ndjejn\u00eb elitat politike lidhur me k\u00ebt\u00eb, \u00ebsht\u00eb mjaft e madhe. Po nuk jan\u00eb pakt as n\u00eb shtetet e \u201evjetra\u201c t\u00eb BE-s\u00eb, ato q\u00eb e kund\u00ebrshtojn\u00eb absolutizimin e k\u00ebsaj kritike. A nuk \u00ebsht\u00eb lakmia nj\u00eb konstante e njeriut? A nuk ka korrupsion kudo? A nuk ka favorizime n\u00eb K\u00ebln, Selanik dhe Palermo? Dhe a nuk \u00ebsht\u00eb fundja privilegjimi i disa shtresave t\u00eb zgjedh\u00ebsve n\u00eb luft\u00ebn e partive p\u00ebr vota, nj\u00eb form\u00eb e zbutur e korrupsionit?<\/p>\n<p>V\u00ebrejtjet jan\u00eb t\u00eb drejta, por nuk marrin parasysh nj\u00eb dallim t\u00eb madh nd\u00ebrmjet shteteve t\u00eb vjetra dhe t\u00eb reja an\u00ebtare t\u00eb BE-s\u00eb. N\u00eb nj\u00eb shtet juridik t\u00eb konsoliduar korrupsioni \u00ebsht\u00eb nj\u00eb shkelje individuale e nj\u00eb norme t\u00eb pranuar dhe t\u00eb respektuar p\u00ebrgjith\u00ebsisht. Ku mbizot\u00ebron ligji, korrupsioni mund t\u00eb dob\u00ebsohet, n\u00eb qoft\u00eb se politikan\u00ebt, gjykat\u00ebsit, zyrtar\u00ebt dhe menaxher\u00ebt e nd\u00ebrmarrjeve shtet\u00ebrore kontrollohen n\u00eb m\u00ebnyr\u00eb rigoroze. Dhe n\u00eb qoft\u00eb se kufizohet sfera e veprimit t\u00eb tyre dhe ulet v\u00ebllimi i t\u00eb mirave publike p\u00ebrmes privatizimeve.<\/p>\n<p><strong>N\u00eb vendet post-komuniste ndodh ndryshe<\/strong><br \/>\nAtje nuk kemi thjesht vet\u00ebm m\u00eb shum\u00eb raste individuale t\u00eb korrupsionit, atje kemi t\u00eb b\u00ebjm\u00eb m\u00eb tep\u00ebr me nj\u00eb fenomen. N\u00eb komuniz\u00ebm nuk kishte barazi para ligjit. Sundimi partiak, i prezantuar si sundim i klas\u00ebs, ishte absolut, q\u00eb nga maja e nomenklatur\u00ebs deri posht\u00eb tek spiuni i fundit. Sa m\u00eb af\u00ebr qendr\u00ebs s\u00eb pushtetit t\u00eb ishe, aq m\u00eb t\u00eb m\u00ebdha ishin privilegjet. Jo rendimenti, paraja, apo prestigji personal ishin vendimtar\u00eb p\u00ebr k\u00ebt\u00eb, por rangu n\u00eb strukturat shtet\u00ebrore. An\u00ebtari i Komitetit Qendror, apo an\u00ebtari i Lidhjes s\u00eb Shkrimtar\u00ebve nuk e kishte t\u00eb nevojshme t\u2019i jepte ryshfet mjekut, q\u00eb ta trajtonte si\u00e7 duhet. Kafe, cigare, konjak duhet t\u00eb shpenzonin vet\u00ebm ato, q\u00eb nuk kishin ndikim. P\u00ebr ta vlenin ligjet e tregut, vlefshm\u00ebrin\u00eb e t\u00eb cil\u00ebve e mohonte regjimi.<\/p>\n<p>Vendet post-komuniste t\u00eb Evrop\u00ebs Juglindore vuajn\u00eb nga trash\u00ebgimia e komunizmit n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb, sepse ndryshimi i sistemit \u2013 ndryshe nga vendet evropiano-qendrore filloi m\u00eb von\u00eb dhe u b\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb me pak konsekuenc\u00eb. Regjimet komuniste komb\u00ebtare t\u00eb rajonit \u2013 ai rumun, shqiptar dhe sidomos jugosllav- u shkat\u00ebrruan n\u00eb nj\u00eb orgji dhune, ku strukturat e pushtetit u ristrukturuan dhe u rietiketuan pa ndodhur ndonj\u00eb ndryshim i p\u00ebrmasave t\u00eb m\u00ebdha tek elitat.<\/p>\n<p>Akoma vazhdon t\u00eb jet\u00eb p\u00ebrcaktues statusi n\u00eb struktur\u00ebn e pushtetit dhe influenca, q\u00eb rrjedh prej tij. Partit\u00eb e quajn\u00eb veten socialdemokrate, liberale, nacionale, demokratike apo konservatore, por ato as q\u00eb e marrin mundimin p\u00ebr konceptet programore t\u00eb tyre.<\/p>\n<p>Kur do t\u00eb ndjek\u00eb nj\u00eb vend i Evrop\u00ebs Juglindore shembullin e tunizian\u00ebve apo t\u00eb egjiptian\u00ebve?<\/p>\n<p>Ashtu si dhe m\u00eb par\u00eb \u00ebsht\u00eb af\u00ebrsia me qendrat e pushtetit ajo q\u00eb vendos p\u00ebr karrierat n\u00eb universitete dhe n\u00eb media, p\u00ebr shp\u00ebrndarjen e kontratave publike, apo p\u00ebr mbrojtjen nga ndjekja penale. \u00c7far\u00ebdo q\u00eb t\u00eb nd\u00ebrmerret n\u00eb Ballkan politizohet.<\/p>\n<p>Lufta politike nga ana tjet\u00ebr reduktohet n\u00eb luft\u00ebn p\u00ebr pushtet dhe ndikim. Shum\u00eb pak vend zen\u00eb zgjidhjet objektive. Prioritet ka qasja n\u00eb t\u00eb mirat publike, hartimi i kuadrit ligjor p\u00ebr interesat e ve\u00e7anta, pasurimi personal. Kush do t\u00eb b\u00ebj\u00eb karrier\u00eb, pajtohet me k\u00ebto, dhe kontribuon k\u00ebshtu n\u00eb q\u00ebndrueshm\u00ebrin\u00eb e sistemit. Brezi i ri, i cili nuk \u00ebsht\u00eb rritur n\u00ebn regjimin komunist, p\u00ebrshtatet. Natyrisht q\u00eb n\u00eb t\u00eb gjitha vendet dhe n\u00eb t\u00eb gjitha grupmoshat ka njer\u00ebz t\u00eb mir\u00eb, nd\u00ebr ta politikan\u00eb, gjykat\u00ebs, n\u00ebpun\u00ebs dhe gazetar\u00eb, q\u00eb luftojn\u00eb kund\u00ebr k\u00ebsaj dhe i hyjn\u00eb shpesh nj\u00eb rreziku t\u00eb madh. Por, n\u00eb asnj\u00eb vend t\u00eb Evrop\u00ebs Juglindore deri tani ato nuk kan\u00eb pasur v\u00ebrtet sukses.<\/p>\n<p>BE-ja n\u00eb k\u00ebto vende ka t\u00eb b\u00ebj\u00eb me nj\u00eb klas\u00eb politike, q\u00eb \u00ebsht\u00eb ashtu si\u00e7 \u00ebsht\u00eb. Nuk \u00ebsht\u00eb realiste t\u00eb pres\u00ebsh nga kjo klas\u00eb, q\u00eb ajo t\u00eb ndryshoj\u00eb sistemin, nga i cili ajo p\u00ebrfiton. Shoq\u00ebria civile \u00ebsht\u00eb e dob\u00ebsuar, disident\u00ebt dhe intelektual\u00ebt largohen nga skena politike. Hendeku nd\u00ebrmjet partive dhe qytetar\u00ebve, q\u00eb vuajn\u00eb n\u00ebn korrupsionin, shp\u00ebrdorimin e pushtetit dhe nga pasiguria ligjore, b\u00ebhet gjithnj\u00eb e m\u00eb i madh.
