D\u00ebbimi i k\u00ebtij investitori jo vet\u00ebm ka nxjerr\u00eb n\u00eb tryez\u00eb nj\u00eb fatur\u00eb t\u00eb madhe financiare e politike, por pik\u00ebrisht mbi k\u00ebt\u00eb rast duket se luhet me xhiro t\u00eb shpejta i gjith\u00eb filmi i k\u00ebtyre kat\u00ebr viteve qeverisje.<\/p>\n<p>Pompoziteti i dor\u00ebzimit n\u00eb Prag\u00eb t\u00eb k\u00ebrkes\u00ebs p\u00ebr statusin e kandidatit te Shqip\u00ebris\u00eb n\u00eb BE vet\u00ebm nj\u00eb muaj p\u00ebrpara zgjedhjeve t\u00eb 2009-\u00ebs, marrja nga ana e nj\u00eb kompanie t\u00eb madhe \u00e7eke e tenderit p\u00ebr rrjetin e shp\u00ebrndarjes s\u00eb energjis\u00eb, euforia propagandistike e mrekullis\u00eb, q\u00eb \u00ebsht\u00eb gati t\u2019i afrohet BE-s\u00eb dhe ku b\u00ebhen investime serioze, pra t\u00eb gjitha q\u00eb u rrokullis\u00ebn n\u00eb t\u00eb kund\u00ebrt sapo mbaroi spektakli elektoral. Borxhe, akuza, fatura dhe gjoba, vendime t\u00eb diskutueshme gjykatash, banor\u00eb q\u00eb pushtojn\u00eb n\u00ebnstacionet dhe energji q\u00eb nd\u00ebrpritet p\u00ebr efekt t\u00eb arbitrazhit nd\u00ebrkomb\u00ebtar, treguan m\u00eb s\u00eb miri se \u00e7far\u00eb stine mbajti gjat\u00eb k\u00ebtij mandati kat\u00ebrvje\u00e7ar. N\u00eb fund, e gjitha \u00ebsht\u00eb kthyer p\u00ebrmbys, CEZ \u00ebsht\u00eb p\u00ebrz\u00ebn\u00eb nga Shqip\u00ebria dhe rrezikon t\u00eb fitoj\u00eb gjyqin nd\u00ebrkomb\u00ebtar, borxhet po i marrin frym\u00ebn KESH-it, qeveris\u00eb i duhet t\u00eb paguaj\u00eb t\u00eb pakt\u00ebn dy her\u00eb m\u00eb shum\u00eb sesa fitoi n\u00eb 2009-\u00ebn nga privatizimi, nd\u00ebrsa n\u00eb Prag\u00eb miqt\u00eb jan\u00eb shnd\u00ebrruar n\u00eb armiq. \u00c7ekia nuk do ta mb\u00ebshtes\u00eb Shqip\u00ebrin\u00eb n\u00eb aspirat\u00ebn e saj t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE.<\/p>\n<p>Kur m\u00eb 28 prill 2009 Sali Berisha i dor\u00ebzoi homologut t\u00eb tij \u00e7ek aplikimin p\u00ebr statusin e kandidatit t\u00eb Shqip\u00ebris\u00eb n\u00eb BE, pakkush kishte dilema p\u00ebr fundin e lumtur t\u00eb atij zarfi. Kjo jo prej shkakut, se vet\u00ebm dy jav\u00eb m\u00eb pas Mirek Topolanek do te ikte nga zyra e shefit t\u00eb qeveris\u00eb s\u00eb Prag\u00ebs, por sepse dukej qart\u00eb q\u00eb ajo ceremoni kishte vet\u00ebm q\u00ebllime elektorale. Berish\u00ebs i duhej p\u00ebr t\u2019i krijuar nj\u00eb iluzion shqiptar\u00ebve p\u00ebrpara zgjedhjeve se ishin m\u00eb af\u00ebr Evrop\u00ebs, nd\u00ebrsa \u00e7ek\u00ebt kishin pranuar t\u00eb luanin rolin e tyre n\u00eb k\u00ebt\u00eb skenar lindor. Madje Topolanek deklaroi at\u00eb dit\u00eb p\u00ebrpara kamerave: \u201ckam dashur q\u00eb aplikimi t\u00eb b\u00ebhet gjat\u00eb presidenc\u00ebs \u00e7eke p\u00ebr faktin se vendet kan\u00eb t\u00eb nj\u00ebjt\u00ebn histori politike, si shtete ish-komuniste. Po k\u00ebshtu edhe p\u00ebr faktin se Shqip\u00ebria ka b\u00ebr\u00eb mjaft hapa p\u00ebrpara, pjesa m\u00eb e madhe e tyre n\u00ebn drejtimin e Sali Berish\u00ebs\u201d.<\/p>\n<p>Megjith\u00ebse Topolanek nuk arriti t\u00eb q\u00ebndronte n\u00eb pushtet as sa t\u00eb mbyllte \u00c7ekia presidenc\u00ebn e BE, pasi u largua m\u00eb 8 maj t\u00eb atij viti, farsa u luajt deri n\u00eb fund. Marr\u00ebdh\u00ebniet shqiptaro-\u00e7eke nis\u00ebn t\u00eb z\u00ebn\u00eb titujt kryesor t\u00eb mediave n\u00eb vend, shk\u00ebmbimet trajtoheshin me prioritet, nd\u00ebrsa propaganda e p\u00ebrdori eksperienc\u00ebn e Prag\u00ebs n\u00eb d\u00ebnimin e krimeve t\u00eb komunizmit si model \u2013pa\u00e7ka se shum\u00eb larg nga origjinali- t\u00eb ligjit t\u00eb lustracionit. Pik\u00ebrisht n\u00eb k\u00ebt\u00eb koh\u00eb u pagua edhe hara\u00e7i.<\/p>\n<p>Menj\u00ebher\u00eb pasi fitoi zgjedhjet qeveria u kujdes q\u00eb CEZ Group t\u00eb fitonte tenderin nd\u00ebrkomb\u00ebtar p\u00ebr blerjen e 76 p\u00ebrqind t\u00eb Operatorit t\u00eb Shp\u00ebrndarjes s\u00eb Energjis\u00eb Elektrike n\u00eb Shqip\u00ebri p\u00ebr 102 milion euro. Investimi u trumbetua si arritje e madhe dhe deri n\u00eb k\u00ebt\u00eb pik\u00eb gj\u00ebrat dukeshin se po shkonin sipas atij skenari lindor t\u00eb fushat\u00ebs elektorale. Sipas k\u00ebsaj propagande, ky ishte hapi i par\u00eb i boom-it t\u00eb investimeve t\u00eb huaja n\u00eb vend, t\u00eb cilat ndoshta edhe prej historis\u00eb s\u00eb CEZ, nuk erdh\u00ebn kurr\u00eb dhe rrezik q\u00eb t\u00eb mund t\u00eb afrohen p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb. Por ndryshe nga mentaliteti i politikan\u00ebve, p\u00ebr menaxher\u00ebt e kompanis\u00eb telashet nis\u00ebn menj\u00ebher\u00eb. Rrjeti i shp\u00ebrndarjes ishte p\u00ebr t\u00eb ardhur keq, qytete dhe fshatra nuk paguanin asnj\u00eb qindark\u00eb energji, lidhja e biznesit me realitetin ishte n\u00eb kufijt\u00eb e t\u00eb pamundur\u00ebs, nd\u00ebrsa shteti q\u00eb zhytej dit\u00eb pas dite n\u00eb kriz\u00eb nuk paguante asnj\u00eb prej faturave, q\u00eb sa vinin e shtoheshin. Nga ana tjet\u00ebr borxhet mes CEZ-it nga nj\u00ebra an\u00eb dhe KESH-it e OST-s\u00eb nga ana tjet\u00ebr, rriteshin pa asnj\u00eb kuptim. T\u00eb gjith\u00eb k\u00ebta faktor\u00eb nxor\u00ebn m\u00eb shum\u00eb n\u00eb drit\u00eb pik\u00ebrisht s\u00ebmundjen kryesore t\u00eb shoq\u00ebrive lindore, ku qeveria i konsideron bizneset si klient\u00eb t\u00eb saj. Dhe n\u00eb harkun e pak viteve situata u p\u00ebrmbys. CEZ-i u pa si nj\u00eb armik i qeveris\u00eb nd\u00ebrsa t\u00eb gjith\u00eb faktor\u00ebt e tjer\u00eb, q\u00eb prej debitor\u00ebve zyrtar\u00eb e deri tek qytetar\u00ebt, q\u00eb nuk kuptonin asgj\u00eb, iu v\u00ebrsul\u00ebn kompanis\u00eb. Zona t\u00eb m\u00ebdha urbane deklaronin fshat\u00e7e q\u00eb nuk paguanin asnj\u00eb lek p\u00ebr energjin\u00eb, nd\u00ebrsa qeveria i trim\u00ebronte p\u00ebr t\u2019u dyndur n\u00ebp\u00ebr n\u00ebnstacione p\u00ebr t\u00eb lidhur energjin\u00eb, q\u00eb nuk paguanin kurr\u00eb. Bilanci i asaj q\u00eb kemi par\u00eb gjat\u00eb gjith\u00eb vitit t\u00eb fundit n\u00eb k\u00ebt\u00eb duel mes CEZ-it dhe qeveris\u00eb ishte dramatik. Kompania \u00e7eke ka shum\u00eb gjasa t\u00eb fitoj\u00eb leht\u00eb arbitrazhin nd\u00ebrkomb\u00ebtar prej sjelljeve t\u00eb dhunshme dhe shkeljes s\u00eb kontratave nga zyrtar\u00ebt shqiptar\u00eb, si dhe paaft\u00ebsis\u00eb n\u00eb zbatimin e ligjit e p\u00ebr pasoj\u00eb t\u2019u shp\u00ebtoj\u00eb borxheve q\u00eb kapin mbi 200 milion euro, q\u00eb i detyrohet KESH, OST apo institucioneve t\u00eb tjera kryesisht shtet\u00ebrore. Nga ana tjet\u00ebr, gjat\u00eb gjith\u00eb koh\u00ebs s\u00eb kriz\u00ebs kjo kompani \u00ebsht\u00eb kujdesur vet\u00ebm t\u00eb shlyej\u00eb kredit\u00eb n\u00eb banka, duke ia l\u00ebn\u00eb t\u00eb gjith\u00eb barr\u00ebn e m\u00ebtejshme kabinetit t\u00eb Berish\u00ebs. N\u00eb 2009-\u00ebn CEZ-i pagoi 102 milion euro, nd\u00ebrsa sot i detyrohet nd\u00ebrmarrjeve shtet\u00ebrore shqiptare t\u00eb pakt\u00ebn 200 milion.<\/p>\n<p>N\u00ebse fiton arbitrazhin, di\u00e7ka e leht\u00eb sipas ekspert\u00ebve, d\u00ebmi ekonomik do te ishte katastrofal. Por edhe n\u00ebse ndodh q\u00eb e humb at\u00eb, s\u00ebrish p\u00ebr qeverin\u00eb shqiptare do jet\u00eb e pamundur t\u00eb p\u00ebrfitoj\u00eb nga nj\u00eb kompani pa asete reale dhe llogari bankare n\u00eb Shqip\u00ebri. Pra n\u00eb kat\u00ebr vjet, ky investim del me nj\u00eb fatur\u00eb t\u00eb tmerrshme n\u00eb d\u00ebm t\u00eb shqiptar\u00ebve, q\u00eb duhet t\u00eb paguajn\u00eb t\u00eb pakt\u00ebn mbi 100 milion euro, n\u00eb nj\u00eb koh\u00eb kur n\u00eb 2009-\u00ebn Berisha krenohej, se i kishte fituar k\u00ebto para prej miqve nga Praga. Por jo gjith\u00e7ka mbaron me kaq.<\/p>\n<p>N\u00eb prag t\u00eb zgjedhjeve t\u00eb reja parlamentare situata duket, se \u00ebsht\u00eb plot\u00ebsisht e p\u00ebrmbysur ne raport me kat\u00ebr vjet m\u00eb par\u00eb. Berisha e ka prape n\u00eb duart e tij rrjetin e shp\u00ebrndarjes s\u00eb energjis\u00eb dhe s\u00ebrish mund t\u00eb ofroj\u00eb amnisti p\u00ebr fshatrat dhe qytetet, q\u00eb nuk kan\u00eb paguar dritat, n\u00eb k\u00ebmbim t\u00eb votave m\u00eb 23 qershor. Me k\u00ebt\u00eb \u201cpremtim\u201d kryeministri mund t\u00eb shtyj\u00eb dhe p\u00ebr ca koh\u00eb faktin e hidhur q\u00eb do t\u2019i duhet t\u2019u thot\u00eb qytetar\u00ebve se t\u00eb gjith\u00eb bashk\u00eb duhet t\u2019u paguajm\u00eb \u00e7ek\u00ebve t\u00eb pakt\u00ebn 100 milion euro. Kat\u00ebr vjet m\u00eb par\u00eb ai mburrej se iu kishte marr\u00eb 102 milion t\u00eb tilla. Por fatura \u00e7eke nuk mbyllet k\u00ebtu, pasi n\u00eb Prag\u00eb, nuk b\u00ebn i nj\u00ebjti mot si n\u00eb prillin e 2009-\u00ebs.<\/p>\n<p>Kryeministri i \u00c7ekis\u00eb, Ne\u00e7as, deklaroi se \u201cnuk do t\u2019ia harrojm\u00eb k\u00ebt\u00eb Shqip\u00ebris\u00eb, do ta kujtojm\u00eb, kur t\u00eb flitet p\u00ebr integrimin n\u00eb BE\u201d. Koh\u00ebt kur dy vendet evokonin t\u00eb shkuar\u00ebn lindore n\u00ebn komuniz\u00ebm si pik\u00eb bashkimi, kan\u00eb marr\u00eb fund. Kjo, pasi sipas Peter Ne\u00e7as, ajo q\u00eb b\u00ebri Berisha me CEZ \u201chedh dyshime mbi angazhimin e supozuar t\u00eb Shqip\u00ebris\u00eb p\u00ebr zbatimin e ligjit dhe shpresat, se nj\u00eb dit\u00eb mund t\u00eb bashkohet me BE\u201d. Ndaj mund t\u00eb thuhet pa dyshim, se p\u00ebrgjigja e asaj k\u00ebrkese, q\u00eb d\u00ebrgoi Sali Berisha m\u00eb 28 prill 2009 n\u00eb Prag\u00eb, ka ardhur tamam n\u00eb prag t\u00eb zgjedhjeve. Ajo \u00ebsht\u00eb nj\u00eb fatur\u00eb e madhe me mbi 100 milion euro p\u00ebr tu paguar si dhe siguria, se \u00c7ekia do ta kund\u00ebrshtoj\u00eb fort an\u00ebtar\u00ebsimin e Shqip\u00ebris\u00eb n\u00eb BE.
