E nd\u00ebrsa Kryeministri Berisha po p\u00ebrshkall\u00ebzon nj\u00eb aksion politik mbiligjor dhe autokratik kund\u00ebr opozit\u00ebs, n\u00eb qarqe politike dhe gazetareske per\u00ebndimore jan\u00eb shtuar z\u00ebrat q\u00eb k\u00ebrkojn\u00eb nj\u00eb nd\u00ebrhyrje m\u00eb t\u00eb prer\u00eb dhe m\u00eb t\u00eb qart\u00eb t\u00eb BE-s\u00eb dhe SHBA-s\u00eb lidhur me kriz\u00ebn n\u00eb Shqip\u00ebri. \u00cbsht\u00eb nj\u00eb gj\u00eb q\u00eb per\u00ebndimor\u00ebt duhet ta b\u00ebjn\u00eb jo vet\u00ebm sepse k\u00ebshtu mund t\u00eb shmanget nj\u00eb degradim i kriz\u00ebs me pasoja t\u00eb pallogaritshme n\u00eb Shqip\u00ebri dhe rajon, por edhe sepse, n\u00eb nj\u00eb far\u00eb mase, ata vet\u00eb jan\u00eb p\u00ebrgjegj\u00ebs p\u00ebr shp\u00ebrthimin e saj.<\/p>\n<p style=\"text-align: center;\">* * *<\/p>\n<p>S\u2019ka asnj\u00eb dyshim q\u00eb shkaqet kryesore t\u00eb kriz\u00ebs duhen k\u00ebrkuar n\u00eb Shqip\u00ebri. Ve\u00e7 nuk duhet harruar se kemi t\u00eb b\u00ebjm\u00eb me shkaqe q\u00eb nuk u shfaq\u00ebn befas tani, por q\u00eb jan\u00eb toleruar t\u00eb zhvillohen e fuqizohen n\u00ebn \u201cmbik\u00ebqyrjen\u201d, madje sponsorizimin e vet\u00eb per\u00ebndimor\u00ebve. Tashm\u00eb nuk mund t\u00eb tolerohet q\u00eb nd\u00ebrkomb\u00ebtar\u00ebt t\u00eb b\u00ebjn\u00eb t\u00eb befasuarin lidhur me Qeverin\u00eb \u2018Berisha\u2019, ashtu sikund\u00ebr b\u00ebn\u00eb gjat\u00eb kriz\u00ebs s\u00eb vitit 1997 me Presidentin Berisha. N\u00ebse n\u00eb at\u00eb koh\u00eb Per\u00ebndimi \u201cu kap n\u00eb befasi\u201d nga kriza e piramidave financiare q\u00eb rr\u00ebnoi nj\u00eb ekonomi, e cila sipas Bank\u00ebs Bot\u00ebrore dhe FMN-s\u00eb ishte m\u00eb e shpejta n\u00eb rajon p\u00ebr reforma, sot nuk mund t\u00eb tolerohet e nj\u00ebjta sjellje lidhur me rr\u00ebnimin \u201ce beft\u00eb\u201d t\u00eb demokracis\u00eb s\u00eb \u201csuksesshme\u201d shqiptare.<\/p>\n<p>Sepse, edhe n\u00eb kriz\u00ebn e vitit \u201997, por edhe n\u00eb k\u00ebt\u00eb t\u00eb sotmen, nuk ka pasur dhe nuk ka vend p\u00ebr befasi. Informacionet p\u00ebr zhvillimin e s\u00eb keqes ishin dhe jan\u00eb dh\u00ebn\u00eb me koh\u00eb. Por, jan\u00eb neglizhuar p\u00ebr shkaqe t\u00eb mbetura ende n\u00eb err\u00ebsir\u00eb nga qarqe politike per\u00ebndimore. P\u00ebr sa i takon kriz\u00ebs s\u00eb vitit \u201997, deri n\u00eb shtypin per\u00ebndimor jan\u00eb botuar artikuj q\u00eb shprehin habin\u00eb se p\u00ebrse diplomacia europiane injoroi p\u00ebr vite me radh\u00eb informacionet e sh\u00ebrbimeve sekrete po per\u00ebndimore, mbi kriminalizimin e qeverisjes n\u00eb Shqip\u00ebri. Kujtojm\u00eb artikullin: \u201cQeveria e gangster\u00ebve q\u00eb ne financojm\u00eb\u201d, e publikuar nga gazetari Endrju Gemb\u00ebll n\u00eb t\u00eb p\u00ebrditshmen britanike \u201cThe Indipendent\u201d.<\/p>\n<p>Kujtojm\u00eb shkrimet e Miranda Vikers dhe Xhejms Petifer, q\u00eb ngrit\u00ebn alarmin p\u00ebr t\u00eb nj\u00ebjt\u00ebn shurdh\u00ebri t\u00eb Per\u00ebndimit ndaj zhvillimeve reale n\u00eb Shqip\u00ebri. Kujtojm\u00eb injorimin nga qarqe politike per\u00ebndimore t\u00eb alarmeve t\u00eb ngritura nga Helsinki Uo\u00e7, lidhur me cenimin e t\u00eb drejtave dhe lirive t\u00eb njeriut apo t\u00eb pavar\u00ebsis\u00eb s\u00eb gjyq\u00ebsorit nga nj\u00eb regjim me tone gjithnj\u00eb e m\u00eb autokratike n\u00eb Tiran\u00eb. Kriza e vitit \u201997 ishte e paralajm\u00ebruar, por e neglizhuar. E till\u00eb \u00ebsht\u00eb dhe kjo e sotmja, q\u00eb \u00ebsht\u00eb nj\u00eb kriz\u00eb mes nj\u00eb qeverie gjithnj\u00eb e m\u00eb autokratike dhe tiranike nga nj\u00ebra an\u00eb, dhe nj\u00eb opozite gjithnj\u00eb e m\u00eb t\u00eb revoltuar n\u00eb an\u00ebn tjet\u00ebr. Per\u00ebndimor\u00ebt kan\u00eb p\u00ebrgjegj\u00ebsi, sepse kan\u00eb toleruar p\u00ebr m\u00eb se 2 vjet intoleranc\u00ebn e nj\u00eb qeverie q\u00eb i mohoi opozit\u00ebs, antikushtetutshm\u00ebrisht, t\u00eb drejt\u00ebn p\u00ebr transparenc\u00ebn m\u00eb minimale t\u00eb zgjedhjeve.<\/p>\n<p>Per\u00ebndimor\u00ebt kan\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr precipitimin e 21 janarit, sepse p\u00ebr rreth 2 vjet nuk mb\u00ebshtet\u00ebn, por duke l\u00ebn\u00eb thuajse t\u00eb d\u00ebshtoj\u00eb para arroganc\u00ebs qeveritare, nj\u00eb aksion masiv, por shum\u00eb paq\u00ebsor i opozit\u00ebs p\u00ebr transparenc\u00ebn e vot\u00ebs. Por, per\u00ebndimor\u00ebt jan\u00eb p\u00ebrgjegj\u00ebs edhe p\u00ebr nj\u00eb tjet\u00ebr zhvillim, q\u00eb n\u00eb fakt ka sjell\u00eb deformimin e sistemit politik n\u00eb Shqip\u00ebri, duke e transformuar nga republik\u00eb parlamentare, n\u00eb nj\u00eb republik\u00eb kryeministrore. \u00cbsht\u00eb fjala p\u00ebr amendimet e Kushtetut\u00ebs n\u00eb prill t\u00eb vitit 2008 dhe q\u00eb, p\u00ebr fat t\u00eb keq, u trumbetuan nga \u201cnd\u00ebrkomb\u00ebtar\u00ebt\u201d si nj\u00eb \u201ckonsensus historik\u201d mes PD-s\u00eb dhe PS-s\u00eb.<\/p>\n<p>Ato amendime rr\u00ebnuan gjith\u00eb kund\u00ebrbalancat dhe kontrollet mbi Kryeministrin, dhe ky \u00ebsht\u00eb nj\u00eb nga shkaqet se p\u00ebrse Berisha shfaqet kaq i dhunsh\u00ebm sot me institucionet. Sepse, Berisha nuk do t\u00eb sillej kaq pa etik\u00eb me Kryeprokuroren n\u00ebse mandati i saj, nga i pakufizuar, nuk do t\u00eb ishte limituar me amendimet n\u00eb 5 vjet. Kryeministri Berisha nuk do t\u00eb ishte treguar kaq i eg\u00ebr me Presidentin Topi n\u00ebse ky do t\u00eb kishte akoma mund\u00ebsin\u00eb p\u00ebr ta \u00e7uar vendin n\u00eb zgjedhje t\u00eb parakohshme. Por, Presidenti s\u2019mund ta b\u00ebj\u00eb dot nj\u00eb gj\u00eb t\u00eb till\u00eb, sepse tashm\u00eb shumica mund t\u00eb zgjedh\u00eb nj\u00eb tjet\u00ebr President vet\u00ebm me 71 vota t\u00eb saj.<\/p>\n<p>I vetmi q\u00eb mund ta \u00e7oj\u00eb vendin sot n\u00eb zgjedhje t\u00eb parakohshme \u00ebsht\u00eb Kryeministri. \u00cbsht\u00eb nj\u00eb monopol q\u00eb ia kan\u00eb dh\u00ebn\u00eb amendimet e Kushtetut\u00ebs q\u00eb u lavd\u00ebruan nga nd\u00ebrkomb\u00ebtar\u00ebt, t\u00eb cil\u00ebt nuk desh\u00ebn t\u00eb d\u00ebgjonin z\u00ebrat kritik\u00eb n\u00eb Tiran\u00eb si nga media, shoq\u00ebria civile, partit\u00eb politike m\u00eb t\u00eb vogla, ish-president\u00ebt Moisiu dhe Mejdani apo politikani dhe nj\u00ebri nga \u2018baballar\u00ebt\u2019 e Kushtetut\u00ebs, Godo. Delegacioni i Komisionit Europian, zyra e OSBE-s\u00eb, shum\u00eb ambasada t\u00eb tjera per\u00ebndimore n\u00eb Tiran\u00eb, u shpreh\u00ebn n\u00eb publik se amendimet do t\u2019i vlenin stabilitetit t\u00eb qeverisjes.<\/p>\n<p>Dy vjet m\u00eb von\u00eb kemi jo stabilitet, por nj\u00eb kriz\u00eb q\u00eb po e shpie Shqip\u00ebrin\u00eb dhe demokracin\u00eb n\u00eb humner\u00eb, gj\u00eb q\u00eb provon sesa t\u00eb gabuara kan\u00eb qen\u00eb kalkulimet e per\u00ebndimor\u00ebve. Prandaj themi se kan\u00eb p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr kriz\u00ebn, pra edhe detyrimin q\u00eb t\u00eb nd\u00ebrhyjn\u00eb fort p\u00ebr zgjidhjen e saj. Tashm\u00eb nuk \u00ebsht\u00eb m\u00eb koha q\u00eb institucionet per\u00ebndimore t\u00eb mbajn\u00eb q\u00ebndrime \u201ct\u00eb paanshme\u201d, si ai i shpalosur nga hungarezi Martnoyi n\u00eb Parlamentin Europian. Presidenca nuk mund t\u00eb b\u00ebhet pal\u00eb, \u2013 tha Martnoyi. \u00cbsht\u00eb krejt e kund\u00ebrta.<\/p>\n<p>Kush nuk mb\u00ebshtet t\u00eb drejt\u00ebn, b\u00ebhet vetiu pal\u00eb me t\u00eb padrejt\u00ebn. Prandaj, edhe Presidenca e PE-s\u00eb duhet t\u00eb b\u00ebhet pal\u00eb me at\u00eb q\u00eb \u00ebsht\u00eb e drejt\u00eb, n\u00eb favor t\u00eb demokracis\u00eb dhe liris\u00eb n\u00eb Shqip\u00ebri. P\u00ebr nj\u00eb angazhim m\u00eb t\u00eb vendosur po flasin edhe z\u00ebra brenda Parlamentit Europian. Dhe, n\u00ebse edhe k\u00ebt\u00eb her\u00eb Per\u00ebndimi do ngurroj\u00eb t\u00eb b\u00ebhet pal\u00eb me t\u00eb drejt\u00ebn, n\u00eb Shqip\u00ebri do fitoj\u00eb e shtrembra. \u00cbsht\u00eb koha q\u00eb Europa dhe SHBA-t\u00eb t\u00eb p\u00ebrmbushin angazhimin q\u00eb kan\u00eb b\u00ebr\u00eb para shqiptar\u00ebve se do mb\u00ebshtesin demokracin\u00eb dhe lirin\u00eb n\u00eb Shqip\u00ebri.<\/p>\n<p>Dhe, p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb m\u00eb e pakta t\u2019i thuash \u201cjo\u201d nj\u00eb Kryeministri q\u00eb po privatizon Republik\u00ebn, nd\u00ebrsa shpall se do q\u00ebndroj\u00eb n\u00eb pushtet edhe 30 vjet!
