E para q\u00eb n\u00eb Skenderaj dhe Drenas (Gllogoc) jan\u00eb mbushur kutit\u00eb duke e \u00e7uar pjes\u00ebmarrjen nga 95 p\u00ebr qind dhe n\u00eb disa raste 150 p\u00ebr qind. E dyta, q\u00eb ky proces kontestimi t\u00eb kaloj\u00eb p\u00ebrmes Panelit Zgjedhor, nj\u00eb lloj Kolegji Zgjedhor i ngjash\u00ebm me at\u00eb t\u00eb Shqip\u00ebris\u00eb. I vetmi q\u00eb nuk ka folur p\u00ebr manipulime deri tani \u00ebsht\u00eb kryeministri n\u00eb detyr\u00eb, Hashim Tha\u00e7i, i cili ka b\u00ebr\u00eb nj\u00eb gj\u00eb t\u00eb pazakont\u00eb n\u00eb historin\u00eb e nj\u00eb vendi n\u00eb zgjedhje, kur ka mbajtur nj\u00eb fjalim gati nj\u00eb or\u00eb para mb\u00ebshtet\u00ebsve t\u00eb tij duke kumtuar fitoren, pa u num\u00ebruar zyrtarisht fleta e par\u00eb e votimit.<\/p>\n<p>Por sa cil\u00ebsor \u00ebsht\u00eb manipulimi serioz dhe brutal n\u00eb dy komunat dhe sa \u00ebsht\u00eb p\u00ebrs\u00ebritur ky fenomen n\u00eb m\u00ebnyr\u00eb kapilare n\u00eb gjith\u00eb Kosov\u00ebn?<\/p>\n<p>N\u00ebse i hedh nj\u00eb sy qendrave t\u00eb votimit, n\u00eb Skenderaj dhe Drenas jan\u00eb gjithsej 52 t\u00eb tilla. Pjes\u00ebmarrja zyrtare n\u00eb zgjedhje ka qene diku tek 48 p\u00ebr qind, nd\u00ebrsa rezultati i pritsh\u00ebm i PDK n\u00eb k\u00ebto dy komuna duhet llogaritur nga tradita 60 deri 70 p\u00ebr qind. N\u00eb k\u00ebto kushte teorike do t\u00eb duhej q\u00eb n\u00eb zgjedhje n\u00eb k\u00ebto 52 qendra t\u00eb dilnin rreth 400 vet\u00eb p\u00ebr qend\u00ebr, q\u00eb do t\u00eb thot\u00eb af\u00ebrsisht 20 mij\u00eb votues. N\u00ebse n\u00eb k\u00ebto 20 mij\u00eb votues i japim shumic\u00ebn prej 65 p\u00ebr qind partis\u00eb s\u00eb Hashim Tha\u00e7it, i bie q\u00eb ai t\u00eb ket\u00eb rreth 13 mij\u00eb vota n\u00eb k\u00ebto dy komuna t\u00eb sigurta si bastione t\u00eb tij. <\/p>\n<p>Por ajo q\u00eb ka ndodhur duket se e ka \u00e7uar PDK-n\u00eb e Tha\u00e7it n\u00eb rreth 40 mij\u00eb vota n\u00eb k\u00ebto dy komuna. Pra, kemi nj\u00eb manipulim serioz me rreth 25 deri 17 mij\u00eb vota, sikur t\u00eb tregohemi t\u00eb kursyer. Dhe n\u00ebse p\u00ebrkthejm\u00eb k\u00ebt\u00eb fenomen n\u00eb pjes\u00ebmarrjen prej rreth 750 mij\u00eb vet\u00ebve n\u00eb votime, i bie diku tek 3.3 p\u00ebr qind t\u00eb votave n\u00eb rang republike vet\u00ebm n\u00eb k\u00ebto dy komuna. N\u00ebse vet\u00ebm k\u00ebt\u00eb p\u00ebrqindje ja ulim Tha\u00e7it dhe ja japim partis\u00eb s\u00eb dyt\u00eb, ajo kalon parti e par\u00eb, ose barazohet n\u00ebse nj\u00eb p\u00ebrqindje ia japim partis\u00eb s\u00eb tret\u00eb.<\/p>\n<p>Q\u00eb t\u00eb mos e lodhim m\u00eb lexuesin me llogari, \u00ebsht\u00eb e mjaftueshme t\u00eb themi ashtu sikund\u00ebr theksoi ambasadori amerikan n\u00eb Prishtin\u00eb, Kristofer Dell, q\u00eb manipulimi n\u00eb k\u00ebto zona ishte serioz dhe ai u raportua.<\/p>\n<p>Pas k\u00ebsaj kalojm\u00eb tek problemi i dyt\u00eb, m\u00ebnyra institucionale se si duhet t\u00eb kund\u00ebrshtohet ky manipulim. Pasi fituesi \u00ebsht\u00eb shpallur p\u00ebrmes vet\u00ebshpalljes, procesi mendohet se ka degraduar dhe n\u00eb qendra t\u00eb tjera num\u00ebrimi q\u00eb kan\u00eb qen\u00eb n\u00ebn presionin e fitores s\u00eb shpallur. Pa dashur t\u2019i shtoj dhe nj\u00eb set tjet\u00ebr prej s\u00eb paku 1 deri 1.5 p\u00ebr qind, \u00ebsht\u00eb qartazi nj\u00eb rezultat i p\u00ebrmbysur.<\/p>\n<p>N\u00eb k\u00ebto kushte p\u00ebrs\u00ebritja e zgjedhjeve n\u00eb Skenderaj dhe Drenas nuk do t\u00eb ishte nj\u00eb v\u00ebnie n\u00eb vend e drejt\u00ebsis\u00eb. Anulimi i atij rezultati zgjedhor dhe nxjerrja nga tabela e rezultateve do t\u00eb ishte nd\u00ebshkimi i duhur p\u00ebr t\u00eb edukuar jo vet\u00ebm pushtetin, por dhe qytetar\u00ebt q\u00eb t\u00eb mos ngaz\u00ebllehen me vjedhjen e vot\u00ebs dhe kapitalizmin e k\u00ebtij akti me p\u00ebrfitime t\u00eb m\u00ebtejme nga pushteti. Anulimi i rezultatit zgjedhor n\u00eb dy komunat duhet b\u00ebr\u00eb m\u00eb tej dhe p\u00ebr faktin se rip\u00ebrs\u00ebritja e tyre n\u00eb kushtet e nj\u00eb fituesi t\u00eb shpallur, e b\u00ebn formal gar\u00ebn aty dhe cenon parimin universal t\u00eb gar\u00ebs, e cila b\u00ebhet n\u00eb nj\u00eb dit\u00eb, n\u00eb nj\u00eb sip\u00ebrfaqe, me t\u00eb nj\u00ebjt\u00ebt njer\u00ebz. <\/p>\n<p>Cop\u00ebzimi i gar\u00ebs zgjedhore, fenomen ky i sh\u00ebmtuar i zgjedhjeve t\u00eb vitit 2001 n\u00eb Shqip\u00ebri, \u00ebsht\u00eb nj\u00eb m\u00ebnyr\u00eb p\u00ebr ta t\u00ebrhequr zvarr\u00eb kund\u00ebrshtarin drejt fitores q\u00eb ke shpallur. Duke qen\u00eb se Drenica \u00ebsht\u00eb nj\u00eb bastion i Tha\u00e7it dhe nj\u00eb gjest i till\u00eb i ul\u00ebt njollos integritetin e m\u00ebtejsh\u00ebm politik t\u00eb tij, ato vota duhen p\u00ebrjashtuar si nd\u00ebshkim p\u00ebr t\u00eb mos inkurajuar ask\u00ebnd q\u00eb prek\u00eb lirin\u00eb e qytetar\u00ebve t\u00eb Kosov\u00eb p\u00ebr t\u00eb votuar.<\/p>\n<p>Fatkeq\u00ebsisht Kosova duket se importoi, jo vet\u00ebm boj\u00ebn e skaduar t\u00eb KQZ, por dhe  modelin e zgjedhjeve shqiptare. Shum\u00eb t\u00eb qeta gjat\u00eb paradites, nervoze n\u00eb mesdit\u00eb, t\u00eb tensionuara n\u00eb mbyllje, dhe pastaj dhun\u00eb verbale p\u00ebr t\u00eb vet\u00ebshpallur fituesin, pa u num\u00ebruar ende fleta e par\u00eb nga KQZ-ja. Ky skenar, i cili \u00ebsht\u00eb tashm\u00eb shum\u00eb popullor n\u00eb Shqip\u00ebri, mbart n\u00eb t\u00eb v\u00ebrtet pak a shum\u00eb t\u00eb nj\u00ebjtat personazhe q\u00eb \u201ck\u00ebshillojn\u00eb\u201d  fituesit e vet\u00ebshpallur n\u00eb t\u00eb dy an\u00ebt e kufirit. <\/p>\n<p>Q\u00eb t\u00eb mos kthehemi n\u00eb dy shtete talibane, ku e drejta e vot\u00ebs \u00ebsht\u00eb nj\u00eb formalitet pa r\u00ebnd\u00ebsi, duhet q\u00eb Kosova ta korrigjoj\u00eb me seriozitet, pa iu kthyer n\u00eb plag\u00eb t\u00eb pash\u00ebrueshme vjedhja e vot\u00ebs. N\u00eb lirin\u00eb e brisht\u00eb t\u00eb Kosov\u00ebs, n\u00eb shtetin e krijuar \u201cp\u00ebr arsye demokratike\u201d nga nd\u00ebrhyrja e NATO-s dhe mbik\u00ebqyrja e OKB-s\u00eb,  n\u00eb vendin ku Serbis\u00eb ju hoq sovraniteti pse ka shkelur lirit\u00eb dhe t\u00eb drejtat njer\u00ebzore, n\u00ebse nuk arrijm\u00eb t\u00eb nd\u00ebrtojm\u00eb dot nj\u00eb demokraci funksionale dhe zgjedhje t\u00eb lira, i kemi rihequr atij vendi t\u00eb drejt\u00ebn p\u00ebr t\u00eb ekzistuar si shtet.
