U nevojit intervenimi dhe dirigjimi i kreut t\u00eb at\u00ebhersh\u00ebm t\u00eb UNMIK-ut, Michael Steiner, q\u00eb t\u00eb sajohej bashk\u00ebqeverisja LDK-PDK-AAK. Pra, ndodhi ajo q\u00eb m\u00eb s\u00eb paku pritej e duhej t\u00eb ndodhte. Tri partit\u00eb kryesore u b\u00ebn\u00eb bashk\u00eb n\u00eb qeverisje, pasi q\u00eb s\u2019kishin l\u00ebn\u00eb gj\u00eb pa th\u00ebn\u00eb p\u00ebr nj\u00ebra-tjetr\u00ebn. Votat nga qytetar\u00ebt i kishin marr\u00eb ndaras dhe votat e shum\u00eb qytetar\u00ebve p\u00ebr lider\u00eb t\u00eb caktuar, n\u00eb fakt, kishin qen\u00eb vota kund\u00ebr lider\u00ebve t\u00eb tjer\u00eb t\u00eb caktuar. U b\u00ebn\u00eb bashk\u00eb t\u00eb tri k\u00ebto parti dhe pragu p\u00ebr formimin e qeveris\u00eb n\u00eb Kuvendin e at\u00ebhersh\u00ebm u tejkalua shum\u00eb m\u00eb tep\u00ebr sesa nevojitej. Pluralizmi politik e la Kosov\u00ebn pa opozit\u00eb.<\/p>\n<p>Tre vjet m\u00eb von\u00eb, qeveria pasuese ishte s\u00ebrish kombinimi m\u00eb i papritur: LDK-AAK. Nuk mendohej q\u00eb AAK-ja do t\u00eb ndahej kollaj prej PDK-s\u00eb e t\u00eb lidhej me kund\u00ebrshtarin kryesor t\u00eb saj. Por nuk vonoi shum\u00eb dhe PDK-ja nuk u la anash meq\u00eb u p\u00ebrfshi n\u00eb ekipin negociator q\u00eb funksiononte si nj\u00eb qeveri mbi qeverin\u00eb. Kosova p\u00ebrs\u00ebri mbeti pa opozit\u00eb n\u00eb institucionet e saj.<\/p>\n<p>Tre vjet t\u00eb tjera m\u00eb von\u00eb, pas zgjedhjeve t\u00eb vitit 2007, edhe nj\u00ebher\u00eb u sajua koalicioni m\u00eb i papritur, k\u00ebsaj radhe, ai i \u2018armiqve\u2019 t\u00eb p\u00ebrbetuar: PDK-LDK. Koalicioni i madh i dy partive kryesore e vazhdoi tradit\u00ebn e vjet\u00ebr t\u00eb institucioneve pa opozit\u00eb reale n\u00eb to. Si gjithnj\u00eb, kjo arsyetohej me sfidat e m\u00ebdha t\u00eb p\u00ebrbashk\u00ebta p\u00ebrpara nesh dhe me brisht\u00ebsin\u00eb e institucioneve t\u00eb reja (sic.).<\/p>\n<p>\u00c7do her\u00eb para zgjedhjeve k\u00ebto parti politike i dramatizonin dallimet edhe aty ku ato s\u2019ekzistonin. Pas zgjedhjeve i shuanin dallimet edhe at\u00ebher\u00eb kur ato ishin aty. Dramatizimet eventuale t\u00eb dallimeve pas zgjedhjeve ishin ve\u00e7se n\u00eb sh\u00ebrbim t\u00eb rritjes s\u00eb pazarit t\u00eb partive para nj\u00ebra-tjetr\u00ebs e p\u00ebr nj\u00ebra-tjetr\u00ebn, gjithmon\u00eb para koalicionit me nj\u00ebra-tjetr\u00ebn. Mosmarr\u00ebveshjet p\u00ebr poste nuk zgjasnin shum\u00eb dhe s\u2019ishin asnj\u00ebher\u00eb fatale. Sepse shpikeshin poste t\u00eb reja dhe kombinimi i pozitave me favore an\u00ebsore sillte zgjidhje t\u00eb pranueshme. Vet\u00ebm mosmarr\u00ebveshjet konceptuale e ideopolitike nuk ur\u00ebzohen dot. K\u00ebto t\u00eb tjerat ishin gjithsesi t\u00eb tejkalueshme. Nd\u00ebrkomb\u00ebtar\u00ebt ishin p\u00ebrher\u00eb t\u00eb lumtur, sepse ruhej stabiliteti formal q\u00eb, n\u00eb t\u00eb v\u00ebrtet\u00eb, ishte stabilitet i mjerimit p\u00ebr shumic\u00ebn e qytetar\u00ebve dhe stabilitet i korrupsionit p\u00ebr pakic\u00ebn prej pushtetar\u00ebve.<\/p>\n<p>Q\u00eb t\u00eb gjitha k\u00ebto parti e donin pozit\u00ebn (n\u00eb qeveri) jo vet\u00ebm p\u00ebr shkak se e donin pushtetin, por edhe p\u00ebr shkak se ato vet\u00ebm sa dob\u00ebsoheshin duke q\u00ebndruar n\u00eb opozit\u00eb. Ngaq\u00eb nuk kishin dallime themelore me pozit\u00ebn te programet politike a orientimet konceptuale, partit\u00eb opozitare sadopak q\u00eb q\u00ebndronin n\u00eb opozit\u00eb, vet\u00ebm sa rrudheshin e zvet\u00ebnoheshin. Duke mos qen\u00eb pozit\u00eb dhe duke mos mundur ta b\u00ebjn\u00eb opozit\u00ebn, partit\u00eb opozitare diskreditoheshin me shpejt\u00ebsi. Zaten, pasi q\u00eb t\u00eb jesh pajtuar me pozit\u00ebn p\u00ebr decentralizimin mbi baza etnike, p\u00ebr privatizimin neoliberal, p\u00ebr tolerimin e strukturave dhe mallrave t\u00eb Serbis\u00eb n\u00eb Kosov\u00eb, p\u00ebr negociatat me Serbin\u00eb, p\u00ebr shuarjen e TMK-s\u00eb, p\u00ebr ndryshimin e flamurit e himnit etj., etj., ankesat opozitare p\u00ebr arroganc\u00ebn qeveritare pakkujt i b\u00ebjn\u00eb p\u00ebrshtypje.<\/p>\n<p>Institucioneve t\u00eb vendit ton\u00eb josovran nuk iu ka munguar pozita, por opozita e brendshme. Doktrina e protektoratit nd\u00ebrkomb\u00ebtar p\u00ebr stabilitet afatshkurt\u00ebr vazhdimisht i do t\u00eb gjith\u00eb s\u00eb bashku, i do t\u00eb gjitha partit\u00eb bashk\u00eb n\u00eb pozit\u00eb, pa opozit\u00eb fare ose me opozit\u00eb sa m\u00eb t\u00eb vog\u00ebl. Mir\u00ebpo s\u2019ecet dot p\u00ebrpara pa opozit\u00eb. Shtetin nuk e b\u00ebn demokratik pozita e pakontestueshme, por opozita e fuqishme.<\/p>\n<p>Kosov\u00ebs, m\u00eb shum\u00eb se kurr\u00eb, i nevojitet opozita. Mir\u00ebpo krejt \u00e7far\u00eb u tha m\u00eb lart p\u00ebr zgjedhjet e qeverit\u00eb e kaluara vlen edhe sot e k\u00ebsaj dite. Pik\u00ebpamja dominuese \u00ebsht\u00eb q\u00eb, pa marr\u00eb parasysh vjedhjet masive n\u00eb zgjedhje, t\u00eb kemi qeveri t\u00eb q\u00ebndrueshme para dhe p\u00ebrgjat\u00eb sfidave q\u00eb nuk duhet ta destabilizojn\u00eb Kosov\u00ebn. Sfidat jan\u00eb, si p\u00ebrher\u00eb, shitja e nd\u00ebrmarrjeve publike dhe rifillimi i negociatave me Serbin\u00eb. Rrjedhimisht, n\u00eb vijim do t\u00eb shtohet trysnia mbi LDK-n\u00eb q\u00eb t\u00eb hyj\u00eb n\u00eb koalicion me PDK-n\u00eb. Rrethan\u00eb leht\u00ebsuese p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb koalicioni i deritanish\u00ebm trevje\u00e7ar i k\u00ebtyre dhe ideja e qeveris\u00eb teknike q\u00eb tregon se LDK-ja nuk e sheh problemin te bashk\u00ebqeverisja me PDK-n\u00eb sa te roli prij\u00ebs i k\u00ebsaj t\u00eb fundit n\u00eb koalicion. Formula e fushat\u00ebs parazgjedhore \u2018as-as\u2019 kollaj do t\u00eb mund t\u00eb shnd\u00ebrrohet n\u00eb \u2018edhe-edhe\u2019.<\/p>\n<p>Prandaj, koalicioni PDK-LDK-minoritetet, koalicioni PDK-LDK-AAK-AKR, apo edhe ai PDK-LDK-AAK-minoritet gjithsesi jan\u00eb t\u00eb mundshme n\u00eb pranver\u00eb. Gjasat m\u00eb t\u00eb m\u00ebdha se cila prej k\u00ebtyre do t\u00eb ndodh\u00eb varet se cil\u00ebn e konsideroni si m\u00eb t\u00eb pabesueshmen dhe fiks ajo do t\u00eb ngjaj\u00eb pastaj.
