Dhe n\u00ebse m\u00eb torturoni tani t\u00eb vizatoj portretin e nj\u00eb viktime t\u00eb mundshme, i pari q\u00eb m\u00eb vjen n\u00eb mendje, \u00ebsht\u00eb ambasadori i sapoardhur i SHBA n\u00eb Tiran\u00eb, Aleksand\u00ebr Arvizu, i cili \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb zem\u00ebr t\u00eb kriz\u00ebs duke i q\u00ebndruar af\u00ebr kryeministrit Berisha.<\/p>\n<p>Fal\u00eb mitit q\u00eb ekziston p\u00ebr institucionin e ambasadorit t\u00eb SHBA n\u00eb Shqip\u00ebri, ai po luan nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb k\u00ebt\u00eb kriz\u00eb.<\/p>\n<p>Merita e tij e madhe dhe e padiskutueshme \u00ebsht\u00eb q\u00eb u p\u00ebrfshi n\u00eb debatin halu\u00e7inant t\u00eb Sali Berish\u00ebs rreth \u201cpu\u00e7it\u201d t\u00eb shtetit duke i dal\u00eb n\u00eb krah pu\u00e7istes kryesore, Ina Rama. Duke e \u00e7muar at\u00eb si nj\u00eb pik\u00eb ky\u00e7e n\u00eb kriz\u00ebn e prodhuar nga 21 janari, diplomati i lart\u00eb amerikan n\u00eb t\u00eb v\u00ebrtet\u00eb mori nj\u00eb pozicion t\u00eb qart\u00eb zyrtar kund\u00ebr terminologjis\u00eb s\u00eb pushtetit ndaj k\u00ebsaj ngjarje dhe mbi t\u00eb gjitha dhe nj\u00eb lloj kontrolli diplomatik mbi hetimin.<\/p>\n<p>Nj\u00eb tjet\u00ebr gjest i zgjuar diplomatik i tij \u00ebsht\u00eb ruajtja e dialogut personal me Sali Berish\u00ebn, qoft\u00eb dhe duke paguar nj\u00eb taks\u00eb n\u00eb opinion publik duke e quajtur at\u00eb burr\u00eb shteti dit\u00ebn q\u00eb merrej duke shar\u00eb lavire bulevardi nj\u00eb grua. N\u00eb situata t\u00eb tilla t\u00eb rrezikshme, kur integriteti i institucioneve ka r\u00ebn\u00eb, ruajtja e dialogut me problemin kryesor t\u00eb k\u00ebsaj krize, q\u00eb \u00ebsht\u00eb Sali Berisha, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme. Ambasadori Arvizu ia ka arritur dhe k\u00ebsaj pike. Ai \u00ebsht\u00eb tani nj\u00eb figur\u00eb e dashur dhe e besueshme p\u00ebr mb\u00ebshtet\u00ebsit e kryeministrit Berisha dhe ky \u00ebsht\u00eb nj\u00eb favor i madh p\u00ebr diplomacin\u00eb amerikane, e cila ruan ndikimin mbi vatr\u00ebn e kriz\u00ebs. Edhe p\u00ebr k\u00ebt\u00eb ambasadorit Arvizu i \u00ebsht\u00eb dashur t\u00eb paguaj\u00eb nj\u00eb taks\u00eb.<\/p>\n<p>Ai po flet publikisht me fjalorin e Sali Berish\u00ebs, nuk po z\u00eb n\u00eb goj\u00eb represionin mbi medien dhe gjestet ekstreme q\u00eb Berisha b\u00ebn ndaj medies kritike dhe vrapon t\u00eb jap statistika p\u00ebr liri shtypi, nga ato q\u00eb Berisha ofron p\u00ebr ta ilustruar lirin\u00eb q\u00eb ka prodhuar n\u00eb mendje t\u00eb vet. Un\u00eb druaj se ambasadori e kupton t\u00eb v\u00ebrtet\u00ebn, por jam gati ta justikoj n\u00eb rolin e \u201cLolos\u201d p\u00ebr t\u00eb ruajtur raportet me problemin kryesor t\u00eb kriz\u00ebs shqiptare. Jam gati tia pranoj faktin, q\u00eb ndryshe nga Bashkimi Evropian, Amnisty International, Federata Nd\u00ebrkomb\u00ebtare e Gazetar\u00ebve, t\u00eb mos citoj asgj\u00eb nga ato q\u00eb po ndodhin para syve tan\u00eb pas 21 janarit kur un\u00eb dhe tre koleg\u00eb t\u00eb mi u shpall\u00ebm dhe pjes\u00eb e pu\u00e7it, bile dhe urdh\u00ebrues vrasjesh. \u00cbsht\u00eb mir\u00eb q\u00eb ambasadorin Arvizu ta ruajm\u00eb nga kjo betej\u00eb, dhe ta konsiderojm\u00eb si diplomat dezhurn p\u00ebr problemin Berisha.<\/p>\n<p>\u00cbsht\u00eb mir\u00eb po ashtu q\u00eb ambasadori Arvizu nuk po konsumohet p\u00ebr t\u00eb d\u00ebnuar korrupsionin zyrtar n\u00eb vend. Shqiptar\u00ebt, por dhe mediet bot\u00ebrore thot\u00eb se n\u00eb Shqip\u00ebri u vran\u00eb kat\u00ebr vet pas demonstratave t\u00eb dhunshme q\u00eb shp\u00ebrthyen p\u00ebr shkak t\u00eb nj\u00eb historie t\u00eb r\u00ebnd\u00eb korrupsioni zyrtar q\u00eb kishte n\u00eb qend\u00ebr z\u00ebvend\u00ebskryeministrin. K\u00ebt\u00eb e thot\u00eb \u00e7do medie rrotull bot\u00ebs, nga Japonia n\u00eb Meksik\u00eb.<\/p>\n<p>Ambasadori Arvizu po p\u00ebrdor nj\u00eb teknik\u00eb t\u00eb mosarmiq\u00ebsimit me qeveritar\u00ebt shqiptar\u00eb p\u00ebr \u00e7\u00ebshtjen e korrupsionit duke kaluar bile n\u00eb nj\u00eb tez\u00eb ekstreme ku sipas tij \u201ckorrupsioni \u00ebsht\u00eb nj\u00eb problem i shqiptar\u00ebve dhe jo \u201ci qeveris\u00eb shqiptare\u201d&#8230;!\u201d (Intervista VOA). Edhe ky q\u00ebndrim e b\u00ebn popullor tek mb\u00ebshtet\u00ebsit e qeveris\u00eb dhe sidomos tek ajo pjes\u00eb e administrat\u00ebs ku si\u00e7 shpjegoi ambasadori Arvizu shp\u00ebrblehet politikisht, d.m.th shp\u00ebrblehet n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme. Kjo e b\u00ebn k\u00ebt\u00eb diplomat nj\u00eb aspirin\u00eb shum\u00eb t\u00eb \u00e7muar p\u00ebr dhimbjen e kok\u00ebs n\u00eb t\u00eb cil\u00ebn gjendet pushteti nga b\u00ebrja publike e aferave t\u00eb tij korruptive q\u00eb kan\u00eb rritur zem\u00ebrimin popullor.<\/p>\n<p>S\u00eb fundmi ambasadori ka b\u00ebr\u00eb dhe nj\u00eb rekomandim t\u00eb parreziksh\u00ebm p\u00ebr qeverin\u00eb, nj\u00eb lloj ftese p\u00ebr seanca degjimore ne terren, q\u00eb \u00ebsht\u00eb di\u00e7ka mes nj\u00eb rekomandimi politik dhe nj\u00eb teze seminaresh p\u00ebr t\u00eb shtyr\u00eb koh\u00ebn.<\/p>\n<p>Pra, n\u00ebse i p\u00ebrmbledh t\u00eb gjitha k\u00ebto q\u00ebndrime t\u00eb ambasadorit t\u00eb SHBA ndaj kriz\u00ebs, dhe n\u00ebse e sheh me syrin pozitiv si\u00e7 gjithmon\u00eb jemi munduar t\u00eb shohim rolin e SHBA p\u00ebr demokracin\u00eb n\u00eb vendin ton\u00eb, arrin n\u00eb p\u00ebrfundimin se ambasadori i SHBA \u00ebsht\u00eb i angazhuar n\u00eb nj\u00eb luft\u00eb diplomatike p\u00ebr t\u2019i q\u00ebndruar af\u00ebr kryeministrit Berisha n\u00eb k\u00ebto dit\u00eb t\u00eb v\u00ebshtira t\u00eb tij, me q\u00ebllim q\u00eb ta kontrolloj\u00eb kriz\u00ebn n\u00eb vatr\u00ebn e saj. Ky \u00ebsht\u00eb dhe investimi m\u00eb i madh q\u00eb nj\u00eb shtet demokratik si SHBA mund t\u00eb b\u00ebj\u00eb p\u00ebr nj\u00eb demokraci hibride dhe t\u00eb pazhvilluar si Shqip\u00ebria. Ndryshe nga SHBA, Evropa \u00ebsht\u00eb m\u00eb e qart\u00eb dhe m\u00eb morale n\u00eb k\u00ebt\u00eb kriz\u00eb. Ajo ka qen\u00eb e prer\u00eb n\u00eb ruajtjen e pavar\u00ebsis\u00eb s\u00eb pushteteve, e qart\u00eb n\u00eb distancimin ndaj kryeministrit kur ka tentuar t\u00eb frik\u00ebsoj\u00eb medie dhe pushtete t\u00eb tjera n\u00eb Shqip\u00ebri, e qart\u00eb n\u00eb r\u00ebnd\u00ebsin\u00eb e zgjidhjes s\u00eb kriz\u00ebs politike n\u00eb vend. Dhe kjo natyrisht ka krijuar nj\u00eb lloj distance t\u00eb tyre me Sali Berish\u00ebn.<\/p>\n<p>Problemi tani \u00ebsht\u00eb se cila recet\u00eb \u00ebsht\u00eb m\u00eb e mir\u00eb p\u00ebr zgjidhjen e kriz\u00ebs. Un\u00eb mendoj se \u00ebsht\u00eb fat i madh q\u00eb n\u00eb momente t\u00eb tilla kur Berisha reflekton hapur dhe \u00e7rregullime psikike, ka n\u00eb krah ambasadorin e SHBA me teza q\u00eb e qet\u00ebsojn\u00eb. Frika e madhe \u00ebsht\u00eb se nd\u00ebrsa vendi po i ngjan p\u00ebrdit\u00eb e m\u00eb shum\u00eb nj\u00eb demokracie latino-amerikane ku korrupsioni justifikohet nga politika, mungesa e liris\u00eb s\u00eb medies justifikohet me statistika, mungesa e mir\u00ebqenies justifikohet me koncerte t\u00eb Rihan\u00ebs dhe Shakir\u00ebs (po latino-amerikane) dhe dhuna n\u00eb form\u00eb junte injorohet, ambasadori amerikan mund t\u00eb harrohet q\u00eb vjen nga Uashingtoni, dhe do citohet origjina e tij meksikane.
