Pra, si p\u00ebrkthehet shum\u00eb thjesht n\u00eb baz\u00eb t\u00eb kalkulimit t\u00eb p\u00ebrcaktuar me standardet europiane, d\u00ebmi i shkaktuar n\u00eb k\u00ebt\u00eb rast? Rama vler\u00ebsoi pun\u00ebn e zv.ministrit t\u00eb kultur\u00ebs, Nikoll\u00eb Lesi, t\u00eb cilin e takoi vet\u00eb n\u00eb Lezh\u00eb. Sipas tij, duhet ripar\u00eb buxheti i vitit 2011, duke i adresuar disa fonde strategjis\u00eb s\u00eb re p\u00ebr parandalimin e p\u00ebrmbytjeve. Rama propozoi q\u00eb shpenzimet qeveritare t\u2019u kalojn\u00eb zonave t\u00eb d\u00ebmtuara, duke propozuar nd\u00ebrhyrje n\u00eb zgjidhje afatgjat\u00eb t\u00eb problemit, pasi vendi, sipas tij, rrezikon k\u00ebnet\u00ebzimin.<\/p>\n<p>\u201cT\u00eb marrim tri lloj masash, nj\u00eb moratorium minimalisht tre vje\u00e7ar p\u00ebr shtret\u00ebrit e lumenjve dhe mosshfryt\u00ebzimin e tyre, me q\u00ebllim nxjerrjen e l\u00ebnd\u00ebs s\u00eb par\u00eb p\u00ebr nd\u00ebrtim. Duhet konsideruar ndryshime n\u00eb kodin penal p\u00ebr veprat e d\u00ebnueshme penalisht lidhur me cenimin e pyjeve, t\u00eb lumenjve dhe mjedisit sipas standardeve europiane.
