Shqip\u00ebria, e cila iu arratis nj\u00eb diktature t\u00eb ngjashme me at\u00eb t\u00eb Kores\u00eb s\u00eb Veriut n\u00eb vitin 1991, u rr\u00ebzua dhunsh\u00ebm n\u00eb vitin 1997 e tani duket se po shkon s\u00ebrish drejt nj\u00eb tjet\u00ebr katastrofe.<\/p>\n

Europ\u00ebs i intereson n\u00ebse vendi do t\u00eb zhytet n\u00eb konflikte t\u00eb brendshme, ose do arrij\u00eb t\u00eb zmbrapset duke u kacavirrur.<\/p>\n

Shqip\u00ebria ka qen\u00eb s\u00eb fundmi nj\u00eb forc\u00eb p\u00ebr paqen n\u00eb Ballkan, duke nd\u00ebrtuar lidhje me armiqt\u00eb e vjet\u00ebr si Serbia e u ka b\u00ebr\u00eb thirrje v\u00ebllez\u00ebrve etnik\u00eb n\u00eb Kosov\u00eb e Maqedoni p\u00ebr t\u00eb punuar p\u00ebr paqen. Trupat ushtarake t\u00eb k\u00ebtij vendi punojn\u00eb p\u00ebrkrah me ushtar\u00ebt e NATO-s n\u00eb Afganistan. Nj\u00eb rikthim tek konflikti do ishte i keq p\u00ebr Ballkanin, i keq p\u00ebr Europ\u00ebn dhe i keq p\u00ebr NATO-n.<\/p>\n

Kriza aktuale megjithat\u00eb ka rr\u00ebnj\u00eb t\u00eb thella. Q\u00eb nga viti 1992, asnj\u00eb nga zgjedhjet e organizuara n\u00eb Shqip\u00ebri nuk jan\u00eb konsideruar t\u00eb lira e t\u00eb ndershme nga Organizata p\u00ebr Sigurin\u00eb e Bashk\u00ebpunimin n\u00eb Europ\u00eb, trupa q\u00eb monitoron zgjedhjet.<\/p>\n

N\u00eb zgjedhje luftohet si n\u00eb beteja me ushtrit\u00eb q\u00eb i shpallin besnik\u00ebri nj\u00ebri- tjetrit, por jo procesit demokratik. Zgjedhjet jan\u00eb nj\u00eb mund\u00ebsi p\u00ebr politikan\u00ebt p\u00ebr t\u00eb shkat\u00ebrruar kund\u00ebrshtar\u00ebt e p\u00ebr t\u00eb pasuruar miqt\u00eb.<\/p>\n

Zgjedhjet e fundit, n\u00eb qershor t\u00eb vitit 2009, nuk ishin ndryshe. Lideri i Partis\u00eb Socialiste n\u00eb opozit\u00eb, Edi Rama, protestoi kund\u00ebr rezultatit duke bojkotuar parlamentin. Bojkoti \u00ebsht\u00eb ende n\u00eb fuqi, duke i pamund\u00ebsuar Shqip\u00ebris\u00eb nj\u00eb kanal p\u00ebr shkarkimin e mosmarr\u00ebveshjeve.<\/p>\n

Nd\u00ebrkoh\u00eb, kryeministri Sali Berisha ka qeverisur n\u00eb nj\u00eb m\u00ebnyr\u00eb q\u00eb ka b\u00ebr\u00eb q\u00eb Freedom House ta cil\u00ebsoj\u00eb vendin si \u201cpjes\u00ebrisht t\u00eb lir\u00eb\u201d, i nj\u00ebjti status i dh\u00ebn\u00eb p\u00ebr Abkazin\u00eb, Gambian e Nagorni-Karabakun.<\/p>\n

Rivaliteti tejet i personalizuar e i mpreht\u00eb mes Ram\u00ebs e Berish\u00ebs ka vepruar si sharr\u00eb me dy krah\u00eb q\u00eb pret n\u00eb mes institucionet e vendit.<\/p>\n

Merrni \u00e7\u00ebshtjen e Kushtetut\u00ebs s\u00eb Shqip\u00ebris\u00eb s\u00eb vitit 1998. Tre vite m\u00eb par\u00eb, Berisha dhe Rama n\u00eb m\u00ebnyr\u00eb cinike ran\u00eb dakord p\u00ebr disa reforma gjith\u00ebp\u00ebrfshir\u00ebs, duke ndryshuar brenda nat\u00ebs dokumentin, si\u00e7 thot\u00eb ish- presidenti Alfred Moisiu.<\/p>\n

T\u00eb dy lider\u00ebt kan\u00eb menduar se do t\u00eb q\u00ebndrojn\u00eb p\u00ebr t\u00eb p\u00ebrfituar nga ndryshimet. Tani q\u00eb vet\u00ebm nj\u00ebri po p\u00ebrfiton, tjetri po t\u00ebrbohet. E nj\u00ebjta gj\u00eb u p\u00ebrs\u00ebrit me prezantimin e nj\u00eb kodi t\u00eb ri elektoral.<\/p>\n

Korrupsioni \u00ebsht\u00eb ndoshta problemi m\u00eb i madh. Vendi i 95 nga 180 vende n\u00eb Indeksin e Perceptimit t\u00eb Korrupsionit t\u00eb Transparency International n\u00eb vitin 2009 ishte nj\u00eb p\u00ebrpjekje n\u00eb grup. Megjithat\u00eb, Berisha ka refuzuar t\u00eb shkarkoj\u00eb aleat\u00ebt kryesore q\u00eb p\u00ebrballen me padi.<\/p>\n

Nj\u00eb shp\u00ebrthim n\u00eb depot ushtarake q\u00eb vrau shum\u00eb njer\u00ebz, detyroi dor\u00ebheqjen e ministrit t\u00eb Mbrojtjes n\u00eb at\u00eb koh\u00eb, Fatmir Mediu. Q\u00eb nga ajo koh\u00eb, ai \u00ebsht\u00eb rizgjedhur dhe imuniteti parlamentar, q\u00eb e g\u00ebzonte p\u00ebrpara dor\u00ebheqjes, i \u00ebsht\u00eb rikthyer nga Gjykata e Lart\u00eb (ai \u00ebsht\u00eb momentalisht minist\u00ebr i Mjedisit i Berish\u00ebs). Jan\u00eb t\u00eb panum\u00ebrta rastet e tjera n\u00eb mesin e an\u00ebtar\u00ebve t\u00eb klas\u00ebs politike t\u00eb t\u00eb gjitha pal\u00ebve.<\/p>\n

Situata n\u00eb media gjithashtu \u00ebsht\u00eb e zymt\u00eb, pavar\u00ebsisht garancive kushtetuese p\u00ebr lirin\u00eb e shprehjes.<\/p>\n

Mediat normalisht cil\u00ebsohen si partizane politikisht, dhe gazetar\u00ebt mbeten subjekt padish, k\u00ebrc\u00ebnimesh e dhune fizike. Vitin e shkuar nj\u00eb gazet\u00eb kritike, Tema, u d\u00ebbua nga zyrat e saj pavar\u00ebsisht nj\u00eb urdhri gjykate q\u00eb e ndalonte nj\u00eb veprim t\u00eb till\u00eb. Botuesi i Tema-s m\u00eb pas u godit nga truprojat e nj\u00eb manjati nafte, i lidhur me qeverin\u00eb.<\/p>\n

Pas vitesh me k\u00ebt\u00eb lloj aktiviteti, institucionet shqiptare n\u00eb m\u00ebnyr\u00eb jo t\u00eb habitshme jan\u00eb n\u00eb nj\u00eb rr\u00ebmuj\u00eb. Madje dhe gjyq\u00ebsori \u00ebsht\u00eb nj\u00eb rr\u00ebmuj\u00eb, p\u00ebr sa koh\u00eb ka nj\u00eb debat politik n\u00eb lidhje me faktin n\u00ebse duhen arrestuar gjasht\u00eb komandant\u00eb t\u00eb gard\u00ebs komb\u00ebtare, t\u00eb k\u00ebrkuar n\u00eb lidhje me vrasjen e protestuesve.<\/p>\n

N\u00eb vend q\u00eb t\u00eb ndalojn\u00eb dhe t\u00eb shohin d\u00ebmet q\u00eb kan\u00eb shkaktuar, Rama e Berisha kan\u00eb mprehur arm\u00ebt. Ata tani po shikojn\u00eb t\u00eb angazhojn\u00eb mjete ekstra- institucionale p\u00ebr t\u00eb fituar ose p\u00ebr t\u00eb ruajtur pushtetin. Berisha akuzon Ram\u00ebn se po p\u00ebrpiqet t\u00eb \u201cfitoj\u00eb pushtetin me an\u00eb t\u00eb forc\u00ebs\u201d dhe se ka orkestruar \u201cnj\u00eb tentativ\u00eb t\u00eb qart\u00eb si kristali\u201d p\u00ebr t\u00eb rr\u00ebzuar qeverin\u00eb legjitime.<\/p>\n

Ai synon tani q\u00eb t\u00eb nxjerr\u00eb n\u00eb rrug\u00eb demonstruesit e tij.<\/p>\n

Rama, nga ana tjet\u00ebr, proteston se shteti i Berish\u00ebs nuk \u00ebsht\u00eb demokratik e thot\u00eb se vet\u00ebm nj\u00eb revolucion i stilit tunizian mund t\u00eb sjell\u00eb ndryshime n\u00eb vend.<\/p>\n

Bashkimi Europian e ka p\u00ebrqendruar v\u00ebmendjen vitet e fundit diku tjet\u00ebr n\u00eb Ballkan. Tani, megjithat\u00eb, BE duhet t\u00eb b\u00ebj\u00eb t\u00eb qart\u00eb se politikan\u00ebt shqiptar\u00eb duhet t\u00eb distancohen nga p\u00ebrdorimi i dhun\u00ebs dhe t\u2019i japin fund shkat\u00ebrrimit t\u00eb institucioneve t\u00eb shtetit.<\/p>\n

N\u00ebse jo, at\u00ebher\u00eb shqiptar\u00ebt do t\u00eb humbin t\u00eb drejt\u00ebn p\u00ebr t\u00eb l\u00ebvizur pa viza n\u00eb Europ\u00eb dhe vendi do t\u00eb harroj\u00eb \u00e7do shans serioz p\u00ebr nj\u00eb an\u00ebtar\u00ebsim n\u00eb BE. Madje dhe an\u00ebtar\u00ebsimi i vendit n\u00eb NATO mund t\u00eb jet\u00eb n\u00eb rrezik.<\/p>\n

P\u00ebr t\u00eb treguar shqet\u00ebsimin e saj, Catherine Ashton, p\u00ebrfaq\u00ebsuesja e par\u00eb e lart\u00eb e BE p\u00ebr politikat e jashtme duhet t\u00eb d\u00ebrgoj\u00eb nj\u00eb negociator t\u00eb lart\u00eb n\u00eb Shqip\u00ebri. Nj\u00eb komision i p\u00ebrb\u00ebr\u00eb nga ish- president\u00eb duhet t\u00eb ngrihet p\u00ebr t\u00eb hetuar dhun\u00ebn e fundit.<\/p>\n

Komuniteti nd\u00ebrkomb\u00ebtar duhet t\u00eb organizoj\u00eb dhe t\u00eb mbaj\u00eb zgjedhje t\u00eb jasht\u00ebzakonshme parlamentare vitin q\u00eb vjen, duke d\u00ebrguar nj\u00eb mesazh t\u00eb qart\u00eb se institucionet e Shqip\u00ebris\u00eb nuk jan\u00eb m\u00eb t\u00eb besuesh\u00ebm ose n\u00eb gjendje p\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb vet\u00eb.<\/p>\n

Nj\u00eb qeveri e re duhet t\u00eb mbaj\u00eb nj\u00eb agjend\u00eb konkrete p\u00ebr reforma.<\/p>\n

Kjo mund t\u00eb ndaloj\u00eb politikan\u00ebt shqiptar\u00eb q\u00eb t\u00eb shkat\u00ebrrojn\u00eb institucionet. N\u00ebse kjo nuk b\u00ebhet, pasojat do t\u00eb ndjehen p\u00ebrtej kufijve t\u00eb Shqip\u00ebris\u00eb.<\/p>\n
