Ndon\u00ebse mb\u00ebrritja n\u00eb Tiran\u00eb ishte zbritje n\u00eb nj\u00eb itinerar me disa stacione kryeqytetesh t\u00eb rajonit, ajo konfirmon nj\u00eb marr\u00ebdh\u00ebnie ekskluzive mes \u201cqeveris\u00ebsit global\u201d dhe shtetit q\u00eb gjithnj\u00eb e m\u00eb tep\u00ebr po merr pesh\u00eb specifike n\u00eb rajon. Nuk ka asnj\u00eb dyshim q\u00eb jo vet\u00ebm diplomatikisht, por qartazi edhe politikisht, Shqip\u00ebria p\u00ebr Uashingtonin \u00ebsht\u00eb tashm\u00eb nj\u00eb shtet me partneritet t\u00eb afishuar dhe si i till\u00eb, gjendet para nj\u00eb avokatie q\u00eb ka lidhje jo vet\u00ebm me ambiciet integruese institucionale t\u00eb shtetit ton\u00eb, por m\u00eb s\u00eb shumti edhe me aspektet thelb\u00ebsore t\u00eb demokracis\u00eb institucionale. Shqip\u00ebria \u00ebsht\u00eb n\u00eb Ballkan nj\u00eb shtet q\u00eb reflekton dhe p\u00ebr\u00e7on jo vet\u00ebm me diplomacin\u00eb apo marr\u00ebdh\u00ebniet e saj, por edhe p\u00ebrmes rezonimeve t\u00eb t\u00ebrthorta. Zonja Klinton konfirmoi zyrtarisht mb\u00ebshtetjen amerikane p\u00ebr \u2026\u201cvendimet e v\u00ebshtira q\u00eb do t\u00eb merrni\u201d. Madje shkoi m\u00eb tej me optimizmin e saj p\u00ebr nj\u00eb shtet model n\u00eb bot\u00eb.<\/p>\n<p>\u00cbsht\u00eb e qart\u00eb se ndikimi amerikan dhe konfirmimi i partneritetit mes Uashingtonit dhe disa vendeve t\u00eb Ballkanit, n\u00eb kontekstet europiane merr pesh\u00eb t\u00eb riplot\u00ebsuar. Nuk \u00ebsht\u00eb thjesht retorik\u00eb ajo \u00e7ka e shprehu si vijim t\u00eb mb\u00ebshtetjes amerikane ndaj Shqip\u00ebris\u00eb edhe n\u00eb 100 vjet\u00ebt e ardh\u00ebm. T\u00eb gjitha k\u00ebto cil\u00ebsime, e zbulojn\u00eb t\u00eb plot\u00eb nevoj\u00ebn q\u00eb Shqip\u00ebria shtet\u00ebrore dhe ajo institucionale t\u00eb jen\u00eb produkti dhe sh\u00ebrbestaria e re, ndaj s\u00eb cil\u00ebs nevojitet t\u00eb n\u00ebnshtrohen dhe preokupohen nd\u00ebrgjegj\u00ebsisht politikan\u00ebt e sall\u00ebs s\u00eb djeshme t\u00eb Parlamentit.<\/p>\n<p>N\u00eb fjal\u00ebn e saj, zonja Klinton adresoi k\u00ebrkesa t\u00eb cilat jan\u00eb t\u00eb p\u00ebrfolura me konsistenc\u00eb t\u00eb fuqishme n\u00eb marr\u00ebdh\u00ebniet mes pozit\u00ebs dhe opozit\u00ebs. Ato jan\u00eb \u201chiseja\u201d e ndarjes s\u00eb deritanishme politike mes pal\u00ebve politike. Fakti q\u00eb ajo k\u00ebrkoi nga vendimmarr\u00ebsit t\u00eb ftuar posa\u00e7\u00ebrisht n\u00eb sall\u00ebn e Parlamentit, s\u00eb pari t\u00eb: \u201cB\u00ebni zgjedhje me standard\u201d, do t\u00eb thot\u00eb se p\u00ebr Departamentin e Shtetit vler\u00ebsimi p\u00ebr k\u00ebt\u00eb proces zgjedhor (2013) \u00ebsht\u00eb nj\u00eb shqet\u00ebsim dhe objektiv n\u00eb v\u00ebmendjen e lart\u00eb t\u00eb amerikan\u00ebve. Ishte nj\u00eb sjellje dhe maturitet tipik amerikan n\u00eb shfaqjen dhe mesazhin publik me dy krer\u00ebt e antagonizmit, p\u00ebrkat\u00ebsisht kreut t\u00eb qeveris\u00eb, zotit Berisha dhe atij t\u00eb opozit\u00ebs zotit Rama. Dasia e deritanishme p\u00ebr procesin zgjedhor \u00ebsht\u00eb nj\u00eb alibi, ndaj s\u00eb cil\u00ebs askush nuk duhet t\u00eb investohet m\u00eb tej. Nd\u00ebrkoh\u00eb q\u00eb nevoja p\u00ebr respektim t\u00eb votimit p\u00ebr tre ligjet e mbetura t\u00eb kushteve t\u00eb BE-s\u00eb, nuk ka m\u00eb arsye t\u00eb rip\u00ebrmendet dhe matan\u00eb saj opozita t\u00eb k\u00ebmb\u00ebngul\u00eb p\u00ebr nj\u00eb p\u00ebrgjegj\u00ebsi ligjzbatuese dhe imponim parlamentar.<\/p>\n<p>Demokracia dhe institucionalizmi n\u00eb Shqip\u00ebri dhe Kosov\u00eb jan\u00eb n\u00ebn p\u00ebrkujdesin dhe monitorimin amerikan. Kjo \u00ebsht\u00eb specifik\u00eb e pohimit t\u00eb zonj\u00ebs Klinton edhe n\u00eb Prishtin\u00eb, edhe n\u00eb Tiran\u00eb. Kjo specifik\u00eb e artikulimit jo vet\u00ebm diplomatik, por m\u00eb s\u00eb shumti e lidhur me kujdestarin\u00eb e shprehur amerikane, buron prej nj\u00eb realiteti q\u00eb d\u00ebshmohet si sjellje dhe gjendje n\u00eb realitetin politik t\u00eb t\u00eb dy shteteve. Duke iu drejtuar udh\u00ebheq\u00ebsis\u00eb politike, zonja Klinton nga foltorja e Parlamentit shtoi: \u201cJu vazhdoni t\u00eb besoni tek vizioni juaj politik, por interesi partiak duhet t\u00eb vihet mbrapa interesave komb\u00ebtare dhe kjo \u00ebsht\u00eb detyra e udh\u00ebheq\u00ebsve demokratik\u00eb\u201d. Vini re, \u201cudh\u00ebheq\u00ebsve demokratik\u00eb\u201d. Ky specifikim \u00ebsht\u00eb nj\u00eb adresim pa dorashka ndaj qeveris\u00ebsve m\u00eb s\u00eb shumti dhe opozitar\u00ebve gjithashtu, t\u00eb cil\u00ebt ishin mbledhur sipas protokollit amerikan n\u00eb at\u00eb sall\u00eb. \u00cbsht\u00eb sjellje n\u00eb v\u00ebmendje t\u00eb cil\u00ebsis\u00eb s\u00eb shum\u00ebdiskutuar dhe duksh\u00ebm t\u00eb bjerur n\u00eb sjelljen dhe kultur\u00ebn e udh\u00ebheq\u00ebsve aktual\u00eb t\u00eb vendit.<\/p>\n<p>Natyrisht n\u00ebnteksti \u00ebsht\u00eb i plot\u00eb dhe pa ekuivok, ai lidhet me thelbin e s\u00eb munguar\u00ebs dhe t\u00eb domosdoshmes, p\u00ebr t\u00eb p\u00ebrballuar at\u00eb periudh\u00eb t\u00eb cil\u00ebn zonja Klinton e sakt\u00ebsoi: \u201cMuajt q\u00eb vijn\u00eb jan\u00eb shum\u00eb kritik\u00eb, jo vet\u00ebm p\u00ebr ju por edhe p\u00ebr popullin tuaj\u201d, \u201c\u2026 punoni q\u00eb zgjedhjet tuaja t\u00eb ardhme t\u00eb jen\u00eb t\u00eb hapura dhe t\u00eb balancuara\u2026\u201d. \u00cbsht\u00eb ndoshta hera e par\u00eb nd\u00ebr prononcimet amerikane p\u00ebr zgjedhjet shqiptare pas viteve 2000 q\u00eb specifikohet k\u00ebrkesa p\u00ebr zgjedhje t\u00eb hapura. Q\u00eb lexuar drejt, do t\u00eb thot\u00eb se n\u00eb konkurrimin e pritsh\u00ebm zgjedhor n\u00eb vend, procesi duhet ta ket\u00eb si risi hapjen p\u00ebr nj\u00eb pluralitet t\u00eb plot\u00eb dhe p\u00ebrmbajt\u00ebsor partiak e politik. Nd\u00ebrkoh\u00eb q\u00eb nj\u00eb apel m\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb u b\u00ebri qytetar\u00ebve t\u00eb k\u00ebtij vendi dhe rikujtoi p\u00ebr klas\u00ebn politike detyrimin se konsolidimi i demokracis\u00eb lidhet me rregullin dhe ligjin, me institucionet e forta dhe sistemin juridik t\u00eb paansh\u00ebm. Vet\u00ebm n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, sipas saj, \u201cqytetar\u00ebt t\u00eb na mbajn\u00eb ne udh\u00ebheq\u00ebsve, n\u00eb p\u00ebrgjegj\u00ebsi\u201d.<\/p>\n<p>N\u00eb k\u00ebrkes\u00ebn e specifikuar m\u00eb qart\u00eb, ndoshta n\u00eb takimet tet\u00eb a tet\u00eb mes zonj\u00ebs Klinton dhe zot\u00ebrinjve Berisha dhe Rama, thelbi lidhet me normalitetin zgjedhor dhe procesin rezultues prej tij, si subjekt demokracie reale. Kjo u evidentua edhe prej k\u00ebrkes\u00ebs tipike t\u00eb zotit Berisha p\u00ebr sa m\u00eb shum\u00eb v\u00ebzhgues amerikan\u00eb n\u00eb zgjedhjet e pritshme shqiptare. Por kjo nuk e eklipson k\u00ebrkes\u00ebn e Departamentit t\u00eb Shtetit p\u00ebr interesin amerikan ndaj \u201csistemit tuaj\u201d dhe sidomos p\u00ebr zhvillimin, pasi, sipas shprehjes s\u00eb zonj\u00ebs Klinton: \u201c\u2026 aspirata e Shqip\u00ebris\u00eb p\u00ebr n\u00eb BE, jo vet\u00ebm do t\u2019ju forcoj\u00eb ju, por do t\u00eb jet\u00eb edhe m\u00eb mir\u00eb p\u00ebr BE-n\u00eb. Ne nuk kemi vot\u00eb, por do t\u2019u flasim miqve p\u00ebr t\u2019ju mb\u00ebshtetur\u2026\u201d. \u00cbsht\u00eb nj\u00eb k\u00ebrkes\u00eb maksimaliste p\u00ebr t\u00eb nes\u00ebrmen e p\u00ebrfaq\u00ebsimit n\u00eb bashk\u00ebsin\u00eb europiane t\u00eb vendit ton\u00eb.
