Pa i nxitur kush dhe pa ua k\u00ebrkuar kush, si\u00e7 ua k\u00ebrkojn\u00eb sot. Kjo do t\u00eb thot\u00eb se ata i njohin vlerat dialogut, se din\u00eb ta b\u00ebjn\u00eb dhe ta finalizojn\u00eb vet\u00eb kur rrethanat dhe vullneti shkojn\u00eb n\u00eb t\u00eb nj\u00ebjtin drejtim. N\u00eb k\u00ebto kushte, \u00e7do i huaj q\u00eb vjen n\u00eb Shqip\u00ebri p\u00ebr t\u00eb ndihmuar mund t\u00eb pyes\u00eb: pse funksiononte dje, kurse sot q\u00eb \u00ebsht\u00eb tamam emergjenc\u00eb dialogu politik midis shumic\u00ebs dhe opozit\u00ebs nuk fuksionon? K\u00ebtu do t\u00eb niste orjentimi i drejt\u00eb n\u00eb kriz\u00ebn shqiptare, hyrja me k\u00ebmb\u00eb t\u00eb mbar\u00eb n\u00eb sinor\u00ebt e saj.<\/p>\n<p>Nuk duhet shum\u00eb p\u00ebrq\u00ebndrim dhe men\u00e7uri p\u00ebr t\u00eb kuptuar se natyra e problemeve ka nj\u00eb rol m\u00eb t\u00eb madh se natyra e personave n\u00eb d\u00ebshtimin dhe ngrirjen e plot\u00eb t\u00eb dialogut pas zgjedhjeve t\u00eb vitit 2009. Natyra e problemeve \u00ebsht\u00eb e para. Natyra e personave vjen prapa. Personat, m\u00eb shum\u00eb se sa ambicioz\u00eb kok\u00ebfort\u00eb, jan\u00eb interpret\u00eb t\u00eb pozicioneve, bindjeve dhe mb\u00ebshtetjes q\u00eb kan\u00eb apo q\u00eb u jepet. K\u00ebsaj radhe me shum\u00eb se h\u00ebr\u00eb t\u00eb tjera. Ka nj\u00eb mend\u00ebsi t\u00eb p\u00ebrhapur, q\u00eb priret ta shoh\u00eb e ta lexoj\u00eb kriz\u00ebn vet\u00ebm me syt\u00eb e dy liderve dhe ta nj\u00ebsojn\u00eb t\u00eb keqen q\u00eb ka mb\u00ebrthyer vendin me figur\u00ebn e nj\u00ebri ose tjetrit, duke pikturuar te secili vet\u00eb dijallin. Ikja e Ram\u00ebs \u00ebsht\u00eb zgjidhja, thon\u00eb nga krahu i qeveris\u00eb. Ikja e Berish\u00ebs \u00ebsht\u00eb zgjidhja, p\u00ebrgjigjen n\u00eb krahun opozitar.<\/p>\n<p>Kjo simetri \u00ebsht\u00eb e k\u00ebrkuar dhe e paaplikueshme, p\u00ebr arsyen e thjesht\u00eb se n\u00eb demokraci, n\u00eb situara ng\u00ebrqi apo krize, ikja, largimi, dor\u00ebheqja dhe zevend\u00ebsimi i k\u00ebrkohet gjithnj\u00eb shefit t\u00eb qeveris\u00eb dhe jo shefit t\u00eb opozit\u00ebs. N\u00eb raport me qeverisjen e vendit dhe qytetar\u00ebve , shefi i opozit\u00ebs &#8220;i ikur \u00ebsht\u00eb&#8221; sa koh\u00eb q\u00eb nuk qeveris. Pa dashur t\u00eb zgjatem n\u00eb k\u00ebt\u00eb pik\u00eb, d\u00ebsh\u00ebroj t\u00eb rimarr konceptim tim t\u00eb drejtuesit-interpret p\u00ebr t\u00eb theksuar nj\u00eb gj\u00eb q\u00eb m\u00eb duket ve\u00e7anarisht e r\u00ebnd\u00ebsishme n\u00eb periudh\u00ebn q\u00eb po jetojm\u00eb: N\u00ebqoft\u00ebse p\u00ebrfaq\u00ebsuesit e Europ\u00ebs dhe SHBA-s\u00eb do t\u00eb kufizohen me referimin e disa principeve t\u00eb p\u00ebrgjithshme t\u00eb funksionimit t\u00eb demokracis\u00eb dhe nuk do t\u00eb merren e rimerren konkretisht dhe urgjentisht me themelin e kriz\u00ebs shqiptare, me natyr\u00ebn e problemeve dhe ngjarjeve q\u00eb ushqejn\u00eb dhe thellojn\u00eb dita dit\u00ebs k\u00ebt\u00eb kriz\u00eb, v\u00ebshtir\u00eb se do t\u00eb ken\u00eb sukses n\u00eb misionin e tyre dhe v\u00ebshtir\u00eb se do ta ndihmojn\u00eb vendin ton\u00eb t\u00eb vog\u00ebl t\u00eb dal\u00eb pa kosto t\u00eb tjera nga tuneli.<\/p>\n<p>Publiku i gjer\u00eb nuk e di dhe s&#8217;ka p\u00ebrse ta dij\u00eb \u00e7far\u00eb ka biseduar dhe \u00e7far\u00eb mesazhesh ka p\u00ebrcjell\u00eb i d\u00ebrguari i BE-s\u00eb, zoti Laj\u00e7ak n\u00eb turin e tij t\u00eb dyt\u00eb t\u00eb takimeve me zot\u00ebrinjt\u00eb Topi, Berisha dhe Rama. Njoftimet dhe deklarimet e tij para mediave kishin stofin e nj\u00eb politikani profesionist, q\u00eb k\u00ebrkon t\u00eb mos i mbyllet asnj\u00eb der\u00eb, pra t\u00eb mos dor\u00ebzohet shpejt n\u00eb misionin q\u00eb ka marr\u00eb p\u00ebrsip\u00ebr. Ai n\u00ebnvizoi me forc\u00eb se hetimi i ngjarjeve t\u00eb 21 janarit duhet t\u00eb b\u00ebhet nga Prokuroria. \u00cbsht\u00eb nj\u00eb q\u00ebndrim i prer\u00eb i Perendimit, q\u00eb ka frenuar jo pak sulmet e Berish\u00ebs ndaj Prokurores s\u00eb P\u00ebrgjithshme dhe nj\u00ebher\u00ebsh ka dekurajuar jo pak tundimin e tij p\u00ebr t&#8217;i mbivendosur organit t\u00eb akzuz\u00ebs hetimin paralel dhe politik t\u00eb ngjarjeve nga deputet\u00ebt e tij.<\/p>\n<p>L\u00ebnia e Prokuroris\u00eb apo e gazetar\u00ebve n\u00eb pun\u00ebn e tyre korigjon n\u00eb rastin m\u00eb t\u00eb mir\u00eb lajthitjet shtes\u00eb t\u00eb qeveris\u00eb n\u00eb p\u00ebrshkall\u00ebzimin e pasojave t\u00eb kriz\u00ebs. Por nuk e prek kriz\u00ebn. Mesazhet q\u00eb lidhen me shkaqet e kriz\u00ebs mungojn\u00eb ose jan\u00eb tep\u00ebr t\u00eb rrumbullakosura. Ato jan\u00eb mesazhe q\u00eb nuk i drejtohen askujt, n\u00eb kuptimin q\u00eb nuk prodhojn\u00eb asnj\u00eb reflektim dhe jan\u00eb t\u00eb destinuara t\u00eb shuhen n\u00eb boshll\u00ebk.<\/p>\n<p>Europa ka ardhur nj\u00ebher\u00eb n\u00eb p\u00ebrfundimin se rr\u00ebnjet e kriz\u00ebs son\u00eb jan\u00eb zgjedhjet e vitit 2009, refuzimi i shumic\u00ebs PD-LSI, t\u00eb krijuar n\u00eb tavolin\u00eb, p\u00ebr t\u00eb b\u00ebr\u00eb trasparenc\u00ebn e atyre zgjedhjeve nep\u00ebrmjet nj\u00eb komisioni parlamentar. P\u00ebr ket\u00eb arsye Parlamenti Europian nxorri rrezolut\u00ebn q\u00eb i k\u00ebrkonte Shqip\u00ebris\u00eb t\u00eb ngrinte nj\u00eb komision hetimor p\u00ebr t\u00eb hetuar materialet zgjedhore. Vet\u00eb rrezoluta, si dokument i nivelit m\u00eb t\u00eb lart\u00eb, reflektonte t\u00eb gjitha arsyet se p\u00ebrse opozita e Shqip\u00ebris\u00eb kishte t\u00eb drejt\u00eb n\u00eb k\u00ebrkes\u00ebn e asaj dhe p\u00ebrse demokracia dhe paqja n\u00eb Shqip\u00ebri kishin nevoj\u00eb p\u00ebr trasparenc\u00ebn zgjedhore.<\/p>\n<p>Qeveria dhe opozita e mb\u00ebshteten me t\u00eb dyja duart, qysh t\u00eb nesermen at\u00eb rrezolut\u00eb, por pas pak muajsh Berisha kaloi mbi t\u00eb si t\u00eb mos kishte qen\u00eb. A pyet njeri tani nga Parlementi Europian dhe Komisioni Europian : si vall\u00eb qeveria e Shqip\u00ebris\u00eb guxoi ta b\u00ebnt\u00eb p\u00ebr asgj\u00eb Rrezolut\u00ebn n\u00eb fjal\u00eb? Me \u00e7far\u00eb mendjeje? Me \u00e7far\u00eb \u00e7mimi? Dikush n\u00eb Europ\u00eb mbase mund ta ket\u00eb harruar apo mund edhe ta g\u00eblltis\u00eb k\u00ebt\u00eb sfid\u00eb t\u00eb pamerituar dhe t\u00eb rrezikshme, q\u00eb qeveria e nj\u00eb vendi t\u00eb vog\u00ebl, pretendent p\u00ebr t\u00eb qen\u00eb kandidat i BE-s\u00eb, guxon t&#8217;i b\u00ebj\u00eb tempullit te demokracis\u00eb europiane. Por opozita e Shqip\u00ebris\u00eb dhe publiku i gjer\u00eb shqiptar nuk kishin dhe nuk kan\u00eb si ta harrojn\u00eb.<\/p>\n<p>\u00cbsht\u00eb e leht\u00eb t\u00eb kuptohet se kjo qeveri q\u00eb nuk pyet p\u00ebr Parlementin Europian nuk e ka fare n\u00eb hesap opozit\u00ebn e vet. Nd\u00ebrkaq \u00ebsht\u00eb e qart\u00eb se n\u00eb refuzimin me kaq arroganc\u00eb t\u00eb trasparenc\u00ebs kan\u00eb marr\u00eb jet\u00eb abuzimet e reja me pushtetin, korrupsioni i niveleve t\u00eb papara e deri vrasjet barbare t\u00eb kat\u00ebr demostruesve t\u00eb pafajsh\u00ebm n\u00eb bulevardin &#8220;D\u00ebshmor\u00ebt e kombit&#8221; para kryeministris\u00eb n\u00eb 21 janar 2011. Vrasjet n\u00eb bulevard t\u00eb protestuesve dhe p\u00ebrpjekjet e sh\u00ebmtuara t\u00eb qeveris\u00eb p\u00ebr t&#8217;i trajtuar si mish p\u00ebr top ata njer\u00ebz t\u00eb papun\u00eb, t\u00eb mbytur nga hallet, jan\u00eb sot leximi m\u00eb i sakt\u00eb i kriz\u00ebs shqiptare, i p\u00ebrspektiv\u00ebs s\u00eb saj. Europa dhe Shtetet e Bashkuara t\u00eb Amerik\u00ebs sigurisht e din\u00eb m\u00eb mir\u00eb se ne se cili \u00ebsht\u00eb kuptimi i atyre vrasjeve dhe \u00e7far\u00eb plag\u00ebsh i hapin ato demokracis\u00eb.<\/p>\n<p>Ata po mb\u00ebshtesin hetimin e prokuroris\u00eb dhe kjo \u00ebsht\u00eb nj\u00eb ndihm\u00eb e madhe n\u00eb kushtet e tensionit dhe kriz\u00ebs s\u00eb thell\u00eb institucionale q\u00eb ka kapluar vendin. E v\u00ebrteta e 21 janarit, n\u00eb radh\u00eb t\u00eb par\u00eb e v\u00ebrteta e vrasjeve, th\u00ebrret n\u00eb kauz\u00eb nj\u00eb gjuh\u00eb t\u00eb qart\u00eb, nj\u00eb gjuh\u00eb nj\u00ebkuptimeshe nga partner\u00ebt dhe miqt\u00eb tan\u00eb euroamerikan\u00eb n\u00eb lidhje me formulat e daljes nga kriza. Le t&#8217;i thon\u00eb. Duke folur hapur p\u00ebr faktet dhe problemet, pa dyshim do t\u00eb jem\u00eb m\u00eb efikas\u00eb n\u00eb komunikimin me lid\u00ebrit. Qart\u00ebsia \u00ebsht\u00eb nj\u00eb obligim.
