Ndodhi si\u00e7 edhe pritej: z\u00ebri reagues nuk mungoi, por ai ishte i pamjaftuesh\u00ebm p\u00ebr t\u00eb mbajtur n\u00eb seanc\u00eb diskutimi dhe debati mbledhjen e forumit kryesor komb\u00ebtar t\u00eb partis\u00eb n\u00eb pushtet. Ish-ministri i Jasht\u00ebm, an\u00ebtar i K\u00ebshillit Komb\u00ebtar, nj\u00eb prej p\u00ebrfaq\u00ebsuesve m\u00eb t\u00eb spikatur t\u00eb sjelljes statutore dhe valenc\u00ebs s\u00eb lart\u00eb intelektuale n\u00eb PD, zoti Besnik Mustafaj, i paraqiti k\u00ebtij forumi nj\u00eb memorandum.<\/p>\n<p>Ky \u00ebsht\u00eb dokumenti i par\u00eb i k\u00ebtij lloji n\u00eb gjasht\u00eb vitet e qeverisjes n\u00eb dy mandate n\u00eb k\u00ebt\u00eb forc\u00eb politike, q\u00eb mund t\u00eb cil\u00ebsohet si nj\u00eb akt i past\u00ebr reagimi p\u00ebr mendim ndryshe dhe propozim alternativ n\u00eb PD. Ky dokument karakterizohej nga nj\u00eb kritik\u00eb e adresuar p\u00ebr shkeljet statutore, p\u00ebr mosrespektim t\u00eb kritereve kohore t\u00eb parashikuara n\u00eb statut p\u00ebr mbledhjen dhe zgjedhjen e forumeve drejtuese t\u00eb k\u00ebsaj partie. Kritika n\u00eb memorandum p\u00ebrqendrohej aty ku \u201cka nj\u00eb largim gradual, por t\u00eb vazhduesh\u00ebm nga identiteti i saj si parti e qendr\u00ebs s\u00eb djatht\u00eb\u201d.<\/p>\n<p>Protagonisti i k\u00ebtij konstatimi, zoti Mustafaj, nuk mjaftoi me kaq, por apeloi: \u201cUn\u00eb propozoj q\u00eb kjo mbledhje e vonuar e K\u00ebshillit ton\u00eb t\u00eb ri Komb\u00ebtar t\u00eb nd\u00ebrmarr\u00eb \u00e7eljen e nj\u00eb debati t\u00eb gjer\u00eb brenda partis\u00eb p\u00ebr identitetin e saj. Ky debat, me pik\u00ebsynim fokusimin e qart\u00eb identitar n\u00eb programin ton\u00eb, do t\u00eb sh\u00ebrbente si rast p\u00ebr t\u00eb t\u00ebrhequr e gjall\u00ebruar edhe kapacitetet e grupeve shoq\u00ebrore dhe t\u00eb grupeve t\u00eb interesit jasht\u00eb strukturave t\u00eb partis\u00eb&#8230;\u201d<\/p>\n<p>Memorandumi \u201cMustafaj\u201d n\u00eb K\u00ebshillin Komb\u00ebtar iu n\u00ebnshtrua votimit dhe zyrtarisht mori vet\u00ebm dy vota, at\u00eb t\u00eb autorit dhe nj\u00eb vot\u00eb t\u00eb ish-ministrit t\u00eb Mbrojtjes gjat\u00eb mandatit t\u00eb par\u00eb qeveris\u00ebs, deputetit Gazmend Oketa. Matan\u00eb k\u00ebtij votimi shum\u00eb z\u00ebra n\u00eb heshtje kan\u00eb qen\u00eb frym\u00eb e paz\u00ebshme, por q\u00eb gjallon brenda radh\u00ebve t\u00eb PD-s\u00eb. K\u00ebt\u00eb fakt e ka ndier padyshim i pari, vet\u00eb Kryeministri Berisha. Memorandumi \u201cMustafaj\u201d p\u00ebrb\u00ebn n\u00eb vetvete nj\u00eb akt statutor t\u00eb munguar p\u00ebr rikthimin e kritik\u00ebs s\u00eb brendshme n\u00eb partin\u00eb e kryetarit historik.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb arsye, ky dokument i lexuar n\u00eb sall\u00ebn me 140 an\u00ebtar\u00eb, sh\u00ebnon nj\u00eb ngjarje ndaj s\u00eb cil\u00ebs kemi p\u00ebr t\u00eb pasur reagime dhe kund\u00ebrreagime n\u00eb dit\u00ebt dhe koh\u00ebn e af\u00ebrme politike t\u00eb partis\u00eb q\u00eb kryeson koalicionin e sot\u00ebm qeveris\u00ebs. Natyrisht kaq \u00ebsht\u00eb kryek\u00ebput e pamjaftueshme p\u00ebr t\u00eb par\u00eb veprimin e nj\u00eb rryme t\u00eb re oponente apo t\u00eb organizuar, e cila mund t\u00eb sip\u00ebrmarr\u00eb nj\u00eb p\u00ebrballje nxit\u00ebse apo edhe detyruese p\u00ebr Kryeministrin Berisha, p\u00ebr rikthimin e respektimit t\u00eb kalendarit statutor n\u00eb parti.<\/p>\n<p>Heshtja n\u00ebnshtruese n\u00eb PD duket se \u00ebsht\u00eb prishur. Dy vota jan\u00eb pak, por nuk jan\u00eb \u201czero e fill\u201d. Memorandumi \u201cMustafaj\u201d \u00ebsht\u00eb sinjali i vet\u00ebmjaftuesh\u00ebm p\u00ebr t\u00eb par\u00eb se edhe brenda PD-s\u00eb demokracia e brendshme nuk mund t\u00eb shijohet vet\u00ebm si nj\u00eb fjal\u00eb karakterizuese p\u00ebr realitetin te t\u00eb tjer\u00ebt. Procesi reagues nuk \u00ebsht\u00eb m\u00eb vet\u00ebm i jasht\u00ebm dhe as produkt i oponent\u00ebve dhe opozitar\u00ebve t\u00eb zotit Berisha, por ai \u00ebsht\u00eb edhe nj\u00eb fenomen i rikthyer n\u00eb gjirin dhe forumet e PD-s\u00eb.<\/p>\n<p>\u201cZ\u00ebri Mustafaj\u201d n\u00eb PD, ndryshe nga z\u00ebrat e tjer\u00eb t\u00eb shfaqur aq rrall\u00eb e n\u00eb \u201ccikle kometik\u00eb\u201d, ka p\u00ebr t\u00eb pasuar nj\u00eb raport t\u00eb ri mendimesh dhe kritikash p\u00ebr vendimmarrjen dhe cil\u00ebsin\u00eb qeveris\u00ebse n\u00eb PD. Ky z\u00eb shpaloset n\u00eb koh\u00ebn e duhur, n\u00eb \u00e7astin kur jeta e PD-s\u00eb dhe konteksti politik i vendit, e b\u00ebjn\u00eb edhe m\u00eb t\u00eb inkurajuesh\u00ebm nj\u00eb shfaqje t\u00eb till\u00eb. Substanca e dokumentit t\u00eb zotit Mustafaj do t\u00eb vlej\u00eb si nj\u00eb referenc\u00eb p\u00ebr proceset e reja p\u00ebrzgjedh\u00ebse t\u00eb kandidat\u00ebve p\u00ebr kryetar\u00eb n\u00eb pushtetin vendor, por edhe n\u00eb kuad\u00ebr t\u00eb fushat\u00ebs p\u00ebr zgjedhjet e reja n\u00eb forumet e pakonstituara t\u00eb k\u00ebsaj force. N\u00eb vetvete paraqitja n\u00eb forumin kryesor komb\u00ebtar t\u00eb PD-s\u00eb dhe publikimi i k\u00ebtij dokumenti nga ish-ministri Mustafaj, t\u00eb l\u00eb shijen n\u00eb rikthimin e \u00e7asteve t\u00eb l\u00ebvduara t\u00eb historis\u00eb politike me mendim ndryshe n\u00eb Partin\u00eb Demokratike.<\/p>\n<p>Natyrisht \u00ebsht\u00eb her\u00ebt t\u00eb flitet p\u00ebr ndikim apo p\u00ebr trazim t\u00eb vendimmarrjes apo monoautoritetit t\u00eb kryetarit Berisha, por kur njihesh me faktin se k\u00ebt\u00eb z\u00eb kryetari e pranoi dhe iu gjegj p\u00ebr shkak se lexoi m\u00eb shum\u00eb se kushdo n\u00eb at\u00eb sall\u00eb \u201cn\u00ebnz\u00ebrat\u201d e pranish\u00ebm, beson se aty ku \u201cmbret\u00ebron bindja dhe n\u00ebnshtrimi i heshtur\u201d aty mbarset e ardhmja me ndryshim. \u201cMemorandumi Mustafaj\u201d \u00ebsht\u00eb shenja e mjaftueshme p\u00ebr t\u00eb dalluar n\u00eb mos mendimin e ri ndryshe n\u00eb PD, s\u00eb paku \u201cshtatz\u00ebnin\u00eb\u201d e kuraj\u00ebs politike t\u00eb fjetur.
