Kutit\u00eb e mbyllura mund t\u00eb kthehen n\u00eb tumor t\u00eb demokracis\u00eb shqiptare. Edhe pse i vog\u00ebl tumori mund t\u00eb shkat\u00ebrroj\u00eb nj\u00eb organiz\u00ebm t\u00eb t\u00ebr\u00eb. Po k\u00ebshtu mund t\u2019i ndodh\u00eb edhe demokracis\u00eb shqiptare n\u00ebse kutit\u00eb nuk hapen. Dy jan\u00eb arsyet e nd\u00ebrlidhura p\u00ebrse mund t\u00eb ndodh\u00eb di\u00e7ka e till\u00eb. S\u00eb pari, p\u00ebrball\u00eb protest\u00ebs masive t\u00eb opozit\u00ebs dhe ng\u00ebr\u00e7it politik q\u00eb ajo prodhon, nuk ka asnj\u00eb arsye, politike, juridike dhe logjike q\u00eb mund t\u00eb justifikoj\u00eb moshapjen e kutive. Juridikisht hapja e kutive garantohet n\u00eb Kodin elektoral, e zeza mbi t\u00eb bardh\u00eb. Ndaj shkelje t\u00eb ligjit p\u00ebrb\u00ebn moshapja dhe jo hapja e kutive. Logjikisht askush nuk ka p\u00ebrse t\u00eb jet\u00eb kund\u00ebr hapjes s\u00eb kutive.<\/p>\n

N\u00ebse shumica aktuale \u00ebsht\u00eb realisht e till\u00eb ajo nuk ka p\u00ebrse t\u2019i trembet hapjes. N\u00ebse shumica aktuale nuk \u00ebsht\u00eb e till\u00eb, at\u00ebher\u00eb hapja e kutive b\u00ebhet akoma m\u00eb e domosdoshme, pasi po qeverisemi nga pakica. Dhe n\u00eb nj\u00eb demokraci kjo \u00ebsht\u00eb e papranueshme. Politikisht hapja e kutive legjitimon p\u00ebrfundimisht procesin e elektoral. Kjo do t\u00eb thot\u00eb se n\u00ebse kutit\u00eb hapen at\u00ebher\u00eb Partia Socialiste \u00ebsht\u00eb e detyruar t\u00eb njoh\u00eb procesin zgjedhor n\u00eb t\u00ebr\u00ebsin\u00eb e tij, pavar\u00ebsisht se \u00e7far\u00eb zbulojn\u00eb kutit\u00eb. Kjo p\u00ebr faktin e thjesht\u00eb se deri tani procesi \u00ebsht\u00eb kontestuar pasi kutit\u00eb nuk jan\u00eb hapur. Ndaj me hapjen e kutive p\u00ebrfundon edhe kontestimi i zgjedhjeve nga opozita. Ky \u00ebsht\u00eb i vetmi kusht q\u00eb shumica duhet t\u2019i vendos\u00eb pakic\u00ebs p\u00ebr hapjen e kutive.<\/p>\n

P\u00ebrndryshe, hapja e kutive kthehet thjesht n\u00eb nj\u00eb pretekst p\u00ebr kontestimin e zgjedhjeve. S\u00eb dyti<\/em>, p\u00ebr sa koh\u00eb \u00e7\u00ebshtja e vog\u00ebl e kutive mbetet kauza e madhe e protest\u00ebs s\u00eb opozit\u00ebs, ajo anashkalon nj\u00eb s\u00ebr\u00eb \u00e7\u00ebshtjesh m\u00eb themelore p\u00ebr demokracin\u00eb shqiptare, duke filluar nga reformimi i sistemit elektoral, deri tek reformimi i qeverisjes apo i opozit\u00ebs. K\u00ebto jan\u00eb \u00e7\u00ebshtje shum\u00eb m\u00eb madhore sesa \u00e7\u00ebshtja e kutive. Pas zgjedhjeve t\u00eb 28 qershorit n\u00eb sken\u00ebn ton\u00eb publike ende nuk \u00ebsht\u00eb debatuar aspak sistemi aktual zgjedhor, pa folur p\u00ebr deformimet kushtetuese Rama-Berisha t\u00eb cilave akoma nuk ua kemi ndjer\u00eb erzin.<\/p>\n

Duke u marr\u00eb me kutit\u00eb ne po harrojm\u00eb sistemin kushtetues, elektoral dhe politik q\u00eb i prodhoi ato, q\u00eb nes\u00ebr mund t\u00eb prodhoj\u00eb probleme edhe m\u00eb t\u00eb m\u00ebdha sesa ai i kutive sot. Obsesioni me pasoj\u00ebn po na b\u00ebn t\u00eb harrojm\u00eb shkakun. \u00c7\u00ebshtja e kutive po mbyt edhe problemin e degradimit t\u00eb qeverisjes. Zgjedhjet e fundit treguan se degradimi i pushtetit n\u00eb Shqip\u00ebri mund t\u00eb vazhdoj\u00eb edhe me zgjedhje t\u00eb lira dhe t\u00eb ndershme. P\u00ebr pasoj\u00eb rr\u00ebnj\u00ebt e k\u00ebtij degradimi nuk duhen k\u00ebrkuar thjesht tek zgjedhjet por edhe tek modeli aktual i zhvillimit politiko-ekonomik shqiptar.<\/p>\n

Duke u kthyer n\u00eb simbol t\u00eb k\u00ebtij degradimi \u00e7\u00ebshtja e kutive rrezikon ta anashkaloj\u00eb at\u00eb t\u00ebr\u00ebsisht. Sot ne ndodhemi n\u00eb nj\u00eb situat\u00eb absurde kur teorikisht qeveria aktuale mund t\u00eb bjer\u00eb prej \u00e7\u00ebshtjes s\u00eb kutive p\u00ebr t\u2019u z\u00ebvend\u00ebsuar nga nj\u00eb qeverisje edhe m\u00eb e degraduar se kjo q\u00eb kemi. Kjo sepse \u00e7\u00ebshtja e kutive ka bllokuar reformimin si t\u00eb opozit\u00ebs ashtu edhe t\u00eb pozit\u00ebs. Opozita sot po tenton t\u00eb vij\u00eb n\u00eb pushtet jo duke ofruar ndonj\u00eb standard m\u00eb t\u00eb lart\u00eb qeveris\u00ebs por n\u00eb em\u00ebr t\u00eb hapjes s\u00eb kutive. Nd\u00ebrsa qeveria po tenton t\u00eb rrij\u00eb n\u00eb pushtet jo duke u p\u00ebrmir\u00ebsuar por duke mbajtur kutit\u00eb mbyllur.<\/p>\n

E th\u00ebn\u00eb thjesht \u00e7\u00ebshtja e kutive jo vet\u00ebm ka bllokuar, por edhe do vazhdoj\u00eb ta bllokoj\u00eb debatin dhe procesin politik, tamam si nj\u00eb tumor. Kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb ng\u00ebr\u00e7 q\u00eb thellon pik\u00ebrisht ato pasoja nga t\u00eb cilat buron. Ndaj \u00e7\u00ebshtja e kutive duhet mbyllur me hapjen e tyre. N\u00eb t\u00eb kund\u00ebrt kutit\u00eb e mbyllura do kthehen n\u00eb simbol t\u00eb degradimit t\u00eb pushtetit, t\u00eb padrejt\u00ebsis\u00eb dhe korrupsionit, t\u00eb manipulimit t\u00eb vullnetit popullor, duke prodhuar nj\u00eb zem\u00ebrim q\u00eb do t\u00eb vij\u00eb duke u rritur teksa popullata p\u00ebrballet me v\u00ebshtir\u00ebsi n\u00eb rritje ekonomike, me nj\u00eb pushtet arrogant n\u00eb degradim dhe me nj\u00eb kryeminist\u00ebr t\u00eb destabilizuar.<\/p>\n

Ironikisht \u00e7\u00ebshtja e kutive do deformoj\u00eb edhe zem\u00ebrimin popullor duke e kanalizuar at\u00eb n\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb \u00ebsht\u00eb m\u00eb e madhe p\u00ebr liderin e opozit\u00ebs sesa p\u00ebr demokracin\u00eb shqiptare. N\u00eb k\u00ebto kushte, n\u00eb em\u00ebr t\u00eb kutive ne rrezikojm\u00eb nj\u00eb rotacion pushteti me t\u00eb nj\u00ebjtin sistem elektoral problematik, me t\u00eb nj\u00ebjt\u00ebn kushtetut\u00eb t\u00eb deformuar nga Berisha dhe Rama, dhe pa vendosur asnj\u00eb standard moral n\u00eb qeverisje.
