Disa prej tyre festohen edhe tek ne, sidomos ajo e gjuh\u00ebve t\u00eb huaja me veprimtari t\u00eb shumta dhe larmishme n\u00eb t\u00eb gjith\u00eb vendin. Ndoshta dita e Nd\u00ebrveprimit kulturor deri m\u00eb sot mund t\u00eb jet\u00eb nj\u00eb risi q\u00eb duhet t\u00eb na nxit\u00eb t\u00eb mendojm\u00eb thell\u00eb p\u00ebr mund\u00ebsit\u00eb e projekteve rajonale kulturore dhe ve\u00e7an\u00ebrisht me fqinj\u00ebt.<\/p>\n<p>K\u00ebto dit\u00eb po zhvillohet n\u00eb Kor\u00e7\u00eb festivali i Monodram\u00ebs q\u00eb tashm\u00eb \u00ebsht\u00eb kthyer n\u00eb nj\u00eb tradit\u00eb t\u00eb bukur ku marrin pjes\u00eb aktor\u00eb t\u00eb shumt\u00eb nga ballkani dhe Europa. Ky \u00ebsht\u00eb nj\u00eb shembull i mir\u00eb i bashk\u00ebpunimit nd\u00ebrballkanik pik\u00ebrisht n\u00eb k\u00ebto dit\u00eb festimesh bot\u00ebrore. N\u00ebse krijohen mund\u00ebsit\u00eb bashk\u00ebpunimi mund t\u00eb shtrihet edhe m\u00eb gjer\u00eb, por kjo kusht\u00ebzohet shum\u00eb nga buxheti q\u00eb qeveria, bashkit\u00eb i akordojn\u00eb kultur\u00ebs. N\u00eb k\u00ebt\u00eb vit jubilar ka shu\u00ebm z\u00ebra q\u00eb shprehin indinjat\u00ebn e tyre lidhur me sasin\u00eb dhe cil\u00ebsin\u00eb e veprimtarive; jan\u00eb t\u00eb pakta dhe shum\u00eb b\u00ebhen sa p\u00ebr t\u00eb kaluar rradh\u00ebn.<\/p>\n<p>N\u00ebse do t\u00eb futnim edhe veprimtari t\u00eb tjera, besoj se nuk do ta merrnin viston e financimit q\u00eb \u00ebsht\u00eb momenti m\u00eb i r\u00ebnd\u00ebsish\u00ebm i nj\u00eb veprimtarie, pasi dihet se edhe tek ne shkurtimet ka ndeshur n\u00eb g\u00ebrsh\u00ebr\u00ebn e politik\u00ebs, q\u00eb vazhdimisht sh\u00ebndet\u00ebsin\u00eb, arsimin dhe kultur\u00ebn p\u00ebrpiqen t\u2019i trajtojn\u00eb si sekondare. T\u00eb dh\u00ebnat vet\u00ebm t\u00eb k\u00ebtij viti flasin p\u00ebr reforma, t\u00eb pakt\u00ebn shkurtimet kan\u00eb marr\u00eb statusin e refaormave, dhe shkurtime t\u00eb buxhetit, por asnj\u00ebher\u00eb nuk ka prekur buxhetin e parazit\u00ebve, t\u00eb politikan\u00ebve.<\/p>\n<p>K\u00ebto dit\u00eb pata fatin t\u00eb merrja pjes\u00eb n\u00eb nj\u00eb Konferenc\u00eb Nd\u00ebrkomb\u00ebtare n\u00eb Kraiov\u00eb t\u00eb Rumanis\u00eb dhe tematika lidhej me identitetin e shprehur tek gjuha dhe kultura italiane, p\u00ebr m\u00eb tep\u00ebr q\u00eb k\u00ebt\u00eb veprimtari e organizoi Universiteti i Kraiov\u00ebs dhe me mb\u00ebshtetjen e Ambasad\u00ebs, Konsullat\u00ebs apo shoqatave t\u00eb ndryshme q\u00eb operojn\u00eb n\u00eb Rumani. Kjo tem\u00eb \u00ebsht\u00eb m\u00eb shum\u00eb se kurr\u00eb aktuale edhe tek ne, pasi po k\u00ebrkohet statusi i vendit kandidat p\u00ebr n\u00eb Europ\u00eb dhe pik\u00ebrisht kur veprimtarit\u00eb duhet ta mbushnin boshll\u00ebkun, ato skartohen apo nuk realizohen p\u00ebr munges\u00eb fondesh.<\/p>\n<p>Ndoshta shum\u00eb pak njer\u00ebz tek ne e din\u00eb se n\u00eb Europ\u00eb ka dit\u00eb t\u00eb caktuara q\u00eb lidhen me k\u00ebrkimet shkencore dhe vet\u00eb shkenc\u00ebn. Ose kjo dat\u00eb \u00ebsht\u00eb anashkaluar nga institucionet tona t\u00eb shkenc\u00ebs, ose trullosja \u201cdemokratike\u201d edhe proklamat se ritmet tona t\u00eb zhvillimit jan\u00eb nga m\u00eb t\u00eb lartat n\u00eb Europ\u00eb, na kan\u00eb dehur dhe vetk\u00ebnaqur, saq\u00eb nuk kemi nevoj\u00eb t\u2019ia b\u00ebjm\u00eb t\u00eb ditura bot\u00ebs. Po at\u00ebhere ku \u00ebsht\u00eb shkenca shqiptare? Dihet n\u00eb nivelet m\u00eb t\u00eb ulta t\u00eb Europ\u00ebs, pasi edhe klasifikimi m\u00eb i fundit i universiteteve, nuk e p\u00ebrmend fare Shqi\u00ebprin\u00eb. P\u00ebr m\u00eb tep\u00ebr q\u00eb edhe liberalizimi barbar i universiteteve nuk prodhoi asgj\u00eb t\u00eb mir\u00eb, ve\u00e7 prapambetje.<\/p>\n<p>N\u00eb nj\u00eb artikull t\u00eb disa dit\u00ebve m\u00eb par\u00eb theksova se duhet nj\u00eb reform\u00eb serioze deri n\u00eb fillim t\u00eb vitit akademik, tani po e them me bindje se duhet t\u00eb konsiderohet nj\u00eb emergjenc\u00eb. N\u00eb Rumani n\u00eb bisedat me koleg\u00eb m\u00ebsova se edhe zgjedhjet n\u00eb universitete kishin ndryshuar, duke i hequr karakterin masidh dhe n\u00eb dukje demokratik. Vet\u00ebm stafi akademik votonte p\u00ebr rektorin dhe askush tjet\u00ebr, jo m\u00eb student\u00ebt, dhe m\u00eb pas rektori n\u00eb baz\u00eb t\u00eb meritokracis\u00eb em\u00ebronte dekan\u00ebt dhe k\u00ebta t\u00eb fundit zv.dekan\u00ebt, duke patur nj\u00eb lloj decentralizimi n\u00eb institucionet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb shkenc\u00ebs. Ka ardhur koha q\u00eb edhe tek ne t\u00eb ndryshoj\u00eb gjith\u00e7ka, duke filluar q\u00eb nga zgjedhjet.<\/p>\n<p>Por p\u00ebrvoja europiane tregon se n\u00eb l\u00ebvizjen e madhe shkencore, nuk p\u00ebrfshihen vet\u00ebm universitetet, si b\u00ebrthamat kryesore ku duhet t\u00eb b\u00ebhet shkenc\u00eb, shoqata shkenc\u00ebtar\u00ebsh, por m\u00eb i interesuari q\u00eb ta promovoj\u00eb dhe financoj\u00eb \u00ebsht\u00eb biznesi. Ky koncept tek ne as q\u00eb \u00ebsht\u00eb menduar ndonj\u00ebher\u00eb dhe jo m\u00eb t\u00eb ket\u00eb patur nisma q\u00eb t\u00eb organizohen k\u00ebrkime dhe studime shkencore nga vet\u00eb bizneset dhe organizatat e ndryshme q\u00eb lidhen me prodhimin. Jemi t\u00eb destinuar me politikat e deritanishme q\u00eb vet\u00ebm t\u00eb thithim dhe t\u00eb mos prodhojm\u00eb shkenc\u00eb. T\u00eb b\u00ebn p\u00ebrshtypje nj\u00eb fakt n\u00eb Itali, ku nj\u00eb shoqat\u00eb shkencore Fraskati, i kushton dit\u00eb t\u00eb caktuara p\u00ebrhapjes s\u00eb zhvillimit t\u00eb energjis\u00eb s\u00eb past\u00ebr, pik\u00ebrisht n\u00eb prag t\u00eb fillimit t\u00eb vitit t\u00eb ri akademik.<\/p>\n<p>Qysh dje e deri m\u00eb dat\u00ebn 28 q\u00eb \u00ebsht\u00eb caktuar si Nata europiane e studiuesve, do t\u00eb organizohen nj\u00eb s\u00ebr\u00eb veprimtarish si konferenca, prezantime t\u00eb librave, eksperimente, biseda shkencore, shfaqje dhe shum\u00eb muze do t\u00eb hapin dyert e tyre. Shoqata Fraskati \u2013 shkenca e k\u00ebrkimeve lindi nga nevojat q\u00eb njer\u00ebzit t\u00eb ndajn\u00eb s\u00eb bashku dhe t\u00eb jen\u00eb pjes\u00ebmarr\u00ebs n\u00eb k\u00ebt\u00eb trash\u00ebgimi t\u00eb r\u00ebnd\u00ebsishme, duke promovuar edukimin p\u00ebr k\u00ebrkimin shkencor dhe komunikimin me publikun e gjer\u00eb p\u00ebrmes veprimtarive p\u00ebrhap\u00ebse dhe rjeteve t\u00eb komunikimit t\u00eb q\u00ebndruesh\u00ebm midis studiuesve dhe qytetar\u00ebve.<\/p>\n<p>Pas gati nj\u00eb muaji, m\u00eb dat\u00ebn 10 n\u00ebntor, do t\u00eb organizohet p\u00ebr t\u00eb dymb\u00ebdhjetin vit radhazi Dita bot\u00ebrore e shkenc\u00ebs p\u00ebr paqen dhe zhvillimin. Kjo dat\u00eb u shpall nga Unesko-ja n\u00eb vitin 2001 n\u00eb t\u00eb gjith\u00eb bot\u00ebn dhe \u00e7do vit theksohet impenjimi i Unesko-s n\u00eb sektorin e shkenc\u00ebs, si dhe p\u00ebr t\u00eb reflektuar mbi impaktin q\u00eb shkenca ka n\u00eb shoq\u00ebri. Dit\u00ebt nuk mungojn\u00eb dhe t\u00eb shpresojm\u00eb q\u00eb edhe tek ne shteti dhe institucionet tona t\u00eb shkenc\u00ebs t\u00eb ken\u00eb guximin t\u00eb organizojn\u00eb veprimtari t\u00eb tilla, qoft\u00eb n\u00eb fillim kujtes\u00eb dhe m\u00eb von\u00eb me karakter t\u00eb v\u00ebrtet\u00eb shkencor.<\/p>\n<p><strong>Arjan Th.
