Jan\u00eb af\u00ebr 100 procese gjyq\u00ebsore t\u00eb fituara vet\u00ebm nga n\u00ebpun\u00ebsit civil\u00eb. Formalizmi konstatohet fare leht\u00eb, mbasi ka qen\u00eb po DAP q\u00eb ka shpallur procedura konkurrimi p\u00ebr vende pune t\u00eb cilat kan\u00eb qen\u00eb n\u00eb procese gjyq\u00ebsore, apo p\u00ebr t\u00eb cilat ish n\u00ebpun\u00ebsit e larguar kishin fituar t\u00eb drejt\u00ebn t\u00eb ktheheshin n\u00eb detyr\u00eb.<\/p>\n<p>Konkurset e pranimit n\u00eb sh\u00ebrbimin civil prej koh\u00ebsh kan\u00eb humbur besimin tek publiku dhe paragjykohen si t\u00eb manipuluara q\u00eb n\u00eb fillim t\u00eb tyre. Dhe jo me kot. DAP ka shkelur n\u00eb mjaft raste dispozitat\u00a0 ligjore n\u00eb lidhje me k\u00ebrkesat specifike t\u00eb vendeve t\u00eb pun\u00ebs t\u00eb shpallura p\u00ebr konkurrim duke pranuar raste t\u00eb tilla si inxhinier mekanik t\u00eb konkurroj\u00eb dhe t\u00eb em\u00ebrohet n\u00eb pozicionin Drejtor i P\u00ebrgjithsh\u00ebm \u2026 i Turizmit!!!!!<\/p>\n<p>Marrja n\u00eb pun\u00eb n\u00eb pozicione t\u00eb sh\u00ebrbimit civil, me kontrat\u00eb t\u00eb p\u00ebrkohshme n\u00eb tetor t\u00eb vitit 2010 ishte rreth 25%, \u00e7\u00ebshtje kjo e ngritur n\u00eb vazhdim\u00ebsi n\u00eb progres raport.<\/p>\n<p>Em\u00ebrimet n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrkohshme nuk jan\u00eb shoq\u00ebruar me shpalljet e vendeve t\u00eb pun\u00ebs dhe kan\u00eb zgjatur mesatarisht nga 6 muaj deri n\u00eb 1 vit. Ngritja n\u00eb detyr\u00eb dhe l\u00ebvizja paralele, pra karriera e n\u00ebpun\u00ebsve civil\u00eb pothuajse nuk \u00ebsht\u00eb zbatuar fare (mesatarisht 1% e em\u00ebrimeve).<\/p>\n<p>P\u00ebrdorimi i ristrukturimit t\u00eb institucioneve, si arsye p\u00ebr largimet e n\u00ebpun\u00ebsve civil\u00eb, vet\u00ebm n\u00eb periudh\u00ebn e par\u00eb t\u00eb ristrukturimit pas krijimit t\u00eb qeveris\u00eb s\u00eb djatht\u00eb n\u00eb vitin 2005-2006, kan\u00eb dal\u00eb n\u00eb list\u00eb pritjeje rreth 405 n\u00ebpun\u00ebs civil\u00eb, nj\u00eb pjes\u00eb e t\u00eb cil\u00ebve jan\u00eb ankimuar dhe kan\u00eb fituar proceset gjyq\u00ebsore.<\/p>\n<p>T\u00eb gjitha k\u00ebto jan\u00eb p\u00ebrmendur edhe n\u00eb progres raportet n\u00eb vazhdim\u00ebsi.<\/p>\n<p>Po kthehem n\u00eb \u00e7far\u00eb po b\u00ebjm\u00eb ne me Administrat\u00ebn Publike, jo nes\u00ebr, jo n\u00eb t\u00eb ardhmen, por sot, \u00e7do dit\u00eb, p\u00ebr \u00e7do pozicion t\u00eb lir\u00eb pune.<\/p>\n<p>Po b\u00ebjm\u00eb nj\u00eb gj\u00eb t\u00eb jasht\u00ebzakonshme n\u00eb fakt, q\u00eb k\u00ebrkon nj\u00eb vullnet t\u00eb hekurt n\u00eb k\u00ebt\u00eb vend, po zbatojm\u00eb ligjin dhe vet\u00ebm ligjin n\u00eb frym\u00ebn dhe n\u00eb germ\u00ebn e tij.<\/p>\n<p>P\u00ebr her\u00eb t\u00eb par\u00eb po b\u00ebjm\u00eb konkurse reale n\u00eb administrat\u00ebn publike.<\/p>\n<p>Si, do t\u00eb pyesni ju.<\/p>\n<p>Thjesht duke ftuar me dhjet\u00ebra e qindra kandidat\u00eb t\u00eb vijn\u00eb n\u00eb konkurse. \u00cbsht\u00eb kaq e thjesht\u00eb. Po p\u00ebrdorim baz\u00ebn e t\u00eb dh\u00ebnave me mbi 15 mij\u00eb CV, t\u00eb cil\u00ebn gjet\u00ebn m\u00ebnyr\u00ebn ta anatemojn\u00eb gjat\u00eb beharit. Po lajm\u00ebrojm\u00eb \u00e7do njeri t\u00eb fush\u00ebs dhe kompetent, q\u00eb t\u00eb marr\u00eb pjes\u00eb n\u00eb konkurse duke shum\u00ebzuar me 10 numrin e kandidat\u00ebve dhe duke penguar k\u00ebshtu manipulimin e rezultateve.<\/p>\n<p>Respekt t\u00eb merit\u00ebs, profesionalizmit dhe integritetit moral: kjo \u00ebsht\u00eb kryefjala jon\u00eb p\u00ebr administrat\u00ebn publike.
